UEFA Stadium Infrastructure Regulations 2010

Dear Sirs,

At its meeting on 24 March 2010, the UEFA Executive Committee approved the UEFA
Stadium Infrastructure Regulations 2010 which will come into force as from the 2010/11
season.

Substantial amendments are the result of an intensive internal and external consultation
process and concern in particular:

Additional category

• The new version of the Stadium Infrastructure Regulations introduces four different
categories of stadium.

• This change will offer the UEFA administration more flexibility in selecting appropriate
stadiums for each round of the competitions.

Floodlighting (Articles 5, 30, 43, 58 and 73)

• A structural criterion applicable to all categories has been set as follows: for matches that
are not being broadcast, the stadium must be equipped with a floodlighting system
maintaining a minimum average illuminance of 350 Ev(lx) towards the main stand.

1,400 towards fixed camera positions. Lighting must uniformly

cover every area of the playing field, including the corners.

Sanitary facilities (Article 20)

Sanitary facility requirements have been updated to bring them into line with the national
legislation of EU countries. The clause has been modified as follows:

Sufficient clean and hygienic sanitary facilities must be distributed evenly throughout all
sectors of the stadium. Toilets and urinals must be equipped with flushers. Sinks and
amenities such as toilet paper and soap must be available.

The minimum requirement for sanitary facilities are the following, based on an 80:20 ratio of
male and female

o 1 seated toilet per 250 males;


o 1 urinal per 125 males;
o 1 seated toilets per 125 females.

Spectator capacity (Articles 33, 46, 61 and 77)

• The minimum spectator capacity for each category has been modified to bring it into line
with competitions requirements, as follows:

1 The stadium must have a capacity of at least 200 spectators
2 The stadium must have a capacity of at least 1,500 seats
3 The stadium must have a capacity of at least 4,500 seats
4 The stadium must have a capacity of at least 8,000 seats

Public access and egress

• The requirement for a stadium to be equipped with a modern electronic access control
system delivering real time data analysis and preventing the use of counterfeit tickets has
become mandatory for Category 4 stadiums.

• In addition, Category 4 stadiums have to be equipped with a mechanical counting system


to prevent overcrowding.
