FOREIGN POLICY
Africa
Promote self-reliance.
Party Wave will actively support Africa, but we realize that proper assistance can only be achieved if both
parties work cooperatively. First, it is important to consider the factors that continue to suppress African
nations. The level of political freedom is closely related to GDP per capita. Party Wave will continue to
apply The African Growth and Opportunity Act (AGOA) to promote free trade, but in order for nations to
take advantage of this opportunity, they must demonstrate improvement in government rule and no human
rights abuses. Party Wave will be hosting annual meetings with African leaders, but to ease communication,
we will also be hosting meeting with regional blocs in order to more precisely understand their needs.
Although we will continue to support the initiatives by the USAID and place funds in Africa as a way of
combating epidemics, infrastructure and hunger, creating a self-sustainable Africa is critical. Party Wave will
offer vocational training by subsidizing private organizations, specifically in clinics and hospitals.
Africa continues the fight against terror, but their efforts are often undermined by poor planning and
militaries. Party Wave will continue to support coalition militaries as well as multilateral and bilateral
counterterrorism agreements. It is vital that we continue military, money-laundering and border security
training in the area. When applying our counterterrorism policy, Party Wave will focus on the eradication of
Boko Haram through aiding the Multinational Joint Task Force (MNJTF). We will work to create stronger
communication lines between the four sectors of the MNJTF and the LCBC, the commanding power, as well
as offer training as outlined in our counterterrorism strategy. In addition, we will continue to support the
African Union Mission in Somalia (AMISOM) and the National Countering Violent Extremism (CVE) that
is currently utilized in Somalia in order to combat Al-Shabaab. Drone strikes will be utilized when needed
and as we continue to enhance the efforts of African militaries, we will slowly withdraw from the region.
2
Republic of Korea, but under the current government, an alliance is far from feasible. But we can use global
cooperation to our advantage. As a member of the United Nations, North Korea is forced to comply to UN
rules and resolutions We can increase sanctions by the international community if needed. By advancing on
multilateral agreements and using China and South Korea as a mediator, we can halt the progress of their
nuclear weapon manufacturing. Party Wave condemns human rights abuses, totalitarian rule and use of
nuclear weapons by the North Korean government. Although our goal is to prevent war, Party Wave will not
tolerate continued threats to our national security.
Russian Federation
Maintain ties and begin discussion.
Party Wave will continue to foster ties and dialogue with the Russian Federation. Russia has long attempted
to undermine American ideals and our form of government, but Party Wave is willing to transcend previous
discords in our goal to create lasting peace where both ideologies can coexist. We will uphold the Bilateral
Presidential Commission which was suspended after Russia’s 2014 invasion of Ukraine so long Russia
obliges by the Minsk Agreement. Party Wave will continue to partner with Russia in regard to the promotion
of human rights, economic well-being and counterterrorism. But as our method is advanced, Party Wave will
not stand by future violations of any of these by the Russia. Through the United Nations, ties to terrorism
will be punished with international sanctions and proof of human rights abuses will discard our current
bilateral agreement. Party Wave sees war as last resort, but we do agree in presenting our view on current
actions by the Russian Federation in a stern manner.
3
trend that is already culturally apparent. If unsuccessful, Jerusalem will become an international city as
mandated by the United Nations.
Party Wave will continue to aid Israel in their “Iron Dome” system as a preventive measure against outside
attacks. The Palestinian Authority (PA) will be the only recognized government of Palestine and Party Wave
will assist them in their fight against the Hamas. We will continue to aid the Israeli government by providing
counterterrorism support and training, as outlined in our Anti-terrorism policy
Latin America
Maintain fair relations while allowing self-governance.
Party Wave believes the United States should no longer involve itself in the governments of other countries,
and only to engage in matters that lead to humanitarian relief when necessary, and with consent. We also
believe that economic prosperity throughout the Americas is essential and to boost that sentiment. Thus, we
will be engaging in free trade with a majority of Latin American countries.
Free Trade
The main method the U.S. has relied on recently to promote economic prosperity in this region is through
trade.
Party Wave will continue to endorse the Free Trade Agreements in all South American countries in order to
combat economic downturns and improve relations. Namely, the Dominican Republic-Central American
Free Trade Agreement known as CAFTA-DR. Not only is the trade agreement increasing the demand for
workers but it is also creating a safer and fairer environment for these workers through the promotion of
workers’ rights. Party Wave understands the economic importance of this agreement, and will continue its
involvement.
Venezuela
Venezuela is a country in South America known for its expansive oil reserves and its socialist economic
system. Venezuela is one of the 5th largest suppliers of oil to the United States, and has the largest oil
reserves in the world. All oil production and sales go through one government-controlled company, known
as the PDVSA. Venezuela also has the 115th lowest GDP per Capita in the world, meaning that the average
citizen in Venezuela is more impoverished than the average citizen in about half of the countries on earth.
The former President Chavez, who gained power by emphasizing his support of the lower class,
implemented subsidies for oil production industries. The United States federal government has placed
economic sanctions on Venezuela, as encouragement for their corrupt federal government to sort out their
corruption issues and listen to their people. As we aim to lessen involvement in Latin American affairs, Party
Wave will not maintain these sanctions. We do not support the deprivation of the Venezuelan people, and
economic sanctions will do more damage to the people of Venezuela than assist in difficulties their
government structure faces. We understand that we must participate in the global economy with Venezuela.
Without importing money so their people can afford medicine and food, Venezuela’s humanitarian issues
will become a complete catastrophe. This is the best option to keep the United States’ economic interests in
mind, while inadvertently providing aid to the people of Venezuela. In order to restructure the government,
Party Wave will issue diplomatic discussion regarding the economy of Venezuela, emphasizing
rehabilitation and private ownership.
Colombia
The U.S. is currently working in regions lacking government control and influence to promote human rights,
assist vulnerable communities, encourage business, and promote support for environmental conservationism
within Colombia. While we oppose the drug trade in Colombia, Party Wave recognizes that the Colombian
government has a viable plan to prevent drug trafficking. If first consulted, Party Wave will assist Colombia
in their efforts.
Puerto Rico
After Hurricane Maria, Party Wave feels it is essential to get our protectorate back on its feet as soon as
possible. Widespread poverty impacts the area, and as a part of the United States, Party Wave believes that
4
Puerto Rico should be granted equal protection to other states. We will negotiate in order to provide tax
exemption for investors in Puerto Rico in order to rehabilitate their economy. Party Wave will also negotiate
with private humanitarian aid and subsidize rehabilitation after the detrimental aftermath of Hurricane Maria.
