 The Members of PPSC frequently travel to all over the Punjab specially
Rawalpindi and Multan for interviews and written tests. The vehicles
are old models 2003 etc. The PPSC is spending frequently a huge
amount for repair/ maintenance of such vehicles. It is proposed that at
least 4 vehicles may be provided from the Transport pool of S&GAD for
touring purpose regarding interviews and written tests.

ACTION

Case was presented before authority and letter bearing No.Estt.II/105-


05/2010-PPSC/804 dated 21-10-2014 was forwarded to the Additional Chief
Secretary, Punjab for provision of four touring vehicles on distant places of
Punjab for PPSC Members. (Copy enclosed)
 20 % Commission allowance on the analogy of FPSC and KPKSC in lieu
of “Special Allowance” already granted to the employees of Punjab
Civil Secretariat may be granted to the employees of PPSC as the
employees of PPSC are being discriminated by depriving them of the
benefit in question, despite being special/constitutional institution
which is by all means, an extension of S&GAD.

ACTION
References were made to the Finance Department which declined, hence,
PPSC employees has filed a Writ Petition vide “W.P.NO.25977-2014 TITLED
AS MASOOD KHALID GHAURI ETC VS PROVINCE OF PUNJAB ETC” in Lahore
High Court which is fixed for hearing on 27.10.2014 before Hon’able
Justice Mr. Abid Aziz Sheikh.
 Equalization/Up-gradation of the posts of Directors and Deputy
Directors.

A reference in this regard has been made to The Secretary ,Regulation via
PPSC Administrative Department (I&C) for equalization/up-gradation of the

their cases extensively to obtain grant for mentioned purposes.
Subject: ESTABLISHMENT BRANCH

1. Establishment branch is directly controlled by the authority


(Secretary/Dy.Secretary), which deals all administrative, Human Resources, Policy
matters and run composition of PPSC. This branch should have been given proper
staff to run all matters smoothly and for purpose of setting a good work trend
being model branch as long as work is concerned for all other branches of PPSC.
Fluency of work in Establishment branch has been increased on time to time basis,
which may be perused seat wise as under:-

A-I
Almost 350 plus dealing files. All personal matter related to PPSC employees, their Leaves,
G.P fund cases, Ex-Pak leave, charge Reports, Enquiry cases, court cases related, (currently
handling by Assistant)

A-II
Almost 114 plus current dealing and 350 recoded files. Policy matters, Service Rules,
correspondence with all Govt. Departments, PPSC Buildings file work, court cases related,
Oath taking, Assembly Questions, Regional Offices Building Bills (currently handling by
Junior Clerk, while this seat belongs to Sr. Assistant)

A-III
Almost 300 plus dealing files. Service Books, Selection Board Meetings, Exam Schedule,
Reservation of Exam centers, Distribution of work among members & Branches,
Recruitment of PPSC, Bills of Exam Centers (currently handling by Assistant)

A-IV
Almost 350 plus dealing and recoded files. DPC, Pension cases, benevolent Fund Marriage
Grant, Funeral Grant, Eid- Bonus, Posting Transfer, Staff/Vacancy positions, Circulars, Orders
in PPSC, Notifications (currently handling by Junior Clerk, while this seat belongs to
Assistant or Sr. Clerk

Note: This J/C is given additional duty of Security Section upto 10:00 a.m for checking of females,
which is totally unfair.

DIARIST
All diary & dispatch work of branch, this seat is most important because Admin branch
frequently issue circulars and dispatch files and letters to whole office and outside also.

2. With the passage of time workload augmented but staff provision is


reserved, even sanctioned strength defined in previous organizational chart is not
provided. Exam Duty Rosters and Bills (Educational & PPSC staff), which is extra
burden and was assigned to Establishment branch after 2010.

Subject: ESTABLISHMENT BRANCH

PPSC, Admin branch is directly administrated by the authority


(Secretary/Dy.Secretary), which deals all administrative, Human Resources, Policy
matters and with structure of PPSC. This branch should be given proper staff to run
all matters smoothly and to be model branch to set a trend for other branches of
PPSC, but the bolt from blue is that work load of this branch is increased with the
passage of time but it is not given staff even according to organizational chart as its
previous defined requirement.

