SCHEME OF SERVICE

Post: Accounts Clerk

Salary: Rs 15475 x 350 – 17225 x 450 – 19475 x 600 – 20675 x 750 –


29675 (NCB 6)

Qualifications: A. (a) Cambridge School Certificate with credit in at least five


subjects including English Language, French and Mathematics
or Principles of Accounts obtained at not more than two sittings
or

b) Passes not below Grade C in at least five subjects


including English Language, French and Mathematics or
Principles of Accounts obtained at not more than two sittings at
the General Certificate of Education “Ordinary Level” provided
that at one of the sittings, passes have been obtained either (i) in
five subjects including English Language with at least Grade C
in any two subjects or (ii) in six subjects including English
Language with at least Grade C in any one subject; or

c) An equivalent qualification acceptable to the Board.

Note

Candidates not possessing a credit in English Language at the


Cambridge School Certificate will also be considered provided
they possess passes in at least two subjects at “Principal Level”
and one subject at “Subsidiary Level” as well as the General
Paper obtained on one certificate at the Cambridge Higher
School Certificate Examinations.

B. Either

(i) A pass at Principal Level in Accounting at the


Cambridge Higher School Certificate and at least two years’
experience in finance/audit duties.
Or

(ii) A pass in Accounting at Third Level of the London


Chamber of Commerce and Industry and at least two years’
experience in finance/audit duties

Or

(iii) A Certificate in Bookkeeping (Level 2) formerly


Intermediate Stage from the London Chamber of Commerce
and Industry with at least four years’ experience in
finance/audit duties

A certificate in Spreadsheet or knowledge of Computer


Operation and Standard Software packages are desirable.

Duties and responsibilities:

1. To assist in the preparation of:

(i) quarterly management accounts;


(ii) statutory accounts;
(iii) cash flow budgets and financial forecasts;
(iv) monthly bank reconciliation statements;
(v) payroll and overtime; and
(vi) payment vouchers and cheques.

2. To keep proper, complete and up-to-date records of:

(i) salaries and deductions;


(ii) receipts and payments; and
(iii) all financial transactions such as cash books, ledgers and registers.

3. To help in the Internal audit of the organisation.

4. To maintain a proper system of accounts and to guard against irregularity and


fraud.

5. To ensure that all the financial transactions of the National Computer Board
are properly accounted for in accordance with basic principles of Financial
Management.

6. To assist in the day to day conduct of the financial business and the smooth
running of the finance section.

7. To draft correspondence relating to financial matters.

8. To compute data for the preparation of statutory reports, annual budget, final
accounts and other financial reports.

9. To perform such other duties directly related to the main duties listed above
or related to the delivery of the output and results expected from Accounts Clerk
in the roles ascribed to him.