Cuba
Party Wave believes that an embargo on Cuban goods is detrimental and overbearing. We will take steps to
ensure diplomatic relations with Cuba as a nation and work to improve trade practices. It is unlikely that
further
strain on Cuba as a whole would encourage a shift from communist rule, and the United States Government
has no interest in their political structure at this point. The freedom and opportunity associated with
normalizing relations would bring about economic prosperity and promote human rights improvements. It
would be in the United States’ best interest, and in that of the Cuban people, to end the embargo and
normalize relations. This would consist of fully opening trade and travel between the United States and
Cuba. Party Wave also considers the Guantanamo Bay Detainment Camp as an obsolete area of land that
should have been granted back to the Cuban people long ago. When the tract of land was bought in 1903
from Cuba, the intention was to build a naval base. Through the years, it has also become a detention center
for those suspected to be the largest threat to the U.S.’s national security. Guantanamo Bay has seen about
780 detainees since its opening in 2001. The detainees are not always, however, major threats to our national
security as many people believe: 85% of prisoners released from Guantanamo under Obama’s
administrations were not suspected of terrorism. Party Wave will shut down the Guantanamo Bay
Detainment Camp and transfer the remaining 41 detainees out of the U.S.’s control. This option would be
best for the prisoners who have been treated inhumanely, and best for the U.S. military. Party Wave will
finally shut down Guantanamo Bay Detention Camp once and for all, and normalize relations by ending the
travel and trade ban.
Middle East
Increase relations and assist with consent.
Party Wave supports increased relations with potential allies in the Middle East. American involvement has
historically been one to incite adverse reactions, but this is only a step towards increasing self-sustainability
in the region.
Islamic Republic of Afghanistan- As a non-NATO Ally, Afghanistan has partnered with the United States in
the fight against Al-Qaeda, ISIS and the Taliban. We will be removing 6,000 of the current 11,000 U.S.
troops by 2020 while maintaining the others to combat the remnants of Al-Qaeda and future attacks by ISIS.
Our long-term goal is full physical withdrawal with overseas involvement through shared intelligence by
both parties.
Syrian Arab Republic- Party Wave will continue to condemn the Assad Regime. There must exist a global
understanding that our fight in Syria is in no way a fight against humanity, but an effort to save it. It is this
involvement that has allowed us to strike the presence of ISIS and display our firm disapproval of the
Assad’s use of chemical weapons. Party Wave will continue using drone strikes but restrict our physical
presence in the region. We will work to disrupt the current Assad Regime through UN support. Surrounding
militaries will continue to benefit from US support and training.
Yemen Arab Republic- Due to the current famine and civil war in Yemen, Party Wave will increase aid to
Yemen by 20%, to $392 million, which will be given in monthly payments as opposed to yearly. Party Wave
will continue to offer military and logistical training to the Saudi Arabian military in order to combat Houthi
rebels. By stabilizing the government, our efforts to rid the nation of famine will ease. Yemen lacks a
productive Counterterrorism policy, but through our application of the Anti-Terrorism Assistance Program
(ATA), Party Wave will commence a comprehensive policy to rid the country of current landholdings by
ISIS and Al-Qaeda. We will continue to implement the Personal Identification Secure Comparison and
Evaluation System (PISCES) to increase border protection.
Islamic Republic of Iran- The Islamic Republic of Iran and the United States share an interest in removing
Sunni militants from the area, the relationship between the United States and Iran should be addressed
5
primitively before joining other efforts. The Joint Comprehensive Plan of Action, also known as the Iran
Deal will be difficult to remove but can be reformed through negotiations with the Iran government.
Currently, the deal excludes a missile program which Party Wave recognizes as an essential piece in our
attempt to halt the Iran threat. Because of our disproportionate focus on militaries, Party Wave does not
recognize Iran as an immediate threat, but their continued violations of the Iran Deal will lead to action by
our administration. Party Wave holds national security at the forefront of our policies and any threat will be
strictly opposed. We will continue to condemn Iran’s backing of the Assad Regime.
Republic of Iraq-The Republic of Iraq has experienced internal strife due to conflicts between Iraqi
authorities and Kurds in addition to disputes between Sunni and Shiite Muslims. Party Wave believes in the
creation of a safe territory for Sunni Muslims and the potential creation of an independent state for the
Kurdish, but a negotiation of this nature should be mediated by the United Nations. There are currently 5,000
American troops in Iraq which will be maintained to continue anti-terrorism operations. By 2020, Party
Wave will retire 2,000 of those troops. We will be applying our counterterrorism policies and continue to
train Iraqi forces against the Taliban. In addition, Party Wave will continue to support the U.S.-Iraq Strategic
Framework Agreement that outlines our current relations with the country, approves our use of military
action as a form of aiding Iraq and details our eventual withdrawal.
Non-Nuclear Proliferation
Maintain diplomatic values.
Party Wave demonstrates a commitment to diplomacy and will continue to act in accordance with deals such
as the Iran Nuclear Deal. We believe that the number of nuclear weapons many nations, including the United
States, possess is unnecessary and harmful. We will be advocating to safely reduce the number of nuclear
weapons globally through agreements with foreign nations. Party Wave will also commit to diminishing the
possibility of unfit nations’ possession of nuclear arms by forming allies and reducing the risks of nuclear
warfare straight from our front.
Human Trafficking
Put slavery to a stop.
Party Wave recognizes that human trafficking is modern-day slavery, and that it must be brought to a halt.
We understand that a fundamental issue with human trafficking is that it is not transparent, so Party Wave
plans to subsidize fair trade and limit apparel outsourcing as to bring light to the impacts of human
trafficking and the unjust nature it displays. Party Wave also plans to implement discussion on the dangers of
sex trafficking in our sex education programs so we are able to discourage our citizens from participating in
such a detrimental trade when abroad.
Trade is an essential part of every nation’s economy and Party Wave believes that we should use trade in
order to maintain and improve the economies of foreign nations along with establishing good relations and
creating allies. Party Wave Recognizes that providing jobs to underdeveloped countries via outsourcing will
help their economies and grow their GDP. All companies that trade via outsourced factories will be required
to run background checks on the factories to ensure they are free of cruel child labor and working conditions.
This will ensure that workers of other countries are treated fairly in the workplace, and that their economies
will eventually improve with the jobs provided.
6
the country’s specific needs. Party Wave intends to attack HIV/AIDS head-on, fortifying the world’s health
systems so that countries will be better equipped to prevent infant mortality, pandemic disease, and
HIV/AIDS through the Global Health Initiative.
The United Nations, European Union and NATO
Continue working with close allies, and begin listening to other nations.
The United Nations—established in order to deter the world from entering another world war—has become a
forum of international cooperation and communication. Party Wave will protect the global unity that has
been created as a result by pledging 1.2 billion for the upcoming year.
Party Wave proposes to advance on this notion by reforming the UN Security Council and adding five non-
permanent member nations, increasing the total to twenty members. Similar to the other ten non-permanent
nations, these newly added nations will be elected on two-year terms by the United Nations General
Assembly, and will be divided as follows: one to the middle East, one to South America, one to
Eastern/Southern Europe and two to Asia. Party Wave will push for the reallocation of funds and focus on
humanitarian aid. The actions taken by peacekeepers in the past has been questionable. Therefore, Party
Wave supports a stricter regulation and monitoring of UN peacekeepers.
