AN ORDINANCE DECLARING AUGUST 18 OF EVERY YEAR AS “JESSE M.

ROBREDO DAY” IN THE CITY OF NAGA IN RECOGNITION OF THE


EXCEPTIONAL PERFORMANCE AND INVALUABLE CONTRIBUTIONS OF
THE LATE HONORABLE JESSE MANALASTAS ROBREDO TO THE CITY OF
NAGA WHICH HE SERVED AS CITY MAYOR FOR 19 YEARS, AND TO THE
COUNTRY AS SECRETARY OF THE DEPARTMENT OF THE INTERIOR AND
LOCAL GOVERNMENT (DILG) EXPLANATORY NOTE On August 18, 2012, the Honorable
Jesse Manalastas Robredo, Secretary, Department of the Interior and Local Government (DILG), figured
in a plane crash in the seawaters off Masbate City. The Honorable Jesse M. Robredo served Naga City
well, with great honor and integrity for 19 long and fruitful years. Being the youngest mayor of this city
(at age 29), he made the city proud through the various innovations he introduced especially those for
the improvement of local governance, accountability and transparency, thereby minimizing, if not totally
eradicating corruption in government. During his early years, he bravely stood up to the big traditional
politicians at the time, even to the extent of putting his life on the line, just to rid our city of the
prevalent illegalities, in order to make Naga City a better and more peaceful place to live in. He brought
honor and recognition to this city when, under his vibrant leadership, Naga City was awarded as one of
the most improved cities in the whole of Asia. In partnership with stakeholders and consistent with his
unwavering commitment to social justice, his administration crafted, implemented and institutionalized
pro-poor programs and policies that sought to equalize opportunities for the marginalized sectors of
society, including “Kaantabay sa Kauswagan” for housing, and the Quality Universal Elementary
Education in Naga (QUEEN) and Sanggawadan programs for education. His various national and
international awards topped by the Ramon Magsaysay and Conrad Adenauer Awards brought pride and
honor, not only to himself, but especially to this city which he deeply loved and cared for, even when he
was in his far-off Department of the Interior and Local Government Office. Given his exceptional
accomplishment and invaluable contributions to the City of Naga and to the nation, it is just fitting and
proper to mark August 18 of every year thereafter as “JESSE M. ROBREDO DAY” in the City of Naga, to
give honor and remembrance to the man worthy of honor and emulation of all Nagueños. Be it ordained
by the Sangguniang Panlungsod of the City of Naga, that: SECTION 1. – August 18 of every year is hereby
declared as “JESSE M. ROBREDO DAY” in the City of Naga, in recognition of the exceptional performance
and invaluable contributions of the late Honorable Jesse Manalastas Robredo to the City of Naga which
he served as City Mayor for 19 years, and to the country as Secretary of the Department of the Interior
and Local Government (DILG); SECTION 2. – This ordinance shall take effect upon its approval.

COLISEUM”, IN RECOGNITION OF THE EXCEPTIONAL PERFORMANCE
AND INVALUABLE CONTRIBUTIONS OF THE LATE HONORABLE JESSE
MANALASTAS ROBREDO TO THE CITY OF NAGA WHICH HE SERVED AS
CITY MAYOR FOR 19 YEARS, AND TO THE COUNTRY AS SECRETARY OF
THE DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT (DILG)
EXPLANATORY NOTE Interior and Local Government Secretary Jesse Manalastas Robredo served Naga
City well, with great honor, competence and integrity for 19 long and fruitful years. As the youngest
Mayor of this city (at age 29), Secretary Robredo made the city proud by introducing various innovations
in local government management, anchored on promoting greater transparency, accountability,
predictability and participation--the foundational elements of Good Governance that Naga became
widely known for. As City Mayor, Secretary Robredo bravely stood up to powerful political interests,
even to the extent of putting his life on the line, to rid Naga of various forms of venalities and social ills,
thereby making the city a better, more peaceful place to live in. Under his vibrant leadership, Naga
earned unparalleled honor and recognition, capped by the distinction as one of the most improved cities
in the whole of Asia on the strength of a participative system of governance that continues to be
emulated by other localities in the Philippines and abroad. In partnership with stakeholders and
consistent with Secretary Robredo’s unwavering commitment to social justice, his administration
crafted, implemented and institutionalized propoor programs and policies that sought to equalize
opportunities for the marginalized sectors of society. His visionary leadership has revolutionized the city
government and empowered its bureaucracy, preparing it to proactively respond to the demands of
modern public sector management with the creation and institutionalization of strong local entities such
as the Naga City People’s Council and innovations like the pioneering Naga City Citizen’s Charter and i-
Governance programs; His impact and imprint on government service and public administration has
been widely recognized nationally and internationally, capped by the prestigious 2000 Ramon
Magsaysay Award for Government Service which is considered as Asia’s equivalent of the Nobel Prize;
Secretary Robredo continued to bring pride and honor to Naga ON JOINT AND COLLECTIVE MOTION City
even after assuming leadership of the Department of the

Labis ang pasasalamat ng Kapuso star na si Glaiza de Castro sa natanggap


na pagkilala mula ng lokal na pamahalaan ng Valenzuela City kaugnay sa
naiambag niyang karangalan sa lungsod bilang alagad ng sining.

Sa pagdiriwang ng ika-148 taong anibersaryo ng kapanganakan ng lokal na


bayan ng lungsod na si Dr. Pio Valenzuela nitong Martes, kabilang si Glaiza
sa mga residente ng Valenzuela na tumanggap ng parangal.

Iginawad kay Glaiza sa ika-15 Gawad Dr. Pio Valenzuela ang parangal na,
Pagkilala sa Ambag sa Sining ng Pagganap, sa seremonya na isinagawa sa
Valenzuela Town Hall.
