Guidance in the Philippines

1925 – Guidance movement was unknown in the Philippines


1932 – Psychological clinic was established by Dr. Sinforoso Padilla, Dean of Men, UP; the clinic handled
cases of discipline, emotional, academic & vocational problems; clinic was open until 1941
1934 – Counseling test conducted in Bilibid prison
1939 – Counseling test in Welfareville
1939-1940 – appointment of “Dean of Boys” and “Dean of Girls” for four public high schools in Manila
under the Division of City Schools, Manila; Dean of Boys and Girls were student advisers,
attendance officers, looked at the general behavior & conduct of students
November 1945 -1st Guidance Institute held at National Teachers College; US army psychologists were
the resource persons
1951 – Congress proposed that functional guidance and counseling program be established in every
secondary school. This proposal bore fruit in 1952 when the Division Superintendents of schools
recommended the establishment of Guidance Services in public schools
1953 – the Philippine Association of Guidance Counselors was organized to study the needs, interests,
and potentialities of the youth and to establish a Testing Bureau.
1965 – PGPA organized, counterpart to AGPA

Associations that were born since 1932:


1. PGCA – Philippine Guidance and Counseling Association ( the oldest and biggest association)
2. PACERS – Philippine Association for Counselor Education, Research and Supervision
3. CDAP – Career Development Association of the Philippines
