Chapter

1 BACKGROUND
1.1 NATIONAL ELIGIBILITY CUM ENTRANCE TEST (UG)
As per regulations framed under the Indian Medical Council Act-1956 as amended in 2016 and the Dentists
Act-1948 as amended in 2016, NATIONAL ELIGIBILITY CUM ENTRANCE TEST (UG) – 2017 (NEET-UG-
2017) will be conducted by the Central Board of Secondary Education (CBSE), for admission to
MBBS/BDS Courses in India in Medical/Dental Colleges run with the approval of Medical Council of
India/Dental Council of India under the Union Ministry of Health and Family Welfare, Government of India
except for the institutions established through an Act of Parliament i.e. AIIMS and JIPMER Puducherry.
Following is stated in the regulations:-
a. There shall be a single eligibility cum entrance examination namely ‘National Eligibility-cum-Entrance
Test for admission to MBBS/BDS courses’ in each academic year.
b. In order to be eligible for admission to MBBS/BDS Courses for a particular academic year, it shall be
necessary for a candidate to obtain minimum marks in ‘National Eligibility-cum-Entrance Test’ held for
the said academic year besides obtaining minimum prescribed marks at the qualifying examination.
c. The reservation of seats in Medical/Dental colleges for respective categories shall be as per
applicable laws prevailing in States/Union Territories. An all India merit list of the eligible candidates
shall be prepared on the basis of the marks obtained in National Eligibility-cum-Entrance Test for
admission in MBBS/BDS courses from the said lists only.
d. No candidate who has failed to obtain the minimum eligibility marks as prescribed by the Medical
Council of India/Dental Council of India shall be admitted to MBBS/BDS Courses in the said academic
year.
e. All admissions to MBBS/BDS courses within the respective categories shall be based solely on marks
obtained in the National Eligibility-cum-Entrance Test.
f. The Central Board of Secondary Education shall be the organization to conduct National Eligibility-
cum-Entrance Test for admission to MBBS/BDS courses.
Accordingly, the Central Board of Secondary Education, Delhi will be conducting the National
Eligibility Cum Entrance Test for admission to MBBS/BDS Courses in the session 2017-18 on
Sunday, the 07th May, 2017.
·The responsibility of the CBSE is limited to the conduct of the entrance test, declaration of result and
providing All India Rank to the Directorate General of Health Services, New Delhi for counselling of
15% All India Quota Seats and providing the result to the State Counselling Authorities and Admitting
Institutions.
·The Counselling for successful candidates under 15% All India Quota seats is conducted by the
MCC/DGHS. The counselling for admission in seats under the control of other
States/Universities/Institutions shall be conducted as per the notifications issued separately by the
authorities concerned.
·During counselling, the eligibility criteria, self-declaration, various documents, etc. of the eligible
candidates shall be verified as per norms specified by the respective authorities and Medical/Dental
Colleges.
Admissions to all seats of MBBS/BDS will be done through NATIONAL ELIGIBILITY CUM
ENTRANCE TEST (UG), 2017. There are following quota seats available:-
(i) All India Quota Seats
(ii) State Government Quota Seats
(iii) State/Private/Management/NRI Quota Seats in Private Medical / Dental Colleges or any Private/
Deemed University
(iv) Central Pool Quota Seats

1.2 DATE AND PATTERN OF EXAMINATION
The CBSE will conduct NEET -2017 as per following details:

The Entrance Test shall consist of one paper containing 180 objective type questions (four options with
single correct answer) from Physics, Chemistry and Biology (Botany & Zoology) to be answered on the
specially designed machine-gradable sheet using Ball Point Pen only.
Each question carries 4 marks. For each correct response, the candidate will be awarded 4 marks. For
each incorrect response, one mark will be deducted.
1.3 PREPARATORY STAGE
The conduct of such a mega examination requires meticulous planning. Accordingly, following important
functionaries are being appointed to ensure successful conduct of NEET:
1. Regional Coordinator
2. City Coordinator
3. Centre Superintendent
4. Deputy Centre Superintendent
5. Invigilators for Invigilation
6. Invigilators for Frisking & Collection of photograph
7. Board’s Representatives &
8. Observers
The Regional Officers/Directors of Regional Offices, CBSE are appointed as Regional Coordinator to
supervise the examination in the cities falling under the jurisdiction of the respective Regional Office. In
addition, the Board also appoints a Coordinator in every city to coordinate with Regional Coordinator,
Centre Superintendents, Board’s Representatives and Observers so as the policy of conduct of
examination is implemented in the city meticulously. At least one Representative of the CBSE will be
present in every city where NEET is to be held. The Board Representative will arrive in the city at least two
days before the examination. The Board would also depute Observer(s) at every examination centre
depending upon the number of candidates allotted to the centre. At the centre, both Centre Superintendent
and Observer(s) require to coordinate each activity and support each other in discharge of their duties.
To ensure the implementation of the scheme prepared by the CBSE for successful conduct of NEET, a
Power-Point Presentation will be sent by the CBSE to all the centres in such a manner that prior to make
the arrangement at centre for the conduct of NEET, a meeting is proposed to be convened at the centre by
the centre superintendent where scheme of conduct of NEET will be explained through presentation by
CBSE official through the Mukt Vidya Vani (URL- http://nios.iradioindia.in). During the meeting, all the
officials of the school involved in the conduct of NEET Examination shall remain present to understand the
instructions and to implement the same correctly and strictly on the day of examination.

2 DUTIES OF REGIONAL COORDINATORS


2.1 REGIONAL COORDINATOR
The CBSE is having ten Regional Offices throughout the country. The Regional Director/Officer will be
appointed as Regional Coordinator to supervise the work of conduct of examination. Regional Coordinators
will supervise the conduct of examination in all the cities falling under the jurisdiction of the Regional Office
where NEET will be conducted. They will also assist NEET Unit in coordinating examination activities in the
cities where the City Coordinator has not been appointed because of the less number of examination
centre in these cities. The conduct of examination in Delhi will be supervised by the NEET Unit.
2.2 DUTIES OF REGIONAL COORDINATOR
The Regional Coordinator is expected to supervise the Pre-examination, conduct of examination and post
examination activities of the NEET for establishing a better coordination network amongst City Coordinator,
Centre Superintendent, Board’s Representative, Observer and NEET Unit. Following will be the main
responsibilities of the Regional Coordinator:
2.2.1 PRE-EXAMINATION
Assistance will be made in the following pre-examination activities:-
·Identifying good schools for the conduct of examination.
·The schools/institutions falling under their jurisdiction in submitting their online consent.
·In identifying officials of academic institutions of absolute integrity to act as an Observer.
·The Observer in submitting their online consent to act as Observer.
·In identifying senior Principals to act as City Coordinator.
·The City Coordinator in submitting their online consent to act as City Coordinator.
·The Board’s Representatives and City Coordinator in the conduct of Briefing Meeting.
·Keep a watch on the News publishing in Print media, etc.
2.2.2 ON THE DAY OF CONDUCT OF EXAMINATION:
Assistance will be made in the following activities on the day of examination:-
·To City Coordinator in smooth distribution of question papers.
·In keeping a watch on the conduct of examination in all the cities under their jurisdiction.
·Ensure smooth conduct of examination in all the cities under their jurisdiction.
·Ensure safe handing over of examination material to NEET Unit, Delhi.
2.2.3 POST EXAMINATION:
Will assist City Coordinator, Centre Superintendents and Observers in submitting their claims and resolve
their problems on any issue related to NEET Examination. In addition to above duties, their expertise and
authority may be used at any time by the NEET unit to ensure successful conduct of NEET Examination.

3 DUTIES OF CITY COORDINATORS


3.1 CITY COORDINATORThe CBSE will appoint City Coordinators in all the cities where NEET will be
conducted and the number of centres is large. City Coordinator is an important link between the Regional
Coordinator, Centre Superintendents, Observers and Boards Representatives.
3.2 DUTIES OF CITY COORDINATOR
The role of the City Coordinator is to ensure successful conduct of NEET in his/her city by coordinating
activities of examination. As unfair means activities during the examinations have become a social evil, the
responsibilities of City Coordinator have become manifold.
Also, City Coordinator is the Custodian of Metal Detectors supplied by the CBSE. Therefore, his
responsibility is also to check the functioning of all the metal detectors and the batteries. Before
the meeting, metal detectors be made operational so that the same could be distributed to the
Centres Superintendents as per following details:

Looking into above, they are requested to read and understand the guidelines and their responsibilities carefully
so as they can discharge their duties well with full perfection.
Following is expected from City Coordinator:
3.2.1 PREPARATION BEFORE THE ARRIVAL OF BOARD’S REPRESENTATIVE(S):
City Coordinators are requested to complete following tasks before the arrival of the Boards
Representatives for the conduct of NEET:
·To arrange for a meeting with Regional Coordinator, Centre Superintendents, Observers and CBSE
Representatives in his/her office or at any other suitable venue on 6th May, 2017 (Saturday)
preferably in the forenoon at 11.00 A.M. to review and discuss the preparation and planning for the
smooth conduct of NEET.
·Communicate meeting place and schedule to the Regional Coordinator, Board’s Representative,
Centre Superintendents and Observers. Kindly ensure that meeting is attended by Centre
Superintendent only so as correct decision on any issue be taken by the Centre
Superintendent during the conduct of examination. However, if they wish, they may
accompany with them next responsible official from the centre.
·Confirm the participation of Observers in the examination so that observers are deputed at each centre.
·To make the arrangement against the absentee Observers from the names of extra Observers
provided by the CBSE or at local level. Before the meeting, a centre wise final list of Observers will
be prepared and displayed outside the meeting place so that on reaching the venue both Observers
and Centre Superintendents will sit close by at designated place. Number of Observers appointed at
each centre will depend on the number of candidates allotted at centre. Details of number of
candidates allotted and number of observers appointed are as given:

Metal Detector
·CBSE will supply a list of the Observers in which the number of the Observers will depend upon the
number of Observers required in the city and also the additional Observers to be appointed against
the absentee Observers. The City Coordinator will depute the Observers at each centre based on the
above principle. However, while deputing the Observers at the centres, it may be ensured that in any
manner the Observer and the Centre do not have any close proximity which may lead to
compromising the sanctity of the examination in any manner.

