PART I
DESIGN CRITERIA AND GENERAL REQUIREMENTS:
SCOPE:

These general specifications are applicable to air-conditioning , heating and ventilation services for comfort
applications in commercial , institutional and residential buildings for Government projects in the State of Kuwait
.

The specifications are intended to serve for general guidance and hence they do not cover all aspects and details of
HVAC systems . Reference shall be made to other particular specifications , conditions and requirements that
should also be fulfilled .

In case of discrepency between these general specifications and other particular specifications , conditions and
requirements then the Ministry of Public Works shall be consulted in writing for clarification .

In case of absence of other particular specifications, conditions and requirements, either wholly or partly, then
compliance with these general specifications and requirements is compulsory and no approval shall be given to
Ministry of Public Works unless they are met with as minimum.

Geographical data:

Altitude : Sea Level ( Kuwait City & Coastal Area ) to + 200 M. for interior
district such as Shigaya .

- Maximum recorded sun radiation temperature in summer 84C (on black bulb).

Violent sand and dust storms are common in Kuwait and dust remains suspended in the air even in comparitively
still days. Visibility may vary during storms from average to nil.

NOTES :

a). The stated relative humidities are for general comfort conditions. For other special applications with controlled
R.H. such as hospital‟s operating rooms, compter rooms, research laboratories, etc. , reference shall be
made to other applicable codes and / or specific requirements.

b). The stated indoor dry bulb temperaature are for general comfort conditions . For other specific applications,
reference shall be to other applicable codes and / or speccific requirements.
Coefficient of heat trasfer :

All necessary provisions shall be taken to reduce the cooling loads and the corresponding electrical demands by
the proper selection of building materials , sufficient insulation for external walls and roofs, suitable building
orientation, shades and shading devices, area and type of glazing, etc. in order to achieve economical designs.
The recommended “U” values for external walls should not exceed
0.10 b.t.u. /hr / ft / F equivalent to 0.49 K cal / hr / M / C and
0.07 b.t.u / hr /ft / F equivalent to 0.343 K cal / hr / M / C for roof .

All necessary precaution shall be taken to ensure that the “U” values and all other factors which are used in the
HVAC dessign calculations are incorported in the building design.

Ventilation:

A thorough analysis should be made to determine the necessary quantities of outside air which should be brought
into the HVAC system and means of air filteration . It is recommended that extract air and the infiltration be offset
by sufficient amount of outside air in order to keep the building under slight positive pressure to prevent dust
penetration . Applicable ventilation codes shall be cosulted and applied with utmost care, Keeping in mind, that
under the stated severe weather conditions, treated outside-air will impost considerable share on the total and
consequently on the total costs .
Primary stage of filtration of the outside air shall be provided with suitable outside air louvers which are effective
against the ingerss of dust, combined with heavy-duty and high holding-capacity of 10 Cm. thick washable air
filters, ( for small and medium installation ) or self-cleaning interior-type air filters ( for large installation) .

Noise Level:

All necessary provisions shall be included to reduce the noise Level from the HVAC system in order to obtain
quiet enviornment . The HVAC system must be designed to operate quietly , and in addition, sound attenuators,
silencers, accoustic lining, insulation panels, vibration isolators, etc. , shall be provided where necessary to achive
the required sound and noise criteria in the air-conditioned space .

GENERAL DESCRIPTION AND DETAILED TECHNICAL SPECIFICATIONS

General Conditions:

