Introduction
FRENCH TECH TICKET, THE FRENCH PROGRAM
FOR INTERNATIONAL STARTUPS

The French Tech Ticket is a one-year program by the


French government to attract gifted and ambitious indi-
viduals from all around the world and help them set up
and develop their start up in France.
More than just a start up visa, this 12-month program offers end-to-end
support on the journey from early stage startup to successful business –
from financial support and training to first customer acquisition.
Selected entrepreneurs and projects will work closely in one of the 41 top
French partner incubators providing among others mentoring, fundrai-
sing strategy, expert advice and pitch practice.

Ticket is designed to attract entrepreneurs with auda-
cious projects from all over the world and help them
launch their ideas or grow their businesses in France.

Paris has been steering a bold


start up policy for a number of years
now, making it one of the world’s lea-
ding innovation centers.
The city’s density of incubators, startups
and the involvement of major groups in
Open Innovation programs have placed
the Parisian market largely on the world
innovation map.
Launched on June 21, 2015, the first
season of French Tech Ticket has
demonstrated its potential to boost
France’s attractiveness for startups.

A successful message of attractiveness for welcoming inter-


national startups:
- 1372 applications from over 100 countries and more than 5500
expressions of interests
- 86% of the Laureates have their perception of the French ecosystem
positively changed after one year spent in France

A fruitful integration of international startups in the French

SOME IMPROVEMENTS AND NOVELTIES

For this Season 2, the French Tech Ticket Program has


been adjusted to better welcome international entrepre-
neurs. While it was only in the Paris region for the first
edition, the Program has been extended to the French
Tech Metropoles, organized by thematic and business
areas. This is now 41 incubators in France that will host
the 70 winning projects, in 2017.

CARFIT is a global startup in the data analytics connected car/autotech space
aiming to revolutionize the car maintenance industry. The current approach
of car repair is a reactive one – an idea we find to be dated. We leverage the
NVH (noise, vibration, and harshness) automotive science with data science
to create a predictive maintenance platform. Our PULS sensor is able to conti-
nually receive and transmit data about car’s vibrations and identify them to
give the user an up to date snapshot of their vehicle’s tires, wheels, brakes,
shocks, and other wearing parts – something current on board car computers
aren’t capable of doing. Using prior and ongoing data, CARFIT is able to
determine when a problem will occur for a car before it happens. CARFIT
will result in less expensive repairs, more informed drivers, and safer roads.

THE VENTURE ADVENTURE

France has the second largest venture capital ecosystem in Europe, worth
€94 billion in 2013. Venture capital represents 22% of all deals here. Since
2012, $6,07B were invested in French Tech startups across 1,154 deals.
Deal activity recorded a 5-year high in 2016, growing 115% over numbers
to 486 deals. In average 121 deals were concluded on a quarterly basis.
One VC success story is Idinvest Partners. An early investor in SIGFOX,
Deezer and Meetic among others, the fund now manages €5 billion in
assets—and received a $17 million investment from the American mul-
tinational Cisco in December 2015.

PENNIES FROM HEAVEN

In 2015, 4,440 business angels invested €41,2 million in some 386


businesses in France, up more than 13% from the amount invested in
2014. The favorite sector of Business Angels is digital with up to 48% of
total amount invested.
Xavier Niel, the founder of Internet service provider Free, is France’s
most active business angel. He has invested €200 million to convert a
former rail depot into what will be the world’s largest business incubator
for 1,000 startups, Station F (to open in April 2017). Niel is followed
by Fabrice Grinda, who co-founded the Aucland auction site and has
invested €26 million in 170 startups.
France is ranked first in Europe in 2016 for the number of investment

BRAIN WIDE OPEN

Big French companies are embracing open innovation, or sharing


knowledge with external partners. Among these, Airbus set up an innova-
tion center in Silicon Valley and has joined forces with partners such as
Air France-KLM and Thales to support the Starburst Accelerator, provi-
ding seed funding to firms in aerospace, defence and security.
42, a tuition free and disruptive coding university, created by Xavien Niel,
opened its first branch in the San Francisco Bay area in 2016
Electranova Capital is a VC fund sponsored by energy giant EDF Group.
It works with entrepreneurs to build global businesses in new energy and
environmental technologies.

Insurance multinational AXA has a €200 million global VC fund, AXA
Strategic Ventures, which is dedicated to FinTech and InsurTech.
Other French accelerators include La Poste’s Start’inPost and L’Oréal’s
Connected Beauty Incubator.

THE MORE THE MERRIER

The Statue of Liberty was a gift from France to America, but its pedestal
was paid for by an early crowdfunding effort in the United States. Now,
more than a century later, the French have adopted crowdfunding whole-
heartedly.
The State loosened the legislation on crowdfunding in 2014, allowing
project owners to raise up to €1 million in loans. BPIFrance, the public
investment bank, gathers together around 1,500 French projects from a
range of platforms on its own website.
French crowdfunding platforms raised €133 million in the first half of
2015, more than twice the amount raised in the first half of 2014. The
number of donors and lenders soared from 1 million to 1.75 million
people.
There were 70 crowdfunding platforms in France in 2015, the same year
that American platform Kickstarter arrived in France.
French crowdfunding leaders include Ulule, which has financed 16,500
projects (primarily in film and video) with more than €71 million raised
and has a membership base of more than 1,4 million people in 169
countries. Its project success rate was 66% in 2015. The company also
raised €5 million in September 2016. KissKissBankBank has helped col-
lect more than €40 million in funding from 174 countries for more than
18,000 projects.

