Introduction

WHAT IS THE PLAN PURPOSE?


+ 10-Year vision for Parks, Recreation, Open Space, Trails and the Yampa River by
updating:

• 2009 Parks and Recreation Master Plan
• Howelsen Hill Vision
+ The Plan will include:
• Current and future needs
• A vision for an integrated, accessible, and diverse park and recreation system

• An action plan that outlines prioritizing, phasing, and funding
+ The planning process will provide for opportunities to gather input from a wide variety
of stakeholders and the general public

WHY PLAN?
+ Added pressure to system and operations from more open space and extended
trail system, such as Emerald Mountain Open Space and its trail system; more
tourist use of the trail system, sports facilities and the Yampa River; and more
community events and festivals.
+ Needs for replacing aging facilities continue to fall short.
+ Adequate funding for capital improvements, operations, and maintenance has
been a challenge over the past 10 years.

VISION STATEMENT
City-wide Trails
+ Our community will take a comprehensive and regional approach to development
of a trail system, linking existing trails, giving neighborhoods access to trails, and
connecting urban and rural trails to public lands.
GOALS
+ Develop a network of pedestrian and bicycle paths, nature trails, greenways and
linear linkages that connect to parks and popular destinations.
+ Continue working on new signage from core trail to access points.
+ Establish constant revenue sources dedicated to the acquisition and maintenance of
trails supported by an adequate staff and maintenance activities.
+ Create a bicycle friendly community by creating an on-street trail system that connects
to other trails, schools, neighborhoods and commercial areas.
+ Apply context sensitive and sustainable trail design in order to protect sensitive habitat
areas, integrate trails with existing and future land uses, and reduce maintenance
costs.
+ Routt County will consider bicycle use in the planning and design of future road
improvements.
+ Identify a network of trails that are suitable for winter uses, such as cross-country
skiing, and manage those trails to accommodate winter use.

to protect the physical beauty, the open spaces, the special places, and the healthy
ecosystem of the valley in perpetuity. Our open lands program will not only seek to
protect our open space resources, but also to educate our citizens on the open space
treasures in their community.
GOALS
+ Preserve and/or manage open space to protect the agricultural, rural, and recreation-
based nature of the community and to preserve wildlife habitats and view corridors.
+ Create an open space system comprising of different types of permanent open space
such as community preserve, natural areas, special resource areas, and agricultural
lands.
+ Continue to integrate our open space areas
directly into urban areas of our community.
+ Where appropriate and acceptable to
landowners, provide access to open space
resources.
+ Continue to consider other plans when planning
for open space.
+ Establish a permanent and constant revenue source dedicated to the acquisition and
preservation of open space.
+ Identify critical wetland areas and critical wildlife habitats, and enhance and conserve
theses areas for future generations.
+ Target lands that have adjacency to Emerald Mountain for addition of recreational
trails.

VISION
+ Howelsen Park and Ski Hill is a highly valued, community-oriented public asset in
the heart of the city that provides year-round, multi-purpose recreation and facilities
for nordic and alpine skiing, hiking, biking, snowshoeing, rodeo events, sports,
community gatherings and festivals, and daily use by people of all ages and abilities.
GOALS
+ Maintain Howelsen Park and Ski Hill as an important and unique feature for town
residents.
+ Celebrate the winter sports heritage of Howelsen Ski Hill, which is highly valued by
residents and integrally linked to the image of Steamboat Springs.
+ Improve the site for daily park use by residents, and to better accommodate
community gatherings, performances and festivals.

Concept A – Basic Maintenance and Repair. The park elements remain where they are today.

+ Upgrade hillside bleacher seating, reconstruct barns in the stable area, realign the intersection of Howelsen Parkway
and the access road at the north end of the rodeo area to reduce paved area and clarify circulation.
+ Add landscaping in rodeo area.
Concept C – Multi-purpose Community Facilities.

Funding Alternatives
The current level of funding does not cover the costs of implementing master plans, changes
to Howelsen Park & Ski Hill, or additions to the system. The total cost for all of the options
presented is approximately $67 million. It is not possible to raise fees high enough to cover
the cost of capital construction and partnerships, grants and donations by philanthropists are
not predictable, long-term funding sources.