Specifications described here under are brief & therefore, the Tenderer shall include for all
equipments, material , Labour, etc. , for the complete installation to ensure best workmanship
and operating conditions, whether detailed under specification or not .
All builders works including foundations cutting , opening , steel stands , false beams, etc. ,
required for A / C installations shall be done by the Contrator whether spcified here under or
not .
Tenderers may visit the site of work for familiarising themselves with the nature of work and
no claims shall be entertained in this respect .
When the buildings in question are already in existance and in service, the Contractor shall
take all necessary precautions not to damage any existing service and shall make good any
damage done by him during the course of installation of A / C equipment at his own cost .
Whether equipments offered or manufactured under licence, tenderer shall enclose with their
offers a written assurance from their principals for design and quality of equipments produced
by the licencee without which the offers shall not be considered.
Where equipments offered are manufactured locally, the tenderer shall produce the relevant
design data for scrutiny .
Approval of design , material , equiments , systems , layout , etc. , does not relieve the
contractor from his contractual obligations if later on it is found that do not comply with
specification requirements .
If Contractor , during the guarantee & maintenace period fails to respond to any necessary
repair called by Ministry of Public Works , within 24 hours after being notified by phone , the
Ministry shall arrange for such repairs to be carried out by other means , under the full
responsibility of the Contractor and charge the Contractor the cost of such repairs without
accepting any claim form the Contractor .
If the Contractor is not the main agent of the A / C equipment and if he fails to start and
commission the A / C equipment ( Package or Split Units ) , the Ministry of Public Works
reserve the right to call specialists from the Main local Agent to start & commission the A / C
equipment at the expense of the Contractor and no consideration shall be given to any claim by
the Contractor in this respect . The Contractor should adhere to the equipment offered in this
Tender Documents , and he is not allowed to change from the equipment offered . He should
also make sure during the tender stage that the equipment he is offering can be obtained within
the period of the tender . Ministrey of Public Works will not entertain any claims in this respect
at a later stage .

Installation & workmanship shall be executed in a neat , substantial and workmanlike manner by an approved ,
registered , A / C

Sub-Contractor & the whole installation shall be approved by the Ministry before the acceptance & taking over
certificate is granted to the Contractor .

Technical specifications for Packaged of Split Units:

All the A / C Units being offered must be of internationally reputed and approved make and must have an
undisputed record of performance of at least three years in Kuwait .
The following design data shall be taken into consideration by the tenderers for equipment selection :-

(One) For Summer Air – conditioning

Outdoor dry bulb temperature : 115 F d . b

Outdoor wet bulb temperature : 82 F w . b

Indoor temperature : 78 F d . b

Indoor relative humidity : 50 %

Maximum saturated suction temperature : 45 F

(b) For Winter Heating

Outdoor dry bulb temperature : 40 F d . b

Outdoor wet bulb temperature : 35 F w . b

Indoor temperature : 72 F d . b

Indoor relative humidity : 50 %

(c) Total K .W. input for complete A / C . installations shall not exceed 70 – 80 W/M2 at the specified design
conditions except for certain applications The required capacities indicated in the tender documents and the
related A / C installation drawings must be carefully checked by the tenderers before the selection of
equiment , and should ensure that any discrepancies noticed brought to the knowledge of this Ministry and
rectified . No claims on this account shall be entertained if the equipment installed by the successful
tenderer fails to meet the requirements at the time of performance testing .

Control Wiring and Protection Devices :

Control wiring of the A / C Units being offered must feature the following minimum requirements of safety
interlocking and the protection devices . Safety electrical interlocking of evaportor fan motor with compressor /
heater operation in addition to mechanical inter – locking through an air flow switch.
The control wiring should preferably incorporate a system of pumping- down of refrigerant to the high – side of
the system whenever the unit stops after meeting the demand.
Where multiple compressor are incorporated in the units, their operation must be in sequence in accordance with
return air temperature.
A lock – out – relay shall be incorporated to prevent the unit from re – starting whenever the unit stops due to
stripping of protection devices .
The following are the minimum requirements of protection devices to be incorporated in either packaged or Split
A/C

Units :-
( a ) Manually re – set and adjustable oil – pressure differential cut – out of 90 /120 sec. Trip time rating for semi
– sealed compressors of 15 H . P . and above capacities .
( b ) Manually re – set and adjustable high – pressure and low –pressure cut – outs for compressor protection .
( c ) Inherent thermal protection for compressor motor winding .