·In case, if there is any shortage of the Observers, the same may be locally arranged. If the
Observers are in excess of the requirement, they may be deputed at the centre having more numbers
of candidates or at new/sensitive centre.

·The Observers will be directed to reach the city in the morning of 6 May, 2017 (Saturday). They will
inform about their arrival well in advance and also attend the briefing meeting on 6th May, 2017
(Saturday) where they would be informed about the place/centre of duty. If any of the Observers
does not respond / report, City Coordinator are authorized to depute observes from the list of the
additional observers supplied by the Board or some senior level officer of integrity and status from a
government’s education department or any faculty of local university or its affiliated colleges in lieu of
the absentee Observer at the particular Centre and send their bill forms to the NEET Unit duly
certified by the Coordinator. Board may also make the arrangement for their payment by Boards
Representative after the conduct of NEET.
·An Attendance Sheet may be prepared for both Observers and Centre Superintendents to mark their
attendance in Briefing Meeting.
·A meeting with local police and administrative authorities for deploying police forces at each
examination centre.
·Route plan to visit all the centres by the Board’s Representative on the day of examination. CBSE will
depute Board’s Representative in such a manner that at least one Board Representative is assigned
three centres to visit on the day of examination. While finalizing route plan, the same may be taken
into consideration along with the time taken to visit all three centres in minimum possible time.
3.2.2 MEETING WITH BOARD’S REPRESENTATIVE(S) ON THEIR ARRIVAL:
Prior to the Briefing Meeting, Coordinator and Board’s Representatives may share information on the
following issues so that correct and complete information is supplied to Centre Superintendents and
Observers:
·Venue and schedule of the meeting.
·Confirmation from Observers reporting on duty.
·Route plan to visit the centres.
·Distribution & collection of metal detectors
·Distribution of pen to the centres.
·Installation of communication jammers.
·Place for collection of material from centres after the examination.
·Probable number of trunks meant for each centre. One trunk can contain maximum 480 English test
booklets (08 packets of 60 test booklets) and 300 bilingual (English+Hindi or English+ Vernacular
language) test booklets (05 packets of 60 test booklets). This will help the centres in bringing covered
vehicles along with Group–IV employs for carrying the trunks from the custodian to the centre safely.
·Finalization of time for distribution of confidential material from the custodian. The far away centre
may be called early and nearest may be called later to collect Question Papers to avoid rush at
custodian place. If number of centres is large, time slots may also be decided depending upon the
distance of the centres from the custodian and communicated the same during meeting.
·Police arrangement at the centres.
·Finalisation of pickup plan with TCI.
3.2.3 ARRANGEMENT AND CONDUCT OF BRIEFING MEETING:
Successful conduct of NEET depends upon the successful conduct of Briefing Meeting. Hence, it is
advised that the Coordinator shall remain present in the city and does not keep outstation engagements on
the last three days of the concerned week i.e. Thursday, Friday and Saturday. Following arrangement are
to be made for the meeting:
·Make a suitable venue arranged for meeting either in Coordinators’ school/ office or at any suitable
and secured venue looking into the number of participants attending meeting.
·Display the final list of the Observers along with their allotted centres outside the meeting venue so as
both Centre Superintendent and observer(s) can sit together in the beginning of the meeting for better
coordination.

·The seating arrangement in the meeting should be similar to class room arrangement where all the
Centre Superintendents, Observers and Board’s Representatives can sit comfortably and pay proper
attention to the Power Point Presentation. Make the sitting arrangement and affix the stickers of
Centre Superintendent with centre no. and Observers for easy identification of seat by Centre
Superintendent and the Observer(s). Stickers will be provided by the CBSE.

·Arrangement for making Power Point Presentation be also made.


·Arrangement may be made to obtain the attendance of Centre Superintendents and Observers.
·Arrangement for distribution of metal detectors and pen may also be made as per convenience during
the meeting.
·Any other suitable arrangement to ensure successful conduct of Briefing Meeting.
3.2.4 INFORMATION TO BE COMMUNICATED DURING BRIEFING MEETING
The meeting with the Regional Coordinator/Centre Superintendents/Observers will be convened jointly by
the Coordinator and the Representative(s) of the Board. The CBSE officials are being directed to reach
the city latest by the evening of 5th May, 2017 (Friday). During the meeting, CBSE’s power point
presentation will be made either by Board’s Representative or the City Coordinator. Efforts may be made
to communicate the exact information to all the participants as communicated by the CBSE. In addition to
the presentation, following arrangements should be specifically reviewed in the meeting:-
·Change in the duty of Observers, if any.
·Arrangements for the collection of sealed question paper trunks from the Custodian and their safe
transportation to the Centers.
·Frisking is the back bone of the fair conduct of NEET. Hence, for strict frisking following arrangements
be discussed:
i. Preparation of absolute frisking plan at the centre.
ii. Strict and proper frisking of all the candidates as per instructions issued in this regard.
iii. Arrangement for special invigilators (both male and female) in sufficient quantity for frisking of the
candidates by the Invigilators of similar gender at the main entry of the centre.
iv. Last entry in the examination centre i.e. no candidate to be allowed to enter the examination
centre after last reporting time i.e. 09.30 a.m. This has been revised for mandatory frisking of
each candidate.
v. Installation of clock at main entry point and in all examination rooms/halls. The time of all clocks
at the centre be set with the clock available on NEET website.
vi. No entry of barred items (list is given in the guidelines) inside the examination centre.
vii. Compliance of dress code by the candidates.
viii. During frisking at the entry and even in examination rooms, the ears of all candidates are to be
checked carefully for hidden Bluetooth devices with the help of torch. Further, the stitching of the

clothes is also to be checked physically to ensure that nothing has been hidden which can help in
communication with outside world.
ix. Invigilators need to be vigilant for such candidates:
a. Candidate is sitting and not writing the answers for unusually long period,
b. Candidate in the room is not from the State of the examination centre,
c. Girl candidate having untied hair
d. Candidates whispering
e. Candidates wearing high heel sleepers, sandals.
·No staff on duty will be in possession of any communication device and camera where the question
papers are being opened and also in the examination room/hall.
·List of the officials with their signature present in the room where question papers are being opened
(Appendix-V).
·Collection of unused test booklets by 09.50 a.m. in the examination room by the invigilators as no
candidate will be allowed after 09.30 a.m. Thus, invigilators will come to know about actual
attendance from the candidates present in the examination room. The unused Test Booklets after
collection will be packed in the envelope supplied for the same by the Board. After making necessary
entries on this envelope, the same will be returned to the Control Room by 10.00 AM for packing all
the envelopes of unused Test Booklet received from each room/hall by the Centre Superintendent.
·Neither seal of unused test booklets be opened nor the booklets be kept with the centre for any
purpose.
·Announcement by invigilators to the candidates that if any of the candidate in the room is using any
unfair mean, the same may be objected to by the other candidates appearing in the examination. The
same may also be informed to the invigilator(s) on duty to take the action against the erring
candidates. This will help curbing UFM activities and secure the future of bright and deserving
candidates.
·Purchase of Torches and wall clocks as per requirements and at approved scheme and rates.
·The arrangements of seating/furniture and of other essential facilities.
·Pasting of Roll Number Stickers on the desks as per seating plan.
·Entry points to the examination centers.
·Deployment of invigilators and other supporting staff and issue of Identity Cards to them.
·Procedure for opening of question paper parcels/packets, sealing of OMR sheets, etc.
·Police and security arrangements.
·Strict prohibition of use of mobile/communication devices by staffs during examination any where
inside the centre.
·Information regarding the place of custodian and schedule for distribution of the question paper is
decided looking into the number of centres in the city and the distance of the centres from the
custodian. Number of trunks may also be communicated to the Centre Superintendents so that they
can bring suitable covered vehicle along with Group-IV employs for safe transportation of question
papers trunks.
·Packing plan of OMR
·The arrangements for collection of OMR sheets and other materials after conduct of examination from
the centers. Accordingly, arrangement for the collection of material is to be made. The number of
counters for collection of material may be arranged based on the number of centres in the city so that
material may be received without any delay on the arrival of Centre Superintendents.
·The plan for collection of emergent materials from the Custodian may also be drawn in consultation
with the Board’s Representative(s) after commencement of the Examination at 10:00 AM on 7th May,
2017 or as per suitability. However, material is only to be picked up only once examination has
started.
·Board’s Representative may also collect the certificate of receipt of empty trunks of NEET as per
Annexure-S.

