In the present, Philippines is under the democratic form of government wherein its

citizens are the one who vote for their leader. At this point on the other hand, based on a
news report, there is a recommendation to change system in the governance, and advocating
the federalism in exchange. Federal is a form of government in which the power is
distributed to all regions or state in a country. There are groups who are actively participating
and taking their stand on this discourse topic. And this is much debated in the senate today.
This paper is in favor of changing system from presidential form of government to federal
form of government.

Some political scientist like Horacio Boy Morales and Dr. Abueva gives their
perception that the Philippines has a weak, non-functioning institution and it need to redirect
its system for further innovations. This proposed charter change, however, may become
crucial at first, but the decentralization has many beneficial effects. This new mechanism
empowers the improvement of the regional state since the function will be distributed from
the central institution to the regional state and allowing regions to be civilized and contribute
to the progress of the economy of our country. There will be one elected personnel who
controls project in the area or state therefore, it is easy to evaluate if the project fails, in this
process corruption is somehow minimize. Locals are also given initiatives to provide the
needs of its vicinity and people. Industries should also be included in the big picture for
example: the large telecommunication companies such as globe and smart will be the
institution that is expected to handle it for the entire country; as well in the electric-power
industry, Meralco will be given a share from the other power supply companies to control the
electricity in the country. This changes might led to improvement and empower our country
in the future. Meanwhile, we should let go from color coded parties that sovereign during
and after elections, because this slows down appropriate actions in the locals. Different
parties only allow their allied to be in priority while setting aside the others. In this form of
government eliminating political dynasty is a must which became the source of over ruling
power in the provinces. Families or clan who elect their selves to take over a province
operates as one to own the money and beg again in the government for further budget. In
addition, some ethic groups amend to reform the tax system, in federalism, for instance, since
every region has independency, taxes will not be all occupied by the national government,
hence, the federation will manage the money and use it for projects. Minimizing the involved
politicians is also maximizing the needs of the community. Considering also the judiciary
system for a more justified process in the court we need some modification and strengthening
the law. In this period the locals approach will be acknowledge. If autonomy is implemented
there will also be a chance for Education to be given enough facilities for more productive
students.

We’ve previously undertake different constitutions, if we want to make an effective

governance I think we must take this opportunity to turn those non-functional institutions
into active and improve political system in the country. As what Warlito Nobleza Vicente – a
blogger said “What the public does not understand is that the ‘something being done’ called
federalism does not address the heart of the issue-the economy” .It’s never been wrong in
looking for possible prescription since autonomy is being used in some progressive foreign
countries. Having a chance to enhance from one region to another is one big step for the
advancement of this nation. We can be federalized if we will just believe change for a better
is a must.