DUCT WORKS

Check carefully with architectural drawings and drawings showing works of other trades to make sure that there is
no conflict between the duct Work and other services . All duct work to be constructed of best quality cold
annealed, perfectly flat galvanized mild steel ( galvanized to B . S . S. 2939, Group III , Group III , clause F ) of
tensile stress in the range of 28 / 33 tones per square inch to B . S . S and amendments . Where ducts shall be
offered to clear structural members, dimension of duct may be changed, provide the cross – sectional area is not
reduced .
Ducts shall be stiffened against vibration and sagging and shall be free from
„drumming‟ due to air movement .
All ducts shall be made truly air – tight under all operating conditions .

The throat redius of a bend should not be less than half of the width of the associated side of the duct . Where if is
not possible to comply with this , duct turning vanes or tight angle bends may be used .
All right angles bends must be fitted with turned vanes . the vanes should be spaced in such a way that the speed
ration of each of the individual elbows will be around 6 : 1 .
All side outlet take offs ( outlet collars ) shall have a throat radius of not less than half of the take – off , and to be
fitted with fixed turing vanes as shown on drawings .

All transformation pieces of ductwork should have a slope of 1 in 7 unless this slope cannot
be maintained wherein that case a maximum slope of 1 in 4 should not be exceeded .
Access doors to be fitted wherever necessary to facilitate inspection . Cleaning and maintenace
doors to be suitably still and located in an accessible position .
Connections between suction and discharge ductwork and fans or air handling units to be made
with best quality heavy canvas having an overall length of 6 .
All such works such as angle iron, hanging rods, brackets, bolts, nuts, etc. , which will be
necessary for the support of the ductwork must be supplied and fixed by the A / C . Contractor
. All brackets and joints to be adjustable to ensure alignment . Duct supports shall be spaced at
not more than 7 ft . centers and on all changes of directions and on branch duct take - offs .
All sounds within the distribution system must be reduced by applying sound absorption
devices in the vicinity of the fan, the fan equipment and / or applying duct lining within the air
distribution system .
All duct seams and joints should be sealed with appropiate inspection . Cleaning and
maintenance doors to be suitably fitted and located in an accessible position .
Dampers should be installed on return air duct before air entres the mixing plenum . Dampers
should be adjusted to give sufficient pressure drop of return air so that the specified fresh air
quantity will enter the mixing plenum before going to the cooling coil .

AIR – CONDITIONING PLANTS: I – PACKAGE UNITS

The airconditioning units shall be supplied and installed as shown on the drawing . Each A / C
Unit shall be one piece self contained, i . e . , evaporator section, compressor section condensor
section, supply and return openings and all controls enclosed in a single weather – proof casing
suitable for outdoor location .
Units shall be factory assembled, tested at not less than 450 psig. For high pressure side and
300 psig . for low side , if refrigerant 22 is used and working pressure not less than 400 psig . ,
pre – charged and pre – wired . Compressors will be of the semi – hermetic , multi – cylinders ,
reciprocating type directly coupled to an electric motor and complete with vibration isolators,
crank case heaters and oil pump . Hermetic compressors are also accaptable . Where multiple
compressors are included in on unit, automatic compressor operation to be achieved by
opreating the compressors in sequence according to the return air temperature .
Evaporator fans must be selected to deliver the required air quantity and fan motor to de of
ample size to run without overloading at all operating speeds to

allow for the necessary speed regulation . Condensor fan to be vertical air discharge .
Condensor and evaporator coils should be constructed of seamless copper tubes with
aluminium fins .Cabinets should be single , enclosed , weather – proof casing constructed of a
heavy gauge , galvanize steel and finished with baked enamel . Top, bottom and sides of
evaporator section should be fully insulated to prevent sweating and to muffle sounds . Pannels
should be easily removed to provide access for servicing . All Units must be provided with anti
– vibration mountings as shown on the drawings . Coil face velocity shall not exceed 550 r . p .
m . A thermostat, on – off switch shall be provided and installed in a selected place inside the
building . The thermostat should be provided with an approved perforated box . The location of
the thermostat to be approved by the Engineer .

