PLAYGROUND EQUIPMENT AND STRUCTURES

PART 1 – GENERAL

1.1 GENERAL

A. All materials used in the manufacture of playground equipment discussed in this


chapter shall be of heavy-duty/commercial grade. Additionally, materials shall
have a long life, requiring little or no maintenance. All materials shall be safe for
use by children and where possible, environmentally friendly materials shall be
used. All playground equipment shall meet the safety standards set forth by
United States CPSC (Consumer Products Safety Commission) Publication No.
325 and ASTM 1487 shall be established though certification of manufacturer’s
products by IPEMA (International Playground Equipment Manufacturers
Association). IPEMA provides a Certification Service whereby a designated
independent laboratory validates a participant’s certification of conformance to
ASTM F1487, Standard Consumer Safety Performance Specifications for
Playground Equipment for Public Use.

PART 2 – PRODUCTS

2.01 COMPOSITE PLAYGROUND EQUIPMENT

A. Composite playground equipment (play structures, climbers, etc. excluding


swings, tire, swings, spring riders, etc.) discussed in the section shall consist of
the following components:

Structural frame (posts, rails, decks, walls, rooftops, etc.)


Rotationally molded plastic components (slides, rooftops, panels, etc.)
Metal components (climbers, overhead components, poles, grab bars, etc.)
Hardware & miscellaneous parts

2.02 STRUCTURAL FRAME:

A. Playground equipment’s structural frame (posts, rails, decks, walls, etc.) shall be
manufactured out of recycled plastic. Recycled plastic shall be made solely from
fractional melt flow HDPE (high-density polyethylene) derived from purified
recycled milk containers. In manufacturing recycled plastic. Milk containers shall
be processed in a wash-dry system to remove impurities. Then UV-inhibited
pigment systems, foaming compounds, and selected process additives shall be
added to assure a long life, color stability and durability. The following shall be
the minimum mechanical properties for the recycled plastic used:

B. Additionally, recycled plastic shall have an exceptional resistance to moisture,


corrosive substances, insects, and other environmental stresses. Recycled plastic
shall not absorb moisture, therefore it shall not rot, ship, crack, corrode, splinter or
require painting or maintenance. “Commingled recycled plastic” which is
recycled plastic made from different types of plastics mixed together does not
perform as well as purified recycled and shall not be used in the manufacture of
the equipment.

COMPONENTS MADE OUT OF REYCLCED PLASTIC:

A. General: Recycled plastic used in the fabrication of playground equipment shall be


made out of HDPE derived from purified recycled milk containers. All recycled
plastic profiles shall be solid and dense. No hollow profiles of recycled plastic or
laminated profiled (such as metal posts covered with recycled plastic exterior or
recycled plastic slats supported by an aluminum structural core) shall be used. All
recycled plastic edges shall be rounded.
B. Post Package: Main support posts shall be made out of 6x6 solid recycled plastic.
Secondary posts shall be made out of 6x6, 4x6, or 4x4 solid recycled plastic. All
recycled plastic edges shall be rounded.
C. Full Platform: Flooring at Full Platforms shall be fabricated out of 4x6 or 2x6 solid
recycled plastic planks. Proved a ½” recycled plastic spacer between floorboards
where applicable. All recycled plastic edges shall be rounded. Full Platforms shall
measure 46 ½”x 46 ½”.

