CHAPTER 1

THE PROBLEM AND ITS BACKGROUND

INTRODUCTION

The Local Government Code (LGC) stresses the

democratization of power as a mode of

decentralization. The LGC mandates the Barangay

Development Council primarily to prepare, implement,

monitor and evaluate development programs and projects.

Hence, the formulation of the Barangay Development Plan

(BDP) is mandated under the provisions of the Local

Government Code of 1991.

Based on a survey conducted by the DILG (May

2007), less than 50% of the barangay development

councils are active and less than 70% of the barangays

prepare a comprehensive barangay development plan. Major

reason for this inactiveness is the lack of the capacity of

the BDC to perform its mandated task. For this reason,

most BDCs are in need of technical assistance in

formulating the barangay development plan, and to

ensure that the planning processes involve broader

participation.

The basic political unit in the Philippines is

Barangay. It serves as the primary planning and

implementing unit of government policies, plans,

programs, projects, and activities in the community. The


most powerful government officials in the Barangay

are the Punong Barangay and the Sangguniang Barangay

Members. The Barangay Officials of a certain barangay is

composed of Punong Barangay, Seven Sangguniang Barangay

Members, Sangguniang Kabataan Chairperson, Barangay

Secretary and Barangay Treasurer. They are meant to

exercise executive and legislative powers. In accordance

with Local Government Code of 1991, the chief executive of

the Barangay is given with executive power for efficient,

effective and economical governance, the purpose of which

is the general welfare of the Barangay and its

inhabitants. On the other hand, the Sangguniang

Barangay Members shall enact ordinances as may be

necessary to discharge the responsibilities conferred

upon it by law or ordinance and to promote the

general welfare of the inhabitants therein.

Development depends on the capability of leaders not

only at the national level but more particularly on the

local government level down to the lowest political unit of

governance which is the barangay. It is then important

that we look at the leadership aspect on the barangay level

through the barangay captains in the community development.

This is one way of assessing if barangays are playing

partners of development in the Municipality of Solana and

the nation in general.


The Municipality of Amulung is a 2nd

class municipality in the province of Cagayan. It has a

population of 47,860 people according to the 2015 census.

The municipality is politically subdivided into

48 barangays. It can be seen that the community development

of the municipality is generally gradually growing because

the community is mainly an agricultural land.

Over the past years, it was noted that some Barangay

Officials are not performing duties well as expected for

community development. For example attending meeting and

doing projects in the barangay. The people had limited

awareness of their needs and problems and what can be done

about them. They are waiting for the government to help

them. Some existing government services like day care

center for children and loans for self-employment projects

were accepted and utilized but otherwise, the people were

skeptical about the government’s sincerity in its

development objectives.

The researchers aim to conduct a study to assess the

community development program of Barangay Officials of

Amulung, Cagayan. The results of this study would be a

basis for enhancement the existing community development

program.
CONCEPTUAL FRAMEWORK

According to Caldo (2015), he cited that the purpose

of the Local Government Code is to transfer power and

authority from the national government to barangay level,

as the territorial and political subdivisions of the state.

One of the powers devolved to the local government unit is

the executive power to implement programs for community

development.

The conceptual framework of the study will be the

Input-Process-Output/Outcome model as illustrated below.

Statement of the Problem

The study will attempt to assess the community

development program of Barangay Officials of Amulung,

Cagayan. Specifically, it shall seek answers the following

questions:

1. What is the profile of the Barangay Officials in

terms of the following:

 Age

 Gender

 Civil Status

 Religious Affiliation

 Educational Attainment

 Elected Position

2. What is the community development program of

Barangay Officials in selected Barangays of Amulung,

Cagayan relative to:

 Promotion of Peace and Order

 Community Participation

 Promotion of Health Practices

3. Is there a significant difference between the

assessment of the respondents on the community

development program of Barangay Officials in selected

Barangays of Amulung, Cagayan relative to the above

dimensions?
Hypothesis

This study will be guided by a hypothesis which states

that there is no significant difference between the

assessment of the respondents on the community

development program of Barangay Officials in selected

Barangays of Amulung, Cagayan relative to the above

dimensions.

Significance of the Study

This study is deemed beneficial to the following:

a. Amulung Police Station. Results of this study

will be beneficial to the Amulung Police

Station to strengthen their cooperation with

the Barangay Officials on anti-criminality

campaign for community development.

b. Government. Results of this study will

provide insights on areas of their

strengths and weaknesses in their duties

and responsibilities as key leaders in

keeping the community peacefully and orderly.

c. General Public. Results of this study will

instill greater awareness, involvement,

participation and commitment of the community

on plans and programs of the barangay.


d. Researchers. The result of this study will help

the researchers to make further study about

awareness on the roles of barangay officials in

community development.

e. Future researchers. This study can be used by

future researchers to improve the roles of

barangay officials in community development.

SCOPE AND DELIMITATION OF THE STUDY

The study will attempt to assess the community

development program of Barangay Officials of Amulung,

Cagayan. The respondents of the study will be 8 barangay

officials and at least 10 community residents to be

selected each from five barangays of the municipality,

namely; Centro, Baculud, Estefania, Concepcion and

Anquiray, all of Amulung, Cagayan. This study will use the

descriptive method because it will use questionnaire

checklist as a data gathering tool.

DEFINITION OF TERMS

The following terms are defined operationally

according to their use to ensure clarity of the study.

a. Age. It is a particular period of time in life or

in history.
b. Community. It means the group of people living

together in one peace or having a common religion

or race.

c. Elected Position. This refers to the post in

local elective position elected and chosen by the

people to serve the community.

d. Educational Attainment. This refers to the

educational background of the respondents.

e. Gender. It is a grammatical distinction of sex

whether male or female.

f. Religious Affiliation. This pertains to the

religion affiliated by the respondents.

g. Community support. It deals with the support and

the involvements of the citizens and LGUs in the

process of community development.

h. Community Participation. It refers to the action

and commitment of the local leaders to serve and

help the community for community development.

i. Promotion of Peace and Order. It refers to the

program of the Barangays regarding the anti-

criminality campaign to maintain the community

peacefully in order to have a safer place to

live-in..

j. Promotion of Health Practices. It refers to the

program of the Barangay to offer health practices


among the residents to ensure a healthy

environment.