AIR – CONDITIONIING PLANT : II – SPLIT SYSTEM

The A / C plant shall consist of direct expansion A / H Unit and matching air cooled
condensing unit as shown on drawing .

Condensing Unit : shall consist of Compressor ( S ) , coils

( Aluminium fins mechanically bonded to copper tubing ) , fan ( S ) and motor ( S ), liquid
filter drier, vibration isolators, solenoid valves, sight glass pump – down control with anti –
cycling control relay and all other standard accessories .
Compressor ( S ) shall be hermatic multi – cylinder reciprocating type . compressors shall be
protected by overload and winding thermal protection and shall be provided by crankcase
heater . Where multiple compressors are included in one unit, automatic compressor operation
to be of ample size to run without overloading at all operating speeds to allow for the necessary
speed regulation . Condenser and evaporator coils should be constructed of seamless copper
tubes with aluminium fins .
Air Handlihg Units : shall consist of a cooling coil ( Aluminium fins bonded mechaically to
copper tubing ) , expansion valves drain pan assembly, centrifugal fan , fan relay and insulated
cabinet . The A / H Unit must be selected to deliver the required air quantity against the total
system resistance in which it is going to work and when working at or very close to its
maximum efficiency . Fan motor to be of ample size to run without overloading at all operating
speeds to allow for all the necessary speed regulations . All Units must be provided with anti –
vibration mounting as shown on the drawings . Coil face velocity shall not exceed 550 rpm .
For each unit, thermostat shall be provided and installed in the return air duct and ON / OFF
switch shall be provided and installed in a typical selected place inside the A / C spaces ,
approved by the Engineer .

REFRIGERANT PIPES :
( a ) Refrigerant pipes assembled in the field shall consist of copper tubing and recessed solder
joint fittings . Tubing shall be in accordance with ASTM Specification B88 – 61 Type “K”
hard drawn . Fittings shall be wrought copper or tinned cast brass . Where required for
connection to gauge and control devices, tubing not larger than 3/8 inch O . D . may be type
“K‟ soft, ( annealed ) with flared tube or double ferrule compression fittings suitable for high
pressure. On all joints in refrigeration piping flux and solder which is recommended by solder
type fittings manufacturer shall be used . Tubing shall be protected against oxidation during
silver soldering by use of dry nitrogen flowing through the tubing . The liquid lines shall be
insulated by formed rubber not less than 1 thick Refrigerate suction lines to be insulated within
half sectional rigid fibre glass insulation of not less than 5 Lb /ft . 3 density and 2 thickness .
Refrigerant piping shall be installed so as to ensure cotinuous automatic return of oil to
the compressors . Gauges, thermomtres, etc . , m supported directly on pipes shall be
levelled .
(b) Refrigerant stop valves shall be of the back seating , key operated, seal cap type. Valves
which must be opened and closed in regular operations shall have hand wheels and shall
be of the backless type . Valves connected to copper tubing shall have solder type ends or
flanged ends soldered flange adaptors .
(c) Accessories for field assembled refrigerant piping systems, such as oil separators , liquid
receivers , heat exchangers, driers, expansion valves, refrigerant strainers , sight glass,
etc . , shall be in accordance with the instructions of the unit manufacturers „ standard
and specific recommendations .
( d ) PRESSURE TESTS:
After installation is completed, but before piping is furred in or before insulation is
applied, all piping and equipment shall be tested for leaks under 300 psig . for high
pressure side and 225 psig . for low pressure side if refrigerant 12 is used and 450 psig .
for high pressure side and 300 psig . for low pressure side if refrigerant 22 is used, using
N2 (nitrogen) or an approved gas .
( e ) VACUUM TEST :
Before charging the system with the refrigerant , it must be dehydrated thoroughly using a
high efficiency vacuum pump and a vacuum indicator. Dehydrating operation should
continue until a reading of 35 FWB at a pressure of 0.204 hg . absolute is reached .