D. Small Platform: Flooring at Small Platforms shall be fabricated out of 4x6 solid
recycled plastic planks. Provide a ½” recycled plastic spacer between floorboards
where applicable. All recycled plastic edges shall be rounded. Small Platforms shall
measure 22 ½” x 46 ½”.
E. Clatter Bridge: Clatter Bridge shall be fabricated out of 3x4 solid recycled plastic
planks. All recycled plastic edges shall be rounded. Clatter Bridge shall measure
36” x 108” (unless otherwise noted). Proved a powder coated galvanized steel
vertical rail on either side of bridge.
F. Fun Bridge and Double Fun Bridge: Fun Bridge and Double Fun Bridge shall be
fabricated out of 4x6 solid recycled plastic planks. All recycle d plastic edges shall be
rounded. Proved a ½” recycled plastic spacer between floorboards where applicable.
All recycled plastic edges shall be rounded (excluding ½” spacers). Fun Bridge shall
measure 35 ½” x 46 ½”. Double Fun Bridge shall measure 35 ½” x 93”. Provide
HDPE panel enclosure on either side of bridge.
G. Long Bridge: Long Bridge shall be fabricated out of 4x6 solid recycled plastic
planks. All recycled plastic edges shall be rounded. All recycled plastic edges shall
be rounded. Proved a ½” recycled plastic spacer between floorboards, where
applicable. All recycled plastic edges shall be rounded (excluding ½” spacers). Long
Bridge shall measure 35 ½” x 64 ½” (+-). Provide HDPE panel enclosures on either
side of bridge.
H. Winding Recycled Plastic Bridge: Winding Recycled Plastic Bridge shall be made out
of 4x6, 4x4, 3x4, or 2x6 solid recycled plastic planks. All recycled plastic edges shall
be rounded. Provide a ½’ recycled plastic spacer between floorboards where
applicable. All recycled plastic edges shall be rounded (excluding ½” spacers).
Winding Bridge shall measure 46 ½” x 64 ½” +-). Provide HDPE panel enclosures
on either side of bridge.
I. Grab Rails: Grab Rails (guardrails) shall be made out of 2x6 solid recycled plastic
members or made out of 1.050” OD galvanized steel tubing, powder coated. All
recycled plastic edges shall be rounded.
J. Inclined Ladder: Vertical supports shall be made out of 4x6 solid recycled plastic
posts, rungs shall be made out of 1.050” OD galvanized steel tubing, powder coated.
All recycled plastic edges shall be rounded. Inclined Ladder shall be available for
deck heights from 24” to 60”.
K. Recycled Plastic Rung Ladder: Recycled Plastic Rung Ladder shall be made out of
4x4 solid recycled plastic posts, rungs shall be made out of 1.050” OD galvanized
steel tubing, powder coated. All recycled plastic edges shall be rounded. Inclined
Ladder shall be available for deck heights form 24” to 60”.
L. Recycled Plastic Flex Climber: Recycled Plastic Flex Climber shall be made out of
3x4 or 4x4 solid recycled plastic slats. All recycled plastic edges shall be rounded.
M. Full Wall: Full Wall shall be made out of 3x4 solid recycled plastic planks spaced at
5 ¾” (maximum) on center. Recycled plastic planks shall be held together using
galvanized steel pipe bolts at top and at bottom. Provide 2x2 recycled plastic spacers
between 3x4 planks. Full Wall shall measure 35 1/2“ wide at 36” high.

N. Small Wall: Small Wall shall be made out of 3x4 solid recycled plastic planks
spaced at 5 ¾” (maximum) on center. Recycled plastic planks shall be held
together using galvanized steel pipe bolts at top and at bottom. Provide 2x2
recycled plastic spacers between 3x4 planks. Small Wall shall measure 11 1/2“
wide at 36” high.
O. Recycled Plastic Rooftop: Recycled Plastic Rooftops shall be fabricated out of
solid 3x4 recycled plastic planks with galvanized steel pipe bolt supports. All
recycled plastic edges shall be rounded.
P. Recycled Plastic Bench: Recycled Plastic Bench shall be fabricated out of solid
3x4 recycled plastic planks with powder-coated galvanized steel tubular (or,
recycled plastic) frames. All recycled plastic edges shall be rounded.
Q. Recycled Plastic Trash Receptacle: Recycled Plastic Trash Receptacle shall be
fabricated out of solid 2x4 recycle plastic planks with powder-coated galvanized
steel frames a galvanized steel liner and an HDPE flat top. All recycled plastic
edges shall be rounded.
R. Recycled Plastic Picnic Table: Recycled Plastic Picnic Table shall be fabricated
out of solid 4x6 recycled plastic planks with powder-coated galvanized steel
tubular frames. All recycled plastic edges shall be rounded.

