2 Overview

2.1 Feature Introduction

Traffic-based handover refers to that the BSC proactively handovers a cell phone which
has been working in a call to an adjacent cell meeting the conditions for triggering
traffic-based handover in case of the congestion in the original cell.

The purpose of the traffic-based handover feature is to intelligently adjust the traffic
distribution in the cell and thus achieve traffic balance.

2.2 Correlation with Other Features

This feature is functionally correlated to the following features:

The following provides the detailed description:

1. The relationship between this feature and the PBGT handover in Basic Handover
Decision Criteria is that: after the load-based handover in this feature is succeeded
the reverse PBGT (power budget threshold) value of the cell is set to be higher to
prevent the cell phone from being handover back in a short time.

2. The relationship between this feature and Multi-layer Cell Structure is that: the
target cell must be selected based on the layering relationship (same layer, upper
layer or lower layer) of a call during traffic-based handover.

3 Technical Description
Load-based handover is also called traffic-based handover and this feature is used to
handover traffic to an adjacent cell when the traffic in the serving cell is too busy.

Conditions for triggering traffic-based handover: it is decided a serving cell is too busy
when the service channel occupancy ratio of the serving cell (occupied TCHs/total TCHs
(excluding blocked channels), including HR and FR) is higher than the traffic threshold
TrafficThs of the cell, and traffic-based handover is triggered.

The traffic-based handover process is as described below:

1. In the serving cell, a new subscriber initiates a call request for TCH or channel
blocking causes the number of TCH to decrease;

2. The system checks the TCH channel occupation ratio and decides this value is
higher than the threshold TrafficThs for traffic handover. For the scenario where a
second sub-cell exists for the serving cell, traffic-based handover is not performed
in the second sub-cell considering that it is not appropriate that the cell is congested
after the first sub-cell channel is completely idle.

3. Selection of handover instance for serving cell: the handover instance shall be
selected based on the absolute value of the downlink level and the instance with
low absolute value of downlink level shall be selected. For 2/3G inter-system
handover, a unified method can be employed to select the handover target instance.
When the switch for downlink level handover is enabled, the subscriber whose level
is lower than the threshold can trigger outward handover through the downlink level
handover. If outward handover is failed, this may be caused by other reasons.
Therefore, this subscriber does not need to be selected as the target instance for
traffic-based handover and the instance with low level value shall be selected from
the instances with level higher than the downlink level. When the downlink level
handover switch is not enabled, the instance with the lowest level can be selected.

4. Selection of target cell for handover: when the layering relationship exists between
the adjacent cells of the handover instance (same layer, upper layer and lower layer)
and the frequency band and level both meet the requirement, an attempt is made to
handover this call from the cell to an adjacent cell. For the scenario where a 3G
adjacent cell exists in the handover instance, the frequency bands for the 3G
adjacent cell are increased and multiple frequency bands for FDD and TDD are
provided for selection and the configuration whether the 3G is preferred is still
adopted to decide whether handover is performed to 3G or 2G.

Application range of traffic-based handover:

The traffic-based handover feature is mainly suitable for handover between cells not
sharing the same site, and services are shared mainly through macro and micro
handover and directed migration handover.

4.2 Parameter Configuration

1. In the Configuration Management window, double click GSM Logical Configuration


→ Cell Information Configuration → Handover Control and select and double click
Source Cell for Handover in the cell list shown on the right window. Set “Traffic
handover threshold”, “Threshold of traffic for handover”, “Same layer permitted on
traffic HO*”, “Upper layer permitted on traffic HO*”, “Lower layer permitted on traffic
HO*”, “Undefined layer permitted on traffic HO*”, “GSM900 frequency band P-GSM
permitted on traffic HO*”, “EXT900 frequency band E-GSM permitted on traffic HO*”,
“DCS1800 frequency band permitted on traffic HO*”, “DCS1900 frequency band
permitted on traffic HO*” and “GSM850 frequency band permitted on traffic HO*” on
the “Handover Control” tab popping up, as shown in the figure below.

2. In the Configuration Management window, double click GSM Logical Configuration


→ Cell Information Configuration → Handover Control and select and double click
Source Cell for Handover in the cell list shown on the right window. Set “Allow
automatic handover due to traffic (high speed)”, “Allow automatic handover due to
traffic (middle speed)” and “Allow automatic handover due to traffic (low speed)” on
the “Handover Control” tab popping up, as shown in the figure below.

6 Engineering Guide

6.1 Application Scenario

This feature is applicable to the urban areas where traffic is heavy. When a cell’s traffic
exceeds the traffic-based handover threshold, calls will be handed over to other cells
where traffic is not heavy. In the heavy-traffic areas, cells can make intelligent adjustment
to the traffic load so as to relieve the traffic congestion.

This parameter is used for traffic handover. For the original


handover condition that adjacent cell's level must be higher
than that of this cell, modify it so that adjacent cell's level
Description must be higher than this threshold. In this way, traffic
handover can be improved greatly. This threshold must be
less than the PBGT threshold in reverse direction.
Otherwise, it may result in toggle handover.

6.3 Network Impact

Network Impact

When this feature is enabled, traffic load can be intelligently adjusted to improve the
traffic balance, relieve the network congestion and improve network quality and user
perception.

However, traffic-based handover also cause adverse impacts:

1. Increase in handover times;

2. If a too small value of the “Threshold of traffic for handover” parameter is set,
complaints about call quality, weak coverage or call drop will be brought about and
a too large value will influence the effect of traffic sharing;

3. If the parameter “HoMarginPbgt” is set to a too small value for the reverse adjacent
cell, frequent handover will be caused.

Therefore, the above mentioned parameters need to be appropriately adjusted by the


field staff according to actual conditions.

Network Element Impact

This feature, when enabled, has no influence on the capacities of the BSC and BTS.
