Tewksbury Police Department “Page: 1 NARRATIVE FOR DETECTIVE PATRICK M CONNOR 03/25/2018 Ref: 18-12740-aAR | This is merely a summary of the events that occurred on 3/24/18, while assigned to the Tewksbury Drug Unit: At 3:44 pm, I was advised by Tewksbury Dispatch that they were on the phone with a 911 caller stating that he believed that his room (#521) at the Residence Inn located at 1775 Andover Street in Tewksbury was actively being broken into. The caller who identified himself as Francho Bradley 2/8/59, stated that he had his hotel room (#521) under video surveillance and he just lost power to the feed, Francho stated that his video surveillance system never cuts out or loses power and he is concerned because he is on his way to Boston and has a firearm in the room, Dispatcher Aberle asked Francho if his firearm was locked up or in a safe and Francho responded by saying, “It's not locked up, It’s hidden”. Francho stated the firearm was hidden in the living room in the bottom dresser draw and didn’t want the gun to get into the wrong hands. Set. Columbus, Officer McMahon, Officer Maccarrio, Officer Trelegan, and I (Detective Connor) arrived at unit 521 at the Residence Inn and knocked on the door while identifying ourselves as the Tewksbury Police. Hearing no response and fearing that someone may be actively breaking in to a hotel room with an unsecure firearm present, we made entry via the cleaning services’ room key Upon entry, we cleared the hotel room for possible suspects. After clearing the hotel room we did not locate anyone inside, but we did observed what looked like a green dutile bag with several long guns sticking out of it. ‘The firearms that were protruding from the green bag were located on the floor in the threshold entering the bedroom. The manner in which the firearms were lying on the floor was in plain view as we entered and we had to physically step over them to clear the hotel room, I also opened the dresser draw in the main living room area where Francho stated his firearm was for the purpose of making sure it was not stolen. Upon opening the top draw, [ observed a black revolver that had six rounds in the chamber (fully loaded). There was no lock, trigger device, or any mechanism that would prevent the firearm from not functioning. It should be noted the dresser itself, did not have a lock on it or was capable of locking. I opened the second of the three draws and saw a number of electronic devices and a hand held radio. The third draw contained eight magazines that appeared to be fully loaded and all capable of holding more than 10 rounds of ammunition, thus classifying them as large capacity feeding devices. In addition to the eight high capacity magazines, there were two speed loaders that each contained six rounds that appeared to fit the revolver in the top draw Once we determined there were no threats present. Sgt. Columbus called Francho via cell phone and spoke with him. Francho advised Sgt, Columbus that he was concerned someone may have broken into the room due to the video feed on the laptop going out. Francho stated to dispatch as well as Sgt. Columbus that he called the front desk once he lost power to see if there was any power outages. Once the hotel advised Francho there were no ‘outages, he requested that an employee or maintenance person check on his room. The Hotel staff sent Sabino Silva, a maintenance worker from the Residence Inn, to the room to see if they had power. Sabino later advised Officer Trelegan that once he entered room #521 at the Residence inn he saw a “big gun” and left the room prior Tewksbury Police Department Page: 2 NARRATIVE FOR DETECTIVE PATRICK M CONNOR 03/25/2018 Ref: 18-12740-AR | our anival | | Set. Columbus asked Francho over the phone if he would give consent for us to search the room to locate and secure any firearms due to the fact we could see many of them in plain view. Francho advised Sgt. Columbus he Would consent to a search and that he was on his way back to the room from Route 495. Upon receiving verbal consent, | walked over to the cluster of firearms lying on the ground and removed them ftom a rolled up green flight suit. It should be noted at first look it appeared to be a dutlle bag, but a closer inspection yielded a green fight suit Iremoved each rifle from the flight suit and placed it on the ground next to me. The first long gun was a black | and brown semi-automatic rifle (8840182982) that was capable or readily modified to accept any detachable | large capacity feeding device for more than 10 rounds of ammunition. It should be noted that one of the eight _ large capacity magazines that was loaded in the draw appeared to fit the rifle. The second long gun I observed | was a black rifle (SS#A445519) with a detached stock lying next to it. The black rifle appears to have a silencer | on the barrel. A silencer is defined by M.G.L. as any instrument or attachment for causing the firing noise of any | gun to be silent or lessened or muffled. The third long gun was black and appeared to be a AR-1S style rifle | (S8#023530) with a grenade launcher affixed to the bottom, There was also a gray silencer affixed to the barrel of | that rifle. All three rifles were