For the sixth year in a row, France dominated the


rankings of Deloitte’s 2016 Technology Fast 500 EMEA,
which identifies the fastest-growing technology compa-
nies in Europe, the Middle East and Africa. We had the
most entries in the top 500 and 86 winning submissions.
France came in third in the 2015 Thomson Reuters Top
100 Global Innovators list, with 10 organizations.

PRESENT AND FUTURE UNICORNS

We have unicorns, too, such as BlaBlaCar, Criteo, OVH and Vente-Privée.


Many young French technology companies are going global. BlaBlaCar,
a ridesharing marketplace, is now present in 22 countries.
If you live in the United States and want your carbon monoxide alarm
to communicate with your furnace, SIGFOX is working on it. A Tou-
louse-based wireless network for the Internet of Things, SIGFOX is cur-
rently rolling out in 10 US cities. A company called MyFox (no relation
to SIGFOX) specializes in simple, reliable, connected security systems
controlled by a smartphone. It won five major awards last year and is
available in 11 countries. TechAdvisor’s review calls it “the best-looking
system we’ve seen” and the “best break-in detector we’ve used.”
Seven French companies are now listed on the NASDAQ, including bio-
pharmaceutical firm DBV Technologies, valued at more than $1 billion,
and digital performance marketing company Criteo, valued at more than
$2.5 billion.

Investors are opening their wallets and betting on the future of La French
Tech. Startups such as SIGFOX, BlaBlaCar, OVH and Deezer have raised
more than €100 million since 2012.
BlaBlacar holds the French record for funds raised, having accumulated
more than €300 million, followed by SIGFOX, (€250 million), the most
critically acclaimed startup in sound technology Devialet (€100 million),
the music streaming service Deezer (€100 million) or the luxury clothing
website Vestiaire Collective (€91 million).

ATTRACTIVE ACQUISITIONS

Wolters Kluwer acquired the software company Enablon for €260million


The telecommunication giant Nokia, acquired smartwatch and smart
appliance firm Withings for $191 million (€180 million).
TrainLine, a U.K.-based ticket service for railway and long-distance bus
journeys acquired a Parisian operator of an online portal that sells inter-
city European rail tickets, Captain train for $189 million (€178 million).
TripAdvisor acquired LaFourchette.com – the French equivalent of res-
taurant reservation service Open Table – for a reported €100 million.
Redhat, a leading provider of open source solutions, acquired eNovance,
a provider of open source cloud computing services, for €70 million in
cash and shares
Neolane, a software platform for managing digital marketing campaigns,
was acquired by Adobe for US$600 million (around €460 million)
Fimalac/Webedia has invested €240 million in digital media sites such
as allocine.fr and jeuxvideo.com over the past few years.

WHAT ELSE?

Well, the press seems to love the French ecosystem. Business Insider
writes, “France has built a vibrant tech culture in the last few decades.”
Wired UK agrees: “Many Parisian startups have already achieved the
kind of success that fuels a digital ecosystem.” Reporting on French
startups for Yahoo Tech last year, Jason O. Gilbert wrote: “Their pro-
ducts reliably blend ingenuity, cleverness, design smarts, and a vision
of the future.” His colleague Alyssa Bereznak tweeted: “guys the French
are killin’ it at CES.”

Rolling out the Tapis Rouge
for international firms in France

There have always been many reasons to come to


France, the world’s number one tourist destination.
But now foreigners are flocking to French shores for
something beyond the Eiffel Tower: they’re coming for
La French Tech.

In 2017, Hyperloop, the Future for transportation, decided to


open a facility in Toulouse, the city known worldwide as the
‘Aerospace Valley’ for the development and testing of Hyper-
loop-related technologies.

In 2016, Apple announced it would create an image sensor


research facility in Grenoble.

In June 2015, Facebook announced it would create an artificial


intelligence research lab in Paris, saying: “We think the FAIR
Paris team will bring valuable expertise and new perspectives
to our work.” And in January 2017, Facebook announced they
would open a Startup Garage in Station F, the world largest star-
tup campus.

Intel inaugurated a new R&D center, its eighth in France, dedi-


cated to big data in 2015. The same year Marc Benioff, the
founder and CEO of Salesforce, inaugurated a new R&D center
in Paris and announced that the company plans to invest $1
billion in France over the next five years. Not to mention that the
American multinational Cisco pledged to invest $100 million in
France, later doubling that figure. John Chambers, Cisco’s exe-
cutive chairman and former CEO, wrote on his blog, “it’s clear to

me that the French tech scene is at an inflection point. The time
to invest in France’s future is now.”
“You can create and market technology here” Benioff said. “You
can recruit people with the skills you need here, in Paris and
elsewhere in France. Exactly like in San Francisco.”

American companies aren’t the only ones setting up shop and


investing in France. The German software company SAP opened
its new French headquarters in Levallois-Perret in April. As CEO
Bill McDermott told President Hollande, “France could be the
next Silicon Valley.”

South Korea’s Samsung invested in French startup SIGFOX,


then revealed it would create a Strategy and Innovation Center
in Paris. Samsung President Young Sohn added his voice to the
others: “We actually believe that there are tremendous techno-
logy efforts happening in France, and that Samsung can take
advantage of them. So we will keep investing in France.”

R&D at foreign subsidiaries in France makes up 28% of all


business enterprise R&D expenditure here, and a poll of foreign
investors showed that 75% find France attractive for its innova-
tion and R&D.
