Recent Tijuana Victim May Have Possible DHS History:

Yesterday in the Mexican Cartel Activity report an open media source identified 5 men
who were killed in cartel violence. One of the victims was identified as Carlos
Monterrosa Rodriguez age 54. A search in the ENFORCE database produced a possible
match of the subject’s name and age. The information is as a follows:

The Mexican media source El Sol De Tijuana claims that Monterrosa-Rodriguez was one
of three men killed at a Tijuana business at approximately 18:30 on Monday 10/28/2008.

He and the other three men were killed by shots fired from an AK-47 and AR-15 style
carbines.

Authorities suspect that 2 North Texans may be involved in a gun-smuggling ring

Two North Texas men arrested last week while passing through Denton County with a
cache of guns may be involved in a larger ring smuggling weapons into Mexico,
authorities said Wednesday. Victor Manuel Villalpando of Burleson and Norberto
Estrada of Fort Worth remain in the Denton County Jail on federal holds.

Subject last entry into the US was on 10/10/2008 at Laredo, TX. Subject has been using
US Passport. On 9/15/2008 the subject travelled from Juarez International Airport to
Dallas Fort Worth airport.

• The men were arrested Oct. 23 after David Farrell, a Texas Department of Public
Safety trooper, noticed a white 2007 GMC Yukon northbound on Interstate 35W
without a front license plate. Farrell stopped the SUV and learned through a
records check that Villalpando, who was driving, did not have a valid license,
according to an arrest warrant affidavit. The trooper said Villalpando seemed
nervous.
• Farrell found out why when he searched the SUV. He found "numerous assault-
type rifles, ammunition, loaded rifle magazines, body armor, 20 ski masks and
three loaded handguns" in the rear seat and cargo area, authorities say. The serial
numbers on many of the weapons — 15 of which had long barrels — were
"obliterated or altered," the affidavit stated. The guns were said to have been
loaded into the SUV at Villalpando’s home in Burleson. Authorities later learned
that the men were part of an active investigation into a ring suspected of
smuggling weapons into Mexico.

Crisis Will Generate More Violence

Mexican Media Source Claims Increased Violence in Chihuahua will be increased with
various Immigration related situations. In an article translated as “Crisis generará más
violencia” an El Pueblo writer quotes Mexican Secretary of Social Development that
deportees and those at the border seeking assistance will exceed resources for assistance

programs. The article further cites that due to increased border security by the US has
hindered non-Mexican people to remain at the border towns in Mexico, unable to cross
into the US. The Secretary also cites that the number of expatriates (criminal
aliens/deportees) who are returned to Mexico at he border, and an increased number of
foreigners creates a social tension that can lead to more violence. The Secretary also
believes that the increased measures and level of deportations to Mexico has greatly
affected the nation’s economy because less money is being sent to Mexico from
undocumented workers.

Executions in Chihuahua Have Risen 800%

A Mexican Commission with public safety claims that executions in the Mexican state of
Chihuahua has risen to an alarming level of 800%. The commission also cited that in
Chihuahua 32% of all of the country’s total murders have occurred. Other areas with a
high number of murders were: Sinaloa, Baja California, State of Mexico and Guerrero.

Two Gunned Down with Their Fingers Placed in their Mouths


El Agora- 10/29/2008
Distrito Federal- Two men were found with their hands bound and executed and each had
one of their own fingers in their mouth. Neither of the victims has been identified and
witnesses believed the two were related to narcotic trafficking.
