 TELPAS data verification must be conducted within the assessment window

 Beginning in the 2018 TELPAS administration, the TELPAS reading test will be
reduced in length.

 English Language Learners (ELLs) in grades 2-12 will now take online
listening and speaking tests in four clusters:
 2-3
 4-5  Listening and Speaking test is one test that includes both 
 6-8 listening and speaking items.
 9-12

 The Grades 2-12 Online Basic Training Course and calibration activities will
now only include the domain of writing.

 A separate holistically-rated listening and speaking rater training will be


available for the rare circumstances in which a student can’t access the online
listening and speaking assessment. TEA approval will be required in these
rare circumstances.

 Each training course will now have a practice activity outside of the modules.

 After completing the modules and practice activities, certificates of completion


will be available to print in the scoring summary tab for all courses (HISD
Affidavit will no longer be required).

 A calibration proctor oath was developed for those designated to serve as a


calibration proctors' for monitored calibration sessions.
 Calibration proctors will need to sign the calibration proctor oath rather than
the TELPAS rater oath as they had previously done.
 Calibration proctors may not serve as raters.

Some Key Steps for Preparing for TELPAS Administration
for CTCs
Ensure that:
 all eligible ELLs are identified and assessed (request ELL/LEP roster(s) from
LPAC Administrator);

 the technology infrastructure is in place, computers have been tested, and


technology issues have been resolved (at least 2-3 weeks before window);

 a sufficient number of TELPAS raters, verifiers, and online test administrators


are identified and properly trained;

 a sufficient number of monitored calibration sessions have been scheduled


and raters are identified and properly trained;

 appropriate personnel have been trained to enter/verify student information in


the Pearson Access Next (PAN) platform (Assessment Management
System);

 reading and listening & speaking tests sessions are scheduled and actively
monitored, and students have the opportunity to use the online tutorials for
TestNav prior to assessment window;

 online test sessions are created for entry of holistic ratings and information is
verified before submitting (Must use TELPAS Student Rating Rosters);

 collect all TELPAS Student Rating Rosters and ensure they have been
verified, completed, and signed by the principal and rater (must keep for one
year on the campus);

 a process and timeline have been established for assembling and verification
of your campus’s writing collections (must have 5) for grades 2-12;

 procedures are in place during the administration to support the validity and
reliability of the rating process (rater must rate students in all domains);

 all ELLs/LEP students have years in U.S. entered in Pearson Access Next
(PAN) (start counting years in U.S. schools starting with first grade);

 all additional data as described in the “Verify Extenuating Circumstances


Data” for unschooled Asylee/Refugees and Students with Interrupted
Formal Schooling (SIFE) has been entered in Pearson Access Next during
the TELPAS window if applicable;

 all oaths have been collected for all TELPAS roles after training has been
conducted.

When Raters Rate their Students
Raters need:
 TELPAS Rater Manual, which includes the PLDs;

 the TELPAS Student Rating Roster; and

 the student writing collections and writing collections cover sheets found in
Appendix C (for students in grades 2-12).

Raters must follow the rating procedures outlined in the box on the next page.
Indicate ratings and rater information on the TELPaS Student Rating Roster and
make sure that the information recorded on the roster is accurate and complete.

Monitored Calibration Session Roster Sample

It is a violation of state assessment procedures to record, discuss, or share answers to


the rating practice and calibration activities. TELPAS testing violations must be
reported as indicated in the “Test Security and confidentiality Requirements” section at
the front of the TELPAS Rater Manual.
Prior to creating a TELPAS Online Training Center account, raters are required to read
an online statement and affirm that they will complete the rating activities
independently. While collaboration is encouraged during the TELPAS assessment
window, it is imperative that rater calibration is done individually to ensure that
raters are able to apply the PLDs accurately and consistently (see pages 15-16
of Rater Manual).
