JAWABAN
Pre-Purchase Survey atau yang disebut juga Condition Survey adalah jenis
pemeriksaan yang paling komprehensif, dan sangat disarankan ketika membeli
kapal baru atau bekas. Kondisi dan keseluruhan operasi kapal harus diperiksa.
Mencakup integritas struktural, mesin, sistem propulsi, sistem bahan bakar, sistem
listrik, dan lainnya, peralatan navigasi, aneka sistem on-board, penampilan
kosmetik, elektronik, dan pemeliharaan secara keseluruhan bagian luar diatas air,
serta Sea Trial.

Pre-purchase Survey atau Condition Survey bisa juga dilakukan saat mau men-
charter kapal atau yang dinamakan dengan On Hire Survey.

- What is the total crew complement, & does it correspond with the
Safe Manning Certificate?
- How many differents nationalities are sailing aboard this vessel?
- Are officers recruited & employed directly by the company, or
supplied by crewing agents?
- Do officers contracts of employment run for more than one voyage?
- Do Officers consider themselves to be permanent employees of the
company?
- How long are officers & ratings required to serve before being
relieved?
- In your view, are there sufficient officers & crew on board to handle
both routine activities & Emergencies?
- Which language is used as the common working language, & do you
observe any communication difficulties between crew members?
- Was the Master aware that a P&I condition survey had been
arranged?
2. Navigation
Memeriksa kondisi dan keadaan Navigation, seperti daftar dibawah ini:
- Who is responsible for correcting the charts, which chart correction
system is followed & when the charts last corrected?
- From where are the Notices to Mariner obtained & how recent is
the last Notice?
- Are charts for the next passage corrected & up to date?
- Are there records of passage plans for the present & past voyages?

- Do the charts for the previous voyage show frequent positions fixes
both in coastal waters & while under pilotage?
- Does the vessel carry the largest scale charts available for the
approaches to this port & were used on arrival?
- Are the duties of each watchkeeping Officer clearly defined?
- When was the Master's night order book last completed?
3. Safety
Memeriksa kondisi dan keadaan Safety, seperti daftar dibawah ini :
- Are standing orders, procedures, instructions, and manufacturers
manuals written in a language which can be fully understood?
- Are muster lists prominently displayed & up to date?
- Are general emergency instructions posted & written in a language
which can be understood by all on board?
- Who is the ship's designated safety Officer, to whom does he report
& when was the last ship's Safety Committee meeting held?
- Are "No Smoking " areas on board clearly marked, & were smoking
regulations observed during your visit?
- Are crew members provided with personnel protective safety
equipment & is it being worn?
- Did you observe any unsafe practices during your visit?
- From logbook entries, how frequently have fire & boat drills been
held?
- Has lifeboat been lowered to the water during the last 3 months?
4. Maintenance
Memeriksa kondisi dan keadaan Maintenance, seperti daftar dibawah
ini:
- How often is the vessel visited by a company Superintendent?
- Is there a planned maintenance system in operation, & if so, is it
being properly followed?
- Does the quantity & nature of deck & engine room "spare gear"
aboard the vessel appear to be adequate?
- Is the vessel equipped with an acceptable range of tools?

- Were you asked to state your business when you boarded?
- Was a cargo &/or deck watch being maintained during your visit?
- Does cargo work appear to be properly supervised by deck officers?
- Is the vessel fitted with a loadicator &/or strees monitoring
equipment?
- Is the gangway correctly & safely rigged?
- Does hatch sealing tape appear to have been applied in the past to
hatch cover cross joints?
