9.3.11.13 In practice it is noticed that corroded steel plates and bolts limit the expected movement which may
result in additional stresses. The DESIGNER should consider this potential for additional stresses in
their design consideration.

9.3.12 Steel structures supporting equipment shall be fireproofed where required by project fire safety
analysis. For Fireproofing criteria, see Section 9.8.

Bracings located within the fireproofing zone shall also be fireproofed similar to other members as
bracings are part of structural stability. Fireproofing loads shall be considered under dead loads in the
structural design.

9.3.13 The slenderness ratio for all the structural steel members (including bracings) shall be less than 200.

9.3.14 Lifting/transportation calculations, drawings and Method statement shall be provided if the structural
components / modules are planned to be installed by lifting.

9.3.15 Guardrail configuration shall confirm to the IBC and OSHA requirements as a minimum.

9.3.16 Workplace walking and working surfaces shall conform to the safety requirements of ANSI/ASSE
A1264.1.

9.3.17 All fixed ladders shall conform to ANSI A14.3.

9.3.18 Spacing of the expansion joints for steel pipe racks and structures shall be limited to 40m.

9.4 Reinforced Concrete Structures and Foundations

9.4.1 Cast-in-place concrete structures shall be designed in accordance with ACI 318 and IBC Chapter 19 or
BS 8110 / BS 8004, except as specified otherwise in this specification. Specifications DGS 1783 002
for Concrete Construction, DGS 1783 003 for On-Site Testing Laboratory and ACI 301 shall be used
during design, installation and inspection of concrete.

9.4.2 Cast-in-place concrete structures shall be designed for the loads and load combinations specified in
Sections 10.0 and 11.0 of this specification.

9.4.3 The strength design method shall be used for the structural design of concrete members unless
otherwise indicated. Load combinations and load factors for all concrete design shall be in accordance
with ACI 318 and IBC / ASCE7 or BS 8110 / BS 8004.

9.4.4 The design and details of cast-in-place concrete structures shall consider the monolithic nature of
concrete construction.

9.4.5 Construction joints in a concrete structure shall be located so as to least impair the integrity and
strength of the structure. Construction joints in beams at column or pedestal faces should be avoided.
The DESIGNER/CONTRACTOR Site Management shall approve the location of all construction joints.

9.4.6 Moving concentrated loads on elevated concrete beams and slabs shall be treated in accordance with
applicable recommendations of the referenced AASHTO specifications.

9.4.7 Slabs at grade for buildings and process areas shall be designed in accordance with the publications
as per Section 9.5.11.

9.4.8 Concrete pavements for heavy storage areas shall be designed in accordance with the publications as
per Section 9.5.11.

PART II- AMENDMENTS AND SUPPLEMENTS TO ANSI/API STD 661


The content of this section refers to amendments and supplements to ANSI/API STD 661 Sixth
Edition, 2006. The paragraph numbers as listed in ANSI/API STD 661 are maintained. Paragraphs
of ANSI/API STD 661 that are not mentioned in this specification shall apply as written. Latest
edition of standard at the time of Contract shall be followed. For editions/amendments subsequent
to ninth edition, CONTRACTOR/VENDOR shall amend this specification and obtain Company
approval prior to implementation.

4.0 GENERAL

4.1 [Add]: Pressure vessel design code for Tube bundles and auxiliary heating coils for Air
Cooled heat exchanger shall be ASME Section VIII.

4.6 [New] Scope Of Supply


Unless otherwise specified, the VENDOR‘S scope of supply shall be as follows:
 Complete bays, designed, fabricated and tested in accordance with this Specification and
referenced Specifications and Standards
 Fin guards (mounted on top of tube bundles), fans, fan rings, and fan inlet rings
 All elements of mechanical transmission (shafts, pulleys, belts etc.)
 All necessary guards, preventing accidental contact with any rotating component
 Plenum and header walkways at both ends of cooler, with caged ladders at each end of a bank,
and at intermediate locations (see DGS 1883-001 ‗Structural Steel Fabrication‘).
 Vibration switches for each motor
 Lubrication provisions, terminated at interface points
 Heat shields, as applicable
 Spare parts as defined in this Specification and Purchase Order
 Preservation and shipment preparation measures as defined in this Specification and Purchase
Order.
Additionally, the VENDOR shall include all special features, which are necessary for reliable and
safe operation. These should include, where applicable, adequate means of control to cope with the
specified variations in operating conditions.
Excluded from the scope of supply are structural elements (not being an integral part of the bay),
foundations, anchoring bolts (at interface point between VENDOR‘S scope and Structural),
fireproofing, and machinery maintenance access platforms located underneath the coolers.

Normative referenced:
Standards and Publications not amended by DGS 0710-001 ‗Air Cooled Heat Exchanger -
Amendments / Supplements To API STD 661)‘ and/or other Specifications and Standards,
referenced in paragraphs 2.0 and 3.0 of Part 1 of this specification, remain in force.

5. PROPOSALS

5.1 [Replace With]: VENDOR‘S proposal shall include submission of a set of the completed Data
Sheets or statement of compliance as defined in paragraph 10.1.7 of Part 1 this
Specification.

