INTRODUCTION
Mabuhay!

It is a great honor to steward the division of city schools, Navotas. Taking the lead
to provide all Batang Navoteño with accessible, quality, relevant and liberating basic
education is both a challenge and an opportunity that require synergy of ideas and
collective action.

This document hopes to clearly communicate the vision and agenda of my


leadership. Created together with the formidable educators of the City of Navotas
and other stakeholders, the Navotaas Education Program seeks to lay out a five-year
development plan that is learner-focused, data-driven and results-oriented.

It is good to note that our Division today is a performing one. Indeed, achievements
reaped by our students, teachers, and school leaders have brought pride to our city.
However, there still exist gaps in student achievement, educational facilities and
management systems.

Guided by the department’s vision, mission, core values and the principles of
continuous improvement, we intend to sustain the best practices and intensify
efforts to close the gaps through strategic planning, systemic and programmatic
changes, ICT integration, comprehensive support for all learners, and ongoing
professional development for teaching and non-teaching personnel.

With this road map, we hope to forge stronger linkages with our partners in the
local government, private sector, non-government organizations and the entire
community. This will also provide a clear direction to all teachers, school officials and
division personnel in harmonizing all efforts to meet education targets.

To end, the true measure of a school’s success is the improvement of its community.
Hence, with this blueprint let us all work together to create an education sector that
could transform our dear city into a “well ordered urban landscape.. with healthy
and empowered” citizenry.

ONE VISION, ONE DIRECTION

This five year education roadmap is aligned


with the aspirations of our city leaders as it
geared towards the development of
responsible and productive citizens towards the
realization of the city government’s vision of
Navotas – “a well-ordered urban landscape
with healthy and empowered community.”

• “Let us continue to uplift the level of education in


Navotas.” – Cong. Tobias Reynald M. Tiangco

This blueprint is also anchored on the commitment of our


DepEd secretary’s declaration of providing quality,
accessible, relevant and liberating basic education for all.

Hence, consistent with our


mandate, this five-year
development plan for the
Division of City Schools Navotas,
aims to promote and raise the
quality of education in the city by

improvement felt and visible
in the community.

Ø all efforts are geared towards the
survival, protection, participation and
development of the schoolchildren.

• INCLUSIVE
Ø no child left behind, no
discrimination regardless of
economic or social status,
religion, deficiency or
disability.

• INDIVIDUALIZED APPROACH
TOWARD LEARNERS
Ø every learner is accounted
for and each is treated
based on situation, needs,
capacity and capability, and
interest. (DepEd Order 31 s.
2012).

OUR TARGETS
All efforts to raise the access, quality and governance of basic
education in the division should be data-driven, learner-focused
and evidence-based.

These targets should be prioritized on every school’s strategic


plan. Achievement of the target should be made within the five-
year term. Projected incremental increase will be made by each
school in the division based on its contexts and profile. The
following data present the latest levels of each key result areas
and its corresponding target levels by the end of the five-year
period.

Target 1: Achieve Zero Drop-out Rate.