The European Union shows incredible value to Europe and the global economy, so Party Wave plans to
continue positive relations with the organization. If faced with threats to disband, Party Wave will assist the
European Union in preserving prosperity for its citizens.
The North Atlantic Treaty Organization is a coalition of the strongest global forces and has allowed us to
continue the fight on terror and dispel threats from other nations. Although we will continue to support this
forum of cooperation and strength, Party Wave believes in the even contribution of all nations involved. As
agreed by member nations, there is a 2% GDP requirement that has not been enforced. The United States
currently contributes 3.7% of our GDP. We wish to decrease to 2.8% by 2022, while increasing the
contributions by other members. By enacting this policy, we do not wish to demonstrate a decreased focus on
international safety, but a transfer of responsibility to other nations.
NAFTA: In North America, free trade is mostly supported. Party Wave will support NAFTA in most aspects,
but move to reform it. NAFTA’s prosperity benefits not only the U.S. but also Mexico and Canada, however,
there is room for change. Since leaving NAFTA entirely places a damper on North American Ties, we plan
to eradicate underpaid and unfair labor by implementing low tariffs on American companies that choose to
produce in Mexico. This would make the situation in both environments similar and incentivize businesses to
stay in the United States. The average tariff rate for manufactured goods is 2%. Since the companies are still
from the United States, only a 1.5% tariff should be put into action on all manufactured goods that come
from Mexico that are led by American companies. Party Wave condemns the institution of maquiladoras and
understands that pushing American companies abroad only favors large corporations. The increase in
production cost in Mexico would push firms out of Mexico, back to the United States, and prevent others
from leaving in the future.
7
European Trade: Trade with the EU is a massive part of U.S. trade revenue, so Party Wave will continue to
support the negotiations to help increase trade between the EU and the U.S. To alleviate concerns in the EU
that this deal would decrease environmental regulations, and harm workers’ rights, Party Wave will condemn
loosening of health, safety, environmental, and worker protection regulations.
Asian and Pacific Trade: Party Wave will continue its withdrawal from The Trans-Pacific Partnership as it is
a disastrous trade agreement designed negatively impact some of the poorest people in the world,
dismantling labor, environmental, health, food safety and financial laws that have protected them in the past.
Party Wave will instead open negotiations for a new low barrier trade agreement that will bring better, high
paying jobs back to America with our increased job training programs, as long as health, safety,
environmental, and worker protection regulations remain in place with all countries involved.
WTO: Party Wave will continue to support the WTO, and use it to support reduction of barriers to trade.
Party Wave will insist that efforts should be made to support the needs of developing economies when they
are attempting to compete globally with economically developed nations like the United States. While Party
Wave condemns the abuses of human rights through free trade, we understand that the WTO is the backbone
of the global economy today. With lower trade barriers the WTO provides, we seek to reduce disputes and
propose an amendment to the agreement by suggesting livable wages for those who reside in nations
involved.
Terrorism
Prevent terrorism with transparency.
The war on terror has become an inescapable conflict that represents the need for international cooperation.
Through previous American efforts, Party Wave has pinpointed a list of objectives: terrorism is of the utmost
concern and requires immediate attention, technological advancements have facilitated the movement and
expansion of these groups, the need to target the central locations of terrorist organizations is crucial, funding
to these organizations must be cut, communication lines must be intercepted, and regional and socio-
economic conflicts aid in the ability for these organizations to increase their power. In our strive towards
complete eradication of organized terror, Party Wave will be implementing a 3-pronged approach and set of
policies that will work in tandem towards the same outcome.
The prevention of terrorism will be focused on three areas: cutting funds to terrorist groups, establishing an
international intelligence systems, and training of governments and military properly. As mandated by the
UN Security Council, every country has an inherent responsibility to combat the forces of terrorism, but two
problems arise when nations are forced to implement counterterrorism policies; first, countries lack the
necessary means of establishing said policy and second, policies set in place have proven ineffective. Party
Wave will push towards the adoption of a cohesive plan that is currently outlined by the American Anti-
Terrorism Assistance Program (ATA). By utilizing this already functioning program, Party Wave will take
into account the economic needs, the level of regional stability, current experience of government and
military personnel and vulnerability to attacks in order to adapt a policy that uses the ATA as a basis, but
caters to the individual needs of nations. Party Wave will continue to expand military training and provide
advisors and experts in weaponry, money laundering, border-security and terrorist recognition. Party Wave
will continue to fund and push towards the adoption of the U.S.-provided Personal Identification Secure
Comparison and Evaluation System (PISCES). The International Police (INTERPOL) will set a global
initiative towards greater access of terrorist activity through a database that will be made available to our
allies as well as countries that actively participate in the war on terror. In order to enter this forum, Party
Wave has outlined a list of requirements: said country must have an existing or be in the process of
establishing a comprehensive National Counterterrorism Policy, the country must be willing to act with full
transparency and the country must condemn terrorism in all aspects. Violations of any of these will not only
deem the country ineligible of utilizing this information, the country will lose US funding and risk being
8
classified as an “unwilling participant,” which will then enable the placement of sanctions on that country.
Through communication and a clear indication of terrorist hotspots, Party Wave will be able to better
coordinate action and halt terrorist activity.
Combatting. Party Wave will continue to target high-conflict areas with the purpose of decreasing current
landholdings. Airstrikes will be utilized in areas that have a large terrorist presence, are identified as the
central intelligence location of a terrorist organization or location where terrorist groups attempt to exploit
the surrounding population through forceful and dangerous methods. Land holdings and the physical
presence of terrorist groups are synonymous with strength. By compressing their available territory, they are
weakened. Party Wave will continue to partner with the Multi-National Task Force (MNTF), The Partnership
For Regional East Africa Counterterrorism (PREACT), The US-funded Trans-Sahara Counterterrorism
Partnership (TSCTP) and coalition militaries in the Middle East. A new communication network will be
established in Qatar, a low-threat area interested in the maintenance of peace. In addition, 8,000 of the
10,000 troops will remain in Qatar in order to aid the Global Coalition to defeat ISIS and surrounding
militaries.
Restructuring. In the attempt to balance our international presence with cooperation from all parties affected,
Party Wave will be retiring troops once deemed that their presence is no longer necessary. This will be done
after a thorough training of military personnel and clear implementation of a National Counterterrorism
Action Plan.
In this multifaceted approach, Party Wave outlines the importance of coalition efforts and the establishment
of preventive measures. Our strategy is one that aims for long-term peace and the use of our strength to
exploit the vulnerabilities of these terrorist organizations.
9
simple and comprehensive applications for citizenship while creating a higher cap for immigrants, with
increased funding being placed into visa applications in order to ensure that those who wish to come into the
United States do not feel the pressure to do so illegally.
DOMESTIC POLICY
10
Criminal Justice
End an age of mass incarceration.
