JAN 25 2017 BEFORE THE COMMISSION ON ETHICS STATE OF FLORIDA COMMISSION ON ETHICS CONFIDENTIAL In re JIM BARFIELD, ) ) Complaint No. 17-004 Respondent. ) SSS DETERMINATION OF INVESTIGATIVE JURISDICTION AND ORDER TO INVESTIGATE UPON REVIEW of this complaint, I find as follows: 1. This complaint was filed by Matt Nye of Melbourne, Florida. 2. The Respondent, Jim Barfield, allegedly serves as a member of the Brevard County Commission. 3. The complaint, via its narrative read in conjunction with the several attachments, alleges that the Respondent's 2014 and 2015 CE Form 6 filings fail to make the following required disclosures as to certain assets and income: a. The 2014 CE Form 6 fails to properly disclose as income Respondent's salary as a Brevard County Commissioner, b. The 2014 CE Form 6 fails to properly disclose retirement accounts and money market accounts; and ©. The 2015 CE Form 6 fails to properly disclose money market accounts. This indicates possible violation of Article Il, Section 8, Florida Constitution, and Section 112.3144, Florida Statutes. WHEREFORE staff of the Commission on Ethics shall conduct a preliminary investigation of this complaint for a probable cause determination of whether the Respondent has violated Article II, Section 8, Florida Constitution, and Section 112.3144, Florida Statutes, as set forth above. 2412.