STRUCTURAL STEEL FABRICATION

12.3.14 The following Non-destructive Examination (NDE) are required for structural welding per ASNT-TC-
1A:

12.3.14.1 Five percent of the total number of full penetration welds shall be radiographed or ultrasonically
examined 100 percent of the entire length of the weld(s) selected.

12.3.14.2 Five percent of the total number of fillet or partial penetration welds shall be magnetic particle
examined 100 percent of the entire length of the weld(s) selected. If anywhere one weld line meets
another weld line, that location shall be one of the selected.

12.3.14.3 When a selected weld is rejected, two additional welds shall be subject to NDE. This procedure of
examining two welds for every weld rejected shall continue until all welds examined are accepted.
The replaced welds shall also be examined.

12.3.14.4 Weld selected to satisfy this five percent requirements shall be selected by CONTRACTOR’s
representative and shall represent a sample of each welder’s work for each type of weld.

12.3.15 FABRICATOR shall visually inspect all completed welds. Procedures and acceptance criteria shall
be in accordance with AWS D1.1/D1.1M. Undercutting beyond the limits of AWS D1.1/D1.1M,
surface porosity, and crack-like discontinuities shall be removed to sound metal and repaired. Weld
profiles shall be in accordance with Figure 3.6 of AWS D1.1/D1.1M.

12.3.16 All Inspections, Acceptance Criteria, NDT procedures & Extent of testing shall be in accordance to
AWS D1.1 Section 6 parts A, B, C, D, F and the scope of this DGS.

12.4 Finishing

12.4.1 Upon completion of fabrication, all surfaces of structural steel not noted otherwise are to be blasted
and primed by MANUFACTURER according to the Specifications for Painting.

12.4.2 All structural steel members (columns, beams, bracing, connection plates, and base plates) shall be
hot-dip galvanized and painted as per DGS 1300-175 “Galvanizing” and DGS 6600-010 “Painting”,
unless noted otherwise on the design drawings. Stair treads, open grid flooring, floor plates, ladders,
ladder cages, and handrail assemblages shall be as specified in other sections of this specification.

12.4.3 Prior to galvanizing or shop priming, all sharp corners, burrs (including bolt hole burrs), weld spatter,
slag, weld flux, loose mill scale and other foreign matter shall be removed.

12.4.4 Provisions shall be made for inaccessible surfaces after assembly - such surfaces shall be painted
before assembly.

12.4.5 Shop fire proofed members, as required by the purchase order, shall be in accordance with DGS
6531-010 “Fire Proofing”. These members shall be galvanized and fireproofed. Structural steel
above required fire proofed areas shall be galvanized and painted.

12.5 Specific requirements for steel buildings (in process areas)

12.5.1 Design
The design shall be in accordance with DGS 2020-013 “Prefabricated Metal Buildings”.
12.5.2 Design loads shall be in accordance with DGS 1882-001 “Structural Design Basis”.

c) Lifting & hoisting (but VENDOR shall provide weight of all equipment parts which are to
be removed / installed during installation & maintenance).
d) Site installation and commissioning
e) Temperature sensors, Pressure gauges for process.
f) Instrument air supply.
g) Electrical Power supply.
h) Switch gear / MCC.
i) Interconnecting cabling between MCC / LV Switchgear to VFD Panel, VFD Panel to LV
Motor.
j) Skid lighting.
k) Motor Remote Control Unit (RCU).
l) Interconnecting multi-core cabling between instrument junction boxes and control room.
m) Control system / safeguarding / logic system.
n) Insulation (but cleats / supports for insulation attached to the equipment shall be
provided).
o) Fire proofing (but fire proofing supports shall be provided).
p) Process piping from the equipment nozzle flanges, unless otherwise specified.
q) Piping support brackets will be provided by EPC Contractor.
r) Machine monitoring system and associated panels for vibration sensors.

8.6 Interfaces

8.6.1 General
VENDOR shall furnish tie-in schedule in GA drawing listing out all the tie-in points between
the VENDOR package & COMPANY facility.

8.6.2 Electrical
LV VFDs for Air Cooled Motor shall be able to communicate with the MCC and associated
IPCS/DCS by means of a standard serial communication interface. Modbus TCP/IP is the
preferred protocol.

8.6.3 Instrumentation
VENDOR shall supply all instrumentation including proximitors, vibration sensors and
junction boxes as mentioned in Equipment Datasheet. All proximitors shall be housed in
Exe certified junction boxes. All VENDOR instruments shall be wired to the skid mounted
VENDOR junction boxes.

