F.1-1/2002 (PS) Bxemp.—In exercise of the powers confered by clause (@) & (g) of subsection (1) of
Section 26 of University Grants Commission Ac, 1956 (5 of 1986), the University Grants Commission hereby
makes the folowing Regulations, aamely —
‘Short Title, Application and Commencement
1. Theae regulations may be called University Grants Commission (Minimum Standards and Procedure for
award of MPhiL/PhD, Degree), Regulations 2009
2. They shall apply to every University established or incorporated by or under Cental Act, Provincial
Act or a State Ac, every Institution including a constituent or an alfiated College recogaized by the
‘Commision, in consultation with the Univesity concerned under clause (1) of Section? of the University
‘Grass Commission Act, 1956, and every Institution deemed to be a University under vection 3 ofthe
ssid Act
3. They shall come into fore with effect from the date oftheir publication in the Gazete of Inds

5. Notwithsanding anyshing contained in these Regulations or any other Rule or regulation, forthe time
being in force, no University, Instution, Deemed to be University and CollegInsttion of National
Imporance shall conduct M.Phil and PhD Programmes through distance education tnode

6. AlllUnivertes Insitutions, Deemed tobe Universities and College/instnations of National Importance
Stall lay down the entera for the faulty to be recognized as Research Supervcer both for M.Phil and
PRD. Programmes.
7. AllUnivesiis, Institutions, Deemed w be Universities and CollegexInsttuions of National Importance
stall lay down and decide on annual bass, a predetermined aod manageable number of M.Phil and
‘toma students depending om the number ofthe avaiable eligible Faculy Supervisors A Supervisor
stall not have, at any given point of time, more than Eight PhD Sebolars and Five MPhil. Scholars.
8. The numberof seas for MPhil and PhD. shall be decided well in edvance and notied in the Universiy

PROCEDURE FOR ADMISSION
9. () All Universite, Insitutions, Deemed to be Universes and College/nstitions of National
fhall admit MPhil doctoral students Ghrough an Entrance Test conducted atthe level of individual
‘University, Instition, Deemed io be University, College/nsitution of National Imporance. The
University may decide separate terms and conditions for those students who qualify UGCICSIR
GRF) Extmioaion SLET/GATE/cacher fellowship holder or have passed M.Phil Programine for
PhD. Entrance Test. Similar approach may be adopted in respect of Entrance Test fer MPhil
Programme.

ALLOCATION OF SUPERVISOR
12, The allocation of the supersor fora selected student shall be doce by the Deparment i a formal
manner depending on the numberof student pr faculty member, the available speciation among the
faculty supervisors andthe research interest of the stent as indicated during ierview by dhe student,

COURSE WORK
12. Afterhaving been admited, each M.PhiJPhRD student shal be required bythe Universities, Institutions,
‘Deemed to be Universities and Colleges/Institutons of National Importance, asthe case may be, 10
Undertake course work fora minimma period of one semester. The course work shall be treated as pre
MPhVPAD preparation and must include a course on rescach methodology wich may include quantitate
rnethods und Computer Appiestions. Itmay also involve reviewing of published research in the relevant
field. The individual Universities, insinetons, Deemed to be Universities and Collegesinstittons of
[National Importance, as the ease may be, shall decide the minumnum qualifying requirement for allowing
2 student to proceed farther withthe waiting ofthe disserton.
If found necessary, course work may be carried out by doctor candidates in sister Departments!
Institutes either within or outside the University for which due credit will be given to them.
EVALUATION AND ASSESSMENT METHODS
14 Upon stisfactony completion of course work and research methodology, whic shall form part & parcel
of MPhiVPRD. Programe, the M.PhIVPRD Scholar shall underake research work and produce a
draft thesis within a reasonable time, ws stipulated by the Insitution concemed.
15, Prior to submission ofthe thess,the,stadent shall make a pre-M Phil/PhD presentation in the Department
‘at may be open to all faculty members and research students, for geting feedback end comments,
which may be rutably incorporated into the draft thesis under the advice of the supervisor.
16 PhD candidates stall publish one research paper in u refered Journal before tbe submission of the
thesimanograph for adjudication, and produce evidence forthe same in the form of acceptance Teter
or the reprint.
17. The thesis produced by the M.PhiVPhD student in the Instiutions/Departments and submited to the
University, Instiuion, Deemed to be University, Colege/insttution of National importance, asthe case
‘may be, shall be evaluate by at lest wo experts, Out of Which at least one shall be fom outside the
State. It shall be upto the Univers, Ineituion, Deemed io be University, Collegelnsitution of National
Imporance concemed to have ane examiner rom outside the County
18, On receipt of satisfactory evaluation reports, MPhiVPhD students shall undergo a viva yore examination
‘which shall also be openly defended

19, Following the successful completion of the evaluation provess and announcements of the award of
MPhIUPRD, the University hall submit a eof copy’ of the MPAiVPAD thesis tothe UGC within 2
period ofthiny days, for hosting the same in INFLIBNET, accessible to all Inttutions/Universiis
20. Alongwith the Degre, the Degree aarding University, lastttion Deemed to be Univesity, College’
Iastiarion of National Importance, asthe ease may be, shall issye a Provisional Certificate cerfying to
the effect thatthe Degree has been awarded in accordanes with the provisions to these Regulations of
the UGC,