2.4 ROTAIONALLY MOLDED PLASTIC COMPONENTS

A. Rotationally molded plastic components such as panels, rooftops, slides, tubes,


etc. shall be of high quality/commercial grade and shall be manufactured out of
rotationally molded, high density polyethylene. All plastic components shall be
treated with a UV Stabilizer for color stability and shall have color molded in.

2.5 HIGH DENSITY POLYETHYLENE COMPONENTS:

A. Activity panels shall be made out of ¾’ thick extruded high-density polyethylene


panels. High-density polyethylene panels shall have UV stabilized colors molded
in for color stability.

2.6 METAL COMPONENTS:

A. Metal components constitute the following components: Arch Climber, Loop


Arch Climber, Loop Ladder, Coil Climber, Chain Climber, Snake Climber, Fire
pole, Grab Bars (standard) Grab Bars (u-shape), Guardrails, Handrails, Overhead
Ladder (straight), Overhead Ladder (camelback adventure), Overhead Ladder
(narrow), Overhead Ladder (zigzag), Pipe Wall, Overhead Ring Maze (straight),
Overhead Ring Maze (serpentine), Overhead Ring Maze (zigzag), Parallel Bars,
Turn Bar, Chin-up Bar, Curl Station, Monkey Grip, Vertical Rung Ladder, Slide
Bracket, Pipe Bolt, Swings, etc. Metal components shall be heavy-
duty/commercial grade, made out of galvanized steel tubing, steel angles & steel
plates. Sizes & specifications shall be as follows:

1. 5” OD x 11 gauge “Allied Flo-Coat Galvanized Tubing” shall be used at
support posts and 3 ½” OD x 11 gauge “Allied Flo-Coat shall be used at
support and posts and 3 ½” OD x 11 gauge “Allied Flo-Coat Galvanized
Tubing” shall be used at support beams with a minimum tensile strength of
55,000 PSI, milled per ASTM A-135, ASTM A-500 and tested per ASTM E-8.
All galvanized steel tubing shall be powder coated (4-6 mil.).
2. 4” square x 11 gauge “Allied Flo-Coat Galvanized Tubing” shall be used at
support posts for recycled plastic swing structures. Minimum yield shall be
50,000 PSI with a minimum tensile strength of 55,000 PSI, milled per ASTM
A-135, ASTM A-500 and tested per ASTM E-8. Support posts shall be
laminated with recycled plastic planks on two sides. All Galvanized steel
tubing shall be powder coated (4-6 mil.).
3. 2.375” OD x 10 gauge “Allied Flo-Coat Galvanized Tubing” shall be used at
main horizontal support beams for Overhead Ladder (straight, zigzag) at main
support beams for Overhead Ring Maze (straight, s-shape, winding), at main
support beam for Flex Bridge rails, at horizontal beam for Single Post Swings,
etc. All galvanized steel tubing shall be powder coated (4-6 mil.).
4. 1.900” OD x 11 gauge “Allied Flo-Coat Galvanized Tubing” shall be used at
main horizontal support beams for Overhead Ladder (humpback), at main
support beams at Arch Climber/Loop Arch Climber/ Loop Ladder/ Coil
Climber/ Humpback Climber/ Snake Climber/ Fire pole/ Parallel Bars, etc.
All galvanized steel tubing shall be powder coated (4-6 mil).
5. 1.75” OD x 12 gauge “Allied Flo-Coat Galvanized Tubing” shall be used at
grip areas such as top & bottom rails at pipe walls, rungs for Flex Bridge,
Overhead Ladder (straight, zigzag, humpback), rungs for Arch Climbers, etc.
All galvanized steel tubing shall be powder coated (4-6 mil.).
6. 1.050” OD x 14 2.375” OD x 10 gauge “Allied Flo-Coat Galvanized Tubing”
shall be used at hand grip areas of Turn Bar, Chin-up Bar, Inclined Ladder,
Recycled Plastic Rung Ladder Ring Maze (straight, s-shape, winding), Loop
Ladder, Coil Climber, Grab Bars (standard, u-shape), Snake Climber, Curl
Station, Pull-up Station, vertical slats at Pipe Walls, etc. All galvanized steel
components shall be powder coated (4-6 mil.).
7. 1.050” OD Schedule 40 Galvanized Steel Pipe shall be used for making pipe
bolts. Weld joints at pipe bolts shall e cleaned and treated with cold
galvanizing compound.
8. 2 ½” x ¼’ thick steel plates shall attach Arch Climber, Loop Ladder, etc. to the
Full Platform. All edges shall be filed smooth in order to eliminate any sharp
conditions. Plates shall be zinc-coated after they have been cut to size and
drilled prior to welding and fabrications. After welding and fabrications,
plates shall be lightly sandblasted and then zinc-coated again, prior to powder
coating (4-6 mil.).

