(a) IN GENERAL.—Upon request of a Member of Congress and subject to regulations preseribed under sub- ection (b), the Seeretary of Voterans Affairs shall permit the Member to use a facility of the Department of Vet- erans Affairs for the purposes of meeting with eonstitu- ents of the Member. (b) ReGuLATions.—Not later than 90 days after the date of cnactinent of this Aet, the Secretary of Veterans Affairs shall preseribe regulations regarding the use of fa cilities of the Department, of Veterans Affairs by Members subsection: of Congress, Regulations prescribed under (1) shall require that a spaee within a facility of the Department provided to a Member under sub- swetion (a) is— (A). available during normal business hours; and (B) located in an area that is visible and accessible to constituents of the Member.
