Correspondence

The correspondencecou.se(throughEnglishmedium)for Hindi prabodh,


Praveenand PragyaCou$es stafts every year fiom July, under the auspicesof the
CentralHindi Traininglnstitute, New Delhi. The Coursesare being organizedin
compliancewith the Govenment of India's officiai Languagepolicy to provide
in-servicetmining in Hindi to all suchpersonnelof the Govemmentof India and
Central Govt. Undertakings, Corporatiols, Nationalised Banks. Financia]
Institutions, Apex Banks and Autonomous Organisations etc. for whom il is
compulsory and who are eligible to join the Hindi prabodh,/praveer/ pragya
classesunder the Hindi Teaching Schemeof the Ministry of Home Afl'airs but
could not receivethis training so far due to non-availabilityof Hindi training
facilitiesat their placesofposting or dueto someotherreasons.

2. For admissionto these coursesthe terms and conditionsof eligibiiity,


detailedinfomtationregardingcorespondencecoursesand prescribedproforma
lbr applicationare given in ANNEXURE- I, II and III respectively.Applications
ma.lein the prescribedproforma, duly filled up in Englishor Hindi, will only be
consider.edfor admission.The applicatiorrsof the eligibleemployees/office$may

ANNEXURE-I

ELIGIBILITY FORADMISSIONd\ID AGE LIMIT.

FLIGIBILITI

Hindi Language training is obligatory for all such


employees/offrcersof allTlie MinistriesiDepatments,
their Attached
and Subordinateoffices and Also Colporations,Compaties,Public
Sector Undertakings,NationalisedBanks, Financial Institutions.
Apex Banks and Autonomous Organizationsetc. owned or
contolled by the Govemmentof India, whoseKnowledgeof Hindi

is below the prescribed level. There are three coursesUnder this
faining, viz., PRABODH, PRA\tsEN Al\D PRGAYA. Prabodh
is an elemenlary course, equivalent to Pdmary level as regards to
knowledge of Hindi is concem. Pruveenis an intemediary courseis
equivalentto Middle level. Pragyais the final cou$e equivalentto
High School level. While fonvarding the applicationsof the
Candidates, cefiaingenemlpdrciples may be kept in view regarding
their Eligibility. Main featuesofeligibility areashereunder-

PRABODH

The employees/officerswhose knowledge of Hindi is below


Primary level and whose molher tongu€ is Tamil, Telugu, Karmada,
MalayalamMizo, Manipuri or English,are eligible for admissionto
PrabodhCoulse.

PRA\TEN

The trainees who have passed prabodh Examination or the


employees/Olificers
whose knowledgeof Hindi is below middle
level and whose mothefl ongu€ is Marathi, Gujarati, Bengali.
Assameseor oriya,Nepali. Konkani,Bodo, Senthaliarc eligible for
Admission to Praveen Course or those who have passed
matdculationwith Hindi asa subject,asa secondor Third Language
from the Non - Hindi speakingstatesand secwedless than 33%
marksin Hindi subjectarealsoeligiblefor praveencourse.

PRAGYA

The trailees who have passed Praveen couse or the


employees/ officers Whose koo\\'ledgeof Hindi is below High
Schoollevel and whosemoth 'Iorgue is Urdu, Sindhi,Kashmiri,
Dogri, Punjabior Pasto,canseekadmissionto PRAGYA COLTRSE.

2. The Central Govt. employees/oflice$ who have passed


Hindi as a subject in Matriculactionexaminationas a secondor
third lalguage or who have studiedHindi as a combinedSubject
with any other Larguage upto matdculation level fiom any non-
Hindi speakingstate, Even if they have secured330loor morc marks
in Hindi, shall not be Consideredto have acquired working
knowledgeof Elindi. Hence, trainingin Hindi upto Pragr'astandard
is compulsorlfor them.

AGE LIMIT: There is no agelimit for admissionto thesecourses.

Note : 1. Group "D" employeesare not eligible for admissionto theses


courses.

2. The employeeswho axenot required to do any ministerial work or


not requiredto write Notes on files or deal with coresDondence.
(e.g.slaff car ddvers.engineDnrers. recordsorlers,elictrician.,
fitters, gestetner operators; postmen, tel€phone operatorc etc.),
qualifying Pmbodhcxaminationis sufiicient for them.

3. The employees/of'Iicerswho are generally rot required to do any


ministerialwork themselvesbut haveto be conversantwith Hindi in
order to be able to do correspondenceand preparc rcpofis etc. in
Hindi (e.g. doctors, scientists, supewisory staff in workshops and
laboratodesetc.),qualifyingin PraveenExaminationis sufficientfor
rnem.

4. The Central Govemmentemployees/officemwho have to do


ministerial work, record notesor deal with correspondence,!Ie
required to qualify in ihe Prag;raexamination.

DETAILED INFORMATION REGARDING CORRESPONDENCE

COIJRSES

The medium of ins uction for prabodh, Praveen and pmgya courses
through Correspondeceis English, However, for prabodh Course, lesson
Kits, have also beenpreparedin Kannada.Malayalam, Tamil and Telugu rn
additionto English.

