ATS FUNCTIONAL CHECK Procedure:

Functional check of the automatic bus transfer scheme is must to check whether the incomers
and bus tie are properly synchronized to feed the load all time even if any of the incomers fail
to supply power.
Following is the procedure for ATS functional check.
1. Our aim is to give the relay signals for Normal status (normal voltage), under voltage
and Voltage loss.
So we will make the connections as per the following diagram:

2. There should be no fault indication on the all three relays i.e. incomers and bus tie
relay.
In our case we had the upstream interlock and switchgear fault.
To bypass the upstream fault the appropriate terminals were made jumper.
Switchgear fault was because of the outgoing feeders were disconnected. It mean as per the
current scheme all the outgoing feeders must be connected in closed then only the ATS will
work.
To solve this issue we made all the outgoings in Test positon.
3. Now we checked the normal opening closing of the breakers while the selector switch
was in manual position,
the bus Tie will not be closed until any of the incomer is open and there is
synchronization in all phases like sequence/voltage and frequency on both buses A and
B.
4. No logic diagram was available so general functional test was to be done to be able to
know what scheme has been used.
5. Upon doing all test in sequence the following observations were found.

 Normal condition Inc A and Inc B are closed and Bus Tie is open.
 If any incomer has power loss/under voltage the bus tie will close (Make break
sequence)
 If one incomer and bus tie are closed and the power on the other incomer is
resumed then there will be no automatic operation i.e bus tie will not get trip
nor the incomer will be auto closed because the lockout relay has operated
because of under voltage signal, so someone has to come and reset lockout and
make selector switch in manual and then manually press the “Isolate Bus Tie”
push button to to resume the normal condition.
 If any of the incomer gets a trip because of some fault like overcurrent or earth
fault then the Bus tie will not be closed for safety, and supply will be lost to that
section.
 Initially the differential relay was not allowing to close because it was showing
phase difference of 60 degree, which was because of wrong configuration in the
relay so we have to correct the sequence in the relay.
 If power loss happens to the both incomers then still the bus tie was closing
which is not required generally. So to avoid this we made following settings in
relay via CFC Chart.

one new group was added in the Masking i/o section of the digsi which used
following two inputs.
1. Incomer A open
2. Incomer B open
then made the following chart in CFC logic.

The output of this and gate was connected with the binary output used for the tripping of
the bus tie breaker.
