It is to inform that the work “Improvements to Black Spots from Km 10/6 to
20/0 of Kakinada- Rajanagaram (ADB road) road in East Godavari District was
entrusted to M/s.KLR Constructions, Rajahmundry.

It is proposed to conduct foundation laying function/Awareness meeting on

15.07.2014 at Atchampeta Junction by Hon’ble Home Minister of AP, Sh.
Nimmakayala Chinarajappa.

In this regard, it is requested to approve the protocol for engraving the

foundation stone and communicate at an early date.

The Estimate for the work “Improvements to Black Spots from Km 10/6 to km
20/0 of Kakinada-Rajanagaram (ADB Road) Road in East Godavari Dt. Was
sanctioned for Rs. 519.00 Lakhs vide T.S. Memo. No. /CRN/MD,APRDC/2013-14,
dated 24.02.2014. The work was entrusted to “M/s KLR Constructions, Rajahmundry
vide reference cited above with agreement contract value of Rs. 5,62,91,309/-.with
stipulation to complete the work within 9months. The work was commenced and is in
progress.
The work mainly involves widening/improvements of junctions in 7 locations in
kms 10/6(light house), 11/10(IOC/Pamugunta),13/8(Kothuru Jn), 14/6 (Atchampeta
Junction), 15/6(Achampeta road Jn),Km 16/10 (Koppavaram Jn), 19/10 (Unduru Jn).

In the sanctioned estimate proposals are made for widening of culverts in Km

11/10 & 16/10 with 2.50 m length only. Whereas widening of pipe culverts found
required also in the junction in km 10/6,13/8,14/6, 15/6 with more barrel lengths up to
widened portions in bell mouths. No pipe culverts require widening/reconstruction in
Km 19/10 except widening of minor bridges/slab culverts as proposed in the
estimate.
While commencing the work, major deviations found necessary with regard to
Widening of existing Pipe culverts so as to facilitate junction improvements as per
standard drawings within the available ROW as per Annexure A. All these culverts
are to be essentially widened or reconstructed for taking up of junction improvements
/black spots. These actual culvert widening / reconstruction requirement identified on
clearing of site for taking up junction improvements.

On opening the existing pipe culverts for taking up of widening work, it has
been noticed that all the existing pipe culverts are encased with VCC M15 grade
concrete because of non availability of sufficient cushion over pipes. The same is to
be provided for the widening portion of the culverts. Accordingly provision is made in
the deviation proposals estimate. The length of body walls also proposed to be
reduced as per the existing body walls and site condition as some of the widened
pipe culvert body walls obstructing the traffic in bell mouth portions due to site
constraints.

In view of the above, actual requirement of widening/reconstruction of pipe

culverts along with details of existing pipe culverts to facilitate improvement of black
spots in Km 10/6,11/10,13/8,14/6,15/6&16/10 is prepared and enclosed as
Annexure-A for obtaining necessary approval.

The detailed cum abstract estimate for Widening /Reconstruction of pipe

Culverts as per actual requirement is prepared and submitted along with
comparative statement for an amount of Rs. 55,77,877/- considering the agreement
rates against the estimate provision of Rs.13,88,939/- & Agreement value of
Rs.16,97,985/- for favour of in principle approval from the competent authority.

The extra financial implication may be met from the overall savings in the
estimate / utilising powers of the competent authority.

Hence it is requested to obtain early approval from the competent authority so

as to proceed with the work as the work is world bank assisted time bound project
under Road Safety programme.
