Mayor-elect Melvin Carter
Dr. Bruce Corrie, Department of Planning and Economic Development:
Dr. Bruce Corrie has over 30 years of experience as an economist living in Saint Paul. He is well
known for his extensive research and data driven policy proposals around the economic
contributions of immigrants and minorities and the assets they bring to the economy in a wide
range of areas from workforce skills to entrepreneurship and global networks. He helped pioneer
a Blue Ocean strategy leveraging cultural assets as an economic development engine in low
income areas, reflected in the vibrant community spaces of Little Africa, Little Mekong and
Rondo. His work on ethnic entrepreneurship has helped the development of policies and
programs to tap this rapidly growing entrepreneurship base to bring jobs and economic
revitalization across Minnesota.
Dr. Corrie chaired the District Advisory Council of the United States Small Business Administration
and is actively engaged with various ethnic and mainstream chambers of commerce, such as the
Midway Chamber of Commerce, Hmong and Oromo chambers, Metro IBA, Minnesota Indian
Business Alliance and the Saint Paul Chamber of Commerce. As Chair of the Governor’s Working
Group on Minority Business Development in 2000, he helped produce the first comprehensive
statewide report on policies to grow the ethnic markets and entrepreneurship. At Concordia
University he held a wide range of administrative roles including Associate Vice President, and
dean of the college of business. He has a PhD in Economics from the University of Notre Dame.
Dr. Corrie will assume his duties on January 2.
Mike Hahm, Department of Parks and Recreation:
Mike is the current Director of the Department of Parks and Recreation and will continue to serve
the City of Saint Paul in that role. He is a lifelong Saint Paul resident and a dedicated career
employee of the Saint Paul Parks and Recreation Department. Mike’s career began more than 30
years ago as a recreation center employee while he was finishing his business degree at the
University of Saint Thomas. For the past 20 years, Mike has served on the senior Parks and
Recreation management team holding a variety of positions including recreation services
manager, special services manager and director of Como Park Zoo & Conservatory.
Mike's notable career highlights include championing efforts to expand youth after-school
programming in recreation centers, successfully increasing strategic public-private partnerships,
helping to establish the City’s award-winning Great River Passage initiative to guide all future
public development along Saint Paul’s Mississippi Riverfront, helping to secure over $21 million in
Legacy and Arts & Cultural Heritage fund investments on behalf of the department, and
re-energizing and leading one of Saint Paul's premium family destinations, Como Park Zoo &
Conservatory, to record-breaking attendance. Mike has been instrumental in raising Saint Paul’s
profile through his leadership work on several large citywide events and projects, including;
Frogtown Park & Farm, the Polar Bear and Gorilla exhibits at Como Park Zoo & Conservatory, CHS
Field, and Red Bull Crashed Ice.

Mayor-elect Melvin Carter
Todd Hurley, Office of Financial Services:
Todd is the current Director of the Office of Financial Services and will continue to serve the City
of Saint Paul in that role. During his career with the City of Saint Paul which began in 1984, Mr.
Hurley has served as the City’s Treasurer, Budget Director and Debt Administrator. From
2007-2008, Mr. Hurley was a Director in Municipal Finance at RBC Capital Markets. Mr. Hurley has
been responsible for providing strategic leadership and management, directing the City’s overall
budget, accounting and treasury functions including the collection and disbursement of all City
funds, actively managing an investment portfolio in excess of $250 million, along with the
planning, issuance and administration of all City debt.
Mr. Hurley has held a lead role in securing financing for major stadium projects in Saint Paul
including the $170 million RiverCentre Arena and the $65 million CHS Field. Additionally, Mr.
Hurley was part of the banking team for Target Field. Mr. Hurley received his Bachelor of Arts in
Business from the University of Saint Thomas in Saint Paul, Minnesota.
Sharon Kennedy Vickers, Office of Technology and Communications:
Sharon Kennedy Vickers is a technology leader with a passion to create accessible and inclusive
digital solutions. She currently serves as a IT Management Consultant for the City of Saint Paul
supporting major initiatives. She excels at envisioning and developing IT strategies in alignment
with organizational strategic direction, as well as establishing strong collaborative relationships
to consistently deliver innovative technology solutions. Her 20 years of technology experience
includes enterprise systems development and implementation, process improvement and
business re-engineering, project management, business intelligence, data analytics and insight
visualization, systems analysis, software engineering, and vendor management. In addition to her
professional resume, Kennedy Vicker’s experience includes extensive volunteerism and civic
engagement.
She is the Co-founder of Blacks in Technology - Twin Cities and Visionary and Co-organizer of
Code Switch, a civic hackathon. She served as chair of the advisory board of the Multicultural
Endowment Fund of the Saint Paul Foundation from 2007-2010, was a member of the board of
directors Jeremiah Program, and was recently appointed Co-Chair of Open Twin Cities, a group of
civic hackers. She also served on Mayor Coleman’s Cabinet for Innovation and is a current
member of Full Stack Initiative Steering Committee and the Code for America Brigade. Kennedy
Vickers holds a B.S. in Computer Science from Clayton College & State University. Vickers will
assume her duties January 22. The current Office of Technology and Communications Director,
Tarek Tomes, will continue to serve as Director until January 22 when he transitions to the
Mayor’s Office as Chief Innovation Officer for the City of Saint Paul.

