Public Consultation* on

Malnutrition in Madhya Pradesh

Now a days election campaign is at its extreme in Madhya Pradesh and on the
other hand the innocent children are continuously loosing there life due to the
giant problem of Malnutrition. Previously, no one was bothering the issue of
malnutrition but due to the continuous campaigns raised by local organizations
against the deaths of children to malnutrition finally the issue came into light and
became a matter of debate among the political parties and the issue was raised
by the leaders of opposition party. Media too has intervened in the matter with a
deep interest. Now of course the situation is being tried to be addressed with
intensive cares, referrals and relief measures. But still there are many
discrepancies in the systems which are yet to be conquered.

In order to explore the possible measures to arrest the recurrence of malnutrition


and occurrence of the deaths of innocent children various organizations actively
involved in the action for right to food and other basic rights of human united
and organized a public consultation meet on ‘Crisis and perils of malnutrition’ on
the occasion of World Food Day in which the issue of hunger deaths,
malnutrition, poor quality of food supply under ICDS and PDS, lackings of various
governmental schemes, politics of package food and many other issues related to
grass root were raised. More than 300 people from 35 districts and 46
organizations participated and put there issues in the program. Biraj Patnaik,
Principal Advisor to Supreme Court’s Commissioner for Right to Food, Dr.
Narendra Gupta, from Prayas, Rajasthan, Urmila Singh from All India Democratic
Women Association, High Court Advocate Raghvendra Kumar, among others were
present in the program.

The program started with a brief description on overall scenario of prevailing


problems of malnutrition, hunger deaths and food and employment insecurity all

over the State presented by Sachin Jain of M.P. Right to Food Campaign. He also
told that according to a recent report of IFPRI the nutritional situation in Madhya
Pradesh is alarmingly worst and the state ranks between the worst world
economies like African countries of Ethiopia and Chad on the Global Hunger
Index 2008. Then he told about the purpose why we all are gathered on one
forum—to discuss and share our experiences regarding shortcomings of various
government schemes, field realities of hunger deaths, food and employment
insecurity and other issues and on the basis of these sharing a memorandum will
be prepared which will be handed to government to include our issues in their
manifestos with priority.

Then an analytical report on the ground realities of implementation of ICDS,


status of health and other related schemes was inaugurated in the program. Then
after the organizations and community people from various districts of State
shared their experiences one by one.

First of all Seema from Spandan Samaj Sevi Sansthan working at khalwa block of
khandwa put the scenario of khandwa district and told how the traditional
cultivation of Kodo and Kutki have been replaced by soybean, cotton and hybrid
food crops and its impact on the growing food insecurity and deteriorating health
of korku tribes of Khandwa. She told that the number of children succumb to
malnutrition is increasing but the government departments are in complete
denial mode that deaths are not due to malnutrition but due to diseases or any
other reason. Also the administration is blaming the community for the deaths of
children by saying that tribal people do not come to hospitals for treatment due
to there superstitious beliefs but it is not so told Seema.

Then Manav Adhikar Forum of Shivpuri district of Madhya Pradesh presented the
conditions of Anganwadi Centers in the district. The organization conducted a
detail survey of Anganwadi Centers at Pichhor and Pohari blocks of district and
found that the supply of supplementary nutrition is very much irregular in the
blocks and also the amount supplied is less than needed. The centers are devoid
of basic facilities like growth monitoring charts, growth registers, playing kits,
utensils and medicine kits. People from Seoni reported that in most of the villages
there is no Anganwadi building and the Center is being run in Anganwadi
worker’s house, there is no facility of safe drinking water, proper toilets and even
proper space for cooking food is missing. The group from Seoni told that we all
should get united against the unaccountability of government then only we can
find some result.

Then after grassroot wokers from Adiwasi Adhikar Manch and Lok Sangarsh
Saajha Manch of Satna district and parents of children died due to malnutrition
from villages of Satna came on the stage and presented the situation of the
district. Parents told that there children died due hunger while health and WCD
department says that children died due to the bites of venomous insects or
diseases. They told that there is no permanent source of earning in the region;
NREGS is also not providing employment to people, schemes of government like—
PDS, ICDS, social security pension and health services all have failed in providing
the food, employment and health security to the poor and tribal communities
living in the villages of Satna district.

Ramesh Diwedi from Satna presented the political aspect of the issue of
malnutrition. He told that inspite of the fact that Satna district tops the list in
percentage of Malnourished children and IMR among all the districts of Madhya
Pradesh even then the district administration is denying the existence of
malnutrition and occurrence of hunger deaths in Satna.

Then Abhar Mahila Samiti presented the picture of Chhatarpur district. They told
that the district is facing the harshness of draught for past 4-5 years due to
which the agriculture system of the district is badly affected. The area is facing
food crisis and in such conditions when government schemes of ICDS, PDS,
NREGS, Social Security Pension and health services could be a boon to the
villagers they are kept deprived of all the social schemes of government. The
district is having remote villages which are to far of the mainstream of
development with no health facilities, no transportation and no employment.

