(a) one (1) member of the board shall be appointed by the M£tis Nation of
Alberta Zone 5 Regional Council;
(b) three (3) members of the board shall be appointed by Municipal District of
Lesser Slave River No. 124;
(c) three (3) members of the board sha I be appointed by the Town of Slave
Lake:
(d) one (1) member of the board shall be appointed by the Canadian Legion
of the British Empire Service League Slave Lake Branch 110 Alberta; and
(e) one (1) member of the board shall be appointed by the Municipal District
of Opportunity No. 17 in a manner determined by the municipality.
(2) For the purposes of subsection (1). the board has the sole discretion to
determine.
(a) the boundaries of the areas from which members of the board may be
appointed;
(b) how residency may be determined under subsections (b) and (c); and
(c) term of office for each member of the board as referred to in subsections
3(1)(a), (b){i), (c)(i), (d) and (e) shall:
(ii) begin the day after the appointing member of the managemenl
body holds its annual organizational meeting in the year appointed'
and
(iii) end the day the appointing member of the management body holds
its annual organizational meeting in the year the term expires.
(f) Members of the board appointed under clause (a), may hold consecutive
terms of office
(i) the member of the management body who appointed the vacating
member of the board, shall appoint, on the vacancy occurring or
within one (1) month, another individual as a member of the board
to complete the term of the vacating member, or
(ii) should the vacancy not be filled by the member within a period of
one (1) month, the management body will submit a list of qualifying
interested persons from which that member shall appoint an
individual as a member of the board to complete the term of the
vacating member.
(i) The chairperson, vice-chairperson or any other officers of the board, the
board determines necessary, shall be appointed from among the board
members in the manner and at the times the board determines
appropriate.
(j) The term of office for the chairperson, vice-chairperson or any other
officers of the board shall be for a one (1) year term.
(k) The chairperson, vice-chairperson or any other officers of the board, may
hold consecutive terms of office as long as each officer is a member of the
board.
(i) If a vacancy occurs in the office of the chairperson prior to the expiration
□f the term of office, the vice-chairperson shall be deemed the chairperson
as of the effective date of the vacancy to complete the term of office of the
vacating chairperson, and the board members shall appoint a vice-
chairperson from among their number to complete the term of office of the
vacating vice-chairperson.
(m)Each member of the board is entitled to deal with all matters before the
board arising from the policies and programs, and operation and
administration, of the management body, except where otherwise
provided under the Act or its Regulations.
(b) immediately notify the Deputy Minister of the location of its primary place of
business in Alberta and any other offices, the management body's address for
service, and any change in the location of such offices or address for service

(a) Two (2) members of the Board shall be appointed by the City of Fort
Saskatchewan;
(c) The members of the Board appointed In 3(1 )(a) and 3(1 )(b) above shall
be referred to as the ‘ municipal appointees";
(d) Two (2) additional members of the Board (the “community appointees')
may be appointed by the municipal appointees;
(2) The term of office for the municipal appointees and community appointees
of the Board:
(ii) shall begin the day after the appointing m em ber of the
management body holds its annual organizational meeting in the
year appointed; and
(iii) end the day the appointing member of the management body holds
its annual organizational meeting in the year the term expires.
(3) M em bers of the Board may hold consecutive terms of office, not to exceed
a total of six years. Clauses 3(2)(i) and 3 (3 ) do not apply to the ex-officio
member appointed by the Minister.

(6) The chairperson, vice-chairperson or any other officers of the Board that
the board determines necessary shall be appointed from among the board
members in the manner and at the limes the Board determines
appropriate.
(7) The term of office for the chairperson, vice-chairperson or any other
officers of the Board shall be for one (1) year term.
(8) The chairperson, vice-chairperson or any other officer o f the Board may
hold consecutive terms of office es long as each officer is a member of the
Board.
(9) Each member of the Board is entitled to deal with all matters of the Board
arising from tha policies and programs, and operation, and administration
of the management body, except where otherwise provided under the Act,
its Regulations, and this Order.
5. The Board shall provide the Deputy Minister with the nam e of its chairperson
and vice-chairperson as soon as possible on selection and shall notify the
Deputy Minister of any change of chairperson and vice-chairperson.
(b) immediately notify the Deputy Minister of the location of its primary place
of business in Alberta and any other offices, the management body’s
address for service, and any change in the location of such offices or
address for service.

