CONSTITUTION AND BY LAWS OF

MATHEMATICAL SOCIETY
(2010 REVISION)

PREAMBLE

We, the members of Mathematical Society of LSPU-LB Campus, imploring the aid of
the Divine Providence, establish an organization that shall embody our ideas, work for our
welfare, foster solidarity among ourselves and religiously perform our duties and
responsibilities to our callings and abide by the provisions of this Constitution and the
Constitution of the Laguna State Polytechnic – Los Baños Campus, Los Baños, Laguna.

Article I
NAME OF THE ORGANIZATION

The organization shall be known as Mathematical Society of LSPU-LBC.

Article II
OFFICIAL RESIDENCE

The official residence of this association shall be within the premises of Laguna State
Polytechnic – Los Baños Campus, Los Baños, Laguna.

Article III
PRINCIPLES AND OBJECTIVES

Section 1.The basic principles of the organization shall be those stated in the preamble.

Section 2.The general objectives of the organization shall be to:

A. Support every member in the solutions of the problems relative to his/her functions.
B. Set/provide a high degree of professionalism and competence in mathematics among
members.
C. Demonstrate a strong spirit of camaraderie and unity.
D. Uphold the ideals and principles of this university.
E. Strengthen and extend services to members.

Article IV
THE GENERAL ASSEMBLY

Section 1.The General Assembly shall be composed of all members of the organization in
good standing.

Section 2.Supreme authority resides upon the General Assembly which has the specific
powers to:
A. Elect or remove for a cause a member of officer and create or abolish committee if
deemed necessary.
B. Require for the reports of the perspective officers and committees.
C. Deliberate and decide matters on any major changes in policies and in the
implementations of thereof.
D. Propose for and ratify amendments to this constitution.
E. Exercise equal rights and privileges appurtenant to membership.

Article V
MEMBERSHIP

Section 1.All students taking Bachelor of Secondary Education majoring Mathematics of


LSPU – LBC shall be member of this organization.

A. Each member shall:

1. Fill up the application form for the membership.


2. Pledge to undertake religiously the duties and responsibilities of being a member
and other relative functions as maybe required of by the organization.
3. Every member of the organization shall be entitled to all the rights and privileges
of a member upon payment of membership fee as may herein be provide for.
4. Give priority to this organization before any other organization.

B. Member under this section shall refer to the following:

1. Regular member
a. Active
b. Inactive

2. Honorary member – Alumni

Section 2.Duties, Responsibilities and Accountabilities of Members

A. Every member must:

1. Uphold and abide by all the provision of this constitution.


2. Support the objectives and promote the stature of the organization.
3. Comply with the obligations and be conscious of his legal and moral
accountabilities.
4. Pay the annual sustaining fee and support the business activities of the
organization.

Section 3.Rights and Privileges

A. Enjoy the right and privileges as may be promulgated by the organization. A member
in good standing is one who:

1. Has paid the required fees and other compulsory contributions as the case maybe.
2. Has not violated any provision of this constitution, moreover the policies, rules
and regulations that may thereafter be provided for.

B. Every member in good standing shall have the right to:

1. Participate in the deliberation of the General Assembly.


2. Be eligible in any elective positions.

Section 4.Termination and Disqualification of Members

A. Any members who resign or are separated in any manner from the organization have
his association rights determined by the Membership and Information Committee.
Approval of the resignation or separation of any member by the committee terminates
his obligations to the organization and his rights, privileges, and benefit due him.
B. A member wishing to terminate his membership shall make written application to the
Membership and Information Committee whose decision is final. No member shall be
permitted to resign when he has pending obligations to the organization.

Article VI
OFFICERS AND THEIR RESPECTIVE BASIC FUNCTIONS

Section 1.The officers of the organization shall be those duly elected and/or officially
appointed or designated as may be specifically required of or by the provision of
this constitution.

Section 2.The positions requiring electoral process are as follows:

A. President
B. Vice-President
C. Secretary (2)
D. Auditor
E. Public Information Officer (P.I.O.) (one for each level)
F. Business Manager (2)

Section 3.The other administrative officials of the organization which require official
designations or appointments may be determined based on the arising needs and
will perform their respective functions until the specific time.

A. Treasurer
B. Assistant Treasurer

Section 4.The Basic Functions of Individual Officers

A. The President

1. Calls for and presides over the meeting general assembly or of administrative
groups and in both regular and special meetings.

