LETTER OF CARTHAGE of the International Federation

of Film Societies
In the International Cultural Center of Hammamet 1 to April 7, 2013, representatives of film
clubs, federations, film associations and filmmakers from 36 countries, attended the General
Assembly of the International Federation of Film Societies and the World Forum for Film
Societies, celebrating the centenary of cineclubismo (the film societie’s movement). The Letter
of Carthage was crafted claiming the diversity of film societies around the world, recognizing
the leadership of the Federation of Film Societies of Tunisia in the organization of public
associations in Africa and its role in the Arab world as a promoter of change and peaceful
social revolution led by civil society.

The FICC acknowledges the support of the Tunisian Ministry of Culture in appraising
cineclubismo and its role in the film community; in hosting representatives from all
continents and in recognizing its extraordinary cultural value in transforming society. As an
example for all nations in considering culture as an agent of civil enrichment, the FICC
recognizes the importance, tradition and perspectives of Tunisian cineclubismo as an engine
of regional and cultural integration as well as religious and civil democratic pluralism,
defending women’s role in such process and the articulation of social institutions and
organizations. In adherence to the Charter of human rights and to the Letter of Tabor of the
Rights of the Public, we recognize our challenge to communicate, inform and disseminate the
cultural heritage of our associations:

1. We oppose all forms of monopoly, exclusion and censorship by the digitalization of movie
theaters, as well as the commercial use of the word cine-club/ film society.

2. We intend to organize and develop editorial guidelines and research on the history of the
film societies’ movement worldwide.

3. We support the coordination of ongoing training projects for cultural promoters and
convivial encounters to culturally enrich society.

4. We endorse national entities as representatives of society to dialogue with governments in


order to ensure cultural rights to information and art.

5. We reaffirm to all nations, ministries and educational agencies across the globe,
our recommendation to include lessons on audiovisual comprehension in all teaching levels
and we defend

the implementation of projects on visual education for all ages.
