Public administration

It is the action of the government to enact and implement the necessary measures to
comply with the laws and the preservation and promotion of the public interest and to
settle claims that it sent lead provisions. It is the set of agencies fulfill this Function4

Public administration, while organizational structure, is a creation of the state, regulated by

positive law and as an activity constitutes a public service established by national law. But
both the organization and the function or activity also meet tecnicopolíticos, for other non-
legal fields of study, such as the administrative organization theory and political science
characters. Thus the notion of public administration depend on the discipline of study or
major approaches (legal, technical or political), under not exist, as we have already noted,
a general science of public administration capable of align and fuse all the elements and
approaches to this complex subject of knowledge.

Public administration is the organization that is responsible for the direction and
management of regular state business within the framework of law, the requirements of
the technical and-last but not least-an orientation política.6

In terms of the classical definition of Charles-Jean Bonnin, formulated in the early

nineteenth century, the Civil Service is "having the management of the affairs regarding
people, property and the actions of the citizen as a member of State, and his person, his
property and his actions as rest with the public order. "

Years later, it has been said, and rightly, that public administration is part of the executive
branch and is regulated by administrative law, both in its structure and organization and its
activity or operation. However it is clear that not all executive branch is public
administration and inserting this in the field of executive power does not preclude also
locate a lesser extent, in the areas of the legislature and the judiciary, as well as in the
autonomous constitutional bodies, as shown by the existence of the Secretariat of
Administrative and Financial Services in the House of Representatives of the General
Secretariat of Administrative Services in the Senate, the Council of the Federal Judiciary in
the field of the judiciary, and Directorate General of Administration autonomous agency
called Banco de Mexico. In short, not all executive branch is public administration, public
administration or any accommodation in the area of the Executive. (4)
You can understand the public administration as all public sector areas of the State,
through the exercise of administrative functions, the provision of public services, the
execution of public works and the performance of other socio-economic activities of public
interest is to achieve the goals of the State.

Marshall Dimock stated "Public administration is related to the problems of government,

we who are interested in achieving the goals and objectives of the State. Public
administration is the state action, the state as constructor ".7

The government uses the Federal Government to perform the functions assigned to the
executive branch of the Federation. The Federal Government, therefore, serves as a
support for the responsibilities designated to the President, who supports it directly to the
Ministries and State Agencies. Administration system is called Federal Government
Federal Government, and operates through agencies and entities that depend on the
power ejecutivo.8

Public administration is characterized by state attributes itself. This administration, in

principle, is a quality of the state and can only be explained from the state. This assertion
applies to all organizations of domination that have occurred in the history of mankind, but
for our case, we have to stick to the state as Machiavelli called it long ago, "states and
sovereignties that have existed and have authority over men, were and are either republics
or principalities "9

Is instrumental subsystem of the political system comprised of a set of interactions,

through which the rules, services, goods and information demand community in
compliance with the decisions of the political system are generated. The Civil Service is
always an instrument, at least formally, is serving ulterior motives: those that a society
historically determined by the government agency and regards as politically valuable
