For the project as lead engineer I developed the design strategy and coordination of M & E systems.
As the project involved the removal of older equipment and from my previous experiences I was
fully aware of the risks of Asbestos. Magnolia court, at the time had never had an asbestos report
carried out. Taking into account the potential risk to the clients of asbestos I authorised and
implemented a full asbestos survey to be carried out prior to the specification being written and the
work being tendered for. This enabled me to provide information to the authority and ensure that
funding, if required, would be available. I took the lead and arranged and chaired a meeting with
asbestos control officers and asbestos removal contractors authorised a survey for asbestos on a
empty dwelling within the property. On further investigation the area was discovered to be
contaminated. I authorised the asbestos clean by HSE approved asbestos contractors before
construction work commenced.

Throughout the build I was the lead for M & E decision making and coordination of services. I was
the responsible person representing Salford City Council at professional meetings with consultants
and contractors. Working closely with both the structural engineer and the asbestos officer to
enable a coordinated services approach that satisfied the client’s requirements. Due to the
limitations of working within a fully functional, occupied building I took the lead in coordination shut
down of plant and switch over of services within the design process.

Meeting fire regulations was not straightforward on the project as the installation of the new
pipework system involved the penetration and passing through the existing building fabric. I
researched the existing fire and building regulations, and after researching and attending meetings
with the relevant fire officers I proposed suitable methods of providing fire containment measures
for the project.

I personally arranged and carried out a survey of existing services within the building. The
maintenance programme had highlighted that the existing warm air units have through a
combination of poor maintenance and “not being for purpose” have been degenerating or
progressively failing to effectively provide adequate heating to the clients.

I chaired a meeting with the housing department and the clients and presented the potential
problems of trying to deliver such a project whilst the building was occupied and highlighted the
legal responsibilities of the authority to ensure heating and hot water to the clients for the duration
of the contract. I communicated effectively and provided sound technical proposals to solve the
potential problems effectively.

As the project manager I was responsible for staff safety, completing risk assessments for site visits
and for briefing the team on hazards and working methods. In particular the known risk of asbestos
in certain areas of the site and highlighting the risk to all concerned.

During the site stages I witnessed the progression of the installation and helped with co-ordination
and design issues as they arose to ensure a successful handover. I shadowed the commissioning
process, reviewing and signing-off commissioning reports.

The client had an understanding of low carbon technology and was enthusiastic to achieve a suitable
services strategy within the parameters of budget constraints. The client also expressed a desire to
change the fuel source from onsite oil fuel supply to natural gas being supplied from the distribution
main. I researched practical sustainable proposals that could operate effectively within the existing
site construction and constraints. I provided sketch drawings and calculations of the various options.
I presented my findings of projected energy consumptions and emissions associated with the
designs to the client with the aid of a PowerPoint presentation. I provided options for:

 High efficiency boilers providing LPHW & DHW requirements

 Condensing boilers providing LPHW system requirements only and individual direct fired hot
water generator providing DHW requirements

This project had a strict BREEAM requirement, which required me to present and prove our system
would be able to achieve the maximum 2 points. Taking into account the building use, total area and
population demand, a traffic calculation study was generated. Determining our lift package would
give the optimum number of lifts, size of lift with low waiting time for passengers, which ultimately
achieved the client's specification. The usage pattern and waiting time was presented to the design
team. Following achieving the first BREEAM point, I listed the 3 optional features which would allow
the building to achieve its second point:

• I convinced the architects adopt LED lighting in lieu of traditional florescence tubes, which
given the number of products on the current market, LED provided great design flexibility,
energy efficiency and greater life span.
• Our standard equipment will switch off during idle periods, i.e. car lights and ventilations
fans. This saved energy and extended life span over time.
• The Lift drive control is our standard Variable Voltage Variable Frequency (VVVF) control,
delivering energy saving, low starting current, high power and controlled speed with low
maintenance rate.
• Power regeneration converter unit, generated energy by the traction machine fed back into
the building. I presented the figures recorded from a VOl reader used on a similar size
project, which showed a deduction in the overall power consumption when an empty car
was travelling up.
