Worst-Case
Scenario
Part of crisis management is imagining
the worst-case scenario of a particular
event, as in the Marawi siege.
What started as a “heavy and sporadic
firefight,” as CNN reported it at 2:00
p.m. on May 23, 2017 in Barangay Basak
Malutlut, Marawi City, turned out to be a
"newly evolving type of urban warfare,” as
the President put it.
That the government has been caught
figuratively with its pants down are shown
by various indicators, like the fact that the
whole military hierarchy was in Russia
when the Marawi crisis erupted. All it
could do like a knee-jerk reaction was
the declaration of a 60-day Martial Law
in Mindanao period which the President
extended, and which Congress supported,
until the end of this year.
President Duterte is of course right with
his description of the crisis ignited by a
hitherto unknown renegades. It has gone
messy (with 109 government forces killed
as of July 27 this year) and revealed the
true separatist agenda of the Maute group
for a Dawlah Islamiya.
The government spin doctors seem still
to downgrade the crisis as the handiwork
of a group and not as an ideological war.
This is where the government is
apparently not seeing the worst-case
picture.
For if there is one thing the Marawi crisis
had shown is its lack of crisis management.
It had thrown the full force of its military
might defending a single fort.?
What if there are other hotspots in the
country that suddenly erupt?
What if the CPP-NPA, drawing from
this lesson and goaded by the cessation
of the peace talks with government, also
suddenly stage an uprising somewhere
else in the country?
What if other Islamic fundamentalist
sleepers awake and do their rampage in
another?
How will our government respond and
defend our sovereignty when it is fighting
in several fronts and forts?
That would be a worst-case scenario
indeed.

President Duterte’s second State of the
Nation Address (SONA). PCCI said the
President touched on a lot of issues but
failed to mention agriculture and the
micro, small and medium enterprises.

enough – citing the socio-economic
platform and the infrastructure
programs of the government.
PCCI welcomed the President’s
commitment to improve Internet
services but said this should have a
specific timeframe. It also supported

cause of evil and that martial law is
the least cost and fast solution to the
terrorism being waged by the Maute

Succor Hospital of Cebu to invalidate
the P13M income tax deficiency
assessment issued by BIR for tax year
2009. Petitioner said that a BIR ruling
and previous resolution of the CTA had
upheld its tax exempt status (Sec. 30-

It was an unusually extraordinary nice feeling for Grade Vl
pupils then to know they are graduating from the elementary
level and moving on to high school like it used to be. Not now.
Of course, the kids are entering high school, the junior high
school that is, but they are into a Grade 7 studies, What?
Grade school again? Some would comment. A lot of parents
even find this moving to another grade does not place very
well with them. There had been many negative comments
about this new curriculum. But never mind. It does not matter
that one is a grader again but that the transition is necessary
to keep our educational system in step with education all
over the world.
From Grade Vl to Grade Vll. This is merely a matter of
label. What matters is the K-12 curriculum is in place. And
Philippines education is now in step with education in most
countries.
The implementation of the K-12 curriculum is a big step
towards Filipino students becoming very competitive with
other students the world over.
With the Grade Vl as the last phase in the implementation
of the K-12 curriculum, these children are not just leaving
their elementary school rooms and grounds to go to a higher
ground, taken literally, which may be a high school or even
a university, this is meaningless.
That the sixth graders are now to be called seventh
graders has a lot of good and positive inputs they have
managed to absorb during their six years that guaranteed
an intensive learning process which the K-12 curriculum has
programmed for their benefits. The last phase of the K-12
curriculum established an impact on our young learners
as they were initiated into subjects that had prepared
them for another six years of high school studies. The
implementation of the K-12 curriculum is a breakthrough in
our educational system making our high school graduates
very competitive wherever they go for advanced studies or
to seek employment especially outside the country.
The last phase of the K-12 curriculum in its six years of
grade school was carried out without qualms that the K-12
objectives were not carried out.
The Grade 1-6 studies (Kindergarten included) prepared
them for course studies not to be let behind such as the
basic subjects like English, History, Mathematics, Geography,
Science, Music and the Arts, Technical and Livelihood among
others.
The last phase of the K-`12 in the elementary level had
created an impact in our educational system which, for
sometime was even considered passé but the implementation
of the K-12 curriculum proved the saving grace before the
eyes of international educational leaders.
No worry, sixth graders, you are completing with your six
years in the elementary a well rounded foundation for the
Junior High School and eventually for the Senior High.
Campus Journalism and its Relevance
to Education and Community