requisition the following municipalities:
• Town of Hinlon
• Town of Edson
• Town of Grande Cache
• Yellowhead County
• Municipal District of Greenview No. 16 (lying South of the North boundary of
Township 64 and East lo include Range 24)
• Municipality of Jasper
• Improvement District No. 12
• Parkland County
• Improvement District No 25
6. (1) The management body is responsible for the operation and administration of the
housing accommodation listed in Schedule "A”.
(2) In addition to the housing accommodation operated under subsection (1), the
management body may operate Rent Supplement housing accommodation as
designations are allocated to the management body by the Minister under the
Rent Supplement Program Regulation.
7. For the purposes of the Act, the management body has and is subject to the powers,
functions or duties as provided in the following Regulations.

Bethany Nursing Home of Camrosc, Alberta
(Operating as The Bethany Group)
1. Bethany Nursing Home of Camrosc, Alberta (operating as The Belhanv Goup)
(hereafter referred to as the "management body") is hereby established as a
management body.
2. Bethany Nursing Home of Camrose, Alberta is the only member of the management
body.
3. (I) The management body shall be governed by a board comprised of not less than
nine (9) and not more than fifteen (15) members appointed as follows, and in
accordance with subsection (2):
(a) Members of the board shall be elected from the membership of the
member of the management body in the manner the member of the
management body determines appropriate.
(2) (a) The board shall be appointed and operate in accordance with the
Constitution and Bylaws of the Bethany Nursing Home of Camrose,
Alberta, incorporated by Bethany Nursing Home o f Camrose, Alberta Act.
April IS, 1966.
(b) Each member of the board is entitled to deal with all matters arising from
the policies and programs, and operation and administration, of the
management body, except where otherwise provided under the Act or its
Regulations.
(3) The board is a continuing body.
(4) The board shall provide the Deputy Minister with the name of its chairperson and
vice-chairperson as soon as possible on selection, and shall notify the Deputy
Minister of any change of chairperson and vice-chairperson

Alberta by the Minister, is not subject to or affected by the terms or this Order
5. (1) For the purpose of housing accommodation listed in Schedule "B," the board may
only adopt an operating budget or capital budget arising from or affecting lodges
as identified in the attached Schedule “B t h a t has been approved by the Camrosc
and Area Lodge Authority, a management body under the Alberta Housing Act
(2) For the purpose of housing accommodation listed in Schedule “C." the board may
only adopt an operating budget or capital budget arising from or affecting lodges
as identified in the attached Schedule “C," that has been approved by the
Welasiwin and Area Lodge Authority, a management body under the Alberta
Housing Act.
(3) For the purpose of housing accommodation listed in Schedule "D," the board may
only adopt an operating budget or capital budget arising from or affecting lodges
os identified in the attached Schedule “D," that hns been approved by ihe
Lacombc Foundation, n management body under the Alberta Housing Act.

