PLAN AND PROCEDURE FOR HEALTH AND SAFETY

MANAGEMENT

1. GENERAL

IDX Multi Resources Sdn. Bhd. Health and Safety policies, procedures and codes of practice
are in full compliance with the current Occupational Safety and Health Act (OSHA) 1994.

The importance that safety awareness has in our corporate philosophy cannot be overstated.
Our approach is simple: we ask that everyone show concern and be involved in maintaining
the health and welfare of their fellow workers and all those related to the construction team
including the Employers Representative and the Other Contractor.

Strong performance of Health and Safety can be achieved by setting specific goals.
Planning, organizing and developing methods of control enable us to attain them. Our drive
for higher productivity and profits will not compromise our responsibility for Health and
Safety.
The Health and Safety plan will be prepared and controlled by QA/QC Section. However, for
the Project Manager as well as the Department Manager for Planning and Co-ordination this
will remain as one of the highest priorities of their obligations. The HSSE Coordinator will
report directly to the Project Manager without influence from others.

2. HEALTH AND SAFETY PROCEDURE

The HSSE Coordinator will plan to ensure compliance with and take the necessary action
for health and safety.

The Health and Safety plan will include, in general, the following items:

The Plan for Health and Safety, when approved by the Employer's Representative,
will be executed in order, such as:
New Entry Training

Daily Safety Patrol

Weekly meeting

1. Weekly meeting will be held with suppliers, sub-contractor and the


other contractors to discuss and control.
2. Priority Points in Weekly Safety Construction Cycle

 Coordination among different works through meetings for


construction safety.
 Distributing information on the day's hazardous area due
to mixed processes to all workers.
 Identifying and assigning resident personnel responsible
for the respective works.
 Making sure that all workers are familiar with the work
procedures and executing works based on hazard
estimation

Monthly Safety and Health Committee Meeting


IDX Multi Resources Sdn Bhd will attend the Employer’s Monthly Safety
and Health Committee Meeting if being called for the purpose of discussing
and resolving all safety matters of all workers.

Priority Points in Monthly Safety Construction Cycle

 Prior notice of agenda and securing attendance of all those


concerned
 Developing the contents of the discussion at the accident
prevention council.
 Identifying hazardous operations according to the monthly
schedule and coordination of the current work
 Establishment of site office rules
 Controlling suppliers, sub-contractors and the other contractors
 Setting up items subject to self-management by sub-contractor
head office and the assessment of its execution
 Informing the monthly safety slogan campaign.

Safety tool/facilities

We will establish and monitor equipment and work safety standards


throughout the working areas. All equipment and tools on the site will be
checked and registered by the HSSE Coordinator before they are
allowed to be used.

The Main Safety facilities are as follows:

 Dress for workers will be the proper protective clothing


and equipment, such as safety helmet, safety rope (if
any), safety glove, shoes etc., when necessary.
 Each electric distribution panel will have a safety breaker
 External cladding work, prefabricated scaffolding system
will be used with working platform, safety net, etc.

The HSSE Coordinator will ensure, at all times, adherence to the safety
procedures. When strategic safety matters are resolved, he will be
responsible for ensuring that the necessary details are disseminated to
the relevant personnel and that the required matters are implemented.
3. ORGANISATION OF SAFETY MANAGEMENT

3.1 General

Strong performance of Health and Safety is achieved by setting specific goals.

responsibility for Health and Safety.

3.2 Safety and Security

3.2.1 The HSSE Coordinator is responsible to the Project Manager for


Planning and Coordination.

3.2.2 By regular site inspection in conjunction with the Engineers and


Supervisors, the HSSE Coordinator will remain aware of all matters relating
to safety. He will order a work stoppage as a result of sub-standard, unsafe
conditions or practices. He may also order violating persons or companies
off the project if a safety problem persists.
3.2.3 The HSSE Coordinator will control the First aid facilities.

Priorities ranking of hazard


Safe Method Statements (Preventive Measure)
1. Unapproved scaffolding and hot tagged
o Remind workers not to use unapproved scaffolding
o Unsafe scaffolding which are not approved shall be rectify immediately and safe to
be tagged.

