THE Constitution being the basic law of the land is the bases of
all consequent laws that will be passed by Congress. Changing
it therefore is so consequential. Is this present congress up to
the task of coming up with a new one?
De facto, congressmen are not representatives of the
people or at least the good majority of them. Many of them
belong to political dynasties and they got elected not because
they represent the will of the people but because of political
machinations—and vote buying. Observably, the way congress
as a whole behaves show that they not only represent their
own families and political ambitions but they mostly kowtow
the wishes of whoever is in power. As in the past, the majority
of the present legislators jumped to the ship of PDP-Laban
when Duterte became president. This is clearly shown in the
maneuverings whenever bills are deliberated and ultimately
passed according to the agenda and design of Malacañang.

Shift to Federalism: A lethal experiment, a


fatal leap, a plunge to death, a leap to hell

WHY the unusual haste in this move to the


Federal system? Your honest guess is as
good as mine. The fact remains that early
in his term the President, who is openly for
the Federal system, wanted a Constitutional
Convention. But he later agreed with Speaker
Alvarez of the Lower House to have, instead, a
Constitutional Assembly to save on expenses
and to expedite the process. The President
even issued in December of last year an Ex-
ecutive Order creating a sort of Preparatory
Commission which shall be tasked to draft the
proposed new Constitution for the Federal
Republic of the Philippines to be thereafter
submitted to the Constituent Assembly. It
appears, however, that the Lower House can-
not wait for that. Through its Committee on
Constitutional Amendments, it is now rushing
the drafting of the proposed Constitution for
the Federal Republic of the Philippines by a
Constituent Assembly with three proposals at
hand serving as its working drafts. The first
proposal, in sixty-three (63) pages, is Senate
Resolution No. 10 filed by then Senator Nene
Pimentel during the Fourteenth Congress; the
second is Resolution No. 08, in eighty-three
(83) pages, introduced lately in the Lower
House by Representatives Aurelio Gonzales
and Eugene Michael de Vera; and the third
is the proposal, in sixty-seven (67) pages,
submitted by the PDP-Laban Federalism In-
stitute. Each of these proposals can produce
the longest Constitution the Philippines will
ever have.
The principal reason adduced in these
proposals and also by other known propo-
nents for the shift to Federalism is that our
present unitary system is highly centralized

Apo Reef Natural Partk in Sablayan, Occidental Mindoro

THE Apo Reef in Sablayan, Oc-


cidental Mindoro is a 34 square
kilometer of coral reef system which
is considered as the world’s second
largest contiguous coral reef system
second to that of the Great Barrier
Reef of Australia. The land area of
the main island of Apo is only 29
hectares but the waters are already
shallow kilometers away from the
island as it already forms part of the
coral reef system. It is one of the best
known and popular dive sites in the
country.
Being in the middle of nowhere,
I thought it was just an impossible
place to go. However, when I de-
cided to explore Mindoro, to travel
to Apo Reef became the highlight
of the trip. I had wanted to dive at
the Apo reef after having read of the
glowing descriptions of the marine
biodiversity of the place. It was the
reason I had to go for a pre-dive in
Anilao as I read that one who has not
dived for a year has to have a pre-
dive first before being allowed to dive
in Apo. One of the dive shop that I
called up, however, was not sure if
they could gather enough divers on
the day I was going since I was still
the only one.

equipments were no longer that reli-
able. I was referred to the Pandan
Island Resort as they had regular
trips to Apo. I was just told to try my
luck when I get there as there might
be enough divers who would signify.
I had a slight disappointment when I
got to Pandan when I was told that I
could no longer be accepted as they

Growing up, I remember hearing this tagline from a TV com-
mercial: “Here’s to a new you!” I don’t remember exactly for what
brand it was—was it for a bath soap, or perhaps a beverage?
Everybody desires, especially in the New Year, to become a
better version of themselves. This is why people write resolutions
in their goal to essentially become better persons.
I believe that for us in Couples for Christ, the challenge
doesn’t stop with becoming a ‘new you’. Being a better person
should translate into becoming someone else - in the person
of Jesus Christ.
During our first fraternal household for the year, the Inter-
national Council was once again reminded of the words of Fr.
Raniero Cantalamesa when Tita Nina (Ponte), in her prayers,