(4) For the purpose of housing accommodation listed in Schedule “E,‘‘ the board may
only adopt an operating budget or capital budget arising from or affecting lodges
as identified in the attached Schedule “E," that has been approved by (he
Rimoka Housing Foundation, a management body under the Alberta Housing Act.
(5) For the purpose or housing accommodation listed in Schedule “F \ die board may
only adopt an operating budget or capital budget arising from or affecting lodges
as identified in the attached Schedule "F," that has been approved by die Flagsiaff
Regional Housing Group, a management body under the Alberta Housing Act.
6. (1) Subject to subsection (2), for the term during which die Bethany Nursing Home of
Camrosc, Alberta, is responsible for the administration and operation of the
housing accommodation listed in Schedules "A,” “B,” “C," “D,” "E" and “F" the
Bethany Nursing Home of Camrose, Alberta, shall be responsible, as if owners.
Tor die furnishings and equipment associated with that housing accommodation.
(2) If, at die discretion of the board or the Camrose and Area Lodge Authority, the
Wetoskiwin and Area Lodge Authority, Lacombe Foundation, Rimoka Housing
Foundation.and Flagstaff Regional Housing Group, management bodies under the
Alberta Housing Act, the Bethany Nursing Home of Camrose, Alberta, ceases to
be responsible for the operation and administration of the housing accommodation
listed in Schedules “B,” “C," "D," "E” and "F ' the Bethany Nursing Home of
Camrose, Alberta, shall abandon all claims to the equipment and furnishings
associated with the housing accommodation listed in:
• Schedule “B a n d the Camrose and Area Lodge Authority, a management
body under the Alberta Housing Act, shall assume Tull ownership;
• Schedule “C" and the Wctaskiwin and Area Lodge Authority, a management
body under the Alberta Housing Act, shall assume full ownership:
• Schedule “D" and the Lacombe Foundation, a management body under the
Alberta Housing Act, shall assume full ownership:
■ Schedule “E" and the Rimoka Housing Foundation, a management body
under llie Alberta Housing Act, shall assume Tull ownership,
• Schedule “F ‘ and Ihe Flagstaff Regional Housing Group, a management body
under the Alberta Housing Act, shall assume full ownership.
7. The board shall:
(a) designate the offices of the management body, and
(b) immediately notify the Deputy Minister of the location of its primary place of
business in Albena and any other offices, the management body's address for
service, and any change in the location of such offices or address for service.
8. (I} Tiie management body is responsible for the operation and administration of
the housing accommodation:
a) listed in Schedule "A":
b) listed in Schedule “B.” and as assigned to the management body by the
Camrose and Area Lodge Authority, a management body under tht Alberta
Housing Act; and
c) listed in Schedule "C," and as assigned to the management body by the
Wetaskiwin and Area Lodge Authority, a management body under the Alberta
Housing Act.

{2) (a) A municipal councillor appointed to the board, as referred to in subsections
3(1) (a) through (k), by a member of the management body may only remain a
member of the board while a municipal council member for the appointing
member of the management body.
(b) For the purposes of subsection 3(1), the board has the sole discretion to
determine die boundaries of the areas from which those members of the board
may be appointed and how residency in the areas from which those members
of the board may be appointed is determined.
(c) For the purposes of subsection 3(1X1), the member of the management body
shall determine the method of appointment
(3) The board shall be appointed as follows;
(a) The term of office for each member of the board;
(i) is for a maximum two (2)-year term;
(ii) shall begin the day after the appointing member of the management body
holds its annual general meeting in the year appointed; and
(iii) end the day the appointing member of the management body holds its
annual general meeting in the year the term expires.
(b) Members of the board appointed under clause (a), may hold consecutive terms
of office.
(c) If the office of a board member is vacated, the member of the management
body who appointed the vacating member of the board, shall appoint, on the
vacancy occurring or as soon as possible thereafter, another individual as a
member of the board to complete the term of the vacating member.
(d) The chairperson, vice-chairperson or any other officers of the board that the
board determines necessary, shall be appointed from among the board
members in the manner and at the times the board determines appropriate.
(e) The term of office for the chairperson, vice-chairperson or any other officers
of the board shall be for a one (l)-year term.
(f) The chairperson, vice-chairperson or any other officers of the board may hold
consecutive terms of office as long as each officer is b member of the board.
(g) Each member of the board is entitled to deal with all matters of the board
arising from the policies and programs, and operation and administration, of
the management body, except where otherwise provided under the Act and its
Regulations or subsections 3(1) through (n).
(h) No employee or contract employee of the management body or a member of
their household as defined under section l(l)(i) of the Social Housing
Accommodation Regulation, shall be a member of the management body
board.
(4) The board is a continuing body.
(5) The board shall provide the Deputy Minister with the name of its chairperson and
vice-chairperson as soon as possible on selection, and shall notify the Deputy
Minister of any change of chairperson and vice-chairperson.

