1. OBJECTIVE
1.1. Introduction
Venezuela has large reserves of hydrocarbons, in particular, extra heavy crude oil in the
Orinoco Oil Belt, at the south of Guárico, Anzoátegui and Monagas states. One of the
strategic objectives of PDVSA is to develop the production potential of these reserves in
order to transform them into higher value products.
In accordance with the above, it is considered the design and construction of one
Upgrading Complex in order to process 400 MBD (2 Upgraders of 200 MBD each) of
Extra Heavy Crude Oil from the Junín fields and one Upgrading Complex in order to
process 600 MBD (3 Upgraders of 200 MBD each) of Extra Heavy Crude Oil from the
Carabobo fields for conversion into Upgraded Crude Oil of 42° API.
PDVSA Intevep has the responsibility of developing the conceptual design of these
upgrading complexes in order to achieve the major goals of PDVSA.

The purpose of the document is to provide the design basis of the unit.

4.1. General Power Failure Unit Relief Loads for Hydrocarbon Flare
The Relief Loads from the different units to the Hydrocarbon Flare in case of general
power failure are summarized Table 1.

Flare diameter calculation will assume a velocity of 0.2 Mach. Maximum heat flux at a
radius of 360 m for stack height calculation will be 2000 Btu/ft2*h. Calculations will be
carried out on the basis of 100% of the above Relief Loads and the Stack height calculated
by adding the Relief Loads of the Hydrocarbon and Acid Flares. These preliminary
assumptions will be reviewed and updated in the next phase of the project.
5. UNIT NUMBERING
In compliance with Engineering Procedure 04454H45-00-GEN-0001, the Relief System
Unit will be numbered unit 25.