4 DUTIES OF CENTRE SUPERINTENDENTS


4.1 CENTRE SUPERINTENDENT
The Centre Superintendent will be the In-charge of centre where examination is being conducted. The
Centre Superintendent will be appointed by CBSE and responsible for the smooth conduct of examination
at the centre. Centre Superintendent needs to be present at the centre as per the requirement of the
conduct of examination to ensure that all the preparations are made as per plan under his/her supervision.
Centre Superintendent will also coordinate with the Regional Coordinator, City Coordinator, Observer(s)
and Board’s Representative(s).
4.2 DUTIES OF CENTRE SUPERINTENDANT
The Centre Superintendent will personally attend the Briefing Meeting to be held on
06.05.2017(Saturday) by the City Coordinator where ever City Coordinators have been appointed by the
Board. The Centre Superintendent is also expected to make the following essential arrangements at the
examination centre: -
4.2.1 PREPARATORY STAGE
·A well protected room for storage of confidential material;
·A strong almirah with keys in duplicate to be used by the Centre Superintendent for storage of
confidential material;
·Facsimile Signature stamps of Centre Superintendent in adequate number to be
prepared in advance to affix on each Test Booklets. Facsimiles be kept in the safe
custody of the Centre Superintendent to avoid any misuse;
·Cello Tape, Gum, Wax, Cloth, Needle, Thread, Bag, Luxor Pen/Permanent Marker, etc. in
sufficient quantity for use in confidential room;
·Sufficient and comfortable seating arrangement/furniture for the candidates;
·Suitable arrangement of washroom/toilets separately for boys and girls;
·Ball point pens provided by the Board for use of the candidates for writing particulars and for
marking responses;
·Covered space for frisking of the girl candidates at entry;
·Installation of wall clock at the main entry and for each room (if not having) which will be
used during all the examinations conducted by the CBSE at least for three years. The
size of the wall clock should be such that the candidates sitting in the last row should be
able to watch the time clearly. It has come to the notice that centres are not installing the
wall clock in rooms and at entry and if installed, their time not set as per the clock
available on NEET website. THIS IS VERY SERIOUS. In case, if it comes to the notice of
CBSE, this will be viewed seriously as this is the contempt of the orders of Hon’ble
Supreme Court of India order on smooth and fair conduct of examination.
·LED torch (for checking microphone/Bluetooth devices inside both the ears) in number equal
to the number of invigilators deputed for collection of photograph/frisking of the candidates in
rooms and at entry of the centre;
·Since some candidates may come to the Examination Centre without photographs, it will
be appropriate to make the arrangement of a camera and a photographer at the centre in
advance to meet out such exigencies. Payment for video/photography may be claimed in the
bill of the centre based on approved rates;
4.2.2 ARRANGEMENT OF VIDEOGRAPHER AND GUIDELINES FOR VIDEOGRAPHY
The conduct of examination would be videographed. Accordingly, videographers are to be engaged
in advance as per the following details:-

To achieve the purpose of videography, following instructions may be issued to videographer in
advance:
·First of all, main entrance of the centre is to be videographed along with the seating plan and
other information displayed outside the centre. It may be ensured that the name of the centre is
videographed properly.
·Soon entry of the candidates is allowed in the centre and they are being frisked, the same may
also be videographed. Girls may be videographed only in case they are found in possession with
barred items. General videography of the searching/frisking of girls is not to be done.
·Thereafter, videographer will enter in the centre and videograph the Centre Superintendent’s
Room/Control Room especially duty chart. However, it may be ensured that during the opening
of the trunks, only the authorized officials are present in the room and no videography is to be
done.
·As soon as the exam starts, videography from room no.1 to last room be done in such a manner
that first of all, the seating arrangement displayed at the entry of the room be videographed
clearly. Thereafter, in every room in ascending order of roll number first the videograph of the
sticker of roll number is to be made and then that of the concerned candidate. While videography
is done in the rooms, instructions may be issued by the invigilator to the candidates that they will
keep their face in upright position for clear videography.
·It is to be ensured that videography of all rooms and candidates be completed during the conduct
of examination.
4.2.3 PRECAUTIONS WITH VIDEOGRAPHER
Keeping in view the sensitivity of the NEET, following precautions may be taken:
·Videographer(s) should be known to the school and must possess high integrity.
·Videographer/Photographer is not carrying any of the barred electronic communication devices
including the mobile phone in the examination centre. Bluetooth enabled cameras should not be
used by the camera man for taking photographs and for videography.
·Identity proof of the photographer be taken.
·An identity card may also be issued to the videographer/ photographer.
·It may also be ensured that none of the near relative of the photographer is appearing in the
NEET. Hence, undertaking may be taken from videographer(s) in this regard. (Appendix- R)
·In no case, videographer will be allowed to leave the centre before examination is over.
·It would be appreciated if one official from the school who is aware about the videography plan be
deputed along with videographer to guide him regarding videography and also the locations to be
videographed.
4.2.4 Deputing Securing GuardsThe Centre Superintendent will hire the services of 04 Guards for
searching and frisking duties at the gate and access control duties during the conduct of
examination and thereafter. These Guards will remain posted at the gates only and will not be
allowed to enter the centre of examination. The duties of the Guards will be till completion of
all activities on the day of examination. The payment to Guards will be as per scale given.
4.3 SCALE AND APPOINTMENT OF STAFF

examination duty. A certificate to this effect (Appendix-Q) that no near relation is appearing at
the examination be obtained from all the staff on duty and sent to the Board.
4.4 STAFF BRIEFING MEETING PRIOR TO EXAMINATION AT CENTRE. Before the examination, the
Centre Superintendent may call the Deputy Superintendent(s), all invigilators, Clerk(s) and Class-IV
Staff for the following purposes:-
4.4.1 To convene a meeting with all the staff deputed on duty wherein clear instructions are to be given to
them about their duties and responsibilities. For this purpose, a Power-Point Presentation will be
sent to all the centres in such a manner that prior to make the arrangement at centre for NEET, a
meeting may be convened at the centre where instructions will be explained by CBSE official
through the Mukt Vidya Vani (URL- http://nios.iradioindia.in). During the meeting, all the officials
of the school involved in the conduct of NEET Examination will remain present to understand the
instructions and to implement the same correctly and strictly on the day of examination. Presentation
will consist of important information which will be followed on the day of conduct of examination.
4.4.2 After the presentation, Centre Superintendent may finalize the plan and duties and communicate to
all functionaries at the centre.
4.4.3 A detail plan for frisking along with staff deputed for frisking & their duties.
4.4.4 To discuss and prepare a seating plan of the examination rooms/hall as per Appendix-B. The
number of seats/candidates allotted in each room/hall should be strictly as per Appendix-B.
Objective of the seating plan is to help the candidates to find their seat without any difficulty. Also,
the seating plan should automatically avoid getting the Test Booklet of the same code to the
candidates sitting close by.
4.4.5 The Centre Superintendent should see that seating arrangement is comfortable and there is no
scope for unfair means during examination. There should be adequate space between seats of two
candidates. If the candidates are seated together on a large bench, special care may be taken

so that candidates are not given the Test Booklets bearing the same Code Number and
should not be able to see the responses of each other candidate.
4.4.6 The Centre Superintendent should read and understand the guidelines carefully before
briefing meeting for the guidance of him/herself, Deputy Superintendent, Invigilators and
other supporting staff.
4.4.7 The Centre Superintendent shall discuss with the Deputy Superintendent(s) and Invigilators, matters
relating to management of centre, frisking of candidates at the entrance and in examination
room/hall with the help of male and female invigilators, mode of obtaining Test Booklet Packets by
the invigilators, circulation of Attendance Sheets (it may be ensured that while distributing
Attendance Sheets, the same shall not be cut into pieces), seating arrangement of examination,
return of unused Test Booklet envelopes by invigilators to Centre Superintendent, sealing of all the
unused test booklets envelopes by Centre Superintendent, collection of Answer Sheets and
Attendance Sheets at the end of the examination and location of a room for depositing materials,
sealing of OMR parcel with special seals by Centre Superintendent etc.
4.4.8 After making all required arrangements, the Centre Superintendent shall seal the examination
hall/rooms, toilets and the rooms meant for confidential work one day before the examination. Before
sealing, Centre Superintendent may also ensure that no communication device has been hidden in
the examination room/hall/premises which could be taken in possession by the candidate after
frisking for its unfair use.
4.5 INFORMATION TO BE DISPLAYED INSIDE THE CENTRE
·A sticker indicating the Roll Number of each candidate be pasted on the table/desk. The stickers shall
be supplied by the Board.
·A Chart showing Roll Number of candidates allotted in each room/hall be pasted on each room/hall for
identification of seats of candidates.
·List of staff on Examination Duty, i.e., list of Deputy Superintendent(s)/Invigilators (For rooms &
Frisking)/Clerk(s)/Class IV Staff be displayed in the room of Centre Superintendent.
·A schedule of different activities to be adhered by Centre Superintendent is given in Appendix-O.
·A bell ringing schedule Appendix-C.
4.6 INFORMATION TO BE DISPLAYED OUTSIDE THE CENTRE
The Centre Superintendent must display the following information at the entry point of the
Examination Centre:
4.6.1 A consolidated chart of candidates indicating Room Number and Roll Numbers From – To allotted in
each room.
4.6.2 Candidates would be allowed to bring only following items inside the centre:-
(a) Admit Card along with passport size photograph affixed on it
(b) One Post Card Size Photograph affixed on the proforma
(c) One passport size photograph to be affixed on the attendance sheet.
4.6.3 Candidates will not be allowed to carry the following items inside the centre:-
(a) Any stationery item like textual material (printed or written), bits of papers,
Geometry/Pencil Box, Plastic Pouch, Calculator, Pen, Scale, Writing Pad, Pen Drives,
Eraser, Calculator, Log Table, Electronic Pen/Scanner etc.
(b) Any communication device like Mobile Phone, Bluetooth, Earphones, Microphone,
Pager, Health Band etc.
(c) Other items like Wallet, Goggles, Handbags, Belt, Cap, ATM/Credit/Debit Card, Plastic
Identity Card, any remote key, etc.
(d) Any Watch/Wrist Watch, Camera, etc.
(e) Any metallic item
(f) Any eatable item opened or packed, water bottle etc.
(g) Any other item which could be used for unfair means for hiding communication devices
like camera, Bluetooth device etc.
4.6.4 A wall clock may also be displayed at the main entry point of the examination centre to
ensure that no candidate is allowed to enter after 09.30 a.m. The time of all the wall clocks in
the centre may be set as per the time displayed in the clock available on the NEET website.

