Development Proposal Document - Guidance

Purpose
This section should be used to outline the scope and purpose of the
proposal. It should include:
 The purpose of the document (inclusion in a business case or major
update of an existing product)
 Scope of the document in terms aims, audience, outline of solution,
added value, costing, evaluation and ROI

Background and
Analysis What is the background to the learning request:
 Why is the learning required
 What is the current situation
 What is the impact of the current situation continuing (KPIs,)
 What analysis has taken place

Goal
What is the overall goal of the learning:
 What does success look like
 How will things be different

Aims
What are the aims of the learning:
 Change in behaviours
 Impact on results
 Add value to the organisation, team and individual

Roles and L&D:


Responsibilities  To agree and sign off L&D recommended solution
 To agree evaluation measures with stakeholder
 To agree any required budget
 To design, implement and evaluated learning to agreed specifications
 To provide agreed L&D resources where applicable (admin, trainer,
venues, reports)
 To manage L&D risks effectively
 Agree accreditation if applicable
 To agree roles and responsibilities with stakeholders

Stakeholders:
 To provide relevant Subject Matter Expert support where required
(could be in development and implementation)
 To provide required resources in terms of equipment, technical,
operational resources required for learning
 To provide effective communication of learning to relevant
stakeholders
 To manage the provision of participants to L&D
 To agree an occupancy level with L&D
 To agree non-attendance charging with L&D and stakeholders
 To provide regular performance data relevant to agreed KPIs and ROI
 To attend and provide feedback at Post Implementation Review

Pre and Post Individuals should have a pre and post discussion regarding the learning:
Discussion  By line manager or L&D professional
 Agreed format and timescales
 Benefits of attending the workshop.
 How have you used their new skills?
 What are you doing differently?
 Has your line manager been supportive of your communications
approach?
 Have there been any barriers to deploying these skills?