9. ¼” steel plates shall attach overhead ladder/monkey bars to the recycled
plastic support posts. All edges shall be filed smooth in order to eliminate any
sharp conditions. Plates shall be zinc-coated after they have been cut to size
and drilled, prior to welding and fabrication. After welding and fabrications,
plates shall be lightly sandblasted and then zinc-coated again, prior to powder
coating (4-6 mil).
10. Aluminum parts such as steering wheels, pipe collars, etc. shall be made out
of cast aluminum and shall be for commercial grade. Steering wheels shall be
free to turn 360 degrees in either direction. Where applicable, aluminum parts
shall have a powder coated finish (4-6 mil.).

2.7 WELDING:

A. Joints at metal components shall be welded. Welding shall be achieved using a


stainless steel wire only. Stainless steel welding has an exceptional resistance to
corrosion. Conventional welding using a regular wire is not acceptable due to
tendencies of the weld joint to rust over time. Weld joints shall be cleaned, free of
weld splatter, lightly sandblasted, zinc-coated and then powder coated (except for
galvanized pipe bolts which shall be treated with ZRC Cold Galvanizing
Compound or Zero Rust).

2.8 POWDER COATING

A. Metal parts shall be powder coated after fabrication. Prior to powder coating, file
all edges smooth, clean weld splatter and lightly sandblast parts to remove
impurities. Powder coating shall be applied over a clean, dry substrate, free of
any contamination and oxidation. Provide two layers of powder coating to
achieve superior corrosion protection (4-6 mil.).

1. Apply a layer of zinc rich primer as a powder coating base layer.


2. Topcoat base layer with a layer of polyester powder coating. The owner shall
select powder coating color(s).
3. Time lapse between the application of zinc rich primer and polyester top
coating must not exceed 12 hours (maximum).

2.9 HARDWARE AND MISC. PARTS

A. All hardware shall be treated to resist corrosion. Primary connections shall be


made using stainless steel, vandal resistant “Torx-Plus Pin Head Socket Bolts”
requiring a unique tool for attachment or disassembly. Galvanized hex bolts
(where used) shall be counter sunk into recycled plastic. Primary bolts shall have
a minimum diameter of 3/8” to ½”. Bolts/ nuts shall have a locking device or
locking agent added to keep them from becoming loose. Hardware shall be
installed in such way so that it does not create projections or protrusions beyond
the limits set by CPSC and ASTM.

2.10 COLOR SELECTION:

A. Colors shall be selected by the owner or by the owner’s representative from the
list of manufacturer’s standard colors. 6x6 solid recycled plastic posts shall be
available in tan. 4x6 solid recycled plastic planks and ½” deck spacers used for
platforms shall be available in tan, blue and green. 3x4 solid recycled plastic slats
used for walls, clatter bridge and rooftops shall be available in tan, blue, green
and red. Rotationally molded plastic parts, HDPE panels and powder-coated parts
shall be available in all primary colors.