semi-automatic that were capable or readily modified to accept any detachable | large capacity feeding device for more than 10 rounds of ammunition. The magazines located in the dresser draw | appeared to match each of the rifles and were all loaded. It should be noted that five of the high capacity | magazines were affixed to each other by a homemade case. This was concerning because it allows an individual to shoot off.all five magazines in a short amount of time. In the bedroom located on the right side of the hotel room we located a gun case with a large capacity camouflage colored rifle with a scope (SS#092297). Also, located in the gun case were three loaded high capacity feeding devices that matched the rifle. The feeding devices were capable of holding more than 10 rounds of ammunition based on inspection of the magazines. ‘Once all the firearms/rifles were secured that were in our immediate view, we waited for Francho’s arrival. Officer Maccario and | observed Francho's white Jeep (TX. Reg. HJY6164) pull in to the parking lot and a male | exited the driver's side and started to walk towards us signaling with his hands, Once we confirmed the | individual was in fact Francho we advised him that he was not under arrest at this time, but he was going to be | placed in handcufls so that we could ensure he didn’t have any weapons on him. Officer Maceario and I placed handcuffs on Francho and conducted a pat frisk for weapons. There were no firearms located on Francho during, the frisk. We walked Francho over to a more secluded area per his request. Once there, Officer Adams read Francho his Miranda Rights from a preprinted card to which he stated he understood and wished to speak with us. It should be noted that Det. McLaughlin confirmed with Dallas Fusion Center's Detective Webb that the License to carry was currently active | in Texas, I asked Francho if he had a Massachusetts License to carry to which he stated he did not, It should be | noted that although Francho had an active Livense to carry @ handgun in Texas, itis not reciprocal in | Massachusetts and he is deemed unlicensed. We confirmed with Francho that he wasn’t ‘arrying these firearms | under any special circumstances as well as he didn’t have any Military or Police I.D. cards. Francho stated that he | brought the guns with him from Texas because he needed them with him for his mission. | Francho if he had any type of identifi He also stated that we could take the guns and store them at the Tewksbury Police Department, but he would have to come get them iffhe was called for his mission. Francho went onto say the he can’t tell us what he does for works or why he has all the guns with him, but that he is down in this area working for a govemment agency | that is dealing with a virus. Lasked Francho what agency he works for, but he stated that he couldn’t tell us and | that if we found out what he was doing, we would have to be writing reports for a long time, due to the fact itis | classified. Francho came off very odd, it appeared he was trying to hide something and he was not forthcoming at all. Although Francho was cooperative and provided answers to my questions, he kept advising me that he couldn't tell us why he was here or why he possessed all the firearms because it was classified, Francho kept telling me that he worked for the LA Police Department, but later told me it was for only five years, We contacted LAPD, but they told us to call back Monday for confirmation, Sgt, Farum and McLaughlin arrived on scene to assist | Lasked Francho ifhe would consent to a search of his hotel room #521 and he stated he would, It should be noted the room was rented under Francho’s name from March 11th, 2018-March 24th, 2018. Francho filled out a TPD | consent to search form with Sgt. Columbus’ assistance I As Lentered back into the hotel room, Officers McMahon and Adams stood by with Francho. [ entered the room | and saw parking tickets from Cambridge at Athenaeum Street and Second Street. Two of the tickets were at the same exact location two days apart and the third was from an area a short distance away on a third day. I found ize, but he kept receiving parking tickets. Based on his frequent trips to Cambridge from Tewksbury and arsenal of weapon§, my suspicions grew that he may be surveilling an area. It should also be noted that I knew there was a major March for Our Lives” in Boston that day. this to be odd because according to Francho’s statements prior, he had no ties to Boston or Cam! demonstration Lalso observed several tactical military style vests that appeared to have “flash bangs” and military style smoke grenades, tactical helmets. and military style equipment to include satellite phones and radios. I went back down to speak with Francho and asked him about the rifle with what appeared to be a grenade launcher. Francho confirmed the gun did in fact have a Grenade launcher, but that he didn’t have any grenades Tewksbury Police Department Page: 4 | Ref: 18-12740-AR “in the military. | Sgt. Farum later spoke with Francho to find out which ageney he works for and to see if his story made sense. Francho advised Sgt. Farnum that he was a contractor for a company he owned, Ensyme