EXECUTIVE SUMMARY

Background
GO ICS is a recently founded secular non-profit organization that developed from ten years of experience
through the Bethesda Evangelical Mission (BEM) with ongoing medical missions that serve rural areas of the
southern peninsula of Haiti.

Objective
Purchase land; build state of the art five room out-patient facility; build 100 bed inpatient hospital and
supporting infrastructure within 5 years from land purchase.

Project Outline
Under the direction of GO ICS, an independent non-profit, non-religious affiliated corporation based in the
United States, BEM (Bethesda Evangelical Mission) will develop Mercy Hospital to be located in the city of
Les Cayes, Haiti.

THE ORGANIZATION

Mission Statement
The mission of this plan is to build a fully functional and modern 100 bed in-patient hospital, Mercy
Hospital, which will be capable of providing both in-patient and out-patient services to the population of
Les Cayes, Haiti with the ultimate goal of elevating the state of healthcare in the region. The definitive
goal will be to provide and administer effective comprehensive healthcare services with the highest level of
competency and compassion, appropriate for the 21st century. Care to the people of Les Cayes will be
provided joyously with love, respect and dignity for all patients, regardless of race, creed, or financial need.

Introduction
Statement of Need for health care in the region of Les Cayes, Haiti

The city of Les Cayes, Haiti is located in the southern portion of the country of Haiti. It is a 5 hour ride by
bus from the main city of Port au Prince. There is a single runway airport in the outskirts of the city, but
due to the poor economy, the airport is largely inactive and not realistically available for passenger
transport or for medical evacuation services.

The city is largely urban with a very crowded inner city. The majority of the population live within a 5
mile inner city radius and a smaller population extends to the rural areas. All regions are accessible by
automobile, taxi buses called TapTaps, or by ubiquitous motor bicycles and motorcycles. Traffic is very
congested both with foot traffic and with motorized vehicles. Housing would be considered, at best, to be
mostly slum level by basic American standards. As would be expected, being the poorest country by all
criteria in the western hemisphere, the standard of living is frightfully poor. Most of the population exists
by subsistence or charity, which barely exists within the current social structure. Many social
infrastructures that are taken for granted by wealthier countries are distinctly absent in Haiti. Adequate
health care and even basic health standards such as clean water, sanitation, and pollution management are
distinctly absent in the country at large, and in Les Cayes in particular.

Currently there is a government run facility in the region, located in the center of the city of Les Cayes.
That facility is exceedingly old, poorly staffed, and barely meets the standards of health care that were
present in the United States at the turn of the 20th Century. Any concept of modern standards, including
basic clean health standards are completely absent from the present structure. A tour of the present
hospital by the organizers of this project left every observer of this facility overwhelmingly clear of the

need for profound health care improvements. The present Hospital in Les Cayes is fully inadequate to
meet the needs of the community it purports to serve.

The needed hospital which will be this mission’s goal to construct and operate will serve a region of Haiti
with a population of approximately 300,000 people and survives in the conditions described above. For
example, there is no modern sterilization equipment, no injection control, no sanitation, minimal staff and
inadequate availability of needed medication.
There are no other comprehensive, full scale medical facility in the area, nor will there be any
creation ventures for significant healthcare facilities in the foreseeable future. The hospital will
provide quality care to its patients, care that is not available anywhere else in the area.

Goals
GO ICS, working in conjunction with Bethesda Evangelical Mission (BEM) is established to construct and
operate Mercy Hospital, a new health care facility designed to serve Les Cayes, Haiti. The Hospital will
meet the comprehensive health care needs of the area that it serves. It will do so by offering to its patient
base, a unique and highly needed, comprehensive array of services that will successfully integrate modern
medical care and the additionally important socio economic health care options to the population it serves.
All these services will be offered under one roof at one geographical location.

The core "product" of this business is specialized health care to meet the specific needs of its Haitian
patients in order to achieve optimal Health and Wellness.

GO ICS, working as the governing agency for Mercy Hospital will also plan to offer many ancillary
services, such as nutritional counseling, healthy lifestyle teaching, and educational courses that will
enhance and promote optimal health for the population that is being served.

Project Outline
The project, Mercy Hospital will be founded by Bethesda Evangelical Mission under the direction of
GO ICS, an independent, not for profit non-religious affiliated corporation based in the United States.
The controlling organization for the creation of the Hospital, GO ICS will be the owner and operator of
the hospital. As per standard operating procedure in the United States, the hospital will be run by a
Board of Directors which will include a number of medical and administrative professionals (doctors,
hospital administrators) who will have extensive experience in the medical and healthcare industry.