4.6.5 The invigilators will ensure that candidates entering inside the examination room/hall having
the following dress code:
(a) Candidates are wearing light clothes which cannot be used for hiding any instruments
or communication devices.
(b) Candidates are wearing the garments i.e. as per advice half sleeves not having big
buttons or any badge, brooches etc. which could be used to hide the communication
device, Bluetooth, camera, etc.
(c) Candidates are wearing slippers, sandals with low heel and not the shoes.
4.6.6 Candidates should leave all barred articles mentioned above, that may be used as unfair means
outside the premises of the Examination Centre and should be wearing clothes as per dress code.
4.6.7 Candidates are not allowed to use white correction fluid on the Answer Sheet and Attendance Sheet.
4.6.8 Candidates should sit on the allotted seats only.
4.7 OTHER ARRANGEMENTS
4.7.1 The Centre Superintendent shall provide an Identity Card supplied by the CBSE to all officials
associated with the conduct of NEET. The Identity Card must bear the name, designation and
signature of the official on duty. No official may be allowed on duty without an identity card.
4.7.2 The Centre Superintendent shall contact District Magistrate/Deputy Commissioner/Collector and
Superintendent of Police/Deputy Commissioner of Police / Police Authorities of the area for deputing
at least four policemen and one Sub-Inspector in uniform at the Centre to maintain law and order for
the smooth and fair conduct of examination along with “Hand Held Metal Detectors” (CBSE has
also sent a separate request to the Police Authorities and the District Administration for supporting
the Centre Superintendent for the smooth conduct of examination and make available sufficient
male and female police staff equipped with “Hand Held Metal Detectors” for searching & frisking in
addition to staff for law and order duties.).
4.7.3 No person including Police Officials, District Administration Officials, Media Persons or any OTHER
PERSON who is not on NEET duty shall be allowed in the examination centre.
4.7.4 Staff deployed for searching & frisking should be properly briefed to prevent any effort of smuggling
any BARRED ITEM in the examination centre. In case, it is observed that any candidate is
breaching the rules, the matter should immediately be reported to Centre Superintendent/local
police.
4.7.5 The gates of the examination centre should be opened 2 hours 30 minutes before the specified
time of commencement of the examination, i.e., 07.30 AM. No candidates who report after 09.30
AM be allowed to enter in the examination centre.

4.8 ANY OTHER IMPORTANT ISSUE


Though detailed guidelines have been given for each and every activity to be done at examination centre,
however, if there is any issue which is in contravention to the guidelines, a detailed report is to be prepared by
the concerned official of the examination centre and the same may be signed and countersigned by Centre
Superintendent and Observer respectively. Report(s) may be kept in a separate envelope provided by CBSE
and packed alongwith appendices to be handed over to Board’s officials. This envelope has been named as
Envelope For Miscellaneous Report(s)-Appendix-U.
4.9 IMPORTANT FOR INVIGILATORS
This time, “Important Responsibilities of Invigilators In Examination Room” and “Schedule of Activities
In Examination Room To Be Supervised By Invigilators” is given to the centres by the Board. This will help
invigilators in reminding and performing their duties in the examination room. Centre Superintendents may
please supply the same to one invigilator in each room so that both the invigilators can use the same. These
may be returned by the centres in unused material.
NEW INSTRUCTIONS
Centre Superintendents may please read and ensure compliance:
1. At each centre, the number of candidates allotted has been divided into two groups, i.e., A & B. This
code has been printed on the Admit Card of the candidate with reporting time. Candidates having A
Code have been requested to report in between 07.30 a.m. to 08.30 a.m. at the centre. Candidates
having Code B have been requested to report at the centre between 08.30 a.m. to 09.30 a.m. This
has been done with a view that not all candidates will report at the centre in one go making chaos
during frisking. This instruction is advisory in nature. Even if the candidate of Group A is coming
during the time of Group B or vice-versa, they may be allowed to enter at the centre. However, no
candidate will be allowed to enter after 09.30 a.m. which is the last reporting time.
2. The candidates have been instructed to carry Admit Card, Post Card Size Photograph affixed on
proforma and one Passport size photograph to be affixed on the Attendance Sheet.
3. In OMR, two changes have been made. First, candidates have to darken the circle of the test
booklet code in answer sheet/OMR as per their test booklet code on side B of the OMR. The second
change is that on Side 1, candidates have to write a certification statement in their own handwriting
in the space provided. Invigilators must ensure that all entries have been correctly filled in.
4. NEET-2017 will be conducted in vernacular languages also which would be State specific. In case,
such candidates are allotted at your centre, kindly make necessary arrangement.
5. All the material which will be left after the conduct of examination will be kept under lock and key
with the Centre Superintendent till the time result of NEET is not declared. After declaration, this
material could be weeded out.
6. All the proformas of bill, etc. are available in your account. If need be, the same could be
downloaded for use. Your account is the same through which you have given the consent.

DUTIES OF OTHER FUNCTIONARIES
5 AT CENTRE
5.1 DUTIES OF DEPUTY SUPERINTENDENT(S)
• The Centre Superintendent shall allot seniority order to Deputy Superintendent(s) so that in the
absence of senior, the next person can take over responsibilities.
• In case of more than one Deputy Centre Superintendent are appointed at centre, specific duty be
assigned to each of them.
• The appointment can be withdrawn at any time by the Centre Superintendent or the Authorized
Representative of the Board, if considered necessary in the interest of the examination.
• The Deputy Superintendent will assist the Centre Superintendent in all matters pertaining to the
arrangements for the efficient, timely, smooth and fair conduct of the examination.
• In the absence of the Centre Superintendent, the Deputy Superintendent will exercise all powers of
Centre Superintendent and will be fully responsible for the fair and smooth conduct of examination.
• To prevent impersonation, the Deputy Superintendent (s) should visit every examination
room/hall and check the genuineness of the candidates by comparing the identity of the
candidate present with the scanned photograph given on the Attendance Sheet/Admit Card.
5.2 DUTIES OF INVIGILATORS ON INVIGILATION DUTY
The invigilator is the most important functionary in the smooth and fair conduct of any
examination. The same is the case in the NEET. It is expected from them that they shall perform
their duties judiciously for completing the following responsibilities:
1. Proper administration and discipline inside the examination room/hall.
2. Frisking of candidates in the examination room.
3. Completion of all formalities to ensure proper documentation.
4. To ensure the free and fair conduct of examination.
5.2.1 Accordingly, invigilators will be informed about the place (room/hall number) of their duties on the
day of examination just before its commencement. They will not be allowed to carry their mobile
phones or any other communication devices to the examination room/Hall. This need to be
strictly adhered to.
5.2.2 Invigilators should receive the sealed Test Booklets from the Centre Superintendent duly placed in
the safe envelope for this purpose.
5.2.3 On reaching the allotted room/hall, the invigilators will ensure that:
• no candidates in their room/hall are in possession of any article as mentioned in Point No.4.6.3.
• no candidate is making any attempt to use any unfair means by using any mode.
• In case, any candidate is sitting idle and not writing the answers for unusually long period, may
be watched carefully.
• Candidates not belonging to the state in which the examination centre is situated be watched
carefully.
• If any girl candidate is having untied hair, her ears may be checked for Bluetooth device to curb
any communication with outside people.
• If any candidate is whispering, he may also be put under strict watch as he might be using
Bluetooth device to communicate with outside people.
5.2.4 The invigilator should once again do the exercise of frisking the candidates once all the
candidates have entered the examination room/hall. Both the invigilators may frisk 12
candidates each. Special care should be taken while frisking the girls as they are to be
frisked by female invigilators only and no male staff/candidate should be present at the time
of frisking of girls. The process of frisking female candidates should not be videographed or
photographed.
5.2.5 The invigilator should match the photograph given in the attendance sheet with the candidate
actually present. In case the photograph is not matching, the matter should be brought to the
notice of Center Superintendent immediately.