Before 2010 A-V (PPSC Exam Duty Rosters and Bills of Education staff as
well as PPSC staff) was dealt by concerned branch but then it was transferred as

A-II, which is also important seat needs to be handled by an experienced


Sr. Assistant, whereas a junior clerk is running this seat which is not valid.

It, therefore, requested to kindly at least existing strength staff seat wise
may be filled or A-V (PPSC Exam Duty Rosters and Bills of Education staff as well
as PPSC staff) may be again transferred to relevant branch as previous practice
because establishment Branch is always discriminated in staff allocation while work
load is increasing.

Chief Minister Punjab has accorded the approval of applications for
establishment of more than 60 Day Care Centers in Punjab. Women Development
Department is inviting new applications from public and private organizations for
disbursement of grants. PDCF has so for allocated Rs.200 million to provide cost
sharing grants to organizations for establishment of DCC.

70 % of the total cost of DCC for 25 children is borne by the Fund


including one-time cost of capital goods, and the cost of salaries and utilities for
specified period of time. 30% cost of DCC is shared by the grantee upon building

Drivers of PPSC have submitted a complaint vide (PUC) dated


15.09.2014 and raised accommodation issue while performance of official duty at
Multan. They complained that Incharge PPSC Regional Office Multan forced them to
sleep in courtyard on bare cot, which could be dangerous on ongoing rainy season
may cause dengue diseases to effect. Furthermore, they requested for provision of
suitable accommodation while duty at Multan or sanction advance T.A/ D.A to
meet expenses of private accommodation specifically during stay.

As per directions of worthy Secretary on (PUC), Incharge Regional


Office Multan may be asked to furnish facts and report about subject issue. Draft is

Division’s formulation of policy that all existing employees of BS-1 to BS-4 are
entitled to one step promotion to next grade twice in throughout their entire
service (Page-15/C), one step after ten 10 year of regular service 2 nd step
promotion to next grade after having 20 year of regular service and also clarified
(Page-16/C) that all existing employees of BS-1 to BS-4 are entitled to one step
promotion without any discrimination and irrespective of their selection grade.

2. Now it is to clarify further, whether the employees who are enjoying


already selection grade of BS-5 or BS-7 (i.e Drivers, Daftri, Naib Qasid etc), are
entitled for subject promotion irrespective of their selection grade or not. Deputy

2. In Pursuance of Finance Division’s formulation of policy for up-gradation/

moving of one scale up to employees of BS-1 to BS-4, vide memo No.1(4)F.1/2009

dated 31.12.2012, which was notified by Finance Department vide above mentioned

letters to all Punjab Departments. Despite the clarification affirmed in Para-1 of letter

dated 18.07.2014 that all existing employees of BS-1 to BS-4 are entitled to one step

promotion without any discrimination and irrespective of their selection grade.

3. Further advice/ clarification is solicited whether the employees, whom are

enjoying already selection grade of BS-5 or BS-7 (i.e Drivers, Daftri, Naib Qasid etc)

are entitled for subject promotion irrespective of their selection grade or not.

(Regulations) vide (PUC) No.SORI(S&GAD)1-86/2014 dated 11-08-2014 on subject

The Chief Minister Punjab has desired that while acting in different
capacities with reference to disciplinary cases under the PEEDA Act, 2006, the
timeframe given in the Act ibid should be observed strictly. It has also been
observed by the Chief Minister that unnecessary delay in disposal of disciplinary
cases not only benefits the accused persons but at the same time it perpetuates
agony of the civil servants who are ultimately declared not guilty. Kind attention
has been invited towards Section 7(c ), 10(6) and 13(7) of the Act ibid, which are
highlighted on Page-2&3/(PUC).

Moreover, they requested to ensure that enquiries initiated under the


PEEDA Act, 2006 in Departments/ Offices are completed by the relevant

The post of Accounts Officer (BS-17) in the PPSC is lying vacant since
January 2007 and Mr. Muhammad Sultan, Deputy Director (BS-17) has been
performing duties of Accounts Officer. This post is purely filled in by posting of an
Account Officer of BS-17 on deputation from the office of Auditor General of
Pakistan.