2. Sees to it that the internal rules on the conduct of meeting are willfully observed
and exercised by all the attendants.
3. Implements or executes to the fullest the decisions arrived at by the majority
during the assembly.
4. Sees to it that all motions, objections, deliberations, and voting for the decisions
are officially pronounced by and recorded by the secretaries.
5. Votes only in any decision making in case of ties of result.
6. Serves as co-signatory in all bank transactions.

B. The Vice President

1. Takes the place of the President in his absence.


2. Assumes responsibilities in specially given tasks.
3. Maintains good working relations with the administration and other sectors of the
Mathematical Society.
4. Representative of the Mathematical Society during the staff meeting in the
absence of the President.

C. Executive Secretary

1. Participates in the deliberation during the conduct of the meetings.


2. Calls the roll of members and inform the President on the status of attendance.
3. Reads the minutes of meetings.
4. Serves as spokesperson of the President.

D. Recording Secretary

1. Jots down minutes of any minutes of any meetings declared officials.


2. Maintains the conciseness of reports and clarity of recording and reporting.
3. Keeps all official records on files in their appropriate order or sequence and
observe and assure safety on the same time.
4. Allows any member of the society to scan and read records in case of inquiry at
any time both parties are available.

E. Treasurer / Assistant Treasurer

1. Manages the collections of any forms of contributions and issues prescribed


receipts.
2. Records any collections made indicating the corresponding purpose including
particular dates.
3. Records in detail amounts officially released for whatever purposes as agreed
upon and/or as ordered.
4. Keeps the book records of the funds.
5. Updates the organization regarding the progressive status or standing of the funds.
6. Deposits the funds in the bank to ascertain safety of the same time.
7. Serves as co-signatory in all transactions.

F. Auditor

1. Sees to it that the records and all the collections are made in consistencies and
updated.
2. Reminds the treasurer on the required propriety or order of any release from the
funds.
3. Conducts with propriety and regularity the auditing procedures.
4. Serves as a co-signatory in all transactions.

G. Public Information Officers (P.I.O.)

1. Coordinates constantly and consistently with the Executive Secretary and the
President of the organization.
2. Constantly avails the pertinent information for all the members through posting on
the bulletin boards and/or the oral announcements.
3. Coordinates and goes along with the business managers for the purpose of
representing or leading during the progress of communications or negotiations.

H. The Business Managers

1. Negotiate for any possible transactions and manage the business affairs of the
organization
2. See to it that the President and other officers/members involved are cooperatively
and effectively executing the business of the organizations.
3. .Coordinate with the treasurer and the President before proceeding with any
negotiations.

Article VII
EXECUTIVE BOARD

Section 1.The Executive Board shall be composed of the President, the Executive Secretary
of the Organization and three (3) elected board members.

Section 2.Within the week following the election of Officers, the elected President of the
organization shall call the board to a meeting at which shall be ex-officio member
of the Executive Board.

Section 3.The main function of the executive board shall be to plan and recommend to the
organizations definite programs of activities to enable the later to carry out aims
and objectives. The Executive Board may also transact, without referring to the
body for the vote, all business that does not involve financial expenditure in excess
of five hundred pesos (P500.00), and provided no action by the said board shall
deviate from any provision of this constitution or any established policy of the
organization.

Section 4.The Executive Board shall meet at the call of its chairman or upon the written
request of the least two (2) of its member.

Section 5.The Executive Board shall report all its transactions to the organization at every
meeting.

Article VIII
ELECTION OF OFFICERS AND TENURE OF OFFICE

Section 1.Election of Officers

The election of officers of the organization must held every first Friday of July and
the duly elected officers upon having been officially proclaimed shall won to before any
competent and honorable person on the Acquaintance Day of the Supreme Student Council
(SSC) signaling at the same time the inaugural or commencement day of their respective
official function.

Section 2.Tenure of Office

A. The elected officers of the organization shall hold office from the very day they
have been sworn to before a gathering of members and others.
B. The elected officers shall hold office for one (1) year and/or until coming officers
have been sworn to office.
C. An elected officer shall hold for not more than two (2) consecutive terms for the
same position.

In case of vacancies for whatever cause, a special election may held and guideline for
which it should be conducted shall be determined or formulated by the designated election
committee.

Article IX
SPECIAL WORKING COMMITEES

The special working committees shall be composed of appointive and elective


members of the organization.