The criminal justice system is broken, outdated, and needlessly unfair. As a party that promotes positive
social reform, Party Wave intends to fix this archaic system to better suit public interests.
Nonviolent Offenders and Overcrowding: Party wave strongly believes that no one should spend longer in
prison then they need to; however, we also recognize that someone who breaks the law needs to be rightfully
punished. What we propose is having those 39% of nonviolent offenders that do not pose a threat to the
public the opportunity to work in the prison work force in exchange for time off of their sentence. We
believe that instead of offering these people a 99% pay cut, which is what they are receiving now, we offer
them the chance to return to life before prison.
Private Prisons: Private prisons are leeches of the prison system; the main goal of a private prison is to make
a profit from the captivity and retention of an individual. Party Wave intends to slowly start revoking the
contracts to these places as we continually release and rehabilitate nonviolent offenders until the public
system can handle everything on its own.
Police Reform: Party Wave endorses the nationalization of the application process following the City of
Philadelphia application process. The complete application process will include a written application,
physical test, physiological test, medical test, literacy exam, face to face interview, background check, a drug
screen, and a cultural sensitivity course, ensuring officers understand their communities.
Ending the War on Drugs
Legalization of Marijuana: Party Wave plans on legalizing the possession and cultivation of marijuana of
our citizens over the age of 21. This would lessen a burden on the drug enforcement agency (DEA), allowing
for more resources to concentrate on treatment for those involved with illicit and addicting drugs. Although
we suspect a general celebration from the 64% of the public that said they supported marijuana legalization,
we also realize there will be a backlash of opinion. To compromise, Party Wave will deploy the HighTIDE
initiative – which stands for the High Taxation of In-naturally Derived Ecology. HighTIDE proposes the
taxation of the finished marijuana products as a luxury item, like an alcoholic spirit, at the rate of 25 cents an
ounce. Party Wave will also introduce the decriminalization of all drug offenses relating to the possession or
cultivation without intent to distribute, encouraging federal dollars to be spent on treatment for those
struggling with substance abuse rather than incarceration.
Rehabilitation: It is important that we aide those that are seeking assistance regaining their life back after an
addiction to drugs or alcohol. This is why Party Wave will be implementing the SPLASH Act. With this act,
Party Wave will Supply PeopLe with Adequate Sustainable Help that are in need of rehabilitation. SPLASH
will offer free clinics in all parts of the country, both rural and urban, that will have experts of all addictions
to help people that seek to better themselves and their family as well.
11
Low income families: Party Wave seeks to uphold Head Start, created in 1965 with the help of President
Lyndon B. Johnson. The goal of this program is to help combat poverty by giving children of low-income
households an affordable preschool using federal funding. Party Wave firmly holds the importance of both
the workforce and education as its top priorities, and understands that no one should choose between their
job and their family’s education.
Paid Leave
According to the Department of Labor, nearly eight out of ten workers who are eligible to take time off after
having a child cannot do so because they can’t afford it. That statistic is simply unacceptable. The United
States faces potential to provide for families and contribute to real family values, just as many countries
across the globe have. Party Wave will increase mandated paid parental leave with job security to 8 weeks
within the first year of birth or adoption so parents can ensure quality time with their children. If family leave
is unnecessary, employees will be able to place 8 weeks allotted of leave towards time off if they become ill,
or need to care for a loved one who is ill.
K-12 Education
Properly educate our future leaders, no matter where they reside.
Party Wave understands that the root of our success is directly related to the quality of education we provide
our citizens. We plan to repeal No Child Left Behind and replace emphasis on funding towards standardized
testing with an emphasis on funding to comprehensive and holistic teacher certification. The administration
is invested in creating a more submersed learning environment for students across the country as well as
promoting a safe and encouraging workforce through teacher salary promotions. Party Wave will incentivize
an increase in teacher pay from the states using the spending powers clause of the constitution; by doing so,
teaching will receive the wide respect it deserves as a profession. Under this, teachers are more likely to
produce and teach to a higher degree. Party Wave is putting education at the forefront and promoting
awareness of the great benefits that education can provide aside from promoting literacy and basic math
skills.
While incentivizing a greater learning environment, Party Wave will incentivize a more universal and
holistic standardized testing curriculum comprised of three parts: diminishing state graduation requirements,
encouraging test-score optional college application processes, and making tests accessible to all communities
through increased funding to inner-city districts. High-stakes testing disproportionately bars minorities’
access to college, so making standardized testing a holistic and optional process grants college accessibility
to those who need it most. With a portion of the 1 billion federal dollars previously allocated towards No
Child Left Behind testing, teachers will be granted a rigorous baseline federal certification in their field to
ensure quality education for all, with additional certifications at each states’ discretion.
Party Wave will also implement the SEA policy—Superior Education for All—which provides schools with
a majority disadvantaged population with funding and cultural sensitivity training for teachers. When
educators understand their students, they are better able to yield personalized education to their students.
Party Wave seeks to end the disparities between public inner-city school districts and prestigious private
schools by encouraging states to specifically allocate tax dollars to teacher salaries, technology, and
infrastructure within disadvantaged schools.
Sexual Education: Party Wave will also encourage the states through our federal spending power to adopt a
better health and sexual education class orientated towards teaching students aged from grade 4-6 not only
how their mind works, gender and sexuality, and changes their bodies will endure through puberty. Grades 7-
12 will receive education emphasizing the importance of consent, promoting a healthy physical and mental
lifestyle, discussing gender and sexuality further, and preventing STDs and pregnancy safely. Party Wave
will adamantly oppose abstinence-only sexual education classes as they are widely ineffective and
disconnected from modern teens’ lives.
12
College and Higher Education
Provide opportunity for all backgrounds.
On Community College: The America’s College Program, which guaranteed two free years of community
college to high school students who qualified, was attempted to be passed in Congress by President Obama
but was struck down. Party Wave proposes to make the desires of the Obama administration to come true by
implementing our SAND (School and No Debt) College Program that will be implemented at the state level.
The SAND College Program entails that any high school student with a minimum GPA of 2.5 and that fills
out a FAFSA application form will be enabled to pay a $50 deposit fee to enroll in a local community college
for a term. The application fee will ensure that students are devoted to what they are getting into and will
give them a small experience of college life and allow them to see if college is right for them, without paying
a large sum of money. This program will be implemented on a state level – states will lack federal funding
for participating if they decide not to.
On Financial Aid: An important goal of Party Wave is to reform FAFSA and to make the financial aid
application less complicated than it needs to be. We intend to take the original 108 question FAFSA
application and shorten it down to a single page of crucial questions that will determine exactly how much
financial aid a student is entitled to. This will compel more students to actually fill out the application and
apply for Pell Grants, and will lead to students truly earning the correct amount of aid they deserve. The
reformation of FAFSA will also lead to a positive change in the Work-Study Program, where students who
are in the most financial need will be deemed eligible to be a part of the Work-Study Program, greatly
enriching themselves and their community. Lastly, reforming FAFSA will also help colleges to target
marginalized populations in the lower classes, who have long been outcast from aid and benefits, instead of
helping out the middle class more.