2. Bracing not in order


o Educate workers not to remove or damage all member of the scaffold.
o Replace or rectify scaffold members which are damaged or missing
o Workers who damage or remove any scaffold members without authority shall be
fined.
o Daily inspection on scaffold member by competence scaffolder

3. Workers falling from high level


o To install hand rail were applicable
o To install safety netting surround working platform
o Educate workers to use safety belt
o To use conveyor belt walkway or slot bunker permanent cat ladder

4. Materials falling from high level


o Ensure lose material to be secured
o Unwanted material to be removed
o Barricade working radius
o Full flooring working platform

5. Safety belt
o Educate workers the proper way to use safety harness / belt
o Safety harness / belt is no to be anchored at safe point

6. Manual handing
o Educate workers not to carry exceeding 50kg
o Educate workers the correct way to carry heavy loads

7. Safety helmet
o Ensure workers wear safety helmet when entering into site
o Educate workers to use safety helmet (E.g Use strap)
o Uncertified safety helmet not allowed.

8. Safety boots
o Ensure worker wear safety boots when entering into site

9. Safety gloves
o Educate workers to use safety gloves while executing hazardous activities.
WORK INSTRUCTION FOR HUMAN & PHYSICAL FACTORS OF WORKS ENVIRONMENT

1.0 OBJECTIVE

To outline the work instruction by which a conducive working environment and an environmentally
friendly workspace to enhance work efficiency is created.

2.0 SCOPE

This work instruction shall be carried out by the Project Manager and shall apply on all building
projects.
3.0 WORK INSTRUCTIONS

3.1 To check and ensure that workspace is kept in a clean state and free from foul smell.

3.1.1 Refuse shall be removed daily.

3.1:2 Floor shall be cleaned daily.

3.1.3 Walls, ceiling and partitions shall be washed at least once a year.

3.1.4 Work benches and other spaces shall be disinfested to remove disease-
Causing organism when required.
3.1.5 Site offices, temporary toilets, wash areas, canteen and other temporary
Structure shall be cleaned daily.

3.2 To check and ensure that sufficient toilets are provided.

3.2.1 Separate male and female toilets shall be provided, where possible.

3.2.2 Water closets and its flushing system shall be in working condition at all times.

3.3 To check and ensure that washing facilities are provided.

3.3.1 There shall be water supply and appropriate soap/detergent for washing
purposes.
3.4 To check and ensure that staff are not exposed to excessive noise or vibration.

3.4.1 Appropriate silencer or muffler shall be installed to relevant machines and


equipment, such as generators or compressors, to reduce excessive noise or
vibration.

3.4.2 Workers working in a noisy environment shall use appropriate earplugs.

3.4.3 Generators or other noise generating equipment shall be located as far away as
possible from the workspace.

3.5 To check and ensure that pollution is kept under control

3.5.1 Water from construction site shall be channeled through an appropriate sift trap
before discharged to the public drains.

3.5.2 Smoke emission from machinery shall be minimized by using appropriate air
filters.
3.5.3 Chemicals and other hazardous materials shall be kept in proper containers,
handled and stored as required, to prevent any leakage and spillage.

3.6 To check and ensure that the, workspace is adequately ventilated with

circulation of fresh air.

3.6.1 For natural ventilation, the total opening area shall be at least 10% of the floor area
with a free cross ventilation airflow.

3.6.2 For mechanical ventilation, appropriate fans shall be used to generate the
required airflow.

3.7 To check and ensure that suitable and sufficient lighting are provided.

3.7.1 Plan, provide and maintain sufficient light fittings to meet the required illumination
required for the relevant workspace.

3.8 To check and ensure that staff working under high temperature are equipped with
appropriate personal protective apparel.

3.8.1 Wear appropriate goggles and gloves when carrying out hot work such as welding
work and gas cutting work.

3.9 To check and ensure that adequate supply of wholesome drinking water be provided.
3.9.1 Wholesome drinking water shall be provided at conveniently accessible
locations.

3.10 To check and ensure that the workplace's location is conveniently accessible.

3.10.1 In determining the deployment of staff to the workplace, the means of transportation
to and fro and having meals shall be taken into consideration.

3.11 To create an environment for social interaction.

3.11.1 Provide light refreshment for meetings, as appropriate.

3.12 To check and ensure that the workspace is not overcrowded.

3.12.1 Minimum workspace per staff shall be 11.5 cubic meters. Should the project
specific circumstances render this impossible, prior discussion and consensus
shall be obtained from the Quality System Manager.

3.12.2 Minimum height of the workspace shall be 2.4 meters. Should the project specific
circumstances render this impossible, prior discussion and consensus shall be
obtained from the Quality System Manager

3.13 To check and ensure that safety rules are observed.

3.13.1 Issue appropriate personal protective equipment such as safety

helmet, safety belt, safety shoes, ear plugs, protective eye wear to relevant staff.

3.14 To be receptive to suggestion on improvement to work methods.

3.14.1 Evaluate suggestions received on improvement to work methods and when


appropriate forward such suggestions with relevant comments to the Quality System
Manager for appropriate actions to ensure continual improvement to