SINGLE PHASE SPLIT UNTS :
These units shall consist of a direct expansion fan coil unit and a matching aircooled condensing unit, as
shown on the drawings. Fan coil units must be selected to deliver the required air quantity with
thick cleanable filter . adjustable thermostat and 1
The condensing units must be provided with its own comperssors and all other accessories and controls
.
Condenser and evaporator coils should be constructed of seamless copper tubes with aluminium fins .
The unit shall be suitable for power supply of 240 V / 50 Hz . single phase .

Duct Work Insulation :


( a ) Thermal insulation shall be made of flexible fibre glass material with reinforced aluminium foil
external coating , factory applied with resin bonded internal layer to give flat and resillient
surface .
( b ) Thermal conductivity shall not be more than 0.29 B .T .U / Hr . /Sq . Ft/
inch thickness, measured at an average temp. of 100 fdB . The thermal insulation shall be non
corrosive .
(c) The insulation shall be provided with fibre retardant vapour barrier
jacket to prevent moisture penetration . Vapour barrier shall also be applied to all joints and
edges .
( d ) The insulation shall be applied to metal surfaces by means of approved non – corrosive adhesive
compound .
(e) All the meal surfaces shall be treated with corrosion inhibiters before
the application of insulation .
Duct Work Insulation :
Supply and return air ducts shall be insulated with flexible blanket type
insulation of minimum 1.0 Lb . / ft . 3 density and thickness , as below :-
Ducts inside return air = 2 " thick insulation for exposed ducts : -
i) Outside insulation = 2 " min . insulation
ii) Inside insulation = 1 " min . acc . lining
iii) Insulation shall be secured to duct work with fodover type clips at 12 " to 18 " centres and all puntres
prerly vapour sealed
. Alternatively , C . I sheet metal strips of an approriate gauge fixed to corners & tightened with wire may
be used . In addition all ducts work exposed to sun shall be treated for water proofing and covered with
thick white cement finished smoothly . Where the slanted or any chicken wire mesh and plastered with 1
other type C . I . sheet roofing is directly exposed to the

sun and is likely to increase the heat transfer to the medium above False ceiling in the room , the false
ceiling should be covered with proper insulating
thickness, in cases where return air ducting is existing . In case where no return air material of at least 1
ducting but only a free return above false ceiling , the slanted roofing shall be separated from the false
ceiling by installing another plywood partition above the supply air ducting and the plywood partition is
thick insulation material . properly insulated with not less than 1

Accoustic Duct Lining :


thick fibre glass Internal duct lining for accoustic insulation where applicable shall be not less than 1
mat faced flexible blanket of fine fibres with securely bonded surface mat coated with clear or black
neoprene or approved equal . lining to be applied with 100% coverage of fire resistive approved
adhesive compound, and mechanical fastenings at reasonable distance to satisfaction of the Engineer,
and according to the manufacturer‟s instructions.
Samples of insulation material and method of vapour sealing, covering, lagging and fixing shall be
submitted by the Contractor for approval by the Engineer before starting installation .

SCHEDULE OF DRAWINGS:
The following A / C drawings have been issued for the A / C installation and must be read in
conjunction with the specifications and all other related under the Contract . Drg. No.

SUPPLY AIR DIFFUSERS :


All supply air diffusers shall be square as shown on the drawing . Each shall consist of stamped
aluminium formed thrugh which the supply air is delivered. Each diffuser shall be of fixed pattern
volume damper control and flush with the ceiling .