5.2.6 The invigilators should announce the following instructions to the candidates in the
examination room/hall before the commencement of the test: -
a) Candidates may check once again that they are sitting on the seat allotted to them.
b) If any of the candidate in the room is noticed using any unfair means activity by any
other candidate, the same may be objected to by the candidates appearing in the
examination and be reported to the invigilator(s) on duty for taking action against the
defaulting candidate. This will help in curbing UFM activities and secure the future of
deserving and bright candidates.
c) Candidate, if any, are in possession of any barred item which could be used for unfair means
be immediately handed over to the Invigilators.
d) Candidates will use only Blue/Black Ball Point Pen provided by CBSE for filling up the
particulars on the Test-Booklet, Side-1 and Side-2 of the Answer Sheet and Attendance Sheet.
e) Candidates will go through INSTRUCTIONS FOR MARKING ON SIDE-2 given on Side-1 of
the Answer Sheet.
f) Candidates will also write certification statement in own hand writing.
g) Candidates will neither fold the Answer Sheet nor make any stray marks on it.
h) Candidates should check carefully that the Test Booklet Code printed on the Answer
Sheet is the same as printed on Test Booklet. In case of any discrepancy, the candidate
should immediately report the matter to the Invigilator for replacement of both the Test
Booklet and the Answer Sheet.
i) Candidates should check immediately on receipt of the Test Booklet that the Test Booklet bears
the facsimile stamp of the Centre Superintendent and contains as many numbers of
pages as are written on top of the first page. He / She should not remove any page(s) of the
Test-Booklet. If a candidate is found removing any page from the Test Booklet, he/she shall be
prosecuted against and will be liable for criminal action.
j) Candidates are required to sign twice in the Attendance Sheet firstly at the time of receipt of
Test Booklet and secondly, handing over the Answer Sheet to the invigilator before leaving the
examination room/hall.
k) The candidates are required to put their left and right index fingerprints by using inkless
pads provided to the center 02(two) times each on the space provided on the attendance
sheet against their names and also write their Mother’s name. The candidates are also
required to affix a recent passport sized coloured photograph with a light background at
the appropriate space provided on the attendance sheet against their respective names.
l) On completion of the test, candidates must hand over the Answer Sheet to the
Invigilator and take away only the Test Booklet with them.
5.2.7 They have to explain to the candidates the instructions about filling up the particulars on
Test-Booklet, Answer-Sheet and Attendance Sheet.
5.2.8 They have to ensure that the candidate has used Blue/Black Ball Point Pen supplied by the

5.2.11 The invigilator should ensure that Left and Right index finger impressions (two times each) have
been taken on the attendance sheet and passport size photograph has been affixed on the
attendance sheet.
5.2.12 While distributing the Test Booklet bearing the facsimile stamp of the Centre Superintendent to a
candidate, it has to be ensured that the candidate has simultaneously signed the Attendance
Sheet. (The candidate will be signing the Attendance Sheet twice, firstly, at the time of the
receipt of Test-Booklet and secondly, at the time of handing over the Answer-Sheet to the
Invigilator). The Test Booklet should be distributed only after verification of genuineness of
candidate and obtaining signature on Attendance Sheet.
5.2.13 The Invigilators shall ensure that every Answer Sheet has been countersigned by them. They will
take a round of the seats in the Examination Hall assigned to them immediately after the
commencement of the examination and check the Admit Card and compare specimen
signatures and photographs as given on the Admit Card and Attendance Sheet to verify the
genuineness of candidates appearing in the examination.
5.2.14 The Invigilator will also check that the Mother’s name written by the candidate on the Attendance
Sheet is the same as mentioned in the List of Candidates. For this purpose, the Invigilator will get
the relevant pages of the List of Candidates from the Centre Superintendent. If the Mother’s name
written by the candidate in the Attendance Sheet does not match with that written in the List of
Candidates, the matter be immediately reported to the Centre Superintendent, who would ascertain
the genuineness of the candidate by questioning him/her as to how the candidate had written
different name. In case of any doubt, the photograph of such candidate be taken and it be duly
attested by the Centre Superintendent and countersigned by the Observer after being pasted on
the white paper and sent to the Board and take the actions as per instruction given in Chapter-8.
5.2.15 The unused test booklets against the absent candidates will be collected serially at 09.50
a.m. These unused test booklets will be packed in given envelope at 09.55 a.m. and
necessary entries will be made on the envelope. Before packing of the unused test
booklets, invigilator will ensure that all the candidates present in the room do not have any
problem with the test booklet or the answer sheet which needs replacement. In case, test
booklets is to be changed, the same may be changed from the unused test booklets and
this may be reported on the packing envelope as well as a report be submitted separately by
the Centre Superintendent. Thereafter, at 10.00 a.m. sealed packet of unused test booklets
alongwith absentee will be returned to the Centre Superintendent.
5.2.16 To prepare the OMR based Absentee Statement sent by the Board and submits the same along
with unused Test Booklets immediately after commencement of the examination. FOR FILLING UP
THE ABSENTEE PROFORMA: PLEASE DARKEN THE APPROPRIATE CIRCLE WITH BLACK /
BLUE BALL POINT PEN AGAINST THE ROLL NO. OF CANDIDATES WHO ARE “ABSENT”.
DO NOT USE A RED / GREEN PEN. In case any OMR based absentee proforma is short,
proforma provided in APPENDIX-E be used.
5.2.17 To ensure that the Test Booklets are distributed as per seating plan (refer Appendix-B) and Test
Booklets of the same code are not given to the candidates sitting close by.
5.2.18 To collect Answer Sheets from the candidates and obtain their signatures on the Attendance Sheet
as soon as the examination is over and hand over the same to the Centre Superintendent in the
order of Roll No. duly counted.
5.2.19 The Invigilator must also sign the Attendance Sheet simultaneously while obtaining the signature of
the candidate on the Attendance Sheet at the time of collection of the Answer sheet.
5.2.20 Invigilators are under the control of the Centre Superintendent during the period they are on
examination duty. They should not leave the examination centre without the permission of the
Centre Superintendent.
5.2.21 They should act as witnesses when desired by the Centre Superintendent to the opening of the
Test Booklets Packet(s) and sealing of the bag/parcels of the unused Test Booklets/Answer
Sheets/Attendance Sheets.

5.2.22 No candidate who reports after 09.30 AM shall be allowed to enter in the examination centre.
The Board has generated Web Based Admit Cards of all the eligible candidates alongwith a
Proforma for affixing a Postcard photograph of the candidates which is available on website
www.cbseneet.nic.in. The candidates are required to download the Admit Card and proforma from
the website.
5.2.23 Invigilators should check the identity of candidates under their charge by checking their Admit
Cards downloaded from the website and by tallying their signatures and the Photograph on the
candidate’s Attendance Sheets with the signature and the photograph on their Admit Cards. If the
identity of the candidate is in doubt, the matter should be reported to the Centre Superintendent
immediately. The candidate should also sign at the appropriate place on the web Admit Card in the
presence of the Invigilator.
5.2.24 The Invigilator should ensure that the candidates do not leave their seats without
permission of the Invigilator and no candidate should be allowed to leave the examination
hall till the examination is over. It should also be ensured that no candidate may sit on the
seat other than allotted to him / her.
5.2.25 The Invigilator should see that no candidate copies his/her answer with the help of another
candidate or notes/books etc. or makes use of any other unfair means, at the examination. If an
Invigilator finds a candidate talking or using unfair means, he/she should report the matter to the
Centre Superintendent and then act according to the instructions given by the Centre
Superintendent. Also the Invigilators are expected to submit a written report to the Centre
Superintendent about all such cases and put his/her signature on the required document(s) as per
directions of the Centre Superintendent.
5.2.26 Invigilators are responsible for maintaining the discipline, order and proper conduct of
Examination in the room under their supervision and as such they should constantly be watchful
and move about in the room and not indulge in talks or read any book, newspaper or the Test
Booklet during the period of examination.
5.2.27 All Exits from the Examination Room should be closed immediately before the Examination
is due to end. The Invigilators should then collect Answer Sheets from each and every
candidate and obtain their signatures on the Attendance Sheets and ensure left and right
index finger impression before allowing a candidate to go out of the Examination Room. The
Invigilators should count the Answer Sheets to ensure that no candidate has left the
examination room without handing over the Answer sheet to the Invigilator.
5.2.28 It would be the personal responsibility of the Invigilator to ensure collection of Answer
Sheet from each and every candidate.
5.2.29 In case a candidate runs away with the Answer Sheet, the Invigilator(s) concerned shall be
held responsible for the same.
5.2.30 No candidate suffering from any infectious disease like smallpox, flu, mumps, etc. should be
allowed to sit in the room, with other candidates. If such a case is suspected, it should be reported
to the Centre Superintendent immediately so that his/her seating arrangements could be made in a
separate place.
5.2.31 One of the Invigilators should always accompany a candidate wishing to make use of toilet while
the examination is going on. It should be ensured that there is no copying material in the toilets and
the candidates return to their respective places within normal time. Special attention should be paid
to those who visit the toilets more than once during the examination. Such candidates should be
searched again thoroughly.
5.2.32 No candidate be allowed to use wash room in the last 30 minutes, i.e., from 12.30 pm to
01.00 pm.
IMPORTANT
• While collecting the Answer Sheets, the Invigilators must check specifically that the candidate
has written his/her Roll Number and Centre Number on both Side-1 and Side-2 of the Answer
Sheet and also signed on Side I of the Answer Sheet and certification statement has also been
written. The Invigilator should also countersign the Answer Sheet. Please ensure that the
candidate should not take away the Answer Sheet outside the examination hall.
• Please ensure that the candidates have put their left and right index finger impression 02 times
each and have pasted a passport size coloured photograph with light background on the
attendance sheet against their respective names.