Engineering. Francho did not want to go into detail what the company did. We attempted to find out if Francho had any family that we could speak with to confirm or deny his story, but Francho stated most of his family was deceased or estranged. Francho could not provide any other contact numbers for someone to confirm his employment or reason for being in the area. Deputy Chief Voto arrived on scene to assist Based on the fact we located a grenade launcher. there were several tactical style vest filled with items we could not identify, we determined the situation to be dangerous, thus we stopped the search, evacuated the surrounding rooms, and called the State Police Bomb Squad. Lt. Gaynor arrived on scene to assist. The vehicle that Franco and his wife Adrianne Dershunit Jennings 5/13/77 were operating was secured by the front lobby of the Hotel where he parked and constant surveillance had been kept on it by officers. A view from the exterior of the vehicle showed there was a laptop on a stand (similar to a police vehicle) that was open and | turned on. The computer was located by the center console. There was also a Wi-Fi hot spot that could be seen. Detective Regan and Sgt. Farum spoke with Adrianne Jennings and she was read her Miranda Rights from a preprinted card, He asked Adrianne what Francho was doing with all those weapons at the hotel and she stated that, “We always bring the guns with us in case he gets deployed”. When asking additional questions about the guns, Adrianne stated that we have to ask Francho and she can’t speak about what he does. According to Adrianne’s statements, Francho’s statements, and the evidence of clothes and personal belongings found inside the room, it is apparent that Adrianne is staying in same room with Francho, thus having knowledge and access giving her constructive possession of the firearms and rifles based on the fact they were in plain view and unsecure. Specifically, all Adrianne’s clothing and paper work were directly next to the large capacity rifle that _ had three loaded high capacity rounds. Adrianne also stated that she did not have any type of License to carry in any state and they transported the guns up fom Texas, Francho was advised he was being placed under arrest for various firearm charges and he was searched incident and a blue T-Mobile smart phone Galaxy $3. to arrest, Located and seized from his person were two flash drive: Francho was transported back to the TPD and booked by Lt. Casey Shortly afier, Adrianne was advised she was under arrest and a walkie ~talkie similar to the one observed on the counter of the hotel room was located in her purse incident to arrest. Adrianne was transported back to the TPD were she was booked by Lt. Brackett and Special Agent S. MoGawnn along with Sgt. K. Ferrazzani of the Mass State Police (Joint Terrorist Task Force) arrived at the TPD to conduct an interview of Francho. (See Special Agent McGawnn’s report), Francho made many comments during the interview that didn’t coincide with reality such as the fact that when he was on LAPD in the 84° (he couldn't provide exact employment dates, but he stated it was sometime during the Olympics) he knew that they were things that were supposed to be kept from the public regarding the O.J. Simpson case that came out. It should be noted that the O.J. Simpson case didn't take place until 1994, several years after he stated he left the LAPD. Francho also stated he was a “science support Oncology” which has to due with cancer. Throughout speaking with Francho in the interview and back at the station, he claimed to have had many prominent roles in the Obama campaign, in the German Government (working as a plain clothes drug officer in the DST-K44 Unit), and single handily saved a one star General who | was kidnapped a few years ago. Francho also stated his first wife who was 60 years old died of old age. so he | married someone who is 20 years younger than him to “solve that problem’ We contacted Frisco Texas PD where Francho and Adrianne live and ask them if there were any in house reports on the two. Frisco PD sent over their in-house call logs involving Francho and Adrianne, After reading the notes provided, it appears Francho called the police on 3/19/2013 and advised them Adrianne went missing and he was concemed because she was a Psych patient and had “mental issues” which she took medication for. After an | investigation, it was determined that Adrianne left the residence because she saw Francho’s shotgun lying on the table and she stated that her friend got killed by a shotgun and she wasn’t going to let him kill her. Adrianna was located and no charges were filed on wither party it was just appeared to be a domestic argument (see attached Frisco PD logs). On 3/24/18, I was granted a night time search warrant by Clerk Magistrate Janice Carrol out of the Lowell | District Court to search room #521 at the Residence Inn and Adrianne and Francho's Jeep (TX. Reg. Smartphone Galaxy $3 (center console) Tewksbury Police Department __ 7 "Page: NARRATIVE FOR DETECTIVE PATRICK M CONNOR 03/25/2018 Ref: 18-12740-AR It should be noted that three silencers were located in the room, two affixed to the rifles and one in a tactical