Many in the profession of Journalism, whether print or
broadcast, have had their early exposure in the field even
in their elementary years. The yearly Press Con of the
Department of Education is a very laudable move that many
a student had found not only. challenging. It is likewise an
opportunity for them to hone their knowledge and qualify to
participate in the writing and broadcasting competitions and
be proudly called campus journalists.
Where there is today a proliferation of mass media utilities,
radio, television, the movie and today, the social media, the
school children will have no dearth in the choice of what to
write and where he wishes his article published..
Campus journalism has found its niche in the world of
technology. The school, and no school for that matter, does
not have a voice via its school publication which serves not
just the instrument for pupils to hone their ability to write
and inform other pupils of the different events in school.
Journalism as a profession in their adult years can have
its early beginning in the school publication where their
journalism leaning can be well entrenched in their mind
and be given the chance to grow and adopt journalism as
a lifetime profession. This account for the relevance of
journalism to education and the community.
The school publication does not limit its coverage to
school news but community news just as well. For example,
the publication carries community news like events like
health and wellness, business and agriculture, science
and technology that are all of importance to everyone. The
campus journalist can feature government officials as much
as he features school officials. the barangay can also be
tapped for their news just all other sources of information
can not be left behind..
To the children in school, journalism must become a part
of their life in school. The school paper does not limit them
to writing the journalistic way but it goes beyond. The paper
becomes also the instrument for children to publish their
creative works like poetry, essays, short stories and the likes.
In this regard, one can use campus journalism as much as a
literary and creative writer and not just to become a respected
and dynamic journalist in the future and give pride to their
school and community. But the idea of serving through the
media must never be taken as a means of promoting one’s
personal aggrandizement but to serve the community and
the country as a whole.
Campus journalism, education and the community…they
make a perfect triad.

the Pacific Mall Convention

The 20 young ladies who
will compete for this year’s
Mutya ng Ibalong are Jenny

The search for Mutya ng
Ibalong is part of enhanc-
ing the skills and abilities
of the young ladies in order
for them to develop their
own personalities, the mayor
pointed out.
The winner for this search
will receive Php250,000, he
added.
Abadeza said the concept
of this year’s Mutya ng Iba-
long is to showcase the mod-
ern Oryol in order to show
to the public that women are
also empowered, strong and
have the right direction.
During the pageant night,
the winner will receive a
crown that will be used ev-
ery time she has an official
function.
All the 20 candidates
of the search for Mutya ng
Ibalong will be presented to
the media during the talent
competition on August 19

the PNP.
Gardiola acknowledged
the significance that partner-
ships bring to any endeavor
or program.

Gardiola also assured the
stakeholders that the PNP re-
gional office will not waver

fair enforcement of the law”
as they continue to heed the
marching order of President
Rodrigo Duterte and Chief
PNP General Ronald M. Dela
Rosa in eradicating all crimes
and the drug menace from the
streets.
Bearis stressed that Oplan
Sinagtala is meant to address
not only the drug problem
that has been tarnishing the
moral fiber and destroying
the future of the youth but
also to destroy the evil that
lies in a lawbreaker’s mind,
pushing him to commit more
crime and endanger the lives
of the people.

be the epitome of how a gov-
ernment servant should be,
your protector, not your op-
ponent, your refuge and not
your loss , and your ally, not

LTO-Legazpi firms up
campaign vs fixers
LEGAZPI CITY --- The
Land Transportation Office
(LTO) Legazpi District of-
fice on Wednesday renewed
its campaign against fixers
after responding to public
clamor by putting up an
“information assistance
desk” to address queries
by clients about licenses,
permits, motor vehicle reg-
istration and other law en-
forcement cases, an official
of the LTO here said.
Maricar Butalid, LTO
Legazpi District chief, in an
interview said, “we are inten-
sifying our campaign against
fixers by assigning a duty of-
ficer that would entertain and
give immediate assistance
to the public concerning the
agency services.”
Butalid said the renewed
drive versus “fixers” is in re-
sponse to public complaints
about the presence of people
not organic with the LTO but
are offering their services for
a fee to facilitate the release
of drivers license, motor ve-
hicle registrations, and even
fixing law enforcement cases.