• The invigilators should look for suspicious activities on the part of candidates like leaving the
OMR sheet blank for quite a long time etc. and pay special attention to these candidates. Care
should be taken at the same time that the candidates writing the exam should not be disturbed.
• Cases not covered under the above rules should be referred to the Centre Superintendent for obtaining
his/her guidance and necessary instructions.
5.3 FRISKING AND COLLECTION OF PHOTOGRAPHS OF CANDIDATES BY THE INVIGILATORS
5.3.1 During Frisking:
Fair conduct of examination will depend on the quality of frisking done. In no case, any laxity be done
during frisking. The invigilators placed on frisking duty should therefore be very vigilant and aware about
the method of frisking. Following is the important information for invigilators given frisking duty:-
a) These invigilators will be present at the entry point of the examination centre during entry for frisking of
the candidates.
b) Female invigilators will frisk the girl candidates inside covered area and male invigilators will frisk the
male candidates.
c) Based on the number of candidates allotted at the examination centre, both male and female
invigilators will make two groups and will stand at two locations separately at the main entry.
d) The invigilators will ensure that the candidates are carrying only following inside the examination
centre:-
• Admit Card along with passport size photograph affixed on it
• One Postcard Size Photograph affixed on the proforma
• One passport size photograph to be affixed on the attendance sheet
e) The invigilators on duty will ensure that candidates are not in possession of any other article,
except above four documents with them while entering inside the examination centre. They will
check especially the following in possession of the candidates:-
i) Any stationery item like textual material (printed or written), bits of papers,
Geometry/Pencil Box, Plastic Pouch, Calculator, Pen, Scale, Writing Pad, Pen Drives,
Eraser, Calculator, Log Table, Electronic Pen/Scanner etc.
ii) Any communication device like Mobile Phone, Bluetooth, Earphones, Microphone, Pager,
Health Band Etc.
iii) Other items like Wallet, Goggles, Handbags, Belt, Cap, ATM/Credit/Debit Card, Plastic
Identity Card, any remote key, etc.
iv) All ornaments like Ring, Bracelet, Earrings, Nose-pin, Chain/Necklace, Pendants, Badge,
Brooch etc be carefully checked.
v) Any Watch/Wrist Watch, Camera, etc.
vi) Any metallic item
vii) Any eatable item opened or packed, water bottle etc.
viii) Any other item which could be used for unfair means for hiding communication devices
like camera, Bluetooth device etc.
f) The invigilators will ensure that candidates entering the examination room/hall are having the
following dress code:
• Candidates are wearing light clothes which cannot be used for hiding any instruments or
communication devices.
• Candidates are wearing the garments as advised i.e. half sleeves not having big buttons or
any badge, brooches etc. which could be used to hide the communication device,
bluetooth, camera, etc.
• Candidates are wearing slippers, sandals with low heel and not the shoes.
g) To avoid any misuse, it may also be ensured that the searching/frisking of girls is not
videographed by official videographer, public or any official of school.
h) While frisking the candidates, following may be frisked properly:
• May check both the ears that no Bluetooth, earphone, microphone is inside the ear.
• The collar, cuff, cufflinks, placket, shirt /T-shirt, kurta, etc. are free of any wire which may be used
to produce the magnetic field to convert the same into sounds through the microphone placed
inside the ears. The same way the garments of girls may also be checked by the females only.

• For frisking of candidates, two invigilators will frisk one candidate – one invigilator for upper part of
the body and second invigilator for lower part of the body.
5.3.2 During collection of photographs:
The invigilators who have to collect the photographs can prevent impersonation. Following is the important
information for invigilators given collection of photograph duty:-
a) Invigilator(s) should be informed in detail about their duties and the Roll Numbers of the candidates
and Room Numbers allotted to them to collect the Post Card size coloured photographs of the
candidates.
b) These invigilators will also perform the duties of invigilators deputed for frisking.
c) These invigilators will collect the Post Card Size photograph affixed on proforma from each of the
allotted candidates.
d) While collecting the Post Card Size photographs, they will match actual candidate present with the
passport size photograph affixed on the admit card, photograph provided by CBSE on the admit card
and also from the photograph available on the attendance sheet.
e) The invigilator will arrange the collected photographs serially according to the roll numbers.
f) While collecting photographs they will ensure silently that no candidate is in possession of any article
as mentioned in Point
4.6.3. In case, any suspicious article is found, the same should immediately be reported to the Centre
Superintendent.
g) In case of doubt, that photograph is not matching with the actual candidate or with the photograph on
admit card/attendance sheet, the matter should immediately be reported to the Room
Invigilator/Observer/Centre Supdt./Board’s Representative to take the further necessary action in the
matter as per the instruction Chapter-8.
h) In case, the candidate has not brought the postcard size photograph, the Invigilator would ask the
photographer to take the photograph of such candidates.
i) These candidates would be asked to fill up the proforma on which the photograph is to be affixed
(Appendix-M).
j) On the receipt of the photograph of the candidate from the photographer, the same would be affixed on
the proforma.
k) Invigilator according to the above procedure would collect the photograph of the assigned 100
candidates and arrange them in the increasing order of the Roll Numbers.
l) The bunch of 100 photographs would be carefully packed by the Invigilator in the envelope provided by
the Board.
m) On the envelope provided by the Board, Invigilator concerned would make the desired entries.
n) All the envelopes containing photographs would be arranged in the serial order and marked as
Envelope No. 1,2,3 & so on by the centre Superintendent.

Chapter

6 CONDUCT OF EXAMINATION
6.1 LATE START OF THE EXAMINATION FOR UNAVOIDABLE REASONS
If the commencement of examination is delayed due to some unforeseen circumstances, time lost should
be compensated to the candidates. Any such decision must be duly recorded and signed by Centre
Superintendent, Deputy Superintendent, two Invigilators, Observer(s) and four candidates (from different
rooms) and be communicated in writing to the Board immediately.
6.2 Delivery/Distribution of Test Booklets:
6.2.1 Everywhere in the country, sealed trunks of confidential material are to be collected by the Centre
Superintendent & Observers only. Centre Superintendents of the centres in Delhi, also need to
collect sealed trunks of confidential material from Custodian. The venue/custodian, from where
sealed trunks of confidential material will be distributed, will be informed by Boards Official during
briefing meeting.
6.2.2 Only Centre Superintendent is authorized to collect the sealed trunks from the authorized
custodian. Only in exceptional cases, they may depute/nominate responsible staff for collecting
sealed trunks of question papers from the authorized custodian with proper authority letter
(Appendix- P) by attesting the photo and signature of the deputed staff. For this work, fixed fare,
as admissible under the rules of the Board, will be payable to centre for both collecting and
depositing material. These arrangements will, however be discussed and finalized by the
Representative of the CBSE with Centre Superintendents, a day before the examination.
6.2.2 When sealed trunks/packets of Question Papers are be received by the Centre Superintendent or
the authorized Representative of the Centre Superintendent, a receipt as per Appendix-F be given
to the CBSE Representative in the City.
6.2.3 At the time of receiving sealed trunks from the Board’s Representative, Centre Superintendent and
Observer will check the trunk’s number, respective keys of the lock and the seal of the trunk(s).
6.3 OPENING OF TRUNKS AND TEST BOOKLET PARCELS IN CONTROL ROOM: -
Trunks/Parcels containing Test Booklets Packets should be opened by the Centre Superintendent in the
confidential room, 40 minutes before the time fixed for the examination, i.e., at 09.20 a.m. on the
scheduled date. The Centre Superintendent shall open the sealed trunks and thereafter the sealed parcels
& test booklet packets in the presence of designated Observer four Invigilators as witnesses (Appendix-
G). The witnesses will carefully see that:
(i) The seals on the trunk & cloth parcel and Test Booklet packets are intact.
(ii) Each Test Booklet Parcel/Packet is serially numbered. These numbers are indicated on each cloth
parcel/Packet.
(iii) The sealed parcels containing Test Booklet Packets should be opened by cutting one edge of the
parcel with a scissor or a sharp knife in such a way that all packets of Test Booklets remain intact.
(iv) The sealed packets containing Test Booklets should be opened by cutting one edge of the packet
with a scissor or a sharp knife in such a way that all Test Booklets remain intact.
(v) Each parcel contains as many test booklet packets as are shown on its top.
(vi) Each packet has 12 Test Booklets.
(vii) Each Test Booklet is serially numbered. These numbers are indicated on each envelope.
(viii) Test Booklets be distributed in serial order to the Invigilators after putting the facsimile
signature stamp of the Centre Superintendent on each Test Booklet and placing them in the
safe envelope for the purpose.
(ix) THE EMPTY PARCEL/PACKETS WHICH LEFT AFTER OPENING SHOULD BE CAREFULLY
PRESERVED AND RETURNED TO BOARD’S REPRESENTATIVE ALONG WITH OTHER
MATERIAL.