PART 3-EXECUTION

3.01 INSTALLATION

A. All equipment shall be installed per manufacture’s installation instructions. No


deviations shall be made from the manufacture’s specifications and instructions.
B. The installation contractor shall be trained by the manufacturer and shall have a
minimum of 3 years experience in the installation of the type of equipment. Upon
request, the installation contractor shall provide a list of 20 (minimum) playground
installation projects as evidence of past experience. State of California requires a
“D61/D34” or a “B” license for the installation of playground equipment and a
“C61/D12” or a “B” license for the installation of rubberized surfacing. License
requirements for each project shall be verified with the State Contractors License
Board. Contractor and/or sub-contractors performing said work should hold all
required licenses need for the project, prior to bidding for the project.
C. Anchor playground equipment to the ground using concrete footings per
manufacturer’s installation instructions. Unless otherwise noted, all primary footings
at (6x6 posts) shall have a minimum diameter of 16” and a minimum depth of 18”
below the resilient surface. Footings for 5” OD powder coated swings or for recycled
plastic swings shall have a minimum diameter of 18’ and a minimum depth of 30”
below the resilient surface. Secondary footings (galvanized steel tubing support at
slide brackets climbers, etc.) shall have a minimum diameter of 12” and a minimum
depth of 18” below the resilient surface. Provide a concrete coverage of 12”
(minimum) at all recycled plastic posts and edges of all steel posts to grade and 2”
(minimum) form all edges of recycled plastic posts to grade. Concrete used for
footings shall have a minimum strength of 2000 PSI. Upon completion of
installation, deliver to owner the playground equipment owner’s manual containing
Playground Safety Tips, Preventive Maintenance Schedule, Inspection Check List,
etc. Also, deliver to the owner a set of wrenches for the “Torx-Plus Socket Pin Head”
vandal resistant bolts as well as any other specialty tools.

D. Provide a sufficient use-zone around the equipment as specified by the
manufacturer, CPSC and ASTM guidelines. A resilient surface must be installed
under and around all playground equipment (per CPSC and ASTM), prior to use
by children. Do not install playground equipment over a hard surface (asphalt,
concrete, compacted dirt, grass, etc.) Resilient surfacing must be maintained as
needed in order to keep it in good condition.

5.1.1 WARRANTY:

A. Play ground equipment shall be guaranteed to meet or exceed the specifications


set forth in this section against defects in materials and workmanship as follows:

1. Lifetime Limited Warranty: Recycled plastic parts shall be warranted for


lifetime against structural failure due to corrosion, deterioration, or
workmanship. Additionally, recycled plastic parts shall be guaranteed not to
rot, chip, crack, corrode, or split. Recycled plastic parts and accessories
include all upright posts, platforms, guardrails, rooftops, etc. Cosmetic/non-
structural issues are excluded.
2. Lifetime Limited Warranty: Hardware shall be warranted for lifetime against
structural failure due to corrosion, deterioration or workmanship.
Cosmetic/non structural issues are excluded.
3. Ten Year Limited Warranty: Metal components such as climber, overhead
components (monkey bars, ring maze, etc.) etc. shall be warranted against
structural failure due to materials and workmanship for a period of ten (10)
years from the date of invoice. Cosmetic/ non-structural issues are excluded.
4. Ten Year Limited Warranty: Rotationally molded plastic components (slides,
panels, rooftops, etc.) and all HDPE panels shall be warranted against defects
in materials and workmanship for a period of (10) years from the date of
invoice. Cosmetic/non structural issues are excluded.
5. One Year Limited Warranty: Moving parts and all other components not
mentioned here shall be warranted against defects in materials and
workmanship for a period of one (1) year from the date of invoice.