All hires and approval for volunteer work will be managed by the Board of Directors or their
designees. It will be the goal of Mercy Hospital to develop strong and ongoing partnerships with US
medical facilities to assist with training and to provide staffing by using residents, ancillary personnel
and interns from area hospitals. Locally targeted institutions such as University of Connecticut Health
Center, St. Francis Hospital and Medical Center and Hartford Hospital will be tapped for services they
might have to offer a third world countries needs.

The practice of medical care will be managed by a central management team under the direction of the
Board of Directors that will provide to each practitioner all the services required to capture and
maintain a successful and modern medical practice. The services offered by GO ICS will be
comprehensive, to include but not be limited to data management, billing and financial management
including accounts receivable and payable, marketing, human resource management, communications
management, educational programs, and community relations.

Services
The list of services offered to the region which are listed below will be related to the achievement of
Optimal Health and Wellness for our patients. The initial emphasis will be:

• Preventive medical care including
o Vaccination programs
o Infectious disease prophylaxis
• Obstetrical Care
o Midwife services
o Family planning

• Psychiatric Services including
• Post traumatic stress disorders (PTSD)

• Aside from primary care, additional focus will be to provide information through:
o written literature
o basic educational classes to the community
o bring awareness programs for the prevention of diseases
o improvement of the overall health and well being of all Haitian citizens.

In the future, additional services hopefully will also be provided including:

• Minor and major general surgical services


• Orthopedic surgical services
• Trauma management
• Specialized Cardiac and Pulmonary medical care
• Specialized Nutritional Counseling

FINANCIAL PATH TO SUCCESS

Background
The economic climate in the area where the hospital will be built is bleak. The patients that will be served
at the hospital are the poorest of the poor. Although hospitals operate with great economic stability as
people continue to require medical care, Haiti is the poorest nation in the Western Hemisphere and most of
the people served will not be able to pay for the care. It is the hope that the hospital will see positive cash
flow within the first 10 years of operation.
The hospital will be extremely important in this area of Haiti. The current government run hospital
provides very little in terms or adequate care for the need of the people. This hospital will provide
emergency medical services along with primary care and preventative medicine.

Market Analysis Summary

The health care market is huge and the patient population targeted has ever increasing needs for
services. We will be providing services to the adult population and will also be providing pediatric
care in the region.

We will concentrate on Health and Wellness in all of its various aspects. Prevention of disease will be
most important in addition to treatment of disease after it occurs. However, we also will approach
disease, when it occurs in a comprehensive manner, recognizing that traditional and non-traditional
methods can and often do work together to get the best results.

Strategy and Implementation Summary

The marketing plan for Mercy Hospital will be different from most traditional marketing plans for
most hospitals. Our marketing strategy will not be to market to a target patient base but to market our
plans and vision to other hospitals in the US. Our goal is to establish relationships with these hospitals
and make them aware of our endeavor in Haiti with the hope that they will partner with us for
educational training, equipment, supplies and their most valued intellectual property. We will also
market Mercy Hospital to ambulatory companies with the hope of them providing training for

ambulatory services and even to provide transportation equipment. It is the goal of Mercy Hospital to
have a strong internet presence with a detailed interactive website. The website will provide
information about the hospital and its needs. It will also provide information for practitioners in the US
to sign up for volunteer work and to submit the application online. Mercy Hospital will also have a
strong presence on social media via Facebook.

Milestones

The first phase of the plan is to purchase the land on which the hospital will be built. This phase should
be completed by early summer 2014. Once the land is purchased, an access road to the property will be
built and a security wall will be built around the property.

The second phase is to construct a five room out-patient clinic within twelve months of the land
purchase. This phase will also include the construction of residential homes.

The third phase of the project is to build a fully functional 100 in patient bed hospital. It is the
goal to have this phase completed within 5 years from the date of the purchase of the land.

Financial Plan

The projected financial statement is based on reasonable and conservative expectations, as well as the
past performance of already existing hospitals in neighboring countries upon which Mercy Hospital is
modeled.
We believe that we have approached the financial planning from a conservative standpoint, and base
our numbers on achievable gross margins.

Short-term Debt:

It is not the intent of BEM / GO ICS to acquire any debt to finance this project. Most of the funds will
come from fundraising projects and private donations.
It is also the goal of BEM / GO ICS to solicit investors for this project. However, because the hospital
will be built in an area that suffers from severe poverty, it is not anticipated that the hospital will start
making a profit until the 10th year of operation.

Management Summary

The management philosophy of BEM is based on the extant history of the Good Samaritan hospital
experience based in La Romana, Dominican Republic.

This is the current hospital facility in Les Cayes, Haiti which does not adequately meet the medical needs of the

people of the region.

Bethesda Evangelical Mission in conjunction with Go ICS vision is to build a comprehensive hospital with the
ultimate hope of adequately meeting the health care needs of the people of Les Cayes. To put this plan in place,
we are asking for your help to help us make a difference between life and death for some of the poorest people
in the Western Hemisphere.