On Veterans in College: Party Wave looks to apply the Yellow Ribbon Program, which makes it easier for
veterans to get into college, to all colleges and universities. It can help veterans ease back into a comfortable
environment and will help lower extra college costs. It is only fair that our nation’s veterans are given this
opportunity in return for their services and their duty to their country.
On Campus Sexual Assault: We as a political party understand the many occurrences of sexual assault on
college campuses. We will encourage that more attention is paid to this travesty, by upholding the Campus
Safety and Accountability Act, that makes holds colleges and people that are convicted of sexual assault
accountable for their crimes. Party Wave will also see to that colleges create services for students who have
been a victim of sexual assault and will hire on-campus personnel to help raise safety standards. Sexual
assault on college campuses has been an issue that has been kept in the dark for a long time and we seek to
bring this issue to light and try to lessen the occurrences as much as we can.
13
medical services from. Those who wish to and can afford to supplement their healthcare from government-
funded healthcare will be able to seek additional policies through private insurance companies. Party Wave
will seek to offer services that weren’t originally covered to reduce spending on administrative expenses and
that will lift a burden off of businesses by nationalizing healthcare coverage. As a result of a national
insurance plan, all doctors will be paid the same amount by the government, reducing the need for patients to
differentiate which doctors they see, reducing wait times and delayed services. A unified medical database
will also be established as a result of the universal insurance plan and medical records will not be
intermingled when people switch insurance plans, every record would be inputted into one large database.
Party Wave’s healthcare system will hope to improve the economy and provide equal coverage for every
citizen.
Veteran Care
Treat veterans with respect and dignity.
To honor our former service members, and to pay homage for their personal sacrifices, it is critical that we
reform the VA to make sure that our veterans get the best care possible. The VA is a single-payer healthcare
system that is completely owned and financed by the Federal Government. We at Party Wave will reform the
Veteran’s Choice Program and make it so that if it is determined that the VA isn’t capable of treating a
veteran, the government will pay for a veteran’s care at a private medical provider instead of leaving them in
the dark. Party Wave seeks to increase the number of VA facilities to lessen the overcrowding and slow
services for veterans that are present right now. In a continuation of the Accountability and Whistleblower
Act signed in 2017 which calls for the demotion or removal of employees of the VA for not doing an
adequate job, we will push reform even further and tighten controls on the workplace to ensure veterans are
getting the right care, the care that they rightfully entitled to.
Disease Research
Move from treatment to prevention.
Party Wave will continue to endorse the National Institute of Health’s (NIH) efforts in combating disease in
the U.S. In order to do this effectively, Part Wave will be continuing former president Barack Obama’s
Precision Medicine Initiative (PMI). This initiative tailors treatment to the individual, rather than taking the
“one-size-fits-all” approach. This approach aims to empower both patients and doctors to work together
towards the development of this newly individualized care. By furthering this initiative, Party Wave will be
able to discover many more ways of treating different diseases, and will ultimately grow to understand them
more and attempt to put an end to many harmful diseases.
14
society. Party Wave will support the use of labelling, a benefit to those who are invested in the health
concerns that GMOs may bring.
On International Agriculture: Party Wave plans to implement similar efforts to our domestic infrastructure
initiative to assist with water conservation and recycling worldwide. We understand that harmful practices
such as slash and burn agriculture and the use of pesticides are prevalent, so we will discourage the practices
globally by increasing tariffs on goods manufactured in this manner. We will also reinforce our research on
GMOs internationally.
Climate Change and Environmentalism
Promote a clean and safe Earth.
The human race’s interaction with the environment has proven to be negative, toxic, and detrimental,
especially within the last 150 years. The world’s use of greenhouse gases since the start of the Industrial
Revolution has begun to modify the Earth’s climate in ways that few could have imagined a century ago:
average temperatures are rising, precipitation patterns are changing, ice sheets are melting, and sea levels are
rising. Every human being on the planet contributes to the millions of trash, debris and plastics being
dumped into the oceans every year, hurting local beach economies and killing hundreds of animals each day.
Party Wave plans to continue the Clean Air Act while diminishing the detrimental impact humans have
placed on the environment in three portions:
1. Instating a tiered Greenhouse Gas Tax: In order to discourage the production of greenhouse gases,
Party Wave plans to enact the CREST Tax—Combatting Ruinous Emissions to Save Terrain—which
instructs the EPA to monitor the Carbon Dioxide (CO2), Methane (CH4), Chlorofluorocarbons
(CFCs), and Nitrous Oxide (N2O) output of corporations within a six-month period. Party Wave will
move to regulate greenhouse gasses emitted domestically, taxed at $15 per ton. If corporations fail to
pay the tax after three cycles, responsible executives will face intervention from the Internal Revenue
Service. This encourages private businesses to move towards innovation and renewable resources
with minimal government intervention.
2. Cleaning our oceans: Party Wave knows that our oceans are becoming global trash cans, and we
must find reasonable solutions to dissuade dumping. Each year, 8 million metric tons of plastic are
placed into the earth’s oceans, adding to the 150 million metric tons already floating in the waters
today. Similar to our Greenhouse Gas Tax, Party Wave will encourage a plastic dumping tax at $15
per ton of plastic in the oceans in order to create a safer environment for marine life and clean our
beaches. We also plan to incentivize companies to hire and train drilling inspectors as we move
towards clean energy, allowing for safer and more responsible drilling capabilities.
3. Finding a long-term solution: Party Wave plans to implement the OFF act, transitioning the United
States to 100% reliance on renewable energy by 2035. The vigorous piece of legislation would
require investments to build wind and solar infrastructure throughout the country, the end of burning
and extracting fossil fuels, banning the production of new fossil fuel infrastructure, committing
investments in energy efficiency and conservation across residential, commercial, and industrial
sectors, as well as expanding and improving mass transit. While this shows a great level of
investment, it poses no spending on non-renewable resources in the future, as well as stronger
infrastructure and new jobs.
We plan to implement sections 1 and 2 in the form of tariffs on imports as part of our initiative to combat
climate change internationally.
Protecting the health and safety of generations to come of future Americans should be the top priority for the
United States government. Working towards the goal to become a country that solely utilizes 100 percent
renewable energy will save the planet from irreversible effects of climate change and global warming, as
well as save millions of animals in the process from rising water temperatures. There is no reason not to
15
protect the earth we have, and Party Wave believes that an investment in the environment is imperative to
our future.
Infrastructure
Invest in stable cities to strengthen our economy.
At Party Wave, we understand that a robust and stable infrastructure is key to a thriving society. Given a lack
of updated public transit and roads, Party Wave stands to refurbish potholes and bridges across the nation.