8.3.24 Mechanical Data Sheets


The equipment data sheets shall be provided by the supplier for COMPANY approval.
A complete (in regards to content) Supplier’s Data Sheet shall include the following information as a
minimum:
- Process data (including heat release curves (when applicable), design margins, fluid
composition)
- Data defining exchanger’s thermal and hydraulic performance.
- Identification of the design code, standards, applicable specification, stamping requirement
- Identification of design condition (design pressure, design temperature, hydrotest pressure,
Minimum design metal temperature, depressurization temperature and corresponding pressure,
corrosion allowances, etc).
- Definition of exchanger’s type, header type, tube and fin characteristics, bare and extended
surface area, required air quantity, fan diameter, tube layout (number of rows, number of tubes
per pass, etc.) number of tube passes, indication of sloped pass (when required), number of
bundles per bay. Information for Tube shall include tube OD, quantity, minimum thickness,
seamless/welded.
- For different services sharing the same bay/fans, tubeside performance shall be defined for
each service separately. Air side performance data can be shown on Data Sheets for one of
the items, but with clear identification of which services share the bay.
- Definition of drives and motor rating, electrical power supply characteristics, vibration switch,
identification of air side control and definition of means.
- Identification of Wind and seismic parameters and code/standard and specification.
- Identification of any special design and/or performance considerations.
- Identification of materials of all component.
- Identification of special services (Sour, Lethal), HIC, extent of NDE requirements, PMI, PWHT
requirement, impact test, non-destructive electric test on tube and applicable specification.
- Identification of Criticality Rating and type of material test certification.
- Nozzle numbers, size, rating (per bundle), facing and indicating nozzles which are blind flanged.
- Identification of type of Tube to tubesheet joint
- Outline drawing, with the following information: plan and elevation view, location and
projections of process nozzles, location of vents and drains, fan diameter and fans’ center-to-
center dimension, anchor bolts’ center-to-center dimension, structural support system and
center-to-center dimension, headroom clearance, header walkway width, relative location of
adjacent bays in a bank, scope break, support steel top of steel (TOS) elevation (if available).
- Noise data, identifying the maximum allowable limits.
- Identification of painting system, fireproofing requirement and applicable specification
- Vendor Supplied Data (Purchase Order stage)

8.3.25 Site Data


Site data shall be identified on the Project Basic Engineering Data Specification.
SPECIAL REMARKS
The site has fluctuating temperature and wind, combined with high humidity and persistent dust.
Heavy, salty dew is frequent. The equipment (Air Cooler and its parts) shall be capable of
withstanding direct sun radiation temperatures identified in the Project. This temperature shall not
be used for thermal design of heat exchanger of the cooler but only as an integrity measure and
mechanical strength aspect.

PRESSURE VESSELS - GENERAL

On request, the VENDOR shall provide objective evidence of QA/QC surveillance for all levels of
the VENDOR activity.
COMPANY/ CONTRACTOR reserves the right to inspect materials and workmanship at all stages
of manufacture and to witness any or all tests. The VENDOR, 30 days after award but prior to the
pre-inspection meeting, shall provide the CONTRACTOR with a copy of its manufacturing
Inspection and Test Plan and with copies of all related/ referenced procedures for review and
approval. The Inspection and Test Plan will also be reviewed for inclusion of any mandatory
COMPANY/ CONTRACTOR witness or hold points."

7 RESPONSIBILITIES

7.1 Vendor Responsibilities


7.1.1 All pressure vessels shall conform with requirements of the ASME Code, Section VIII, Division 1 or
Division 2, as applicable, and additional requirements of PROJECT Specifications and the vessel
data sheets/drawings.
7.1.2 All Pressure vessels supplied by VENDOR and/or Sub-vendor shall be ASME Code Stamped and
National Board Registered. Compliance with the ASME Code including certification is the
responsibility of the VENDOR.
7.1.3 All vessels shall be furnished complete as shown on data sheets/drawings, or as required by the
Purchase Order and as herein noted, and shall include all necessary bolts, nuts, gaskets and all
internals.
7.1.4 The VENDOR shall furnish and install the following clips and other members which are welded to
the outside surface of the vessel:
a. Clips for ladders, platforms, pipe supports and guides.
b. Sockets and guides for davits.
c. Lifting devices for erection.
d. Insulation supports and welding studs or blank nuts for fireproofing.
e. Other special brackets as detailed.
7.1.5 The VENDOR shall provide the following minimum Commissioning Spares for each vessel:
a. 10% of bolting or minimum of 2 sets of each type
b. 200% gaskets, including gasket for manholes, hand holes and other flanged nozzles where a
blind flange is used.
The above gaskets shall be suitably packaged to prevent damage in transit, clearly marked with the
Purchase Order number and item number and shipped with the vessel. The gasket used for the
hydro static test shall be identical to the service gasket and shall remain in place for shipment.
7.1.6 VENDOR shall provide all internals as specified on data sheet. These shall include supports for
trays, demister and packing, vortex breaker, distributors and baffles. Tray supports shall comply with
specification DGS-0570-001, Vessel Trays and Internals-General.
7.1.7 After acceptance of his support design calculations, VENDOR shall provide a base plate template
for vertical vessel anchor bolts. Template to be 10 mm minimum thick and shipped to site to suit
construction schedule.
Upper surface of template shall be marked with reference north, equipment number, Project Title
and, where supplied in multiple pieces, match marks.
For templates provided in multiple pieces, clips to be provided for joining together in field. Where
construction schedule requires template to be shipped before fabrication of vessel is complete, then
base plate and template may be fabricated together. Alternatively, a duplicate spare template may
be fabricated and retained in works for later fabrication of base plate.