Section 1.Committee on Information and Membership

A. The committee shall be composed of five (5) members, chaired by the Public
Information Officers (P.I.O.). One of the members shall be appointed as Secretary.
B. The committee shall serve for a term of one year or until their successor are duly
appointed.
C. The committee shall perform the following functions:

1. Plans and disseminates information about the organization.


2. Keeps all records of all forms relative to membership.
3. Perform public relation services.

Section 2.Finance Committee

A. The committee shall be composed of five (5) members and be chaired by the treasurer
and one whom shall be appointed secretary.
B. The committee shall serve until their successors are duly appointed.
C. The committee must be responsible for the responsible for the collection management
of the organization. They shall specifically:

1. Keeps all the records of all financial collections and expenses.
2. Renders monthly reports to the President.
3. Presents financial reports during the regular general assemble meetings.

Section 3.Committee on Business Affairs

A. The committee shall be the composed of five (5) members and be chaired by the first
Business Manager. The second Business Manager automatically serves as Secretary
until their successors are duly appointed.
B. The Business Affairs Committee shall perform the following functions:

1. Plans, prepares and supervises income generating projects and other recreational
activities.
2. Submits reports to the president regularly.
3. Performs other functions that maybe assigned by the President.

Section 4.Committee on Rules and Election

A. The committee shall compose of the President as Chairman, the Executive Secretary,
and the chairman of each committee. They shall serve until their successor have been
duly elected or appointed. The committee shall have general management of the
affairs and funds of the organization. It shall be their special functions to:

1. Conduct quarterly meetings and other special meetings when deemed necessary.
2. Formulate and implement policies consistent with the constitution and the
resolution of the general assembly.
3. Act on proposals and endorse the same to the general assemble for approval.
4. Accept and review proposed amendments to this constitution.
5. Conduct extra-judicial settlements which if all processes after having been
exhausted may recommend to the proper authorities for legal actions.
6. Perform other duties that the general assemble may authorize.
7. Work for the recognition of the organization by the school and the legal
registration to the proper government agencies.

B. The committee shall perform the following functions on election:

1. Formulates election guidelines


2. Plans, prepares, implements and supervises the conduct of all elections and its
proceedings.
3. Receives written protest relative to election process and conduct hearing on issues
in question and render final decisions to the same
4. Deliberates and acts on resolutions or suggestions in writing of members.

Article X
VIOLATIONS, DISCIPLINARY MEASURES AND ACTION

The organization shall impose the rules and guidelines relative to all forms of
disciplinary measures and actions bases on corresponding violations as may have been
formulated by the Committee on Rules and as approved by the general assemble in session.

Section 1.Violations

The possible violations whereby the disciplinary measures and actions may be
imposed on members are as follows:

A. Failure to comply with all forms of obligations


B. Non-attendance to all kinds of meetings
C. Tardiness
D. Conduct unbecoming of members
E. Grave misconduct of the members
F. Willful neglect of duties and responsibilities
G. Non-abeyance to any of the provisions of the constitution

Section 2.Disciplinary Measures

The disciplinary measures corresponding to the foretasted violations shall be


formulated or determined by the committee on rules.

Section 3.Actions

A. Punishments/Penalties

The appropriate actions that shall be imposed to any erring members depending on the
gravity of offenses may be any of the following:

1. Reprimand
2. Suspension
3. Absolute dismember ship through expulsion or impeachment

B. Rewards and Incentives

The reward and incentives due any members of exemplary character and active
participation shall be recognized during the said activities of the organization. Free tutorial
among members of the organization.

Article XI
FUNDS AND BENEFITS

Section 1.Sources of Funds

The general sources of funds of the organization are:

A. Membership fee
B. Annual sustaining fee
C. Proceeds and savings

D. Other contributions and earnings (fund raising)

Article XII
AMENDMENTS

The provision in this Constitution may be amended by a 2/3 votes of the general
assemble in session. Any suggestions or modifications to any of the parts of this Constitution
shall be written and may be queue through the chairman of the Committee on Rules and
Election who will present the same for review and proper action.

When confirmed by the concerned committee and approved by the general assemble it
shall eventually become part of this constitution. Specific amendments to this constitution
therefore shall be done once a year through a special assembly meeting called for the
purpose. All the amendments made and adopted shall form part of this Constitution.

Article XIII
RATIFICATION AND AMENDMENTS

This revised constitution shall take effect immediately and shall have been considered
ratified by the majority vote casted by the members through a plebiscite or referendum called
for the purpose.

The foregoing revised Constitution of the Mathematical Society was drafted for
ratification by the herein set of officers that are attached in this constitution signed on July
23, 2007 at the Laguna State Polytechnic – Los Baños Campus, Los Baños, Laguna.