This is an investment that we cannot afford to hold off on. We also understand that everyone has a right to
access clean water. There are six air pollutants and contaminants regulated by the EPA under the Clean Air
Act, many of which currently affect the population and contribute to climate change. Readjustment of
allocated funding to the EPA and appropriate distribution will ensure stable reconfiguration toward
establishing a healthy and sustainable environment. Recycling our clean water is the first step in this
restorative process. Recycling water decreases diversion, discharge, pollution and energy consumption,
reducing the cost of treating and transporting water. Hawaii, the Pacific Islands, tribal nations, Arizona,
Nevada and California currently make use of recycled water. Party Wave will incentivize states who extend
this initiative. Party Wave also seeks to improve the quality of water and plans to invest five times an
original investment in clean water and water recycling. The EPA will provide training to treatment facility
managers to initiate more efficient water management.
Party Wave also plans to modernize public transportation, including dams and railways, in order to
effectively serve the needs of today’s working class. Our infrastructure is crumbling and we must stop the
ruin of our cities and rural communities. Collapsing bridges alone cost the United States about $130 billion
per fiscal year, so Party Wave plans to utilize this funding in order to take preventative measures against the
fall of our infrastructure. This will boost economic activity and provide for future payoff in productivity as
we provide for our citizens through improved public transportation. Proper infrastructure not only boosts
quality of life, but shows potential for over 25,000 jobs to be created, revealing a necessary investment.
16
Manufacturing
Create a balance between manufacturing nations.
Party Wave believes that it is important to provide both our impoverished population jobs, as well is provide
for the economy of developing nations. We recognize manufacturing is a growing industry and is subject to
outsourcing because there is so much of it in the nation. While Party Wave does encourage American-made
products from companies, we also believe in providing jobs for our developing nations. However, Party
Wave does intend to limit the number of offshore corporations that exist in other countries in order to
provide jobs to many cyclically unemployed workers.
Gun Ownership
Protect the people’s rights while protecting the people themselves.
Currently, the United States is still under the 1968 Gun Control Act, a vague law that sets a high bar as to
who is considered unfit for a weapon. These loopholes have prompted Party Wave to construct a new policy
that will implement a mental health screening program that aims to limit the accessibility of the weapon, ban
military style assault weapons, require licensing for all firearms, and end the secondary gun market, all the
while not infringing upon the rights of the public. Party Wave will not allow individuals to purchase guns
who are receiving inpatient treatment, voluntary or involuntary, or those who have been deemed a danger to
themselves or others by their mental health professional. Guns pose serious potential to be used for both
mass-shootings and suicides, and Party Wave plans to eradicate the dangers uneducated gun owners pose to
society and to themselves.
Mental Health Policy: Responsible Gun Owners will maintain their right to bear arms so long as they prove
they are able to handle the weapon, have had no mental health conditions in the past, are licensed, insured,
and have bought their firearm from a properly licensed retailer. If an individual has fallen under these
restrictions at one point in their life there will be a three-level requirement made to purchase a gun in the
future. When deemed a danger by a mental health professional, that professional will make a report to the
NICS stating what level of potential danger that individual is capable of. Level three will be reserved for
patients who have received recurring mental health help throughout their life, have had a minimum of three
recurring violent episodes with others or themselves, and have been deemed a danger to themselves or others
more than three times. These level three patients will not be allowed to purchase a firearm ever do to their
constant threat to themselves and society. Level two patients will have been entered into mental health
facilities or received mental help throughout their life, been deemed a danger to themselves or others twice,
with only one violent episode involving others or themselves. These patients will be allowed to purchase a
firearm after a six-month waiting period. However, at the end of this waiting period, if they chose to
purchase a firearm, they must go through a six-month training period provided by their local police station.
In this training course, they will learn the risks of owning a gun and how to properly handle the weapon, at
the end of this course if they still wish to purchase a gun then they will be asked to have a final mental health
screening visit with their primary professional and if they are found fit to carry a weapon they may do so.
Level one ratings will be reserved for patients who have received mental health attention their whole lives
but have never been deemed a danger to themselves or others and have never demonstrated a violent threat or
act to another. These patients will be able to purchase a gun after a six-month waiting period after being
released from their mental health treatment. Others that will be found unfit to purchase a gun will include
those found incompetent to stand trial, not guilty by reason of insanity, and those under conservatorship.
Party Wave wishes to protect the people of the nation, recognizing that guns are dangerous weapons that
should only be owned and operated by those who know the risks and are prepared to take on the
consequences.
Domestic Abuse
Ensure that everyone feels safe in their own home.
Domestic violence is an epidemic in the United States and can appear in multiple forms, including sexual,
emotional, economic, and psychological abuse. Domestic violence is not confined by gender, race, age,
17
religion, education level, sexual orientation, or socioeconomic background. Surveys show that one in three
women, as well as one in four men, will experience some form of physical abuse or violence by a partner
within their life. Party Wave plans to amend and increase funding for the Violence Against Women Act
(VAWA) in order to prevent, investigate and prosecute domestic crime at a more efficient rate. Party Wave
also intends on implementing a new Domestic Abuse section in our new Sexual Education classes for 7-12
students, teaching future generations that is okay to speak out, along with where and how they can report this
abuse.
Sexual Misconduct
Directly combat sexual violence and harassment.
In the workplace: Party Wave will hold companies to a higher standard against sexual misconduct and
concentrate on the victim’s safety and comfort. Any regulation that discourages survivors of sexual assault
from speaking up will be eliminated. Labor unions will be required to have a counselor who can assist any
survivor.
In the military: Party Wave will seek to overturn the Feres doctrine, as a result of Feres v. United States,
which bars military members from filing claims against their superiors under the stipulation that the injury
was “incident to serve.”
On college campuses: Party Wave will continue to endorse the White House Task Force whose primary
purpose is to prevent sexual improprieties in both universities and on college campuses. We will also
implement a detailed course on sexual misconduct and mandate that public colleges have trained educators
and counselors to assist victims readily available. We recognize that women are not the sole victims of
sexual misconduct and plan to encourage education on the matter.
Reproductive Rights
Defend reproductive care provided for women and families.
Party Wave recognizes that a woman’s right to choose whether or not to terminate her pregnancy is very
important and will not be taken away. A woman in this day in age should not need to risk her own life to
terminate her pregnancy. Party Wave is legalizing all first and second trimester abortions, eliminating
current regulations based on viability. We will also be sponsoring the Freedom of Choice Act, which
prevents the states from barring a woman’s right to end her pregnancy during the first and second trimesters
or at any point where the abortion becomes necessary to help protect the woman’s health. Third trimester
abortions will be evaluated on a case-by-case basis under this policy, as determined by the court in instances
of rape and incest, and a doctor if a medical emergency arises. Abortions will be legalized without parental
consent at age 16, with the concern that this current age restriction encourages illegal and often dangerous
procedures. A woman seeking an abortion between the ages of 16 & 18 will be appointed a youth counselor
to assist with potential emotional difficulties choosing abortion if she waives the recommendation of parental
permission. Permission from both parents/guardians will be required if the patient is younger than 16 years
old. Party Wave is eliminating Targeted Restrictions on Abortion Providers laws, which will remove the
burdensome and unnecessary requirements for abortion clinics. We will eliminate the 20-week restrictions
by repealing the Pain Capable Unborn Child Protection Act.