vest | that fit the HK handgun located in the vehicle. Also the AR-15 with grenade launcher had a bump stock. A Bump | stock is any device for a weapon that increases the rate of fire achievable with such weapon by using energy from | the recoil of the weapon to generate a reciprocating action that facilitates repeated activation of the trigger. Bump stocks are now banned in Massachusetts as of February 1S¢ 2018. In addition the three military smoke canister grenades located in the hotel room were classified as internal machines. According to M.G.L. the term “infernal machine”, as used in this section, shall include any device tor endangeris | property, or both, by fire or, explosion, whether or not contrived to ignite or explode automatically and whether or not disguised so as to appear harmless. After speaking with Sgt. R. Bachelder fom MSP, he advised me that smoke grenades would qualify as an infernal machine due to their explosive nature and risk of injury and bums life or doing unusual damage to that they can cause to the intended target. | It should be noted on 3/25/2018 at 4:04pm, Det. McLaughlin and I (Det. Connor) conducted an audio and visually recorded interview with Adrianne in the Tewksbury Police Department’ interview room. Before the | interview began, Tadvised Adrianne Jennings of her Rosario Waiver due (o the fact she was in custody for longer | than six hours. Adrianne signed the form indicating that she understood and wished to speak with us. I then read | the TPD Miranda Rights and Recording Form. Adrianne initialed and signed that she understood and wished to speak with us. | The first few questions I asked Adrianne were her name and where she lives. Adrianne had an extremely difficult | time recalling what her address number and street name was in Texas although she stated she lived there going on | two years. I asked Adrianne why she came to Tewksbury Massachusetts and she stated her husband of 20 years (based on common law marriage in Texas) was down here for a job interview. Adrianne went onto say that | Francho was interviewing for an unknown job in this area about a week prior to her arrival. Adrianne stated that Francho came back to Texas to pick her up and then the two packed up their stuff and came back to | Massachusetts where they stayed at the Residence Inn, I asked Adrianne if they brought the firearms up from | Texas with them and she stated that they brought the firearms with them in the Jeep and Francho drove the | vehicle while she was the passenger. Adrianne went onto say the firearms were perfectly legal in Texas and they | thought it would be better to bring the guns with them as oppose to leaving them in an empty house. I asked j Adrianne to explain the process of transporting the guns from Texas to Massachusetts and she stated “I don’t know, I don’t handle the guns, but I know he put them in the car”, Adrianne stated the car was packed with stuff up to the windows, I asked Adrianne if she has ever seen Francho dress in all the tactical gear that was located in the room and she stated, “Well, we wear gear to the range”. Based on the above paragraphis and speaking with Francho and all investigators on scene, I have probable cause to believe that Francho Bradley and Adrianne Jennings departed Texas enroute to Tewksbury’s Residence Inn prior to March 11, 2018 via their Jeep. According to Francho (post Miranda), he advised me that he transported the guns with him and Adrianne to Tewksbury. Bradley 02/08/1959, and his wife Adrianna jennings 05/13/1977, as to the large amount of weapons and ammunition located in the couple's hotel room. | Mr. Bradley was evasive in his responses when asked why he had all the weaponry, and what is his current occupation was. He claimed to be a former Los Angeles Police Officer, and former military Police Officer. He had in his possession a badge which read " Concealed Handgun License", The badge also displayed the words " Department of Defense, United States of America". Mr, Bradley alluded to the fact that he works for a secret | government agency, though he would not divulge details. | contacted the Los Angeles Police Department in an effort to confirm that Mr Bradley was once employed by | them, I was told J would need to contact their personnel department on Monday morning. | Talso ran Mr, Bradley's name through the Accurint database to try and identify relatives or associates who may be | able to shed some light upon the nature of his activities. I located a woman by the name of Catherine Wilkins of 6831 Welch Rd. in Chesterfield, VA. I called her residence, and was able to speak to a gentleman who identified himself as Catherine's husband, James Wilkins. He said Catherine is currently out of the country in Morocco, and would not be available until Wednesday, March 28th. I asked James if he is familiar with Mr. Bradley. He told | me Mr, Bradley is Catherine's ex-husband, James said he and Catherine have been married for 27 years, and they | | | have no contact with Mr. Bradley. I asked James if he was aware what Mr, Bradley does for a living, or if he is aware of any affiliation with any government agencies. James said Mr. Bradley has been "telling that story for | years".