( a ) SUPPLY AIR REGISTERS:


Supply sir registers shall be of the double deflection type constructed with the vertical face bars and
horizontal rear bars set in rigid steel or aluminium frame of stout gauge and equipped with opposite
blade dampers for air volume control .
centres minimum and are indvidually adjustable . depth on 3/8 Face bars to be of not less than 5/8
Rear bars to be identical and readily adjustable through face bars . Face rear bars to be of the best
quality steel or aluminium of ample gauge . Volume dampers to be readily adjustable by means of a
suitable key located at the face of the grilles and extended to the damper . Rubber gaskets to be
furnished to eliminate leakage .

( b ) RETURN AIR GRILLES :


All return air grilles shall be of the single deflection constructed with formed horizontal steel or
aluminium bars to set an angle of about 35 in rigid steel frame of stout gauge and welded firmly in
places . Free area shall not be less than 70% .

( c ) RETURN AIR FILTERS :
These filters to be the permanent washable, viscous , impingement type of 2 thickness and with
substantial steel frames. Filters shall be designed for heavy duty service and large holding capacity .
Filters shall be sized to perform their duty with a face velocity not more than 350 rpm. And with initial
pressure drop not more than 0.25 W . G . at the rated air flow .
Filters shall be installed complete with their filter box and access doors in the air intake ducts and to
such a way to eliminate air leakage or by-pass and to be easily serviceable . Return air filters shall be in
a separate filters section integral with the unit .

( d ) FRESH AIR FILTERS :


Outside air filters shall be permanent heavy duty metal cleanable type minimum 4 thickness . filtres
shall be sized to perform their duty with a face velocity not more than 300 rpm .

BUILDERS WORKS :
Civil and structural works normally associated with A / C . equiment installation comprise of the
following :-
Cutting and making good all openings in walls and roofs required for supply and return air grilles,
ducting , cabling , etc .
Steel construction frames with sound absorbers for supporting and fixing the A / C . Units , on steel
stands . Noise and vibration shall not be transmitted to the building .
All supply and return ducts which run inside the conditioned places to be covered with false beams of
decorative plywood of 3mm . thickness panels complete with wooden frames , etc . , in a workmanship
like manner to the satisfaction of the Engineer , or mineral fibre tiles of 12 x 12 x 3/4 thick .
CONDENSATE DRAIN PIPES FOR A / C. UNITS TO BE CONNECTED TO THE NEAREST
DRAIN PIT.
All other builders works required for the complete installation of the plants shall be done to the
approval of the Engineer .
A / C. STEEL STAND :
A steel stand shall be furnished for each A / C . Packaged Unit . The stand shall be high
enough so that supply duct will be straight from A / C . Unit to the air-conditioned space . Steel

The successful tenderer shall ensure that all components of A / C installation are easily
accessible for maintenance . Installation clearances , as specified by the manufacturer of A / C .
equipment or a minimum of 36 all round the units, whichever is greater , shall be ensured. In
case of Packaged Units special attention shall be paid in this regard .

WORK EXECUTION :
Successful tenderer shall give in writing to the supervising engineer concerned, the exact date
of taking over of work site as period for completion given in the contract shall commence from
this date .
The successful tenderer ( hereafter called the Contractor ) shall submit for approval detailed
working dawing to the supervising engineer sufficiently in advance and shall start the work
only after receiving them back with the supervising engineer‟s approval endorsed on them .
All insulation material being used by the Contractor shall have manufacturer‟s test certificates
and shall be used only after the approval of the concerned engineer .
The Contractor shall carry out the installation work strictly according to approved
specifications and drawings under the constant supervision of an engineer of this Ministry .
Any deviations in specifications and layout, etc., for any area on whatever shall be made by the
Contractor only after written approval by the supervising engineer concerned, during
installation .

