ROADS – INVESTIGATIONS REGARDING THE TECHNICAL
CONDITION AND FOR SETTING REHABILITATION PRIORITIES

The study will be carried out in two stages:

STAGE I. SITE INVESTIGATIONS AND RESEARCH

Within this stage the works will develop as follows:

A. At the level of the road network


B. At the level of homogeneous road sections

At the level of the road network it will be applied an INTEGRATED SYSTEM of investigation „in situ” of roads in order to
collect the data that characterize the road in real time, data that are processed by a set of modular programmes, accessed
by successive “menus”. The results will allow the assessment of the necessities of maintenance or rehabilitation grouped on
wide categories of works and defined by annual or multi-annual work programmes, as well as the prioritization of works
based on technical and value analyses.
It is applied the HDM management model conceived and developed by the World Bank. The data thus obtained will be
included in the Road Data Bank.
To this view, we will use the efficient devices in the endowment of our company, that are:
1. LACROIX DEFLECTOGRAPH, manufactured in France by Vectra that measures the deflections of the road
system at speed values of 3 – 4 km/hour with a precision of 0.05 – 3 mm, with the distance between profiles of 3.4
m, with automatic data registration system.
The equipment is used to:
- Follow-up the road network and to study its evolution under traffic;
- Identify the areas with damages in view of reinforcing them;
- Control the execution and efficiency of reinforcement;
- Supervise the road network on wintertime (lowering or raising of the thaw barriers).

2. ASTRA MULTIFUNCTIONAL MOBILE EQUIPMENT (placed on a Renault mini bus) made up of:

a) PORTABLE RADAR for the determination of the thickness of road layers, with a possibility of
operation up to speeds of 80 km / hour, with software for calibration, data collection and registration on a
computer on board.

The RADAR is a very efficient equipment that performs a practical


continuous measurement of the thickness of the running layer with
integrated system used for the determination of the IRI coefficient
and MERLIN device used for calibration.

b) VIZUALIZATION AND POSITIONING SYSTEM in real time of the road system damages and
automatic registration.

c) DIGITAL EQUIPMENT FOR TAKING PHOTOS of the road on a continuous basis.

d) NUMERIC VEC 450 TRANSVERSOPROFILOGRAPH for the measurement of the cross profile of the
road with a precision of measurement of  1 mm, including collection of data and continuous registration
on the computer of the equipment.

The device is used for:


- The follow-up of the evolution of the cross profile of the road (surveying of wheel-tracks);
- During the reinforcing works, in order to study the influence of the different working devices upon the
evolution of the cross profile.

The processing and interpretation of results is carried out with the most modern
means.

At the level of a homogeneous road sector detailed characterization studies will be carried out in order to obtain the
best possible dimensioning for rehabilitation, arrangement or modernization works.
To this view, along with the above-mentioned equipments of high efficiency, it will be used its:

A. At the level of the road network, the study will include:

1. The inventory of road routes under study, the visualization in continuous photography system and
archiving of the elements that characterize the road: geometrical elements, profile elements, markings,
etc.

2. Identification of the area with special problems: settlements of the road body, side stagnation,
eventually embankment stability problems, etc.

3. Determination of the bearing capacity of the road in continuous regime with VECTA deflectograph
(Lacroix type) with automatic data registration system.

4. Determination of the technical condition of the road with ASTRA mobile multifunctional equipment of
great efficiency used simultaneously for:

4.1 Establishing the state of degradation of the road by registering all types of degradation: structural or
surface ones and determining the coefficients of degradation according to the normatives in force
assisted by an automatic calculation software

4.2 Determining the surface characteristics of the carriageway: evenness (IRI) coefficient)

4.3 Assessing the thickness of the pavements components layers by radar system:

5. Investigations regarding the hydrologic regime of the pavement


- Type of the cross profile
- Mode of assuring the discharge of surface waters
- Existence and condition of the draining devices
- Level of ground water

6. Cores sampling with the mobile core drill and performance of boreholes in order to establish the road
structure.

7. Establishment of the homogenous road sections characterized by the same data regarding:
- Pavement structure
- State of degradation of the concrete pavement
- Type of soil
- Hydrologic regime of the road complex
- Climate type of the area
B. At the level of homogenous road sections

In order to perform a detailed research, along with the measurements and checkings from the above points 1…..7, the
followings will be carried out:

9. Sampling of an increased number of cores from the pavement in order to establish the
following elements:
9.1 The state of ageing of the asphalt pavement
9.2 The characteristics of the component materials from the road structure
9.3 The geotechnical characteristics of the foundation soil by using the deflectometer and the PDU
penetrometer.

STAGE II - ANALYSIS, DATA INTERPRETATION AND PREPARATION OF THE PRIORITIZATION STAGING


PLAN

The works will include:


1. Processing in UNITARY SOFT of the data resulted from stage I and characterization of each road
route (including on the homogenous sections) as regards:
- The geometric elements of the road
- Type of pavement
- Thickness and nature of the pavement layers
- Bearing capacity of the pavement
- Surface characteristics
- State of degradation
- Type of foundation soil
- Hydrologic regime of the pavement

2. Data collection from the road administrators regarding:


- Existing and future traffic
- Road historic background
- Year of the last intervention
- Characteristics of the climate area of the road

3. Dimensioning of the bituminous layers for the reinforcing of the existing pavements (in different
variants) according to the normatives in force:

- Setting the residual life duration of the existing structures


- Setting the necessity of applying anti-cracking layers
4. Application of the HDM 4 software „ Model of conception and maintenance norms” to simulate the
evolution of the road network based on the results of the measurements carried out in the I stage and the
economic comparison of the different strategies.

5. Elaboration of the optimal solutions of rehabilitation, modernization, arrangement

6. Proposal of coordinated programme for the rehabilitation, modernization and arrangement of


the road network until 2010:
- Maintenance and repairing works for the improvement of the traffic conditions
- Investment works
- Level of funds, on financing sources necessary to the carrying out of the coordinated program
proposals

7. Estimation of the physical and value work volumes necessary in order to adapt to the
requirements of the road network traffic:

- Current maintenance works


- Current repairing works
- General overhauling works
- Investment works

8. Analysis of the efficiency indicators:


- Efficiency calculation elements
- Efficiency and sensitivity indicators for the analyzed programme variants
- Efficiency of the programme proposals for investment works

9. Conclusions
In order to perform the study, the Beneficiary will make available to the performer, with confidentiality title, all
elements necessary to lay the bases of the conclusions out of which we list the following:

- Road data bank


- Traffic census from 2010 and prognosis until 2010
- Maintenance costs, general overhauling and investments made on the road network during the
past 5 years
- Estimation of the maintenance values for the future period

The above-mentioned necessary data will be established in collaboration with the study performer.

The conclusions of the study will lead to:


- Prioritizing the roads to be rehabilitated, modernized, arranged
- Setting the most economic efficient solutions
- Assessing the funds necessary for the maintenance and administration of the present road
network
- Elements necessary to complete the Road data bank
- Completion of the roads technical register
- Cost-benefits calculation and setting of the minimum budget for road maintenance

The road network will be rehabilitated by the implementation of the conclusions resulted from the study, providing
adequate safety and comfort traffic conditions.