The Wage Gap
Break the barriers that hold women back.
The wage gap today is a de-facto consequence of the very real opportunity gap that women face in the
workplace. In order to remedy this opportunity gap, Party Wave seeks to implement the Equal Pay Act,
introduced by Barack Obama to congress in 2014. The policy consists of two parts, implemented as two
different executive orders. The first prohibits contractors from the federal government from punishing
employees for sharing information about salaries with their co-employees. The second requires the Labor
Department to implement regulations that requires contractors from the federal government to send in salary
data of their employees to the agency along with the gender and race of the respective employees in order for
the agency to better stop wage discrimination within the workplace. In addition, if the Equal Employment
Opportunity Commission (EEOC) continues to be responsible for enforcing Title VII of the Civil Rights Act
18
of 1964. It will disallow any sort of discrimination or harassment based on gender regarding employment and
the hiring process. The EEOC will also handle cases of pregnancy discrimination in the workplace and work
to provide relief for the victims. Through this, Party Wave hopes eliminate the opportunity gap and de-facto
wage gap among not only men and women but also women of different races and ethnicities.
Civil Rights
Promise marginalized groups a brighter future.
Asian American and Pacific Islander Rights
Party Wave recognizes that while not currently classified as insular minorities, Asian American and Pacific
Islanders face racism and exploitation. We will strive to protect exploited workers and provide accessible
means for these groups to access proper immigration documents and receive adequate education. We need to
provide strong access to social services to these groups and reform international trade agreements that abuse
the Asian Americans and Pacific Islanders.
African American Rights
Black Americans deserve social equality, and the history of education through minority populations as well
as vast income inequality between the black and white populations has been inadequate. Party Wave
understands that education is the root of racism and unequal access to resources. We will ensure racial justice
through a reformed criminal justice system and allowing better access to higher education for those who
come from disadvantaged minority backgrounds. We strive to ensure equality despite our nation’s history, so
we plan to combat de-facto institutional segregation by providing increased funding to inner-city schools and
certifying teachers to speak on about cultural sensitivity.
Latino Rights
Party Wave understands that Latinos are imperative to a thriving American society, and that their culture and
challenges are not to be undermined. We plan to improve conditions for the majority Latino agricultural
workforce and increase the ease to obtain U.S. citizenship by allocating funds towards comprehensive
reform. We believe that a fence is not the way to achieve security, but rather a clear and simple path to
citizenship. Party Wave will continue DACA in order to allow the Latino population fair access to education,
and will provide increased funding to primary and secondary schools with majority Latino populations.
LGBTQ+ Rights
The LGBTQ+ community has clearly faced challenges regarding discrimination and legal rights, and Party
Wave plans to eradicate these detrimental practices. Party Wave will uphold the Obergefell v. Hodges
decision, while also ensuring that LGBTQ people are able to adopt children and raise families. We will ban
all conversion therapy techniques and ensure that discrimination is eradicated in schools, the workplace, and
the military by amending the Civil Rights Act of 1964 to include sexual orientation.
Native American Rights
The United States government has infringed upon the rights Native Americans naturally have for centuries,
and it is time that we reform our policy towards their standards of living. Native American tribes maintain
their rights to self-govern over their own lands. Under Party Wave, tribal governments reserve the right to
maintain their own legal systems. Furthermore, Party Wave will not allow U.S. Government infringement on
current Native American reservations and will discontinue discussion on the Keystone XL Pipeline as it
demonstrates negative social and environmental effects. Native Americans have received enough violence
and neglect, and it stops with Party Wave.
Physical and Mental Disability Care
Party Wave realizes that those with physical and mental disabilities are not granted equal rights, and we plan
to ensure that states comply with federal regulations that contribute to enhanced quality of life. We plan to
extend the Americans with Disabilities Act (ADA) to work for those with mental health problems and mental
disabilities in order to ensure fair employment and education. People with disabilities are grossly underpaid
in the workforce, and Party Wave plans to utilize the ADA to protect wage equality between those who are
able-bodied and those with disabilities. Through our education reform we will actively ensure that teachers
19
are certified to understand their students with disabilities and improve their quality of life if in the
mainstream education system. Party Wave also plans to expand our healthcare system in order to cater to
those with disabilities, providing extra funding for those in need of more care.
Religion
Party Wave firmly supports the separation of Church and State. However, we understand that all people—
regardless of religion—should have the right to express their religion (or lack thereof) freely. Accordingly,
Party Wave will ensure that all non-discriminatory religious groups are able to be active with no government
intervention. Federal funding will not be allowed in any circumstance to fund religious or discriminatory
organizations, and no law should be enacted under any religious premise.
20
companies should not own all sources of media because the people lose their opportunity to learn from
opposing viewpoints.
At Party Wave, we know that a majority of daily life happens in the internet’s presence. We understand that
innovation and change happens through the internet, so no one provider or user should ever be favored over
others. Declared a human right by the United Nations in 2011, a right to access a free and fair internet will be
seen as fundamental by Party Wave so we will be continuing Net Neutrality restrictions on Internet Service
Providers, making sure all data travels over every network with no prioritization or throttling.
The CIA
At Party Wave, we realize that the CIA is one of our biggest assets when concerned with counter-terrorism.
Still, we condemn the abuse of surveillance the CIA has the potential to portray. As with the FBI, the CIA
must resolve crimes through due process.
The Department of Homeland Security
Above all, Party Wave recognizes the importance of human rights as being the same as national security. We
will uphold that our number one concern is protecting the security of the United States, but through
Homeland Security we will also maintain a bulk of funding towards communities in order to provide local
funding for police, fire, and other local first providers in homeland defense. Other funding would be brought
to the states, allowing for enhanced security measures.
Ultimately, Party Wave realizes that these agencies are the backbone of American security. We also realize,
however, that mass-surveillance is unacceptable and unnecessary when the agencies can produce probable
cause for a search on suspected criminals. Our security measures are important to us, and we must keep a
bulk of our security at home.
Tort Reform
Protect victims and small businesses.
Party Wave recognizes that victims of harm have the right to seek compensation for harm done by another
party. We also recognize that we need to protect defendants, particularly small businesses, in these cases
from paying an absurd amount of money. Therefore, Party Wave will set a cap amount of damage rewards at
twice the value of damages done. This ensures that the victim will gain a reasonable amount of money owed
to them in damages, while businesses are not forced to give up a ridiculous sum of money that heavily over
compensates the victim and strips businesses’ funds.
Technology and Innovation
Go above and beyond.