INSPECTION AND TESTING :


On completion of installation by the Contractor , the installation shall be inspected by the
competent authorities in accordance with approved specifications and drawings . Any
discrepancies noticed shall be rectified within one week‟s time and the installation re-inspected
. Erection certificate shall be issued to the Contractor only after ensuring that the installation
work is done to the satisfaction of the Engineer concerned .
After completion of the works , the durability tests shall be made under the full responsibility
of the Contractor and shall last for a period of 30 consecutive days during which time the
whole of the plant under test shall

operate continuously without adjustment or repair to the satisfaction of the


Engineer. Besides the Durability Test, measurement of each outlet CFM and
temperature should be made to the satisfaction of the Engineer and agrees with
proposed design . If design criteria is not met , the system should be balanced to agree
with design. Balancing is achieved by proper installation of dampers in the duct system
.
The tests shall take place during the period between 30th of May and 15th of September
for cooling and lst November to 15th of March for heating .
After completion of the tests to the satisfaction of the Engineer , the guarantee
maintenance period will be determined and agreed upon between the Contractor and the
Engineer .

OPERATION TEST AND HANDING OVER / TAKING OVER :
Operation test shall be carried out on satisfaction and continuous running of the
installation for a minimum period of one month .
During the test the Contractor shall demonstrate the operation of all controls ,
performance of each component and the Units, capacity to meet the designed indoor
requirements of temperature and humidity .

GUARANTEE :
The guaranteed Maintenace Period shall be one year ( 12 months ) after accaptance and
taking over .
For each site two sets of engineering catalogues and working drawing and schedules (
as installed ) shall be submitted to the M . P . W .

ELECTRICAL SPECIFICATION
FOR PACKAGED “ DX “ AIR COOLED A / C UNITS :
( Single Piece or Split )
One) A 415 Volts, 3- Phase, 4 – wire, 59 Hz . , supply and an isolator switch of adequate
rating is available for each unit at location shown on the drawing or at location which
is decided at Site. Contractor shall supply and install all necessary control gears and
wiring required for each unit . Also where necessary , a weather – proof enclosure
should be provided to the satisfaction and the approval of the Engineer .
Two) The electrical wiring , including the earthing of the unit shall fully comply
with the Rules, Regulations and the Standard specifications of Electrical Installation
Works issued by M . E . W . All wiring shall be carried out with PVC cables in
heavy gauge galvanized conduits run on surface of walls or by PVC / SWA / PVC
cables as required . All necessary controls and interlocks and their wiring shall be
provided by the Contractor. All cables shall be protected from direct sun light .
c) All electrical motors and equipments shall be designed for continuous and
satisfactory operation on 415 Volts, 3 – phase , 50 Hz. , 4 wire supply system with
the following variations :-

The Contractor shall confirm in writing that all electrical equipment will operate
satisfactorily of the above supply system .
1- Motors rated for :
( 1 ) 400 Volts , 3 – Phase , 50 Hz .
( 2 ) 230 Volts , 1 – Phase , 50 Hz .
may be accepted provided a written assurance from the manufacturer is submitted
with the offer stating that such motors will operate continuously and satisfactorily
on the supply system stated above .
II – Motors rated for :
( 1 ) 330 Volts , 3 – Phase , 50 Hz .
( 2 ) 220 Volts , 1 – Phase , 50 Hz .
( 3 ) 440 Volts , 460 Volts & 480 Volts , 3 – Phase 60 Hz. shall not be
accepted .
d) All thermostats ahould be operated at voltage not mor than 24 Volts .
Five) The following are the minimum requirements for motors regarding enclosure ,
insulation and protection :-