STUDY MATERIAI

AII those employeeswho are admittedto thesecoulseswill be supplied


study Mate al in eight instalmentsfrom August to March consisting study
Lessonsand responsesheets.The candidates wili haveto studythe lessons
and Attempt the exercisesin the responsesheetswhich shall be retumed for
evaluation to the CorrespondenceWing. The entire study material shall be
suppliedfree of cost to the candidatesadmittedto thes€courses. The
sponsoring authorities are requestedto kindly ensule that the employees

sponsoredfor the truiningsendtheir solvedresponsesheetswith in 15 days
for evalution to this Institute regula.rly.

DLTRATIONOF COIJ'RSES

The duration ofeach courseis one year.

SUBMISSION OF EXAMINATION FORMS

The examinalion forms will be sentto the traineesalongwith the fiIst Kit in
the month of August. The last date for receipt of the examination fbrms,
duly filled up both in Hindi and in English by the trainees, for the
examinations to be held in May everyyear shallbe of 15* November.The
rest lessons/kitswill be only sent to those trainees whoseexamination
forms are receivedwithin the stipulateddate.

EXAMINATION FEE

The following examination fee will have to be remitted in rcspect of


the employeesofthe Corporationsrundertakingsand Banks eta. alongwith
the examination forms by meansof a DEMAND DRAFT in favour of the
Deputy Director (Examination), Hindi Teaching Soheme,payable at
New Delhi. The Cental Goverffnent Employeesare not required to remit
any examination fee. The examination foms alongwith the bank Draft
shouldreachthis office by 15'November.
The exarnination fee payable by the Corporationsrundertakings/
Banks/Companies etc.for eachoftheir employeesis asfollows :-

1. Prabodh Rs. 40/- per trainee


2. Praveen Rs.40/- Pertainee
3. Pragra Rs. 50/- Pertiainee

The examination lee once paid shall neither be refunded nor


adjusted for the Next examinationiir any case. The examinationfee is
to be paid alonqwith the Examination lbrms only and not with the
admissionform

EXAMINATION

(a) The Examinationfor all the above courseswill be held in the


month of May, in accordancewith the time scheduleissued by the
Examination Wing ofthe Hindi Teaching Scheme.
(b)Therewill U" *. qrJfi p-"perof 100 markseachfor wdtten
examinationsfor eachofthe threecourses i.e.Prabodh,Pmveenand
Pragya.
(c) In orderto qualifu in the Examination, a candidatemust securea
minimumof 30 marksin eachpaperbut the aggregate in paper- I &
II shouldnotbelessthan 40 percent.

INTERNAI ASSESSMENT

(A) Besides, 100 marks are earmarkedfor intemal assessmentwhich


shall be awarded on the basis of the evaluation of the candidate's
performance from the Response Sheets submitted by them for
evaluationto tlis Wing.

(B) Marks securedin the intemal assessmentwill not be addedto the


total marks obtainedby the tainees in wdtten papers. However,
the candidates secu ng lessthan40 marksin intemalassessment
will not be declaredsuccessfulin the examination.

The sponsoring authorities are requested to ensure that the


employees seeking admission to conespondencecoursesdo appear in
the examination. It has been obseNed that a number of candidates
enrolled for these coulsesbut don't send th€ir solved ResponseSheets
regularly or do not appear for the examinations. Which rcsults in the
wastageof Govemmentmoney, time and labour . Therefore it may also
be ensuredthat all the enrolled candidalesappearin the examination.
Candidates,who do not take or get through the examinationsheld in
the month of May, may appear/reappearin the subsequentexaminations
underthe Hindi TeachingScheme,to be held in the monthofNovember
same year or May next year, but in that case they will be treated as
"Private Candidates" and as such,they will have to appear in viva-
voice also for their internal assessmentat the end of the
examination.

The marks obtainedby them earlier in the evaluatedresponsesheets


shall not be feated as thefumarks for internal assessmentin subsequent
examinations.

PERSONALCONTACTPROGRAMME

(a) In order to overcomethe drawback of absenceof Direct teaching,


pe$onal contact prcgrammes are arranged at different places twice a
year and the duration of this programme is about one week. These

programmesare aranged in thJse centers/citieswhere the mrmber of
studentsis sufficient. Dudng theseprogmrul')esclassrcom lecturesare
aranged wherein lessonssentthrough conespondencearc recapitulated.
Besides this, the students are provided individual guidance. Their
problems and difficulties are personally attended to. Intimation
regardingthe datesand placesofthese progtammesis conmunicated to
the sponsoringaulhorities from time to time by Regional Dy. Directo$
ofHindi Teaching Scheme. (Prabodh-2days,Praveen-2daysand Pragya
oneday).
(b) The employees participating in the personal contact prograrnmesare
treatedon duty like the traineesappearingin the examinationsunder the
Hindi Teaching Schemeand as suah the expenditue incuffed on their
T.A,4D.A.is bome by the Departmentconcemed.

INCENTl\E

The candidateswho passtheseexaminationsand fillfil the conditions


are entitled for finanacial incentives such as cash awards,personal pay
etc. in accordarce with the instructions issuedin this regard from time
to time by the Ministry of Home Affairs/Deptt. of Official Language.
These incentives are granted by concernedMinistf, Departunentand
Organization.

For admission to these couses, the applications in tlle prescribed
proforma (ANNEXLIRE-II) duly forwarded by the controlling officer
