Organization Background

In January 2005, the Wheat Ridge City Council retained a consulting team to perform an independent analysis of
the problems and opportunities that exist in the City of Wheat Ridge. After extensive analysis and public input, the
consulting team confirmed what the community already believed—that Wheat Ridge is in relative decline
compared to other Jefferson County communities. It was also determined that for much of the last 20 years,
Wheat Ridge had been losing its share of strong households and by 2005 had a weakened capacity to attract new
ones. Together, City elected officials and staff worked to develop a plan to reposition Wheat Ridge. To identify
and leverage important community assets, such as relatively low cost housing in the Metro Denver region, infill
development opportunities, a strong sense of community, and access and location, and most importantly, a
uniquely rich tradition of small-town life with rural accents just at the edge of Denver.
The plan that was developed recommended the creation of a non-profit corporation, with the capability to
facilitate and encourage appropriate development in Wheat Ridge. Wheat Ridge 2020 has been formed to lead the
community's effort to "Reposition Wheat Ridge."

Project Scope
Wheat Ridge 2020 seeks a firm with experience in rebranding and website development with nonprofit
organizations to work in close consultation with Wheat Ridge 2020’s staff and board to rebrand the organization,
deliver an executable brand package and website. Wheat Ridge 2020’s mission and vision will remain the same.
An audit of the current brand positioning, audiences and attributes, as well as strategic brand planning have
begun and will need to be streamlined for use.

PHASE I
Using completed research and recommendations to inform their work, the selected firm will produce the following
project deliverables:
1. New organization name and logo
2. Detailed brand package including fonts, brand assets, other graphic elements, and color palettes for a
host of collateral materials listed in detail below.
3. Branding package standards and usage guide

PHASE II
The rebranding work is expected to seamlessly inform Wheat Ridge 2020’s website redesign, which will begin in
conjunction with the rebranding. The development of standards and usage guide should be developed with that in
mind. The firm should lead in the recreation of the website to be resourceful, informative, and serve as a
marketing and fundraising asset that provides a friendly environment which emphasizes access to the public and
our members.

Website features and enhancements:

 Develop a highly beneficial, cost-effective, easy to use, interactive, and architecturally sound website that
will remain viable for a minimum of five years.
 Visually appealing – The site must have an attractive mix of photos, videos, graphics and text.
 For ease of use, the website must provide consistent orientation and navigational aids, such as
hierarchical menus that tell users how deep they are into a topic or subtopic as well as a homepage link
or icon on each page in the same position.
 Drive users to actions such as: Join, Donate, Attend, Volunteer.
 Allow for interactivity. Include e-mail response, surveys, feedback, online forms, online payments, and
access to various calendars. The designer must incorporate the ability for users to complete interactive
online forms for such tasks as membership, donations, volunteering and election results.
 Must include a Customer Relationship Management (CRM) system.
 Form Printing. A number of static forms will be available for printing. Website must have links or
embedded plug-ins for opening and viewing these documents.
 Enable both public and private forums.
 Easily updated, with a content management system (CMS). Respondent should list the software that
would be used to create the site.
 Provide the ability to conduct secure financial transactions online, for donations, ticket sales, and other
goods.
 Optimized for mobile-use.

The information on the website should be directed towards members, the community, businesses, visitors,
prospective members and residents, elected officials, other government agencies, civic groups, associations,
youth and senior citizen groups, and any person or agency seeking to donate, volunteer, or obtain information
about Wheat Ridge 2020.

Anticipated Schedule
 RFP issued Wednesday, June 24th 2015
 Questions due to Wheat Ridge 2020 Tuesday, July 14th 2015 by 4:00pm
 Answers to questions posted to Wheat Ridge 2020 website Friday, July 17th 2015 by noon
 Proposals due to Wheat Ridge 2020 Friday, July 31st 2015 by 4:00pm
 Invitation to present issued by Wheat Ridge 2020 Wednesday, August 5th 2015 by 4:00pm
 Finalist presentations August 10th-August 21st
 Decision Wednesday, August 26th
 First meeting Thursdays, August 27th or Friday August 28th

Project Duration
It is expected that this rebranding and website project will be completed within three-four months of contracting
with Wheat Ridge 2020. We will reveal our new brand and website at our 10th Anniversary Gala on Tuesday,
December 8th 2015.

Proposal Guidelines and Requirements


Proposals must include the following:
 Firm profile, including why you formed your firm and core competencies
 Describe in detail your approach and process for brand and website development, including your ideal
relationship with a client
o Summary of rebranding experience, include examples that illustrate the process from research
to package delivery
o Summary of website experience, include examples that illustrate the process from building
structure to launching the site live
 Profiles of key staff
 Proposed approach, work plan, and timeline
 Description of experience with nonprofit or community organizations, if applicable
 Summary explaining succinctly why your firm is most qualified
 Provide a detailed fee proposal which outlines the specific activities that will be performed during the
brand process.
 List of three references that have used your professional services for a similar project. Include a contact
name, address, and a contact phone number.

Proposal Evaluation
Proposals are due to Wheat Ridge 2020 by 4pm on Friday, July 24th 2015. Selection criteria are outlined below
and will be used to evaluate proposals. This RFP does not commit Wheat Ridge 2020 to award a contract or to
pay any costs incurred in the preparations or submission of proposals. Wheat Ridge 2020 reserves the right to
reject any or all proposals received in response to this RFP and to negotiate with any of the vendors or other firms
in any manner deemed to be in the best interest of the Wheat Ridge 2020. Selection of the successful proposal
will be made based upon the bidder’s:
 Responsiveness to work scope and program needs (35%)
 Demonstrated experience and expertise in similar projects (35%)
 Cost and time effectiveness (20%)
 Personnel assigned: bios, qualifications (10%)

Contract Terms
The proposed contract period for services is through the completion of the project. All material produced, data
collected, and reports generated by the subcontractor on behalf of Wheat Ridge 2020 are confidential and
become the exclusive property of Wheat Ridge 2020. The contractor may not share program materials, customer
data, industry or program participant contact information, etc. unless explicitly authorized by Wheat Ridge 2020
to do so.

This RFP does not commit Wheat Ridge 2020 to pay any costs incurred in the preparation of a proposal or to
procure or contract for services. Wheat Ridge 2020 reserves the right to accept or reject any or all proposals
received as a result of this RFP, to negotiate with all qualified bidders, and to cancel the RFP, in part or in its
entirety at its sole discretion.