Kathy Lantry, Department of Public Works:
Kathy Lantry is the current Director of Public Works. In that role she has led the department
through a complete reorganization to strategically align staff with key department functions. She
has reestablished community confidence in the department through transparency, engagement
and a focus on quality service. Under her leadership, the department has created service
performance measures for each division to aid with decision making and goal tracking, and
increased diversity hiring by 60% with a focus on racial equity. Public Works has the
responsibility to maintain roads, bridges, sewers, sidewalks, lights, signs, signals, and manage the
city’s recycling program.
Kathy has lived and worked in the City of Saint Paul for all of her adult life. She was elected to the
Saint Paul City Council in 1998, representing Ward 7 on the East Side, and served as President of
the City Council from 2004 to 2015. Kathy has served on a number of boards and commissions,
including the Saint Paul Port Authority, Visit Saint Paul, Saint Paul Regional Water, and the
Minneapolis/Saint Paul Housing Finance Board, all of which added to her broad base of
experience. Her volunteer activities have included Saint Paul Youth Services and the Saint Paul
Police Foundation Board.
Lyndsey Olson, City Attorney:
Lyndsey Olson has been the General Counsel of the Minnesota National Guard and Minnesota
Department of Military Affairs since 2013, managing and directing all legal matters for the
department in 62 communities around the State of Minnesota. She has been in-house counsel for
the agency since 2005 and comes to the City of Saint Paul with 15 years of legal experience in
contract law, civil litigation, real estate transactions, employment law, criminal prosecution,
legislation and strategic policy advising. Ms. Olson is a seasoned leader and combat veteran of
Operation Iraqi Freedom where she received a Bronze Star for her service there as a criminal
prosecutor. Olson is a 2003 graduate of Hamline University School of Law.
She has previously been named to the Minnesota Business Journal’s list of top in-house counsel,
Minnesota Lawyer’s Attorneys of the Year and one of Minnesota Business Journal’s 40 Under 40.
She also serves on the board of directors for Central Minnesota Legal Services and is an Adjunct
Professor of Law at the University of Minnesota Law School. As one of the top advisers regarding
the National Guard’s role in public safety support for Super Bowl 52, the City and National Guard
have agreed she will begin her new position February 5. Deputy City Attorney Laura Pietan will
serve as City Attorney until that date.
Catherine Penkert, Libraries:
Catherine Penkert brings nearly 10 years of public service with the City of Saint Paul, including
roles on the City’s Innovation Team and in the Department of Parks and Recreation, where she led
development of the Right Track youth employment program. Prior to joining the City of Saint Paul,
she worked for public sector and nonprofit organizations in Minneapolis and Chicago. Her drive
for innovation and collaborative, cross-sectoral approach to leadership will be an asset to the
Saint Paul Public Library as Mayor Carter builds a city that works for all. Catherine has masters
degrees in public policy and social work from the University of Minnesota, and a B.A. from the
University of Notre Dame. Penkert will assume her duties on January 2.

Andrea L. Turner, Department of Human Resources:
Andrea L. Turner is an experienced Human Resources professional and leader. She is the Director
of Human Resources at the Minnesota Department of Administration and Minnesota
Management and Budget. She received her Bachelor of Arts degree from Swarthmore College
and a Juris Doctorate from Case Western Reserve University School of Law. Ms. Turner is driven
by a passion to have human resources serve in a partnership capacity to help drive structural and
individual effectiveness throughout an organization.
As a Director of Human Resources her goals include creating an inclusive work environment and
exceptional customer service. Turner will assume her duties February 1. Toni Newborn, the
current Diversity and Consulting Services Manager, will serve as Director of Human Resources
until then, when she will transition to the Mayor’s Office as Chief Equity Officer for the City of Saint
Paul.
Lucy Angelis, Acting Director, Emergency Management
Lucy has worked in Emergency Management for over 16 years. In 2001, she started with the
American Red Cross as a volunteer, then a chapter employee and then a National employee. In
2008, she went to work for the State of Minnesota in the Division of Homeland Security and
Emergency Management where she served as the Urban Areas Securities Initiative (UASI)
Coordinator with Homeland Security grants. She has been with the City of Saint Paul for almost 6
years as an Emergency Management Coordinator. Throughout her career she has worked in 9
different states on more than two dozen disasters or incidents including the Bridge Collapse,
Presidential visits, Hurricane Ike, Hurricane Sandy and Hurricane Katrina.

About The Hiring Process
Community hiring panelists convened Monday, December 18 and Tuesday, December 19 to interview
candidates for Saint Paul City director positions at the Mitchell Hamline School of Law. Ten panels -
comprised of civic leaders, policy experts, and community members - selected and interviewed a total of
57 candidates.
Community leaders participating in the hiring panels are listed below. In total, 101 people served as
panelists, including two individuals who prefer their names not be released publicly. All panelists have
participated on a volunteer basis. Nearly 300 people applied to serve.
Final recommendations on applicants from the community hiring panelists were submitted to Mayor-Elect
Carter for consideration and selection.