of this order shall, at the discretion of Flagstaff Regional Housing Group be assigned
to the Bethany Nursing Home of Camrose, Alberta, a management body under the
Alberta Housing Act.
5. (1) Subject to subsection (2), for the term during which the Bethany Nursing Home of
Camrose, Alberta, is responsible for the administration and operation of the
housing accommodation listed in Schedule “A,” the Bethany Nursing Home of
Camrose, Alberta, shall be responsible as if owners, for the furnishings and
equipment associated with that housing accommodation.
(2) If, at the discretion of the board or of the Bethany Nursing Home of Camrose,
Alberta, a management body under the Alberta Housing Act, the Bethany Nursing
Home of Camrose, Alberta, ceases to be responsible for the operation and
administration of the housing accommodation listed in Schedule “A,” the Bethany
Nursing Home of Camrose, Alberta, a management body under the Alberta
Housing Act, shall abandon all claims to the equipment and furnishings
associated with the housing accommodation listed in Schedule “A" and the
Flagstaff Regional Housing Group shall Bssume full ownership.
6. The board shall:
(a) designate the offices of the management body, and
(b) immediately notify the Deputy Minister of the location of its primary place of
business in Alberta and any other offices, the management body’s address for
service, and any change in the location of such offices or address for service.
7. For the purposes of providing lodge accommodation, the management body may
requisition the following municipalities:
• Flagstaff County
• Town of Hardisty
• Village of Lougheed
• TownofSedgewick
• Town of Killam
• Village of Strome
• Town of Dayslond
• Village of Heisler
• Village of Forestburg
• Village of Galahad
• Village of Alliance
8. (1) The management body is responsible for the operation and administration of the
housing accommodation listed in Schedule HA.”
(2) In addition to the housing accommodation operated under subsection (1), the
management body may operate Rent Supplement housing accommodation as
designations are allocated to the management body by the Minister under the Rent
Supplement Regulation.
9. For the purposes of the Act, the management body has and is subject to the powers,
functions or duties as provided in the following Regulations:
(a) Management Body Operation and Administration Regulation;
(b) Social Housing Accommodation Regulation;
(c) Housing Accommodation Tenancies Regulation;
(d) Rent Supplement Regulation; and

(e) Lodge Assistance Program Regulation.
10. The Forestburg Golden Age Club is responsible for the management, operation and
administration of the “drop-in centre" pursuant to an agreement between Alberta
Social Housing Corporation or its predecessor, the management body or its
predecessor, end the Forestburg Golden Age Club, dated August 9,1985.
11. For the purposes of the Act, the management body's reporting date is 90 days from the
effective date of this Order.

WHEREAS it is desirable for that Seniors' Advocate to have the ability to refer
reports of abuse to an investigator, and request inspections, and quality and safety
assessments;
1. appoint John Cabral as the Seniors' Advocate and establish the functions
of the Seniors' Advocate as set out In the attached Appendix;
3. establish that the Seniors’ Advocate may hold office for the term specified
in the attached Appendix or until earlier removed at any time without
notice at the discretion of the Minister.
APPENDIX
PURPOSE:
The Seniors' Advocate is responsible for carrying out the following duties: supporting
seniors and their caregivers by referring concerns and complafnts to the appropriate
existing channels; providing public education on the rights, interests and needs of
seniors; providing information and referrals to seniors, their families and caregivers
regarding government funded seniors' health, continuing care and social support
programs and services; and engaging seniors and stakeholders regarding issues
affecting seniors in the province.
The Seniors' Advocate will have the ability to request inspections of supportive living
accommodations, long-term care accommodations, auxiliary hospitals, nursing homes
or any place under the jurisdiction of an existing health authority or regional health
authority as set out in applicable provincial legislation. The Seniors' Advocate will also
have the ability to refer allegations of abuse under the Protection for Persons in Care
Act.
The Seniors' Advocate will work with the Mental Health Patient Advocate and Health
Advocate, as appropriate.
The commitment of the Seniors' Advocate to the safety and wellbeing of seniors will be
critical as it carries out its duties and responsibilities.
• Public Education:
- To assist in providing public education on the rights, interests and needs of
seniors including matters such as elder abuse, aging in place, age friendly
communities, older workers and ageism.
EMPLOYEES:
In accordance with the Public Service Act and section 5 of the Government
Organization Act, there may be appointed any employees required to assist the Seniors'
Advocate in performing the Seniors’ Advocate's functions under this Ministerial Order.
REMUNERATION:
WHEREAS it is desirable for that Seniors' Advocate to have the ability to refer

WHEREAS the Minister wishes to appoint and specify the term of the Seniors'
Advocate;
1. appoint the person holding the position of Health Advocate as the interim
Seniors' Advocate fo ra term commencing on January 1,2015 and

without notice at the discretion of the Minister;
2. establish the Seniors' Advocate with the powers, duties and functions set
out in the attached Appendix;
5. rescind any previous ministerial orders dealing with the Seniors' Advocate.

