council here has sched-
uled a conference with
the stakeholders before
demolishing the struc-
tures with “extensions”
in the Bayanihan Village,
Barangay Sta. Elena –– a
housing resettlement for
‘Sendong’ survivors.
City councilor Jake
Balanay, chair of the com-
mittee on housing devel-
opment and urban poor
said they will hold the
conference on March 27 at
9 am at the Tomas Cabili
Barangay Gymnasium.
Balanay said the cen-
tral point of discussion
will be on the scheduled
padlocking and demoli-
tion of units in Bayani-
han Village.
The councilor added
that there are more than
400 units in the village
that had “clear violations.”

units were awarded to
survivors of the Dec. 17,
2011 Supertyphoon ‘Sen-
dong’ because their houses
were washed out by the
flash floods.

point to turn the volume of the speak-

I shouldn’t. No one has been able to ex-
plain that satisfactorily to me or provide
a link between my use of the hammer
during these religious holidays and
one of the numerous cases of Roman
executions that, according to tradition,
happened over two millennia ago at the
present day Church of the Holy Sepul-
chre in the Old City of Jerusalem.
First, the relatively small hammers
in my tool box are most likely made in
China, definitely not from the Middle
East, and nothing that resemble Mjölnir,

of a program that may actually affect
millions of lives either in a good or in a
bad way.
Let me share my take on the ques-
tion. The “Build build build” program of
President Duterte may just be the most
ambitious ever attempted by any presi-
dent we have had in history. By putting
our money on infrastructure in the com-
ing years, surely development will be
fasttracked. We would be expecting bet-
ter transportation facilities and probably
more stable power supply at a cheaper

superstition -- you’ve been fed with

cost. But as I previously hinted, it’s not
as simple as what it seems. Our country
does not have unlimited resources and so
if we put so much money on infrastruc-
ture it would simply mean sacrificing
other services as well. The question now
is at what or at who’s cost?
Sometimes we should have to accept
the painful fact that we are not yet ready
for a sprint in infrastructure develop-
ment. Infrastructures are important,
please don’t get me wrong. We need
roads that will connect farms to market.
But what are the roads for if we forget to
develop our farms as well? I once han-
dled a municipality which was a benefi-
ciary of the Department of Agriculture’s
farm-to-market road project. And so a
long road was built from the hinterland
to the town center. When I interviewed
a farmer there, he was very elated to
say for the first time his feet won’t hurt
anymore since they are now walking on
concrete. As funny as it sounds, it proves
exactly my point that infrastructure
may not always be the best solution in
social development. There is a need to
simultaneously capacitate our populace
as well so that our infrastructure will not
end up to be high-tech tools for same old

companies that are considered natural
monopolies as in the case of water and

Natural monopoly exists as a re-
sult of the high fixed costs or start-up
costs of operating the business. If these
services are not considered to be natu-
ral monopolies, on the physical aspect
alone, we can just imagine the labyrinth
of wires and pipes all over the city.
Public utilities have common char-
acteristics, such as supply of essential
goods or services, they are subject to
strict regulation, investment requirement

the sala must be those Stations of the
Cross on top of mountains where climb-
ing in this hot weather requires a porta-
ble air-conditioner aimed at your fats.
Mountains don’t have polluted oceans.
Instead, they have beautiful views of
the coconut trees down below, that is, if
you still have enough energy to stand up
and appreciate that view. Most probably
you’ll be lying down right in front of the
14th Station with your clothes off while
begging for water.
But with everyone from Aparri to
Jolo vacationing anywhere but here, the
best place for Holy Week is still your
own home. Watch Netflix. Flex your
muscles. Sort scratch papers according
to size. Help the accountant prepare
income tax requirements. Reread “War
and Peace,” “Gone With the Wind,” and
the Holy Bible. Yes, that’s what you do
when you have an excuse to do nothing
at all.
Holy Week is also the time to have
a healthy diet. Red meat is not allowed
but you may have platters of kinilaw and
sashimi, provided the tummy has the
strength to fight off worms. The most
daring, though, will feast on tamilok in
Palawan, and down that with tequila like
that scene in the movie, “Mr. & Mrs.
Cruz.”
It doesn’t help that this year’s Easter
Sunday falls on April Fools’ Day, as if a

(SSS) President and CEO Em-
manuel Dooc remains hopeful
of an increase in the agency’s
contribution this year.
Dooc, in a press briefing
Thursday, said a copy of the
increase proposal has been sub-
mitted to Malacanang and they
continue to regularly follow it
up with the Department of Fi-
nance (DOF).
He said DOF officials contin-
ue to study the proposal, which
is targeted to improve the state-
run pension fund’s assets to be
able to deliver more efficient
services to its members.
He said there is a slim chance
that it can still be implemented
in the first half of this year or
around June although he is hop-
ing that it can be implemented in
the second half.
Under the proposal, contribu-
tion of members will be hiked
from 11 percent to 14 percent to
compensate for the increase in
pension since 2017.
SSS is also asking for the in-
crease in the minimum salary
credit from P1,000 to P4,000
and the maximum cap from
P16,000 to P20,000.
These proposals are expected
to bring in additional P45 billion
in contribution revenues, which
is projected to lengthen SSS’s
fund life from 2032 to 2044.
Dooc earlier express hope
that the contribution hike can be
implemented by April this year.
