National Blue Ocean Strategy (NBOS) is inspired by the principles of Blue
Ocean Strategy (BOS) created by Professor W. Chan Kim and Professor Renée
Mauborgne. It provides a creative and systematic approach to create high value
at low cost.

This new approach was adopted by the Prime Minister of Malaysia to launch
NBOS. Launched in 2009, NBOS has formulated and executed more than 100
initiatives based on the Blue Ocean Strategy principles of high impact, low cost
and rapid execution and involves more than 80 ministries and agencies to
address a wide range of social and economic issues. NBOS is currently the focal
point of Malaysia’s national development efforts as it embraces other
transformation programmes such as the 10MP, ETP and GTP. For more

Malaysia is making a blue ocean shift in its national development as it strives
to become an advanced nation by 2020. To achieve this, the government has
adopted blue ocean shift process.

National Blue Ocean Shift (NBOS) is formulated and executed through the
NBOS Summit, a unique and dynamic national strategy platform which brings
together ministries, agencies, all levels of government and the private sector
on a voluntary basis. The Summit, which was launched in 2009, breaks down
bureaucratic silos through fair process, and is driven by the creation of new
ideas.

To date, more than 100 national blue ocean strategy initiatives have been
successfully implemented to tackle a wide range of economic and social
issues. The country’s gross national income has grown by nearly 50
percent, and over two million jobs have been created.

In the Eleventh Malaysia Plan – the five-year strategic development plan, with
an allocation of over USD70 billion – the government used blue ocean tools
and frameworks to formulate high-impact, low-cost national strategies that can
be rapidly executed.

NBOS: A National Blue Ocean Shift in Action

Malaysia is making a blue ocean shift in its national development as it strives


to become a truly advanced country where people enjoy high income along with
a greater level of public well-being. To achieve this, the Malaysian Government
is applying the Blue Ocean Strategy principles of high impact, low cost and
rapid execution to national development through National Blue Ocean Strategy
(NBOS).
National Blue Ocean Strategy: Simultaneously Pursuing High Income and
Greater Public Well-being

NBOS is formulated and executed through the NBOS Summit, a unique and
dynamic national strategy platform which brings together ministries, agencies,
all levels of government and the private sector on a voluntary basis to develop
initiatives that are high impact, low cost and rapidly executed. The Summit,
which was launched in 2009, breaks down bureaucratic silos through fair
process and is driven by the creativity of ideas.

To date, more than 100 NBOS initiatives have been successfully implemented
to address a wide range of economic and social issues. Through the series of
NBOS initiatives implemented since 2009, the aspirations of all Malaysians are
being fulfilled and progress is being made towards the vision of Malaysia as a
country with high income and greater public well-being.

NBOS and Transformasi Nasional 2050 (TN50)

NBOS serves as the basis for Malaysia’s long term vision TN50, through
which the country aspires to become a top 20 nation in the world. The NBOS
Summit is focused on rapidly delivering high impact blue ocean projects to
benefit both current and future generations. This is being achieved through
close collaboration between the public and private sectors, civil society and the
general public.

Creativity and innovation are keys to realising the ambitious vision that
Malaysia has for the decades ahead. The next phase of the country’s
transformation journey will be spearheaded by the TN50 vision, formulated
through NBOS. The years ahead will bring new challenges and new
opportunities, which must be met with new ways of thinking. NBOS is designed
to provide that new way of thinking, along with a shift in perspective and
strategy that is delivering national transformation.