3. (1) The management body shall be governed by a board (hereafter referred to as the
"board"), comprised of a maximum nine (9) members appointed as follows, and
in accordance with subsections (2) and (3):
(a) A maximum of two (2) members of the board shall be appointed by the City of
Calgary from Senior Administration or from Council.
(b) seven (7) members of the board shall be selected from the public at large by
the selection committee of the Silvera for Seniors and adopted to the board
by the City of Calgary.
(2) For the purposes of subsection (1). the City of Calgary and the board of the
management body respectively have the sole discretion to determine:
(a) the boundaries of the areas from which members of the board may be
appointed;
(iir) members shall be the age of majority, mature and of some expertise
in community matters;
(c) The term of office for each m ember of the board shall be as follows:
(i) board members shall be appointed for a term of three (3) years and may
be re-appointed up to a maximum of nine (9) years; and
(ii) for continuity, no more than three (3) Board Members' terms may expire
in each year.

(d) The chairperson, vice-chairperson, treasurer or any other officers o f the board
that the board determines necessary, shall be appointed from among the
board members In the manner and at the times the board determines
appropriate.
(e) T he term of office for the chairperson, vice-chairperson, treasurer or any other
officers of the board shall be for a one (1 ) year term,
(f) A board m em ber shall only be elected Chairperson by the Board for three (3)
consecutive years and shall vacate the Chair for at least one (1) year before
further consideration as Chair for the board.
(g) Each m ember of the board is entitled to deal with all matters of the board
arising from the policies and programs, and operation and administration, of
the management body, except where otherwise provided under the Act and
its Regulations.
(5) The board shall provide the Deputy Minister with the name o f its chairperson and
vice-chairperson as soon as possible on selection, and shall notify the Deputy
Minister of any change of chairperson and vice-chairperson.
(b) immediately notify the Deputy Minister of the location of its primary place of
business in Alberta and any other offices, the m anagement body's address for
service, and any change in the location of such offices or address for service.
5. For the purposes o f providing lodge accommodation, the m anagement body may
requisition the City of Calgary.
6. (1) T he management body is responsible for the operation and administration of the
housing accommodation listed in Schedule "A".
(2) In addition to the housing accommodation operated under subsection (1), the
management body m ay operate Rent Supplement housing accommodation as
designations are allocated to the management body by the Minister under the
Rent Supplement Regulation.
7. The board shall annually submit for approval to the City of Calgary operating and
capital budgets, as may require revision from time to time, which shall include an
estimate of the funding required to requisition the City.
6. For the purposes of the Act, the management body has and is subject to the powers,
functions or duties as provided in the following Regulations:

APPENDIX
PURPOSE:
The Seniors' Advocate is responsible for carrying out the following duties: supporting
seniors and their caregivers by referring concerns and complaints to the appropriate
existing channels; providing public education on the rights, interests and needs of
seniors; providing information and referrals to seniors, their families and caregivers
regarding government funded seniors’ health, continuing care and social support
programs and services; and engaging seniors and stakeholders regarding issues
affecting seniors in the province.
The Seniors' Advocate will have the ability to request inspections of supportive living
accommodations, long-term care accommodations, auxiliary hospitals, nursing homes
or any place under the jurisdiction of an existing health authority or regional health
authority as set out in applicable provincial legislation. The Seniors' Advocate will also
have the ability to refer allegations of abuse under the Protection for Persons in Care
Act.
The Seniors' Advocate will work with the Mental Health Patient Advocate and Health
Advocate, as appropriate.
The commitment of the Seniors’ Advocate to the safety and wellbeing of seniors will be
critical as it carries out its duties and responsibilities.
* Public Education:
- To assist in providing public education on the rights, interests and needs of
seniors including matters such as elder abuse, aging in place, age friendly
communities, older workers and ageism.
EMPLOYEES:
In accordance with the Public Service Act and section 5 of the Government
Organization Act, there may be appointed any employees required to assist the Seniors’
Advocate in performing the Seniors' Advocate’s functions under this Ministerial Order.
