JOINT MILITARY AIR EXERCISE IN BANGKOK FIR “COPE TIGER 2018”


1.INTRODUCTION
Joint military exercise named Cope Tiger 2018 will take place within the Bangkok FIR
from 12 – 23 March 2018 between 0000 - 1400 UTC (except Saturday and Sunday), details
are as follows.

For safety, en-route capacity and flight efficiency enhancements, temporary routes will be
established for utilization during COPE TIGER 2018’s active period in the affected airspace and

9. Action in event of emergency
In case of civil and non-exercise military aircraft experiencing and emergency that make it
necessary to enter an active exercise area should immediately advise one of the following
agencies: 9.1 Bangkok Area Control Centre (BACC) sector concerned.
9.2 If unable to contact BACC an aircraft should contact FOCAL or any other GCI facilities.
9.3 Frequency of these agencies are as follows:

COPE TIGER 2018 aircraft experiencing an emergency and unable to contact their
appropriate control agencies will contact FOCAL control or any other GCI facility on Freq 331.3
MHz, 127.0 MHz or guard Freq 243.0 MHz and 121.5 MHz.
During exercise period all VTD area those are overlapped by COPE TIGER 2018
areas will be not active. All aircraft not concerned with COPE TIGER 2018 exercise want to fly
through areas should be contact “Live Fly Cell” on phone number +6684 646 6200 or “FOCAL
Control” on phone number +662 534 4731 before filing flight plan.

10. ATFM during Joint Military Exercise “COPE TIGER 2018”
In response to the capacity constraint caused by the Joint Military Exercise “COPE
TIGER 2018” the following ATFM measures will be implemented:
10.1 Level Capping
Flights operating within Bangkok FIR during exercise period are requested to file flight
plan with appropriate Flight Levels as follows:
1) Domestic flights – FL320 or below
2) International flights overflying Bangkok FIR – Between FL320-FL460
Other restrictions and adjustments will be technically managed by ATC.
10.2 Temporary Flight Level orientation scheme
Flights operating on the following routes are requested to use the following flight level
orientation scheme:
1) Northbound flight from VTBD/VTBS/BKK via A464 (Portion BKK-CMA), Y6 and flight
depart from VTPI, VTBL, VTBH, VTPP via W9 - Odd FL
2) Southbound flight to VTBD/VTBS/BKK via Y7 or W9 or other airways joining W9 - Even FL
10.3 Ground Delay Program (GDP) through the provision of Calculated Take-Off Time (CTOT)
GDP will be implemented by Bangkok ATFMU (BKK ATFMU) to smooth the traffic flow
over congested waypoints prior entering Bangkok TMA. CTOT will be issued to the following
flights overflying TL RAMEI and PAKRI to land at VTBS and VTBD
CTOT compliance window will be -5/+5 minutes for domestic flights and -5/+10 for
international flights. CTOT is expected to be distributed twice per day. Specific timing of GDP
periods each day will be published in the ATFM Daily Plan (ADP), which will be distributed via
e-mail to ATS units, Aircraft Operators and Ground Handler one day before operations.
When GDP is active, ATS units and aircraft operators are requested to adhere to the following
procedure:
1) ADP will be distributed by 1100 UTC one day before operation via e-mail. If the ADP is
not received at expected time, please contact BKK ATFMU.
2) Flights with Estimated Time Over (ETO) congested waypoints (TL, RAMEI, PAKRI)
during the GDP periods must file flight plan at least 3 hours prior Estimated Off Block
Time (EOBT).
3) E-Mail and AFTN will be used to distribute CTOT to aircraft operators. Once published,
CTOT can also be viewed at http://atfm.aerothai.aero or http://202.57.133.148
(No password required).

4) For flights with CTOT, crews shall plan their flight to be ready for pushback at an
appropriate timing such that Take-Off Time (TOT) will be within CTOT compliance
window.
5) For domestic flights with CTOT, crews shall contact ATC for ATC Clearance at least
20 minutes prior to CTOT and be ready for pushback within 5 minutes after the ATC
Clearance has been issued unless otherwise specified by the ATC. If crews are unable to
contact ATC for ATC Clearance within this timeframe, ATC may request crews to obtain
new CTOT via coordination with their flight operations and BKK ATFMU. If crews comply
with the above conditions, ATC shall provide best assistance to ensure that the flight can
take-off within CTOT compliance window.
6) Should there be any change to the flight’s operating time (CHG/DLA), aircraft operator
shall contact BKK ATFMU as soon as possible to obtain a new CTOT prior to ATC
Clearance request to avoid excessive delay.
7) For flights with operating time not originally within GDP period but delay into it, aircraft
operators shall contact BKK ATFMU to obtain CTOT prior to clearance request.
If uncertain, contact BKK ATFMU to clarify.
8) GDP/CTOT will apply to the flights departing from the following airports:
- All domestic airports
- VYYY VYMD VLVT VLLB VLSK VVNB VVCU VVDN VHHH VMMC ZJHK ZJSY
ZGGG ZGSZ (Other airports are optional)
