1. Maintenance Control Manual for ZU-…………………

Purpose:

The maintenance control manual provides the necessary policies and procedures to ensure that ZU- ……………… is
maintained in an airworthy condition and that the Authority to Fly remains valid.
This manual also prescribes the mechanisms and measurements needed to ensure the administrative arrangements
between the operator and the appropriately rated “Technical Approved Person “ or “AMO”.
It documents the procedures and performances necessary for the management , correctness and adherence to all
applicable CARS and CATS for the safe performance of ZU-…………………………….

Technical Approved Person:

The inspection of ZU- ………………………may only be performed by a person suitably qualified under SA-CARS 66.4 to
carry out inspections and repairs on non-type certified aircraft in compliance with the applicable aircraft maintenance
schedule, and with whom a formal maintenance and inspection agreement has been entered into between the ATO Name
……………………………ATO #.......................... and the TAP and/or AMO.

Maintenance Schedule:

The maintenance schedule to which the maintenance mechanisms and procedures will adhere is as per the “Maintenance
Schedule” as defined previously and as may be amended from time to time.

Maintenance Procedure:

The procedures to be followed are as defined in the relevant “Maintenance Schedules” with due care being taken at all time
to ensure personal safety of the Approved Person and ensuring quality of performance.

“RELEASE TO SERVICE”:

The release to service for ZU-………………………………… will be formally completed after each mandatory inspection has
been successfully completed by the “Approved Person” as defined above.
This document will be a separate form contained in the aircraft document folder,
Format as specified in the SA-CATS 44 applies.

Maintenance Records:

Flight folios

The requirement for a flight folio to be carried, the information to be contained therein, the manner in which it shall be
maintained and the period for which a flight folio shall be retained has been prescribed in CAR 91.03.5. and which is to be
completed by the PIC after each and every flight in order to maintain an accurate record of hours flown for maintenance
scheduling purposes.
Any “snags” found by the PIC will also be entered into the flight folio for the attention of and correction by the Approved
Person.

Logbooks

The approved logbook makes provision for the recording of


(a) airframe, engine(s) and propeller(s) particulars;
(b) major defects and damage;
(c) compliance with airworthiness directives or safety directives, as applicable;
(d) compliance with service bulletins, service letters and similar documents, as applicable;
(e) engine components;
(f) scheduled inspections; and
(g) scheduled and non-scheduled maintenance and defect rectification on airframe, engines, propellers and
accessories and any relevant matter.

2. Contract between the ATO and ATO Accountable Manager

This agreement set out the relationship between an ATO and ATO Accountable Manager:

The parties to this agreement are –

6. FINANCIAL PROVISIONS

During the term of this agreement and in consideration for the Services provided by the ATO Accountable Manager to ATO,
ATO will pay the ATO Accountable Manager the fees as specified in the payment schedule attached hereto as Annexure A.

7. INDEMNITY

In addition to and without prejudice to any other indemnity or obligation contained or contemplated in this agreement, the
ATO Accountable Manager shall be liable to ATO for and hereby indemnifies ATO, its directors, partners, officers,
employees, representatives and agents and holds them harmless and keeps them so indemnified and harmless in full
against any claim (including but not limited to legal costs incurred in defending any third party claims or enforcing this
indemnity) by any third party against ATO, attributable to or arising (whether directly or indirectly) from the ATO Accountable
Manager’s fault or negligence or default by the ATO Accountable Manager in respect of any of its obligations in terms of this
agreement and/or its annexures or attributable to or arising from any act or omission on the part of any person appointed by
the ATO Accountable Manager.

4.1 Maintenance and Service Agreement

It is hereby agreed between ATO:……………………………….. and AMO/AP:……………………., number ………….


Approved in terms of SA-CARS to carry out inspections.

Name:……………………………. has been appointed to maintain and inspect ZU-……………….. as per the Maintenance
Rules for Non-Type Certified aircraft specified in the SA-CATS 44 as may be applicable to the above aircraft.

Duties:
I (hereafter referred to as “the AP” is required to be directly responsible for inspections to ensure that the airworthiness of
ZU-………………..as a training aircraft is adhered to and maintained.
The AP will carry out all inspections that are required as specified in the Maintenance schedule at the frequencies specified.
The AP will examine the flight folio for the aircraft to ascertain if any “snags” have been reported and will take the necessary
corrective action before the next flight if the “snag” as logged could be detrimental to the safety of the aircraft. Any “snags”
which are not hazardous or potentially hazardous will be corrected at the earliest or before the next scheduled inspection or
as part of the regular on-going maintenance.

Inspections:
The AP will perform the specified inspections and maintenance as laid out in the Maintenance Schedule.
The AP will ensure performance of any repairs or off-site operations which the AP will have “outsourced” to an acceptable
repair organization.
The AP will carry out normal maintenance and inspection work and/or repairs at the allocated hanger and storage space
nominated by himself and confirms that this facility is acceptable and suitable for the purpose notwithstanding that certain
repairs which are outside of the AP’s field of competence, may be outsourced at the AP’s discretion to an acceptable repair
organization.