(x) In case, there is any unused packet/parcel which has not been distributed and remain with
Centre Superintendent may also be sealed immediately by the Centre Superintendent in the
given envelope.
(xi) A list of the officials alongwith their signature present in the room where question papers
are opened is to be prepared and provided to the Board’s officials (Appendix-V).
6.4 ACTION IN RESPECT OF CANDIDATES WITHOUT A VALID ADMIT CARD
CBSE is giving ample time to download the Admit Card to the candidates from the NEET website.
Candidates are expected to download the Admit Card well within the time. While downloading the Admit
Card, the PDF of the same will also e-mailed to the candidate concerned. Candidates are allowed to enter
only after verification of the Admit Card. In such scenario, it is presumed that all the candidates will be
having their Admit Card on time and will report at the centre along with the Admit Card and other desired
document. In no case, any candidate be allowed to enter at the centre without valid Admit Card and its
verification.
The facility of downloading Admit Cards will be available till 09.30 a.m., i.e., the last entry time and thus, if
any candidate is approaching to the centre without Admit Card, may be directed to download the same but
in any case, no candidate will be allowed to enter in the examination centre after 09.30 a.m.
6.6 TEST BOOKLETS/ATTENDANCE SHEETS/ANSWER SHEET
6.6.1 Invigilator should distribute the Test Booklets to the candidates fifteen minutes before the
commencement of the examination, i.e., at 09.45 a.m. The Invigilator should also read the
instructions supplied by the Centre Superintendent.
6.6.2 Test Booklet should be given to the candidates in serial order with strict instructions that they
should not open it until instructed by the Invigilator.
6.6.3 Invigilators will ensure that candidates have written the required particulars on the cover page of
the Test Booklet before the commencement of the examination.
6.6.4 Five minutes before the commencement of the examination, i.e., at 09.55 am., Invigilators will
direct the candidates to break the paper seal to take out the Answer Sheet from the Test-Booklet.
The invigilators will ensure that the candidates have filled in the required particulars on Side-1 and
Side-2 of the Answer Sheet. The Invigilators will then ask the candidate to commence answering
the questions.
6.6.5 The examination will start exactly at the specified time i.e. at 10.00 am. Envelope of unused Test
Booklets should be returned to the Centre Superintendent by the Invigilators by 10.00 a.m.
Necessary entries will be made on the envelope in which unused test booklets are to be packed by
the Invigilator in the room. The draft certificate is as given in Appendix-H-1. Packets of sealed
unused Test booklets received from examination rooms or left with the Centre Superintendent be
immediately packed by the Centre Superintendent to avoid any unfair use of these booklets. In this
regard, a certificate is to be given in the Appendix-H. The Centre Superintendent shall ensure
that the unused Test Booklets are not smuggled out of the Centre. If any misprint or other
ambiguity is noticed in Test Booklet, it should be brought to the notice of the Joint
Secretary & Officer on Special Duty (NEET), CBSE, 2, Community Centre, Preet Vihar, Delhi-
110092. No comments or clarification is to be made by anybody at the centre or before the
candidates.
6.6.6 Invigilator will take the signature of the candidate on the prescribed Attendance Sheet while
delivering the Test Booklet to the candidate before the commencement of the examination. The
Attendance Sheet will be supplied by the Board as per format given in Appendix-D. The candidate
will write Mother’s Name, Test Booklet No., Test Booklet Code and Answer Sheet No. and put
signatures and also put the left and right index finger impression for marking his/her presence on
the Attendance Sheet. (In case the Computerized Attendance Sheets are not received by the
Centre Superintendent in time, he/she will ensure the sufficient copies of the same as per
Appendix-D are kept ready to be used by the Invigilator(s) on duty).
6.6.7 After taking signature, Invigilator will also write the Roll Number(s) of absentee(s). In the
seating plan for each room, the Roll No. of a candidate who is absent be encircled with red
ink indicating absent. A copy of the complete seating plan be sent to Board’s office. Please
ensure that each Test Booklet bears the facsimile stamp of the Centre Superintendent.

6.6.8 Immediately after the announcement ‘STOP WRITING’ the Invigilators will collect the Answer
Sheets from the candidates.
6.6.9 Signatures of the candidates will be obtained for the second time indicating that Answer Sheets
have been delivered to Invigilator on duty. The invigilators should count the Answer Sheets and
tally with the number of candidates present and ensure that no candidate leaves the room
without handing over the Answer Sheet and putting signature on the Attendance Sheet.
6.6.10 Invigilator will serialize the Answer Sheets separately in the order of Roll Number and tally
them with the Attendance Sheets. They will bring their Answer Sheets to the room of the Centre
Superintendent by keeping them in Blue zip lock plastic pocket to ensure that no answer sheet is
missed in between examination room and Centre Superintendent room. These will be deposited
by the Invigilator with the In-charge person(s) designated by the Centre Superintendent for
this purpose. The person collecting the Answer Sheet from the Invigilator will count and obtain the
signature of the Invigilator concerned on a format as per Appendix-I.
6.6.11 The Answer Sheets collected from different rooms be arranged Roll Number wise and
counted. It should be ensured that the total number of Answer Sheets received plus number
of absentees should tally with the number of candidates registered.
6.6.12 It should be ensured that Answer Sheets are handled with clean hands and adequate precautions
be taken to avoid any stray marks on the Answer Sheets. It should be ensured that the Answer
Sheets are not folded either by the candidate or by the Invigilator.

7 PACKING OF CONFIDENTIAL MATERIAL


7.1 PACKING OF ANSWER SHEETS:
7.1.1 Answer Sheet(s) of unfairmeans case(s), if any, be packed in a separate envelope of UNFAIR
MEANS supplied by the Board.
7.1.2 Duly checked, serialized and counted Answer Sheets be put in Pink Plastic envelopes/ zip
lock plastic pocket supplied by the Board in Centurial order (Roll No. 0000001-100 and so on)
and plastic envelopes/pocket have been properly locked.
7.1.3 Zip locked plastic envelopes/pockets should be packed in pink envelopes and pink envelopes
should be sealed with cello tape after signing and putting facsimile stamp of the Centre
Superintendent. The certificate of packing the Answer Sheets as given in Appendix-J be filled up.
It should be ensured that columns provided on the pink envelopes are filled in properly.
7.1.4 All pink envelopes should be placed between the two pulp boards and then tied with strong thread
in such a manner that the edges of the pink envelopes are not damaged by the thread.
7.1.5 This packet of OMR and envelope of unfair means should be packed in a cloth parcel and
be sealed. The challan summary of the material packed as per Appendix-J be prepared and
provided alongwith appendices.
7.1.6 Cloth packet consisting of packet of answer sheets and envelope of unfair means be sealed
from all sides with the special seal provided by CBSE. This time, four special seals will be
supplied to the centre for sealing the OMR parcels. These are specially prepared seals of
the size of 2"x7". The packet of these seals be opened only when OMR parcel is ready.
These four seals may be placed on all four sides of the parcel where the stitching is done.
Note: Attendance Sheets and Absentee Statement Proforma should not be placed in the bundle of
Answer Sheets, but packed separately in the envelope(s) provided for this purpose and
handed over to the Representative of the Board (Refer Appendix-L).
7.2 MATERIAL TO BE PACKED, SEALED AND DELIVERED TO THE BOARD’S REPRESENTATIVE:
The material be packed, sealed and delivered to Board’s representative against receipt as per
Appendix-N as follows: -
1 (a) Envelopes containing Answer Sheets

Chapter

8 UNFAIR MEANS
8.1 DEFINITION
Unfairmeans practice is an activity that allows a candidate to gain an unfair advantage over other
candidates. It includes, but is not limited to:
4.2.5 Having in possession any item or article which has been prohibited in examination centre or may be
used for unfair practices including any stationery item, communication device, accessories, eatable
items, ornaments or any other material or information relevant or not relevant to the examination in the
paper concerned;
4.2.6 Paying someone to write examination (impersonation) or prepare material for copying;
4.2.7 Breaching examination rules or any direction issued by CBSE in connection with the conduct of NEET
examination from time to time;
4.2.8 Assisting other candidate to engage in malpractice, giving or receiving assistance directly or indirectly
of any kind or attempting to do so;
4.2.9 Writing questions or answers on any material other than the answer sheet given by the Centre
Superintendent for writing answers;
4.2.10 Tearing of Answer Sheet, any page of the test booklet etc.;
4.2.11 Contacting or communicating or trying to do so with any person, other than the Examination Staff,
during the examination time in the examination centre;
4.2.12 Taking away the answer sheet out of the examination hall/room;
4.2.13 Smuggling out Question Paper or its part or smuggling out answer sheet or part thereof;
4.2.14 Threatening any of the officials connected with the conduct of the examination or threatening any of the
candidates;
4.2.15 Using or attempting to use any other undesirable method or means in connection with the examination;
4.2.16 Manipulation & fabrication of online documents viz. admit card, rank letter, self declaration,etc.;
4.2.17 Forceful entry/exit in/from Examination Hall;
4.2.18 Use or attempted use of any electronic device after entering the examination centre;
4.2.19 Affixing/uploading of fabricated photograph on the application form/admit card/proforma;
4.2.20 Erasing or obliterating any information printed on the OMR sheet;
4.2.21 Providing wrong information on the answer sheet;
4.2.22 Creating obstacles in smooth and fair conduct of examination.
8.2 PUNISHMENT
During the course of examination, before or after the examination if a candidate is found indulged in any of the
above or similar practices, he/she shall be deemed to have used unfair practices and booked under
UNFAIRMEANS (U.F.M.) case. Such candidates would be debarred as per rules from taking this examination
permanently in future and shall also be liable for criminal action and /or any other action as deemed fit by the
Board.
8.3 PROCEDURE TO BE FOLLOWED BY THE CENTRE SUPERINTENDENT IN UNFAIRMEANS CASES:
8.3.1 A candidate found using any unfair means will not be supplied a fresh test Booklet or Answer Sheet but
continue to write his/her answers on the same Answer Sheet. However, the Centre Superintendent will
prepare a report of the unfair means resorted to by the candidate with his/her statement and statement
of Invigilators and mention the time when the candidate was found using unfairmeans in his/her report.
If the candidate refuses to give a statement, he/she should not be forced to do so. The fact of his/her
refusal should be recorded by the Invigilator(s) on duty at the time of the occurrence and attested by the
Centre Superintendent. Nothing should be written on the Answer Sheet of the candidate in this regard.

