Position Statement of the Ninth NCUB Congress

1. The international community, international and domestic forces, including the National Council of the
Union of Burma (NCUB), have demanded meaningful dialogue for many years for resolving the various
problems besetting Burma. However, the military clique has rejected entirely all the demands and is
preparing to hold a sham election in November 2010 to put life into 2008 Constitution for legitimizing the
system of military dictatorship. For that reason, the NCUB 9th Congress has commanded for opposition to
the 2008 Constitution, the election to be held in accordance with the Constitution and its results.

2. We, the NCUB Congress, heartily welcomes the National League for Democracy’s (NLD) decision to
boycott the 2010 election and we will help and support every movement opposing the 2008 Constitution
and the 2010 election by parties, including the NLD, which continue to uphold the 1990 election results.

3. We advise the political parties preparing to contest the 2010 election, under one-sided manipulation by
the SPDC, to reconsider their election related policies, and collectively boycott the election.

4. We earnestly support and honor the cease-fire forces, upholding their stand to maintain their armies and
political parties for protection of their peoples, for their courageous rejection of pressure by the SPDC
military clique to transform their armies to Border Guard Force.

5. We welcome, support and are ready to cooperate in the efforts by the United States., United Kingdom,
Czech Republic, Australia and Slovakia to have the U.N. formed an Inquiry Commission for investigating
war crimes and crimes against humanity perpetrated by the SPDC in Burma.

6. We deliberated on ways to overcome the political, economic and social problems faced by the country
and the difficulties and challenges faced by the democratic and ethnic nationality movement. We are
certain that the key to overcoming the challenges of today is to build up resolutely unity of the various
forces and to lay down and carry out correct action plans. The NCUB accepts it as its duty to establish
firm leadership of the various forces and a united movement.

7. Accordingly, at the 9th Congress we, the NCUB, are to make utmost effort for coordinating our struggle
with all the anti-military clique forces and, for establishment of the Democratic Federal Union, struggle on
against the military clique and the system of military dictatorship.