4.2 TAP and NTCA Maintenance Facility or AMO license or Operating Certificate & Opspec

In the case of maintenance contract being entered into with a Technical Approved Person, provide the following;

1. A certified copy of the TAP Certificate, indicating that he TAP is appropriately rated to perform maintenance on the
applicable NTCA types, groups, categories or classes.
and
2. A Certificate of the approved NTCA Maintenance facility where all maintenance, repairs and overhauls shall be
conducted, and.

In the case of a maintenance contract being entered into with a AMO, provide the following;

1. The AMO approval certificate, and


2. The AMO Opspec, indicating that the AMO is approved to perform maintenance on the applicable NTCA, types,
groups, categories or classes.
3. A copy of the AME license indicating that he AME is appropriately rated to perform maintenance on the applicable
NTCA types, groups, categories or classes.

6. Maintenance schedule

The Maintenance Schedule defined as follows, is concatenated from “daily”, “25 hour”, “50 Hour”, “100 hour” to “annual”, in
that a “25 hour” maintenance must include all actions defined in the “Daily” maintenance and likewise all subsequent
schedules must perforce include all the actions of the preceding schedules. These inspections requirements do not
supersede or replace any requirements that might be specified by the manufacturer and documented in the “OPERATORS
MANUAL”.

Recording of maintenance and record retention:

the following records are kept for the periods mentioned-

(a) The total time in service for the aircraft and all components.
(b) The current status of compliance with all service bulletins.
(c) Details of modifications and repairs to the aircraft and its major components.
(d) The time in service (hours, calendar time, as appropriate) since last overhaul of the aircraft or its components.
(e) The current aircraft status of compliance with its maintenance schedule.
(f) The detailed maintenance records to show that all requirements for signing or a release to service have been
met.

The records, referred to in subparagraphs a) to (e), shall be kept for a minimum period of 90 days after the aircraft or item to
which they refer has been permanently withdrawn from service.
The records, referred to in subparagraph (f), shall be kept or a minimum period of five years after the signing of the release
to service.
In the event of a change of ownership of the aircraft, the above maintenance records shall be transferred to the new owner
as per the specifications of registration of aircraft SA-CATS 47.00 as applicable.

With each scheduled maintenance operation or with any non-scheduled maintenance performed, the Approved Person shall
make diligent and accurate entries into the airframe logbook of all maintenance activities performed.
All scheduled maintenance shall be performed in accordance with the Maintenance schedule as defined.
All unscheduled maintenance either as a result of an incident, component failure or “Snag” recorded in the flight folio must
receive immediate attention by the Approved Person prior to the next flight and all corrective action to be diligently entered
as prescribed into the airframe logbook.
All entries to be correctly dated signed and stamped by the Approved Person.
All entries made in the airframe logbook must always record the relevant airframe hours flown at the time of the
maintenance activity.

Manner of recording overhaul

The manner in which overhauls, repairs, processes and modifications related to a major repair or overhaul of an aircraft part
or component shall be recorded in the applicable aircraft, engine or propeller logbook or on a certificate of release to
service.

Maintenance Control Audit

The Maintenance Control Audit Program will examine all pertinent records, logbooks and service documentation at each
“Annual Inspection”.
This audit to determine if any deficiencies exist in the procedures and if so, to institute necessary corrective action.
The audit will also examine the maintenance and repairs of the aircraft to ascertain if any major defects are recurring that
may render the aircraft non-airworthy or unsafe.
The audit is also to examine the maintenance and repair performance(s) of the AP and/or any other maintenance
organisation which may have been utilized in the maintenance of the aircraft to establish performance or lack thereof.
The audit to ratify that all pertinent registrations, licenses are correct and up to date in preparation for an application for the
annual “Authority to Fly” as per SA-CATS 24.

Overhaul, repair and substitution of major components

1. Reissuing of authority to fly or proving flight authority


To reinstate the validity of a certificate of airworthiness deemed suspended as a result of an aircraft having been involved in
an accident or incident that rendered one or more Class I products unserviceable, the following applies:

(a) Such maintenance as is necessary shall be carried out in accordance with approved manuals, structural repair
manuals, or authorised repair schemes as per SA-CATS 44 or other approved data as may be defined in SA-
CATS 44.
(b) A annual inspection shall be carried out if the primary structure, the engine or the propeller have been damaged.
(c) A test flight shall be done by an appropriately rated test pilot and the performance recorded in accordance with
regulation Part 44.
(d) After certifying the aircraft as safe for flight, obtain from the Director or, if applicable, the organisation designated
for the purpose in terms of Part 149, as the case may be, an authority to fly the aircraft (which authority is valid
for flight within the borders of the Republic);

Overhauls: General

(a) Any overhaul must be carried out in accordance with the manufacturer’s current overhaul manuals.
(b) Overhauls shall be recorded and certified in the appropriate logbook(s) by the holder of an appropriately rated
license or approval.
(c) The required record of fits and clearances shall be made in the sequence indicated in the respective manuals.
(d) Engine mountings shall be inspected at the time of the engine overhaul, propeller strike or whenever an engine
is changed for signs of external and internal corrosion, cracks and other damage.
(e) The overhaul and the procedure which was used shall be recorded in the relevant logbook and signed by the
Approved Person.