- For each 3 – phase motor , external magnetic or thermal overload shall


be provided with manual resets . Automatic reset with time delay relay is
accepted . In addition , manual start & Contactor arrangement shall be
provided for each unit so that the unit does not re – start automatically after a
power failure . The air contactor shall be in addition ,to the compressor starter.
- Single phasing protection shall be provided . In case of single phasing the
unit shall stop completely as a whole .
F) The Central circuit of each A / C unit shall incorporate a timer to prevent
Short - cycling of the compressor . The timer shall have setting of minimum
5 minuts to maximum 15 minutes . For different units the delay setting of the
timer shall be such that the unit will be switched on , one after another , in
sequance . This will avoid heavy inrush currents when the power supply is
resumed after failure .
g) 3 – phase motors upto and including 15 HP may be provided with direct on
line starters . Motors above 15 HP should be provided with reduced current
starters to ensure that the starting current does not exceed 2.5 times the full
load current .
h) Ring earthing should be provided and shall be connected to switches as
well as motors . 25 x 3 mm copper tape shall be used for earth .
i) All switchgear , wires and cables shall be suitably derated for the Kuwait
climatic conditions . For guidance 70% derating factor may be applied to N . T . P .
rating .
j) The Contractor shall submit for approval a detailed cable route drawings and a
complete wiring diagram , listing all the particulars for the equipment and
wiring including the interlocks called for , before commencing any
installation work on the site and in a sufficient time to enable the Ministry to
check and if necessary modify these drawings and return them to the
Contractor .

k) For the plant three sets of maintenance and engineering catalogues and
electrical working drawings each set combined in one folder , shall be
submiteed to the purchaser before handing over . Also one set of electical
working drawings on plyster film or diazo polyster film mother prints of
thickness not less than 2.5 mil . should be submitted for record purposes .
1) Micro Films : ( For Chilled Water System )
The Contractor has to supply to the Ministry three sets of 35 mm Silver Micro
Films appearature cards made from ( as fitted or built ) original drawings . The
front face of these aperature cards should be left blank and one the reverse face
, the following details to be shown :

m) Weatherproof Enclosures :
Weather – froof enclosure for A / C Switches at roof shall be factory fabricated
and dust and water protected type complying with
I . E . C . 144 , degree fo protection IP 54 .
The enclosure should be provided with hinged door having suitable latching
arrangement . Heavy gauge galvanized sheet or aluminium shall be employed in
construction of the enclosure .
Entry and exit conduits / cables shall be from the bottom .
n) EXTRACT FANS :
All extract fans shall be of the window , roof or wall mounted type suitable for
KUWAIT outdoor coditions . They shall be provided with ouside baffles for
protection against weather . Fans shall be completely enclosed designed with
draft proof automatic electrically operated shutters.

GENERAL TECHNICAL SPECIFICATIONS FOR ELECTRIC DUCT HEATERS .

I Heaters shall be slip in type for installation through sides of Air Handling Unit
, Multi Zone Units , Fan Coil Units ducts etc . Heaters shall be flanged type in
cases where space limitations exist .
II Heaters shall be supplied complete with controls and protection devices and
installed complete with necessary wiring etc .
III Heater operation shall be interlocked with evaporators fan motors / Blowers motors
through an air flow switch .
IV Heaters offered shall have the approval of under writers laboratories Inc. , or any
other internationally approved testing and inspection agency .
V Heaters shall be reted for 415W 3 – Phase , 50 Hz. supply. Threephase heaters
shall be star connected with the total load disstributed equally on all three phases
VI All the internal wiring of heaters shall be with heat resistant insulation suitable for
operation at 105C temprature .
VII Heater elements shall be totally enclosed in finned tube sheathing of stainless steel
and shall provide efficient heat transfer even at low teperatures . Open heater coils
are not acceptable . All the related mounting bolts and fixtures shall be made of
corrosion resitant material .
VIII Heater area shall be evenly distributed across the sectional area of the ducting .
IX All heaters shall be provided with a direct access door at each heater for inspection
and maintenance .
X All heaters shall be furnished with one disc type pilot duty automatically reset
thermal cut out for each stage of the heater for primary over temp . protection .
All heaters shall , in addition , be furnished with a disc type load carrying manually
reset thermal cut out factory wired in series with each heater stage for secondary
protection . Heat limiters of other fusible over temperature protection devices are
not acceptable .
XI Adjustable multi stage temp . control shall be provided which operate according to
return air temperature in condition to room thermostat .