On STEAM Education: We strive to encourage STEAM (Science, Technology, Engineering, Arts,
Mathematics) Education in schools believing that it will help students to be more engaged in the classroom,
and result in technological innovation in our country. We seek to encourage schools to focus more on a
hands-on STEAM programs by subsidizing schools that do so.
On Stem Cell Research: We recognize at Party Wave the potential that stem cells have to cure terminal
illnesses and make medical breakthroughs that were previously thought to be impossible to reach. We plan
21
on increasing funding to stem cell research, while making clear of the risks of harm and uncertainties to stem
cell donors and patients. An increase in research through the study of stem cells will have promising results
in the medical field.
On Vaccinations: Vaccinations are a critical tool that can help prevent a person to contract a disease and
helps strengthen that person’s immune system. While we recognize that there are some who do not support
the use of vaccinations because of religious or personal belief, Party Wave will strongly encourage the use of
vaccinations as those who choose to not be vaccinated can only endanger themselves or others. Still, Party
Wave will mandate that pharmaceutical companies disclose the ingredients in each vaccination and readily
offer them for viewing at the patient’s discretion.
NASA
Party Wave intends to full support the efforts of NASA as we see space exploration to be a pivotal
component in modern-day science. We seek to increase funding for NASA, in the effort that putting more
money into our space program will only lead to greater scientific discoveries. Going deeper into space and
exploring the horizons is a goal for our party, and we seek to fund our space program in small amounts, in
order to counterbalance the large costs associated with space missions. Party Wave will allow to NASA to
use the money wherever it finds it suitable, while supporting space missions to Europa and to an asteroid.
Increased funding is a step forward, and can lead to the discovery of new technologies beneficial to our
nation, create more jobs, and create a good example to the rest of the world that there is still much to explore
and learn about our universe.
Cybersecurity
Preserve privacy while providing protection.
The fundamental right of privacy is crucial to protect at Party Wave. However, we must take preventive
measures in order to maintain national security and ensure peace and stability. These measures call for us to
allow the NSA to gather information through wiretaps and other viable methods, only through the issue of a
warrant by government agencies such as the FBI and CIA. A warrant to look at one’s personal information
would be issued for any person suspected of criminal activities through probable cause. Without a warrant, in
no way will the NSA be permitted to obtain private information on an individual. It is critical to Party Wave
that we mediate this fragile balance between national security and privacy rights of U.S. citizens, and that we
work to make sure that no citizen will feel that their rights are being infringed upon
Wall Street and Financial Regulation
Allow opportunity for all, not just the wealthiest Americans.
At Party Wave, we recognize that the banks, large corporations, and those on Wall Street are actively
engaging in the best interest of the individual. The top one percent of income earners widely benefit from
consolidated banks and the detrimental practices of those on Wall Street, so we plan to diminish banks that
are “too big to fail” and decrease the impact that Wall Street’s encouraged short-term gambling reveals.
On Wall Street: Wall street faces trillions gambled into risky decisions while the public is expected to bail
corporations out. Party Wave plans to hold those on Wall Street accountable, breaking up large institutions.
Without regulation, Wall Street poses an immense threat to our economy. Party Wave, first, will be
proposing a risk fee on the largest of financial institutions who gamble money based on their size and risk
factor. We will ensure that banks cannot invest through hedge funds: a reform that prevents crisis from
arising on the taxpayer’s dime. Additionally, Party Wave plans to mandate transparency from banks that
trade in high-frequency and create an unstable market. Corporations and individuals on Wall Street must also
be held accountable if they are found breaking the law. If corporations are charged with fines for misconduct
on Wall Street, the fines previously placed on corporations will fall directly on executives who caused
misconduct.
On Banks: At Party Wave, we believe that the banks are too big to fail as well, and we support reforming
banks in order to contribute to an economically thriving working class. Therefore, we support the
reinstatement of the Glass-Steagall act, which is an act that ensures that banks are not involved in risky
spending on the average taxpayer’s dime. Glass-Steagall prevents banks from making risky gambles with the
22
Americans’ insured deposits, and ensures that the taxpayer will not be bailing banks out if an investment
goes bad. Additionally, Party Wave will break banks up so that the government will not be forced to bail
them out. If a bank is so large that its bankruptcy will threaten the economy of an entire nation, it is simply
too large to feasibly exist in a thriving economy. Breaking banks up would diminish the need taxpayers have
to bail them out, and banks will hold a reduced amount of power in deciding elections through Super PACS.
On Offshore Banking: The United States loses billions in revenue each year from corporations that deposit
their profits in offshore tax havens. Party Wave will end this practice by preventing offshore mergers and
granting the IRS access to taxes that are held in offshore accounts through corporations’ subsidiaries.
To support our economy for the 2019 fiscal year, Party Wave proposes tax brackets as follows:
Income Tax
Tax Rate Capital Gains and Single Filers’ Income Married Joint Filers’ Income
Dividends
5% 2.5% Up to $9525 Up to $19050
23
10% 2.5% $9526 to $38,700 $19,051 to $77,400
20% 5% $38,701 to $82,500 $77,401 to $165,000
30% 15% $82,501 to $157,500 $165,001 to $315,000
35% 15% $157,501 to $200,000 $315,001 to $400,000
40% 30% $200,001 to $500,000 $400,001 to $600,000
45% 45% $500,001 to $2,000,000 $600,001 to $2,125,000
47% 50% $2,000,001 to $10,000,000 $2,125,000 to $10,125,000
50% 55% Over $10,000,000 Over $10,125,000
Corporate Tax
Corporate Income Tax
$0-$50,000 15%
$50,000-$75,000 $7,500 + 25% of amount over $50,000
$75,001-$100,000 $13750 – 34% of amount over $75,000
$100,000-$335,000 $22,250 + 39% of amount over $100,000
$335,000-$10,000,000 $113,900 + 40% of amount over $335,000
$10,000,000-$15,000,000 $3,400,000 + 42% of amount over $10,000,000

$18,333,333-$20,000,000 50%
$20,000,000+ 55%
These taxes will directly move towards healthcare and K-12 education, lessening the burden for top earners
and businesses to pay for their employees’ benefits, resulting in more efficient and educated employees.
Along with this, our CREST tax and other Pigovian taxes on negative externalities in the market would also
help to alleviate spending on infrastructure reform. This reduces the incentive for larger corporations or any
for that matter to be wasteful with their resources and help limit pollution, while also improving the cities
around their headquarters. It is most difficult to ensure efficiency in an economy when externalities exist.
Finally, the HighTIDE tax and Wall Street risk fees will be directed towards college education reform,
allowing for free public community college.
The Federal reserve is known as the central bank of the United States with the main functions of conducting
monetary policy, promoting the stability of the financial system, enhancing stability of financial institutions,
and helping to protect the consumer. Party Wave fully supports the administration of the Federal Reserve and
holds it as fundamental to preserving the quality of our economy and decreasing our future deficit.