However, this Answer Sheet will be packed separately in the envelope provided for the purpose
and be handed over to the Representative of the Board and signatures obtained. The Answer
Sheets of unfairmeans cases should not be kept/ packed with other Answer Sheets but be kept
in a separate sealed cover.
8.3.2 The statement of the invigilator/Centre Superintendent/Observer/ Representative of the Board who
detects unfairmeans material in the possession of a candidate shall cover:
Time when the material was detected,
v
Where was it detected from?
v
Signature of the person who detected unfair means material,
v
Counter signature of the Centre Superintendent at each paper,
v
8.3.3 In respect of the cases detected by the outside Inspector/Observers appointed by the CBSE, the
Centre Superintendent should forward the same with his report to the CBSE after giving an opportunity
to the candidate concerned to explain his/her conduct.
8.3.4 All cases of unfair means must also be reported to local police for taking appropriate action under the
laws of the land. The complaint/report should be sent to the local police in the format given at
Appendix-T.
8.4 SMUGGLING OUT THE ANSWER SHEET
In case a candidate has smuggled out the Answer Sheet, the Centre Superintendent should call for the student
directly or through any source and try to procure the Answer Sheet. If the efforts fail, the matter should be
reported to the police and a copy of the FIR be sent to the office of the Board along with the statement of the
Invigilators present in the room and also of the candidate. The statement of the Peon/Police constable etc., if
any, should also be forwarded.
The statement should contain:
• Time of incident.
• Details of the case as to how the candidate took away the Answer Sheet, and
• Efforts made to recover the Answer Sheet along with the Test Booklet.
(i) In case of impersonation, the Centre Superintendent should send to the Board the statement of
the person found to be impersonating, the Invigilator(s) and that of the real candidate, if possible.
The Centre Superintendent must invariably call the police and handover the person who is
impersonating to the police and file an F.I.R.
(ii) In case of misconduct of a serious nature, the matter should be reported to the Police, if necessary.
Statement of the Invigilator(s) and that of the Peon/Policemen concerned may be obtained and sent to the
office of the Board for further action.

9 DUTIES OF OBSERVERS
9.1 OBSERVERS
Observers are the public representatives deputed by CBSE during the conduct of examination to witness and
ensure that examination is conducted in a fair manner. It is expected from them that they will assist CBSE,
Centre Superintendent and other staff at the centre in the smooth conduct of examination by performing their
duties effectively. They have the highest responsibility on their shoulders. These responsibilities can only be
fulfilled if they are well aware of the various instructions issued by CBSE for the conduct of examination. They
are, therefore, requested to read and understand the guidelines carefully even if they have earlier acted as an
Observer in the same examination. Board also keeps on changing various instructions hence, it becomes
imperative to read and understand guidelines carefully to fulfill their responsibilities judiciously.Till 2015, in
Delhi, Observers were desired to report directly at centre on the day of examination. However, this year, even
in Delhi too, a briefing meeting will be convened a day prior to the conduct of examination.
9.2 DUTIES OF THE OBSERVERS
When appointed, following is desired from them:
9.2.1 Before going on duty read and understands the guidelines carefully.
9.2.2 Observers are requested to reach the destination one day before the examination in such a
manner that they should be able to attend the Briefing Meeting which is generally convened at
11.00 a.m. one day prior to the conduct of examination at the place of Coordinator. However, they
are requested to get the venue and schedule of the meeting confirmed from the Coordinator.
Briefing meeting is very important and without attending it, Observers will not be able to perform
their duties judiciously. In case, meeting is not attended by Observers, they will not be allowed to
act as Observers in the examination and their no claim will be processed for payment.
9.2.3 They should inform about their arrival to the City Coordinator. In cities where Coordinators have not
been appointed by the CBSE, the Observer should inform his/her arrival to the Centre
Superintendent concerned. These details will be provided in the appointment letter of the Observer.
9.2.4 Observers are requested to reach the place of custodian at 6.00 am or the time as fixed by the City
Coordinator and CBSE Representative on the day of examination from where the question paper
packets will be delivered to the examination centres. THEY WILL ACCOMPANY THE CENTRE
SUPERINTENDENT/OR THE AUTHORISED REPRESENTATIVE OF THE CENTRE
SUPERINTENDENT TO THE EXAMINATION CENTRE with the confidential materials.
9.2.5 At the place of custodian, one key of the trunk meant for Observer will be handed over to the
Observer. While taking the delivery of the confidential material, check the details mentioned on the
trunk and key to ensure that the material is sealed and belong to the centre where you have been
deputed.
9.2.6 Sealed cloth parcels of Test Booklets will be opened 40 minutes before the commencement of the
examination by the Centre Superintendent in the presence of Observer & at least four invigilators
as witnesses. The Observers are requested to check the seals on the trunks and Test Booklets
parcels. They are also requested to ensure that Test Booklets parcels are opened only 40 minutes
before the commencement of the examination. They will not leave the Centre Superintendents
room till the time Test Booklets are not handed over to the invigilators and remaining Test Booklet/
Packet of Test Booklet are kept in safe custody. It is there duty to ensure that no photocopy/ photo
of any Test Booklet is being done.
9.2.7 Observers will ensure that the photo-copier, fax machine, computer, mobile phones or any
electronic gadget is not used in the school during the course of the examination by any of the
official on duty. All the mobile phones be collected and stored at one place in switched off mode
under lock and key.
9.2.8 Observers will ensure that the candidates are entering in the exam centre after screening and
frisking by the invigilators at the entry point.

9.2.9 Observers will ensure that candidates are not in possession of the following while entering in the
centre and if any be left outside the centre only:-
a) Any stationery item like textual material (printed or written), bits of papers, Geometry/Pencil
Box, Plastic Pouch, Calculator, Pen, Scale, Writing Pad, Pen Drives, Eraser, Calculator, Log
Table, Electronic Pen/Scanner etc.
b) Any communication device like Mobile Phone, Bluetooth, Earphones, Microphone, Pager,
Health Band etc.
c) Other items like Wallet, Goggles, Handbags, Hair-pin, Hair-band, Belt, Cap, ATM/Credit/Debit
Card, Plastic Identity Card, any remote key, etc.
d) All ornaments like Ring, Earrings, Nose-pin, Chain/Necklace, Pendants, Badge, Brooch etc.
should be carefully checked.
e) Any Watch/Wrist Watch, Camera, etc.
f) Any metallic items, any eatable item opened or packed, water bottle etc.
h) Any other item which could be used for unfair means for hiding communication devices like
camera, blue tooth device etc.
9.2.10 The observer will ensure that candidates entering inside the examination centre are dressed as per
the following dress code:
(a) Candidates are wearing light clothes which cannot be used for hiding any instruments or
communication devices.
(b) Candidates have been advised to wear half sleeves but not having big buttons or any badge,
brooches etc. which could be used to hide the communication device, blue tooth, camera, etc.
(c) Candidates are wearing slippers, sandals with low heel and not the shoes.
9.2.11 While invigilators are frisking, observer will ensure that:-
(a) Invigilators are checking inside both the ears for any Bluetooth, earphone or microphones.
(b) The collar, cuff, cufflinks, placket, shirt, kurta, etc. are free of any wire which may be used to
produce the magnetic field to convert the same into sounds through the microphone placed
inside the ears. The same way the garments of girls may also be checked by the females only.
(c) Collar, cuff, yoke, front placket, ply front of the shirt be checked strictly for hiding of any
communication device, wire, etc. The same way the garments of girls may also be checked by
female only.
9.2.12 Observer will ensure that:-
• no candidates in their room/hall are in possession of any article as mentioned in Point
No.4.6.3.
• no candidate is making any attempt to use any unfair means by using any mode.
• In case, any candidate is sitting idle and not writing the answers for unusually long period,
may be watched carefully.
• Candidates not belonging to the state in which the examination centre is situated be watched
carefully.
• If any girl candidate is having untied hair, she may be kept under watch.
• If any candidate is whispering, he may also be put under strict watch as he might be using
Bluetooth device to communicate with outside people.
• If any candidate is wearing sleepers and sandals of high heel.
9.2.12 Observers will ensure that unused Test Booklets are collected from the room as per schedule
given in point 7.2 (with their seals intact). The unused Test Booklets should be sealed as per Rule
7.1 of the Guidelines. IT MAY BE ENSURED THAT UNUSED TEST BOOKLET IS NOT TAKEN
AWAY BY ANYBODY OUTSIDE THE PREMISES. Seals of unused Test Booklets should not be
broken by any person at the centre.

9.2.13 During the course of examination, Observer(s) will take round of the examination rooms to ensure
fair conduct of the examination and verify the number of candidates present in each room as per
the Attendance Sheet and also ensure that the seats allotted to the absentee(s) are not given to
any other candidate(s). They should also verify the genuineness of the candidate writing the
examination by matching the photograph given on the admit card and attendance sheet.
9.2.14 Observers must be present at the time of packing of Answer Sheets and ensure that the whole
process of packing of the Answer Sheets as detailed in Chapter-7 of the Guidelines is strictly
adhered to by the Centre Superintendent. Before certifying that the packing has been done in their
presence, they will also ensure that:-
a) All the Answer Sheets have been taken out from the Blue zip lock plastic pocket in
which invigilators are bringing Answer Sheets from the examination rooms/Halls to the
collection/Centre Superintendent’s room after the examination is over.
b) The number of Answer Sheets packed in each pink envelope tally with the details given on the
envelope. For the same a certificate is also be given by the Observer as per Appendix-K.
c) The total number of Answer sheets received plus number of Absentees tally with the
number of candidates registered.
d) Proper counting, packing and sealing of the Answer Sheets have been done. This will also be
ensured that parcel of OMR has been sealed properly with the help of seal provided by the
CBSE.
9.2.15 Observers will see that the proforma of Absentee Statement which is provided at the Centre is filled
in properly and handed over in separate envelope marked ‘ABSENTEE PROFORMA along with
the Packet of ATTENDANCE SHEETS to the Representative of the Board, immediately after the
examination is over.
9.2.16 All material would be handed over by the Centre Superintendent or his authorized representative to
the Representative of the Board at the Examination Centre or the Collection Centre as the case
may be in the company of the Observer only.
9.2.17 He will see that the rules with regard to the conduct of this examination as given in this booklet are
fully observed by the Centre Superintendent.
9.2.18 Observers will invariably send the report of conduct of examination in the prescribed
proforma along with the bill on the next day of the examination to:-