Makrand from Saathi-Cehat orgnisation of Badwani district said that the women
and children are always kept at low priority in political fames. He said that WCD
department is always neglected and the budget allocated for ICDS is too low to
meet the requirements of all the beneficiaries of ICDS. He further mention that in
Badwani district the number of Anganwadi centers are less than needed and
even not all the children (Prime beneficiaries of ICDS) are getting the benefits of
the scheme.

People from Lok Jagruti Manch, Jhabua stated that there is no growth register, no
weighing machine and no playing kits in the Anganwadi centers. They said that
Anganwadi worker do not give supplementary nutrition to all the children and on
asking the reason she says that the supply is not enough to give all the kids.
Only panjiri and sometimes daliya is given to children. Pregnant and lactating
women are not at all getting the benefits of Anganwadi Centers.

Members of Saheriya Mukti Morcha and people of Saheriya community from


Sheopur district also mentioned the overall scenario of their district and the
matter of deaths of about 136 deaths of children due to malnutrition in the
district. Members of the grassroot organization told that Sheopur is a draught
prone district and the Saheriya tribe of the district is facing the food and
employment crisis due to draught for past 4-5 years. The community has no
permanent source of income and is also not getting the benefits of various
governmental schemes like ICDS, PDS, MDM, etc.
People from State Capital Bhopal also participated in the program and shared
their experiences. They said that they are also facing the same problem as most
of the other participants told. The Anganwadi Centers are lacking of basic
facilities, supply of SNP is not regular in the Centers and pregnant and lactating
mothers as well as adolescent girls are not at all getting the benefits of ICDS
scheme. Further people from Bhopal told that the supply of Mid Day Meal is also
irregular at schools of their region.

Then the delegates present in the program presented their views on various
issues. Dr. Narendra Gupta of Prayas organization, Rajasthan said that though
ICDS is the only and biggest scheme of its kind but still it is ineffective at field
level which is mainly due to the government’s negligence towards the scheme.
Umesh Vashisht from Janpehal said that the whole system is responsible for
ineffectiveness of ICDS at field level only grassroot workers i.e. Anganwadi
Worker should not be blamed for the same. Rajesh Jain from Sopan, Seoni said
that the problem of malnutrition can not be conquered until the government
accepts the existence of malnutrition and deaths of children due to malnutrition.
Arun Tyagi from Janpehal (MP) mentioned that malnutrition is transferred from
generation to generation and long existing measures must be adopted to cure it.
The Secretary of Anganwadi Union Ms. Hazra said that only Anganwadi worker
should not be blamed for the malfunctioning of Anganwadi Centers as she is
lowest worker of the system and nothing is in her hands. Anganwadi Worker
herself is under the pressure of higher authorities. President of B.P.N.I. Dr. Qazmi
said that we should not depend only on ICDS and Anganwadi Centers for
nutritional food but the livelihood and food availability of the family should be
secured to overcome the prevailing situations. Prakash of Spandan organistion,
Khandwa told about the RUTF (Ready to use Therapeutic Food) which is given to
severely malnourished children. RUTF is a powder and is being imported in India
from France. Though using RUTF malnutrition can be soon over come but its use
without care results in some problems (like vomiting) also and its use will bound
us to depend on market. Further it can also increase the risk of promotion of
packaged food supply through ICDS.

On the occasion, Biraj Patnaik Principal Advisor to Supreme Court’s Commissioner


for Right to Food said that status of Madhya Pradesh as revealed by the report of
IFPRI is disgraceful and it’s a big shame for the State. He said that only ICDS can
not solve the prevailing problem of malnutrition but health services and other
schemes all should work in co-ordination to sort out the problem. He also told
about RUTF and its composition that it is made up of groundnuts and it can be
prepared in India also and they are trying to discover the path for the same.

High Court Advocate Raghvendra Kumar said that Government has failed to
answer the questions raised on malnutrition and hunger deaths by grassroot
organizations. Further he said that there is a continuous need of efforts to fight
for the rights of food and employment securities. He emphasized that every
grassroot organization should keep on updating the recent status of field
situations in accordance to the first PIL filed to secure the rights to nutrition,
employment and social securities of common people as mentioned in the orders
of Supreme Court.

Urmila Singh of All India Democratic Women Association said that all the issues
whether it is the issue of health, food security, quality education or the issue of
employment all are associated to each other and all are facing the same problem
of administrative negligence. She said that there is an urgent need of creating
community pressure to awaken and sensitize the administration as well as
political parties on the issues of malnutrition, hunger deaths and basic rights of
human.

At the end of the consultation the participants came out with a “Bhopal
Declaration against malnutrition status in M.P.” and suggestions ensuring that the
demands of declaration get fulfilled. The demands mentioned in the declaration
includes universalization of ICDS, establishment of institutionalized system of day
care for children, easy availability of child birth related facilities to women
without any bias, policy based efforts and special encouragement to
breastfeeding for infants, community based systems to establish constitutional
and legal forums for right to nutrition and food, steps ensuring accountability of
district and State administration. The participants concurred that the government
would have to make structural changes in schemes, policies and budget priorities
to achieve the above demands.
