Procedure of e-Bidding

e-Bidder registration:-

Every Bidder has to register under the e-bidder registration section.

Applicants should be ready with the following document for uploading.


1. Passport size Photograph of less than 2 MB size.
2. Scanned copy of Pan Card (in case of Non-NRI) of less than 2 MB size.
3. Scanned copy of Address proof less than 2 MB size.
4. Scanned copy of Passport (incase of NRI) less than 2 MB size.

In case of NRI , the above details of Authorised representative are Mandatory.

On completion of registration number will be generated. This can be used for
multiple login.

At every login, he will receive a new one time password. He need not fill the
Bidder Registration again and again.

It may be noted that for each e-bid, separate EMD has to be paid.
Procedure of e-Bidding

e-Bidder Login:-
•When ever the bidder wants to login, he has to enter his PAN/Passport Number
and click Generate OTP (One Time Password).

•Within a few seconds he would receive password by sms to his registered Mobile
number or email id incase of bidders from abroad. This password has to be
entered to gain access to e-Bidder Login.

•After login, the bidder is required to select the plot location and plot for which he
wishes to bid. On selection, the system will display information like EMD (which
is 10% of the total upset price) extent, dimensions, upset price etc. of the plot
selected.

•The applicant has to remit the EMD displayed, into the account of Metropolitan
Commissioner, HMDA, A/C No: 006905006336 maintained at ICICI Bank,
Habsiguda Branch, IFSC Code: ICIC0000069 through online or RTGS method.

•He has to obtain Acknowledgement/UTR number and upload scanned copy of


the acknowledgement /counterfoil.

•Once final bid is submitted it cannot be changed


•The system will generate acknowledgement in token of the successful registration
of his bid.
Procedure of e-Bidding
Procedure Sealed tenders

•The sealed tenders are invited in two cover system.


•Cover 1 containing the mandatory documents such as Application , EMD, PAN /
Bank statement / certificate of incorporation / MOA, Address Proof and
authorization forms.

•Cover 2 containing the price bid


•Both the covers shall be superscribed as Cover 1 & Cover 2 with plot details
tendered for.

•The two sealed covers i.e. cover 1 and cover 2 shall be put in a third sealed cover
duly mentioning the plot details on the cover.

•EMD has to be paid in the form of Demand Draft in favour of Metropolitan


Commissioner, HMDA payable at Hyderabad from any Nationalized Bank /
Scheduled Commercial Bank.

EMD: 10 % of the total upset price of the plot


The bidder has to remit the EMD as per the details given below :

 The e-bidder can remit/pay the EMD into the account of Metropolitan
Commissioner Hyderabad Metropolitan Development Authority, through any
of the following methods.

 Online transfer through internet banking : The e-bidder will receive


payment ID and this payment ID has to be entered in the relevant field
provided in the e-bidder login and upload the acknowledgement generated in
online banking.

 Through RTGS from other bank to ICICI Bank : UTR Number has to be
entered in the relevant filed provided in the e-bidder login and
acknowledgement /counterfoil has to be uploaded.

 Sealed tenders : EMD has to be paid in the form of Demand Draft in favour of
Metropolitan Commissioner, HMDA payable at Hyderabad from any
Nationalized Bank / Scheduled Commercial Bank.
Payment Terms

Earnest Money Deposit (EMD) :


The EMD is 10% of the upset price of the plot and shall be remitted along with the
application.

Initial Deposit (ID) :


Initial deposit is 25% of the bid amount. The EMD already paid will be deducted
from this and the balance will be the initial deposit to be paid.

The entire balance of initial deposit shall be paid within (7) days from the date of
opening of the price bid without interest.
OR
The successful bidder shall pay 50% of the balance initial deposit within 7 days of
opening of the bid without interest.

And the remaining 50% of the balance initial deposit shall be paid within 30 days
of opening of price bid with 12% interest.

Allotment shall stand cancelled automatically, if initial deposit is not paid within
the time period as mentioned above. No separate notice will be issued and no
correspondence will be entertained. The EMD will stand forfeited.
Payment Terms

Balance 75% of the Sale Consideration shall be paid within 30 days from the date of opening of
the price bid in lumpsum.

The Successful Bidder shall have the option to pay the balance sale price:

i. Without interest - within 30 days from the date of opening of the price bid
ii. With interest @ 12% p.a.- within 60 days from the date of opening of the price bid
iii. With interest @ 18% p.a.- within 90 days from the date of opening of the price bid
iv. Allotment shall stand cancelled automatically, if entire balance consideration is not paid
within 90 days. The EMD and the Initial Deposit will stand forfeited.

No interest exemption shall be considered.

Delay / default in making Initial Deposit (I.D) or the balance 75% of sale consideration or EMD +
ID paid, shall entail in forfeiture of EMD.

Receipt will be issued on payment of I.D.

Not taking of receipt by the applicant shall not be a ground for non-payment of the sale price or
for delayed payment.
POSSESSION AND CONVEYANCE

On payment of the full sale consideration as per time schedule, Pre-Final Allotment (PFA) letter
will be issued to the successful bidder

Possession of the plot / block will be handed over on payment of the full sale price and on
payment of all dues as per the terms and conditions.

The allottee / authorized representative shall take over the Physical Possession on or before the
date as prescribed in the Pre-Final Allotment Letter, failing which the allotment will be cancelled
and the amount paid by the allottee will be forfeited without notice.

The plot size is subject to variation. In case the actual area varies, the payment to be made by
the allottee, will be adjusted accordingly.

Final allotment letter will be issued after taking over of physical possession & payment of all dues
including cost of excess area if any.

Conveyance of the plot will be made through a registered Sale Deed in the names of applicants
only

The plot will be registered in the names of applicants jointly if it is applied by more than one
individual. No individual registration will be entertained in respect of more than one buyer. No
inclusion or substitution of names other than mentioned in the application will be accepted.

No exchange of plots / blocks will be considered under any circumstances whatsoever reason
Default by successful bidder (H1)

In case of cancellation of allotment to H1 by HMDA either for default of payment.

H2 will be considered for allotment of plot at the price quoted by H1, provided,
the H2 has requested in writing for retention of his EMD.

H2 will be given a letter of intimation asking him to give his willingness for
allotment of plot as per the bid conditions and payment terms.

If H2 gives willingness for allotment of plot, his payment schedule will be
commenced from the date of giving his willingness (not later than 7 days from the
letter of intimation)

Non adherence to the payment schedule or to the bid & tender conditions will
result in the forfeiture of EMD amount paid by the H2.

In case of default of H2, the same procedure will be followed for H3.