Engine overhauls

(a) Engines and engine components may be overhauled at the recommended times indicated in the latest revised
issues of the maintenance manuals, Service Bulletins and Service Letters, as applicable, or as and when their
condition shows that it is necessary to keep the aircraft serviceable. The overhauled engine must then be tested
as a complete unit in accordance with the manufacturer’s recommendations, as applicable.
An engine shall be completely overhauled together with all components the fuel system, the ignition system
(i) where the engine has been subjected to significant external heat, e.g. fire;
(ii) where the engine has been submerged in water;
(iii) when the engine has suffered substantial damage;
(e) In cases where the engine has been struck by lightning and there are witness marks on the propeller, the
manufacturer’s recommendations should be complied with.

Propeller overhauls

Propellers and propeller components will be overhauled or replaced as and when their condition shows that it is necessary
to keep the aircraft serviceable. The overhauled propeller must then be tested as a complete unit. When a propeller requires
an overhaul, the overhaul may be carried out by the manufacturer or an approved propeller facility.

Propeller inspection and repair requirements for Fixed-pitch wooden propellers:-

(i) Due to the nature of the wood itself, it is necessary that wooden propellers and blades be frequently inspected to

assure continued airworthiness. Inspect for such defects as cracks, bruises, scars, warpage, evidence of glue
failure and separated laminations, sections broken off and defects in the finish.
(ii) Irrespective of make, propeller of wooden construction must be removed and carefully inspected every 1 000
hours of operation or 5 years in service, whichever is shorter, for conditions such as the following:
(aa) elongated bolt holes;
(bb) out of track condition;
(cc) cracks in the shaft hole, bolt holes or blades;
(dd) oversize shaft hole;
(ee) broken lag screws that attach the metal leading edge sleeve to the blade;
(ff) separated laminations;
(gg) cracked internal laminations;
(hh) split blades;
(ii) cracks or deep cuts across the grain of the wood;
(jj) loose lag screws or rivets;
(kk) appreciable warp of blades;
(ll) appreciable portion of wood missing;
(mm) damaged hub flanges caused by over-tightening
(iii) The propellers must be re-varnished and the balance checked and corrected.
(iv) Propeller tip drain holes must be opened.

Temporary and permanent repairs after accidents

The following procedures must be followed whenever temporary or permanent repairs become necessary after an accident:

(1) Once it has been established that the aircraft must be repaired after an accident, XYZ School must repair the
aircraft in accordance with either the approved manufacturer’s specifications, standard practices or, if neither
are available, consult an Approved Person, rated in accordance with Subpart 4 of Part 66.

(2) When all the repairs have been completed XYZ School shall advise the Director or, if applicable, the
organisation designated for the purpose in terms of Part 149, as the case may be, accordingly and arrange for
an inspection for the reissuing of the authority to fly by an Approved Person.

(3) XYZ School will arrange for an Approved Person, rated in accordance with Subpart 4 of Part 66 to act on its
behalf and recover and return the aircraft to service. In this case XYZ School shall ensure that the Director or, if
applicable, the organisation designated for the purpose in terms of Part 149, as the case may be, is advised of
XYZ School arrangement with the approved repair facility. The approved repair facility shall comply with the
contents of paragraph (1) and (2) in addition to the requirements prescribed in paragraph (4).

(4) The Approved Person, rated in accordance with Subpart 4 of Part 66, concerned, must
(a) submit to the Director or, if applicable, the organisation designated for the purpose in terms of Part 149,
as the case may be-
(i) the name(s) of valid type-rated, approved, AMO, AME or Approved Person, rated in accordance
with Subpart 4 of Part 66, who will be responsible for the carrying out of the repairs;
(ii) a detailed description of the manner in which the repairs are to be effected; and
(iii) a detailed specification of all the repairs to be made in order to fly the aircraft safely to a base
where it can be permanently repaired;
(b) certify the temporary or permanent repairs in the appropriate logbook(s) or flight folio, and forward
copies of such certification or certificates relating to maintenance of an aircraft to the Director or, if
applicable, the organisation designated for the purpose in terms of Part 149, as the case may be;
(c) after certifying the aircraft as safe for flight, obtain from the Director or, if applicable, the organisation
designated for the purpose in terms of Part 149, as the case may be, an authority to fly the aircraft
(which authority is valid for flight within the borders of the Republic);

(5) Those responsible for temporary repairs shall ensure that such repairs are carried out in accordance with SA-
CATS 44 or in a reasonable manner as would meet the FAA AC43 acceptable methods, techniques and
practices of aircraft inspection and repair.

 Check all systems and their controls in the cockpit or cabin for proper installation, security, satisfactory operation
