EDUCATE, TRAIN & EMPOWER

INTRODUCTION

Illiteracy is the biggest menace for the society and nation. Illiteracy leads to poverty, gives rise to crimes,
results in domestic violence, extremism and terrorism and is a permanent source of many minor and
major social ills. Moawin Foundation, has taken upon itself the responsibility to help educate the less
fortunate and vulnerable citizens of the society and gain vocational training to get empowered to the
extent where they can become bread-earners for their families and spend their lives as useful citizens of
the society.

VISION

To bring about a positive change in Pakistan by improving quality of education in the public
sector schools and impart income generating skills to the young population for self reliance.

MISSION

To uplift the quality of life of economically deprived sections of the society through access to
quality education and creation of employment opportunities for the youth of Pakistan by
imparting income generating skills to them.

OBJECTIVES

To work for the eradication of illiteracy and provide quality education to deprived segments of
the society and develop skilled youth through vocational training in the public sector education
institutions of the rural areas of Pakistan.

With these objectives in mind, Moawin Foundation aims to educate the youth of Pakistan and
train them for developing their skills to empower them get employment or start their own
business. Therefore, motto of the Foundation is Educate, Train and Empower.

STRATEGY

Education:

Moawin Foundation aims to provide education up to a minimum level of secondary school. This
level is considered suitable for a student to learn to read and write, understand simple financial
transactions and adopt ethical practices in their dealings to become a useful member of the
society.
The data of schools from primary to secondary education shows that majority of students are in
public sector. Though Infrastructure for education is available but needs improvement, along
with supervision and management, which is the main requirement for quality education.

The Foundation believes that if we help public sector, rather than compete with it by raising a
parallel school systems, it will be a worthwhile contribution to bring quality improvement in
education system in Pakistan, reason being the deterioration of public education system over
the years.. Government has the resources to establish and maintain the infrastructure for
educational institutions, what is lacking is the capacity to ensure quality. This is the gap that
Moawin Foundation aims to fill, as Moawins (helpers) of the government.

THE FIRST STEP

A Memorandum of Understanding has been signed with the Government of Punjab and later
with other provinces, under which Moawin Foundation will act as caretaker/administrator of the
government schools, with the aim to extend a helping hand to improve the quality of education
in these schools. This arrangement will be a model of public-private partnership where public
sector (Government of Punjab/ other provinces) provides the already allocated resources to
such schools and private sector (Moawin Foundation) ensures the quality by contributing further
resources.

VOCATIONAL TRAINING

There has been a growing realization that economic development in Pakistan has been
restricted due to lack of skilled manpower. With the increasing number of young people joining
the work force, training and development of semi-skilled, skilled and highly skilled human
resource is of paramount importance for the economic growth of the country. The National Skills
Strategy (NSS) 2009-13 estimates that the country has an annual demand of nearly 950,000
skilled workers. On the other hand, it is estimated that the enrollment across major Technical
and Vocational Education and Training (TVET) institutions is around 350,000. This leaves a
huge gap in meeting the requirement of trained manpower.1

Moawin Foundation’s Model

Moawin Foundation aims to develop Moawin academies for vocational and technical training.
Selection of trades will be based on specific geographical areas where the academies are
located. This is based on the premise that the trainees will easily be absorbed by the local
industry.

As in Education, the foundation intends to be a Moawin (helper) of the government and the
Academies will be affiliated with the provincial Vocational and Training Authorities. Academies
will be collocated with the Government schools, preferably within the same premises. The
syllabi taught will be that of the Government Technical Institutes and certificates will also be
awarded by them. This will ensure recognition of the qualification of trainees and their future
employment.

Empowerment:

Equipped with basic education and skilled training, trainees need to be empowered through
employment, self or employment with others. Depending on the skills of trainees, the
Foundation will link them up with various industries and organizations and also microfinance
institutions to venture into their own private businesses. Guidance and counseling will also be
provided to those who want to seek jobs. Some of the trainees may show vigor and capability
for higher education. Foundation will try to provide or arrange scholarships for such students so
that they can pursue their goals.

PILOT PROJECT

It is hoped that Moawin Foundation will start operating at national level in all areas of Pakistan
and it will be a long and consistent effort. Moawin is determined to follow the arduous path to
achieve this but the start is planned to be humble. Initially the Foundation has taken a start from
the province of Punjab . A memorandum of understanding is being signed with Education
Department of the Government of Punjab to appoint a caretaker/administrator in two schools in
village Mahmunwali District Shiekhupura. Understanding has also been reached with
Government of Punjab through Punjab Vocational Training Council (PVTC) to work together.
The reason for this selection of village Mahmunwali, District Sheikhupura, is the personal
association of the founder Chairman of Moawin Foundation, Admiral Asif Sandila, who belongs
to the area.
INITIAL PROGRESS

Pilot project was started by appointment of a Caretaker/Administrator in Government Boys High


School and Government Girls Elementary School, Mahmunwali District Shiekhupura. The
Government has refurbished the infrastructure of the schools. Caretaker/Administrator will act
as a third party quality monitor for the school to ensure quality of education.

A Vocational Training Institute (VTI) has started operating in Mahmunwali w.e.f. January 2014.
Separate classes for boys and girls have been arranged. Duration of technical training is 8-14
months depending on trade. . So far following number of trainees who have completed their
training:

Boys

Electrician Trade 24 students

Motor Cycle Mechanic Trade 27 students

Dress Making Trade 32 students

Beautician Trade 26 students

Self Assessment

Moawin Foundation is cognizant of the fact that donations must be accounted for and utilized in
best possible manner. Therefore, we intend to develop an annual performance evaluation
procedure. It would include audit and monitoring of tangible performance like financial utilization
of funds and intangible performance like training assessment, individual placement in practical
life and feedback from the employers of Moawin ‘’alumni’’.

THE SUCCESS OF THE INITIAL PHASE WILL BE THE PRECURSOR TO EXPANSION OF


MOAWIN FOUNDATION’S MODEL IN PAKISTAN.
