A new Cultural Centre has been proposed for Fort Langley that will
include the Township of Langley's community museum, a new
Indigenous museum, library, community archives, new gallery spaces
for the presentation of art, multi-purpose program spaces for schools
and the public, and a small conference amenity with reception space
and presentation theatre.

• The Langley Centennial Museum is 60 years old and does


not meet the current standards for museum operations,
including the ability to take care of a significant collection of
over 16,500 art works, artifacts, photographs, maps and
documents. Studies and reports undertaken between 2001
and 2007 advised that there was a need for a new facility to
support the ever-expanding collection, and to allow for the
provision of a wider range of programs, services and
exhibitions to serve a growing community.

• While the Langley Centennial Museum has collaborated


with Kwantlen First Nation on temporary exhibitions in past
years, the Museum has presented local history from a
colonial perspective in its more permanent exhibits on
display.

In a 2017 address to Canadian museum professionals,


Senator Murray Sinclair, Chief Commissioner of the Truth and
Reconciliation Commission, asked that museums lead the way
to reconciliation. He stated that with visitors coming through
the doors, museums have a responsibility to tell the truth. An

• The Fort Langley Library has reported difficulty in meeting the


needs of the public from its confined spaces at the Fort Langley
Community Hall. In 2012 a Library Services Master plan was
received by Township of Langley Council recommending that
where and when possible, libraries should be located with
other civic, recreation, and cultural facilities. It also informed
that the space in its current location was too small to meet the
needs of the growing Fort Langley Community.

The Township of Langley has proposed that funding to build the new
Cultural Centre can be achieved by way of the sale and development
of properties it owns in Fort Langley, and through the pursuit of
infrastructure grants from other levels of Government.

to attract developer interest in order to secure
sufficient dollars, achieving a major community
cultural amenity for Township residents.

On the present site of the Langley Centennial Museum,


located at the corner of King Street and Mavis Avenue it is proposed that a
mixed retail/housing project be established.

It is anticipated that this lot use could attract developer interest and provide
significant funds towards the building of a Cultural Centre across the street.

A new building on the property could accommodate four commercial


units and six large condos with roof top decks above.
Sufficient surface parking could also be achieved on this lot.

It has been proposed that two rows of Townhomes with Garden Suites
below be situated on properties running down King Street south of the new
Cultural Centre. The styling of these homes would reflect the Fort Langley
heritage design guidelines, and be sympathetic to other heritage and
heritage style homes found throughout the Village. Each unit would come
with two parking spots in an underground parkade ensuring compliance
with zoning regulations.
It is anticipated that this proposed property use could attract developer

properties running down Royal Street south of the new Cultural Centre.

The final two development related pieces of the proposed funding strategy
that can provide sufficient dollars to construct a new Cultural Centre for the
Township of Langley are:

Ÿ The sale of lots on Mary Avenue for the purpose of building detached
homes along the street corridor and;
Ÿ The construction of 2 or 3 condominiums atop the Cultural Centre facility.

Heritage Alteration Permits will be required to help achieve a much needed


community amenity in the Township of Langley without a commitment of tax
dollars to the initiative. The benefit to the community will be significant.

From the 1930’s to 2003 several additions were made to the Haldi House that would
surround and encapsulate the original heritage building. Additionally, Glover Road
elevation changes that were undertaken to allow the construction of a bridge to Brae
Island dropped the home from road level view to an obscured line of sight. Outlined in
the colour red in the aerial view above is the original house that is shown in the
photograph on the right
Rationale for this Initiative:
Ÿ The Fort Langley Community Plan states that historic buildings should be renovated and restored in a
manner appropriate to their individual period and style and, whenever possible, original forms,
materials and details should be uncovered or left in place and preserved.

Ÿ As the house sits below the flood plain it has been proposed that the Haldi residence be freed from its
many aberrations and additions, and moved to a new foundation above the flood plain.

The project proponents for this initiative are


Kwantlen First Nation, who have a close
connection to the House. A few members of the
Kwantlen are descendants of William (Billy)
Brown, the house builder.

Plans are to move the house east and near the


river’s edge and to re-purpose it for community
use. Paddling storage will be created below, a
reception / gallery space will be configured for
the main floor, and spaces above will be
renovated for studio and office use.

HOUSING INITIATIVES

Conceptual rendering of Artists / Athletes Work-Live Housing Initiative

In early 2016, Kwantlen First Nation and the Township of Langley began discussions on
Truth and Reconciliation, and on the potential for strengthening intergovernmental relations
through collaborative community initiatives, projects, and opportunities.

While the Cultural Centre project, inclusive of an Indigenous museum and community
museum, was the focal point of those initial meetings, it was the market housing funding
strategy supporting the construction of those museums that furthered discussions of
alternative housing for Fort Langley.

Kwantlen First Nation, through the Seyem Qwantlen Business Group, has proposed that
affordable housing for emerging artists, musicians, writers and athletes be considered for
the Riverfront, as a component of the Haldi House restoration and relocation project. The
animation of that Riverfront as an arts, culture and recreation hub with artist work-live
spaces and other community amenities, was the premise of further meetings and the
creation of conceptual architectural renderings and site layouts for the property.

Since the time of initial discussions and development of concepts, staff from Seyem
Qwantlen Business Group have met with representatives of BC Housing. It is anticipated
that Kwantlen First Nation’s Non-Profit Housing Society will qualify for funding in support of
this proposal.

In mid-November 2017, the Seyem Qwantlen Business Group proposed that an Indigenous
Arts Theme Lodge be added to their Riverfront concepts for the Township of Langley’s
consideration, stating that a non-profit lodge could fund artist/athlete in residence programs.

Both Kwantlen First Nation and the Township of Langley are seeking input from both
communities on this proposal.
