IMPLEMENTATION OF GOVERNMENT SCHEMES ON SCHOOL EDUCATION

(A).INTRODUCTION

Education plays a vital role in one’s life. Though, the education of a child starts with the home itself, yet, the
primary school is the first step towards formal schooling in India. India has one of the largest child-population of
the world. Half of them are disadvantaged and belong to the families which are economically impoverished. They
cannot afford good health care facilities and expensive educational institutes. . Before 1976, education was the
exclusive responsibility of the States. The Constitutional Amendment of 1976, which included education in the
concurrent List, was a far-reaching step. The substantive, financial and administrative implication required a new
sharing of responsibility between the Union Government and the States. While the role and responsibility of the
States in education remained largely unchanged, the Union Government accepted a larger responsibility of
reinforcing the national and integrated character of education, maintaining quality and standard including those of
the teaching profession at all levels, and the study and monitoring of the educational requirements of the country.
In order to achieve UEE (Universalisation of Elementary Education, the Government of India has initiated a
number of programmes and projects . The Government adopts an integrated approach in the implementation of the
various centrally sponsored schemes, in keeping with principles of the National Policy on Education, to ensure that
the education of equitable quality for all to fully harness the nation‟s human resource potential. The common
objectives are to enhance access through the expansion of quality school education; to promote equity through the
inclusion of disadvantaged groups and weaker sections, and to improve the quality of education. The Government of
India started the Mid Day Meal scheme and implemented Right to Education Act, 2010 to provide nutritional food
and free education respectively to these poor children of India. Hence, the government primary schools are the only
hope for these children to get free food and education. Though, the Mid day meal scheme has been implemented
years back (1966) as compared to Right to Education which has been implemented in the year 2010. Unfortunately,
the factor of quality in both is absent. Since in the past few months many incidents were reported in which
guidelines to ensure hygiene were kept aside while preparation of the mid day meal scheme. Further, the
education in these schools suffers due to MDM scheme. Researcher will bring out the situation of Government
Primary School in India with respect to Right to Education Act, 2010 and the MDM scheme. A number of incidents
were highlighted in the media where carelessness was reported while preparing food in the schools. One of the
notable incidents of carelessness was reported in the Samran district of Bihar. On July 2013, 23 children died after
eating mid day meal in the school. It was reported that instead of putting edible oil the insecticide was used for
cooking. The situation in other districts of Bihar was not different where maggot-infested wheat and rice and rotten
vegetables were being used for preparation of food. Further, the usage of toilet water to wash utensils of food in a
primary school of Panchkula, A dead lizard was found in the food in a primary school of Haryana and many more.
These incidents have become common. Furthermore, the food was being prepared in open in primary schools of
Mohali. Hence, non-seriousness in the implementation of the scheme is directly observed in these cases. Moreover,
the preparation of the food in the schools directly affects the provision of education in the schools .And many more
scheme are remarked subsequent the failure of government machinery.

(1) AIMS AND OBJECTIVE OF THE PROJECT

(i) The researcher’s aim for making this project is to study the working of schemes in schools.
(ii) To find out the number of schemes implemented by central government.
(iii) To study the number of children and schools are benefitted.
(iv) To find out how far these schemes have been successful.

(2) HYPOTHESIS

The researcher has assumed that,


(i) Schemes money are properly not utilized as lack of proper infrastructure and machinery.
(ii) MDM scheme though has been implemented but is not being monitored properly

(3) RESEARCH QUESTION

(i) What are the factors which are responsible for malfunctioning of schemes.
(ii) What are the number of schemes running in primary schools
(iii) What are the targets and achievement of the schemes.

(4) LIMITATION OF THE PROJECT

Owing to the large number of topics that could be included in the project,the scope of this research paper is
exceedingly vast. However in the interest of brevity and due to certain restrictions like that of area limited to
Jehanabad Bihar and limitation of time etc,the researcher will not be able to deal with the topic in great
detail.

(B).REVIEW OF EXISTING LITERATURE

For the purpose of research the researcher will visit CNLU library and review various sources available
both of primary and secondary nature. Detailed review of literature will be provided by the researcher in
the final draft.

(C).RESEARCH METHODOLOGY

(i) SOURCES OF DATA

Primary Sources – Field work,


Secondary Sources – official data ,Websites , journals, articles, magazines etc.

(ii) METHOD OF DATA COLLECTION OF NON DOCTRINAL NATURE

For the purpose of research, the researcher will be using observation, questionnaire, and interview as
proposed method of data collection.

(iii) TOOLS OF DATA COLLECTION

Tools of data collection will include observation schedule, interview schedule, notepad, pen, paper,
camera etc.

(iv) METHOD OF SAMPLING

Researcher will use purposive and convenient method of sampling due to paucity of time and various
limitation of research.
(v) PILOT SURVEY

Researcher will conduct a pilot survey before going for field work.

(D).TENTATIVE CHAPTERISATION

(i) Introduction - This chapter will have the introduction of the different ypes of scheme in primary
school.

(ii) Historical Background –In this chapter previously running programs /projects will be explained.
(Bihar Education Project ).

(iii) Structure and implementation– In this chapter the structure and implementation of schemes
will be explained.

(iv) Present condition and their malfunctioning – In this chapter the present situation will be
examined and how & why they are malfunctioning and other reason will be examined.

(v) Conclusion and suggestion – This chapter will mainly deal with solution related to
malfunctioning of schemes and better implementation .