Previous Correspondence

The Commission vide letter Dated: 04-12-2010 at Page-44/C


requested the Auditor General of Pakistan for posting of an officer as Accounts
officer in BS-17 in PPSC. Director (Establishment) office of the Auditor General of
Pakistan vide letter dated 28-12-2010 at Page-45/C informed that in pursuance of
decision of Supreme Court of Pakistan the post of Audit officer has been upgraded
from BS-17 to BS-18 and how the PPSC will adjust the officer in BPS-18 against
post of BPS-17. Accordingly, Administrative Department vide this office letter at
Page-46/C approached Finance Department for upgradation of the said post from
BS-17 to BS-18, which was declined vide letter at Page-47/C, hence the PPSC vide
reference No. Estt.II/1-28/2003-PPSC/675 dated 11.07.2011 at Page-49/C
approached the Finance Department through the Secretary (I&C) for posting of an
Account Officer/ Accountant of BS-17 from Provincial Accounts Establishment, then
Finance Department sought options on PPSC requisition for said purpose from Local
Fund Audit Department and Assistant Treasury Officer/ Deputy District Accounts
Officer vide F.D letter at Page-50/C. However the matter in question has been
lying pending, no body has perused the issue nor Administrative Department (I&C
wing) has replied so for.

Fresh Proposal

Keeping in view the aforementioned facts as well as to full fill the


legal/ financial requirements, it is proposed that a reminder may be sent to The

development to non-development side and creation of posts through SNE
shall frame service rules for the respective posts immediately;

(ii) Recruitment process shall be initiated as per provisions of recruitment


policy and be completed within three months positively after observing
codal or procedural formalities;

(iii) The project staff may be allowed, as per standing instructions and
provision of service rules, to continue for a maximum period of six months
during which whole process of recruitment shall be completed;

(iv) While making recruitment, the project employees may be allowed


relaxation in upper age for the period they have served in the project;

(v) For experience, in the relevant field including the experience of project,
two marks per year upto the maximum of ten marks shall be granted to
employees to recruitment in BS-1 to BS-15; and

(vi) Recruitment of posts in BS-16 and above shall be made through Punjab

for Dengue Epidemic.

Outbreak of dengue fever in Punjab Province claimed precious
lives, besides miseries to people affected by this epidemic. Coming rainy
season poses a potential threat reproduction of larvae of dengue mosquito.
To avoid reoccurrence of dengue epidemic and identifying the causes of
dengue fever, it has been discovered tyres, inter alia, are major breeding
ground for reproduction of dengue mosquito. Given the inherent danger of
old tyres being a major issue, this hazard ought to be eliminated and its
important that discarded tyres are chopped/ shredded instantly.

It has been informed that in larger public interest, competent


Authority has been pleased to accord chopping/ shredding of discarded tyres
in relaxation of Rule 15.3 and Rule 15.7 of Punjab Financial Rules, Volume-I
with Para 10, Second Schedule, Part-I, Powers Common to all Departments,
to the Punjab Delegation of Financial Powers Rules, 2006, till the eradication
of out-break of dengue from the Province.

If approved copy of aforementioned letter from Finance

Subject: MONETIZATION OF VEHICLES

Motor Transport Officer-I, Procurement & Transport Wing,

Punjab is also working on monetization facility of official vehicles provided to

The basic objective of this transport monetization policy is in


line with the observance of the austerity measures and to eliminate any

Block, M.A Johar Town Scheme, Phase-II, Lahore was allotted by LDA to Punjab
Public Service Commission for the construction of office premises/examination
facilities funded through ADP Scheme No. 2253 for the year 2008-09. The
existing premises which have catered the needs since 1938 have become
inadequate in term of space, despite the building department has declared the
main building as dangerous. The situation is causing immense inconvenience to
the staff as well as to the general public, hence, the PPSC intends to construct
the office premises/examination centers.

3. Keeping in view the above, it is requested to allocate adequate funds


Rs. 01 million as a token in the ADP 2014-15. The C&W Department would be
preparing the cost estimate for civil works/PC-I for the scheme.

in order to review/monitor the progress for the period ending 31-12-2013 of
the following categories of disciplinary cases:-

Secretariat / Provincial Headquarters.

applications which were submitted in 2011 & 2012 are still awaited for tests to

be conducted.

2. He also suggested that PPSC should revise its age limit criteria

concerning different posts and increase upper age limit for M.Phil, Phd. &

Double M.A candidates, as in view of current situation, applicants/candidates

passed the age limit in waiting of test schedule/result from PPSC.
